Introduction

In the frame of the expansion of their Taichung (Taiwan) steelmaking facilities, Dragon Steel Corporation (a subsidiary of China Steel Cor-poration) has contracted Paul Wurth for the construction of a new PRIMUS plant.

This plant was to be the first reference for this technology developed by Paul Wurth out-side the group.

The PRIMUS technology is based on a Multiple Hearth Furnace (MHF), used for preheating, calcining and prereducing the residues using economical coal, combined with the i-Meltor®, a specially designed electric arc furnace, for smelting the residues and fuming off the zinc.

The PRIMUS process is an innovative solu-tion for recovering separately iron and zinc as added value materials from iron and steelmak-ing residues: zinc is recovered as zinc oxide, iron as pig iron and gangue materials as inert slag. The PRIMUS process features recovery rates of zinc and iron close to 100 %, while complying with the most stringent environ-mental regulations.

Dragon Steel Taichung site

The Dragon Steel Taichung site (1 300 x 2 100 m) is enclaved between the sea and the city of Taichung, the third largest of Taiwan. This location was the reason for the stringent environmental constraints applicable to the site.

The site was originally equipped with a mini-mill (i.e. Electric Arc Furnace shops) producing approximately 800 000 tonnes per year of carbon-steel long-products.

In the frame of the expansion strategy of the China Steel group to enter into the flat- product steel sector, Dragon Steel started, as a first expansion phase, the construction of a green field integrated iron making plant on its Taichung site, including a sinter plant, a coke oven plant, a blast furnace plant, a converter shop and a hot rolling mill plant.

As a prerequisite for this expansion, local En-vironment Protection Authorities had required Dragon Steel to have beforehand implemented a solution for in-site recycling of residues.

PRIMUS® at DRAGON STEEL

At Dragon Steel, the PRIMUS plant has been designed for recycling stockpiled and future residual material (dust, sludge, etc.) from their existing Electric Arc Furnace shops and from the future plants. It features a nominal recycling capacity of 120 000 tonnes (dry base) of residual material per year and will be operated with different feed mixes, rang-ing from 100 % EAF dust to a high proportion of blast furnace residues, depending on their availability:

` period 1, until stockpiled residues are totally recycled: recycling of stockpiled EAF dust + fresh EAF dust

` period 2, from start-up of first integrated plant: recycling of fresh EAF dust + other residues from the first integrated plant

` period 3, from start-up of second inte-grated plant: recycling of fresh EAF dust + residues from both integrated plants

The whole PRIMUS plant, including surround-ing service ways, is arranged on a 80 x 100 m plot of ground.
