It has been a privilege to occupy the role of Lord Mayor of Dublinat this time of great change for Dublin. As I write this Ireland isholding the Presidency of the European Union for the last time inthe present form. We have a unique opportunity this year topromote our City to our new European partners. Our touristindustry generates €1.01 billion annually for our City’s economyand I believe that there is much room for the success story that isDublin tourism to expand further.

Dublin has made great economic strides but we also face newchallenges and obstacles from increased traffic, escalatinghousing prices to increasing drink related street crime. This lastissue has to be tackled as a priority.

We can only secure safer streets by giving young peoplealternatives to the path of crime and vandalism. My proudestmoments, as Lord Mayor, were opening new playgrounds,crèches, and sports facilities in previously neglected parts of theCity. It is great to see facilities like Diamond Park and the FinglasLeisure Complex already heavily used by young people.While there has been a marked improvement in the provision ofsuch facilities for children in Dublin, more are required for allDublin’s children.

I want to take a moment to pay tribute to the many volunteersI have met throughout the year. They do so much to enhancetheir communities with little or no recognition or reward.Whether training sports teams, working with the homelessor working on tidy district committees, their hard work anddedication is inspiring.

Is mór an phribhléid domsa a bheith mar Ardmhéara ar Bhaile ÁthaCliath ag an am áirithe seo a bhfuil athrú mór ag tarlú i mBaile ÁthaCliath. Agus mé á scríobh seo is ag Éire atá Uachtarántacht an AontaisEorpaigh don uair dheireanach san fhoirm a bhfuil sé faoi láthair. Tá deisuathúil againn i mbliana ár gCathair a chur chun cinn os comhair árgcomhpháirtithe Eorpacha. Gineann ár dtionscal turasóireachta €1.01billiún sa bhliain do gheilleagar na cathrach agus creidim go bhfuil neartdeiseanna ann do thurasóireacht Bhaile Átha Cliath a bhfuil ag éirí gomaith léi cheana féin, leathnú níos mó fós.

Tá dul chun cinn mór eacnamaíochta déanta ag Baile Átha Cliath ach tádúshláin agus constaicí nua os ár gcomhair de bharr níos mó tráchta abheith ann, praghsanna tithíochta a bheith ard agus níos mó coiriúlachtasráide de bharr cúrsaí ólacháin. CITY MANAGER’S WELCOMEFÁILTE Ó BHAINISTEOIR NA CATHRACH

Dublin City Council has two major functions. Firstly to provideessential services and secondly to plan for the future of the City.We provide 500 plus services to the City’s residents, businessesand visitors. The Council provides basic services like water,housing, fire services as well as the leisure centres, art galleriesand parks. All of these are essential components of a civilisedand effective City.

Dublin City Council is also concentrating on the future needs ofthe City and region. In drawing up the Development Plan and thenewly adopted Strategic Planning Guidelines, we are outlining ourstrategies to the year 2011. We are also planning for Dublin’sfuture water, waste and housing needs.

We all want to see our City and region remain economicallycompetitive, but a city is more than just an economy. We alsowant a city where people can afford to work, live, raise childrenand grow old. To achieve this we have some difficult decisionsto make.

The City Centre is the engine that has driven the success of theentire Dublin region. More people now live between the canalsthan in 1991. Multinational companies still find Dublin an attractivelocation. We currently have a lively mix of retail, commercial andcultural uses. It is important for the Dublin region that this mix bemaintained and strengthened.

In 2003 we concentrated on working with other agencies to tackleissues that gave a negative perception of the City i.e. litter, poorlymaintained public spaces, street begging and crime.

I am satisfied we can deal with existing problems, perceived orotherwise, while maintaining and enhancing the vigour andenergy of this very vibrant city.

I would like to thank members of the City Council past andpresent for their cooperation and assistance. I would also like tothank all Dublin City Council staff who provide all the servicesmentioned above and much more besides.

IntroductionDublin City Council is the largest local authority inIreland and is the democratic body governing theCity. The Council provides over 500 individualservices to Dubliners. It provides key services suchas affordable housing and drinking water, disposal ofwaste, street cleaning, building control andenvironmental health, community development, parksand recreational facilities and support of the arts, andeconomic development.

Dublin City has experienced many changes in the last decade.European Union membership and increased prosperity hastransformed Dublin into a multi-cultural City with a thrivingeconomy. Dublin City has, however, had new challenges to faceand many issues to tackle. Dublin City Council in recent years hasundergone rapid change and has taken a proactive role inmeeting the challenge of developing the City.

We have completed a number of major projects that havecontributed to a major improvement in quality of life for peopleliving, working or visiting Dublin City. Much has been achieved.The completed Wastewater Treatment Plant at Ringsend is alreadyhaving an effect on the recreational facilities along the coast. TheSpire in O’Connell Street is a symbol of the regeneration of ourmain streets. The new civic centres in the suburbs, whileproviding easier access to City Council services, also providelandmark buildings in areas such as Ballymun, Darndale andFinglas.

The Dublin Port Tunnel and the LUAS will lead to easier access to,and mobility within the City. These projects will change the waywe move around the City. The refurbishment of our housingestates and flat complexes - a major area regenerationprogramme - is now coming into its final phase. The new-lookCity centre is taking shape with the completion of the Plaza infront of the GPO.

The next phase of regeneration will help redefine the City centre,encouraging the development of new communities, while restoringa sense of pride in existing communities. The plans for the long-term development of the City, as set out in the draft Dublin CityDevelopment Plan, are an integrated strategy for the holisticrejuvenation of the City and the inner suburbs. The proposed newwestern gateway development at Heuston, will balance theDocklands development at the other end of the Liffey.

This annual report is structured to report on the objectives that weset ourselves in 2001 in the Dublin City Council Corporate Plan2001-2004. We are currently preparing the next Corporate Plan2005-2009 to be adopted by Council before the end of the year.

Democratic Role2003 was the final year in which Dublin City councillors couldhold a dual mandate. Fourteen councillors who were alsomembers of the Dáil, resigned during the year and the CityCouncil wishes to acknowledge the contributions of theseoutgoing members. Co-options took place to fill these vacancieswith fourteen new members sitting on the City Council.

Local elections take place in June 2004, when a new City Councilis elected. The production of the electoral register has beencompleted and is available in electronic format. Mediarepresentatives attend council meetings and area committeemeetings with some attending Strategic Policy Committeemeetings. Minutes of the Council meetings are posted onwww.dublincity.ie. Area Committee meetings are successfullydealing with local issues and it is estimated that the City Councilmonthly meeting is now spending 80% of its time in discussion ofstrategic/City wide issues.

A full review of the operations of the Strategic Policy Committeesand the Corporate Policy Group was completed in 2003. Since 2002 the Chairpersons of the Strategic Policy Committeesgive a comprehensive presentation to the City Council on theissues discussed at each of their meetings.

Quality Customer ServiceWe are committed to delivering the best possible service to ourcustomers. To assist in achieving this, our staff has ensured thatthe standards set out in the Customer Charter, as published in2001, are met. Further development of our area offices throughoutthe City has ensured that customers can receive information andservices from offices close to their homes. This service has beenwidely welcomed and it is intended to continue to develop therange of services and information available through these officesusing new technology to ensure accurate and relevant informationis available to all our customers.

Nearly one million visits were made to www.dublincity.ie in 2003.Additional information was made available to customers throughthe website during the year and work commenced on the designof a completely new site. This will enable customers of the Councilto interact with us electronically. It is intended that, over time,more and more services will be available while also retaining thefacilities for personal, phone and fax callers.

Work also commenced during 2003 on the Customer ServicesCentre, which will provide enhanced services to those who wish tocontact us either in person or by phone or fax. The advantage ofthe Customer Services Centre is that it will ultimately provide asingle point of contact for personal callers to the Civic Offices.The new Call Centre will ensure that the greatest amount ofinformation is available to a customer with one simple phone call.

Working in PartnershipThe City Development Board works with many City basedagencies in delivering the agreed economic, social and culturalstrategy for the City " A City of Possibilities".

The web portal www.dublin.ie and the handbook entitled " Actionfor Dublin " further support a multi-agency approach in deliveringthe strategy for the City.

Workplace partnership is further developing its role in involvingmanagement and unions in planning and implementing change.The first phase of the performance verification process under“Sustaining Progress” was successfully managed through thepartnership process. A major audit of staff views on trainingopportunities, career development and promotion, workplacecommunications and morale and equality and work-life balancewas conducted on a partnership basis. The survey findings havebeen developed into an action plan that will be implementedthrough the established partnership structures.

The Corporate Partnership Forum has been reconstituted in orderto best meet new challenges, in line with the "Sustaining Progress"agreement and the "Deepening Partnership in Local GovernmentStrategic Plan 2003 - 2005". Existing local partnership groups arebeing supported and new partnership groups are beingdeveloped in keeping with the strategy.

Human ResourcesThe fostering of good industrial relations at corporate level hasbeen achieved through the introduction of local fora andengaging in problem resolution at the lowest level. Themaximisation of staff welfare was achieved through education,information and relevant documentation.

The Equality Officer, in partnership with the equality committeeand the disability committee, promoted the ongoing commitmentto equality in Dublin City Council throughout the year. The "EqualProject" of which Dublin City Council is a lead partner waslaunched during the year.

The ethos of health and safety was further fostered throughout theorganisation by the provision of legislative policies, health andsafety training to management and staff.

Urban planning in the City takes place within a policy context anda legal strategic framework – the Dublin City Development Plan1999. The Review of this plan and the preparation of a new DublinCity Development Plan (2005 – 2011) commenced in March 2003.The plan is a blueprint for the planning and developmentrequirements of the City for the next six years. Submissions wereinvited from the public. Public involvement in the plan-makingprocess is important so that the Development Plan reflects publicaspirations and concerns as well as government policies,strategies and guidelines. In 2003 the City Council agreed thedraft Dublin City Development Plan 2005 - 2011. The draft planwas put on public display at various locations from early February2004 for a period of ten weeks. During the display period anymember of the public was entitled to make a writtenrepresentation or observation on the plan. The current planremains in force until a new plan is adopted by March 2005.

Urban PlanningThe Council is a key player in the sustainable development of theCity and urban planning has never been more focussed. Alreadywe can see a bustling new City quarter emerging from theregeneration of the docklands area, bringing life back to thebanks of the Liffey.

The latest major urban regeneration project, Westgate, willbalance the docklands development at the other end of the Liffey.Westgate is envisaged as the new western gateway to the City.The project, launched earlier this year is being built rightalongside Heuston Station on the west-side of the City. TheHeuston Framework Plan combines transport solutions with amajor mixed use building development and a unique publicspace in the form of an elevated platform. Up to 5,000 people areexpected to work in Westgate’s office complex, and some 1,500people will live there in 650 high-quality, family sized apartments,20% of which are designated as integrated social and affordablehousing.

O’Connell StreetThe Council is currently involved in a major project, involving anextensive facelift to O’Connell Street. As well as making the streetmore pedestrian friendly with a plaza opening later this year, it isplanned to revitalise the top end of the street. The conversion ofthe old Carlton cinema into a retail and commercial area will serveto link O’Connell Street to Dublin’s famous Moore Street. Theadvent of LUAS will open up this area and create surprising newvariations in the way we use the City. Before long people will beable to get from IFSC to O’Connell Street, to Smithfield and to thePhoenix Park in a matter of minutes.

Living over the Shop The City Council is committed to saving the distinctive characterof key Dublin Streets, such as Capel Street, Dorset Street,Camden Street and Francis Street amongst others, with the aim ofputting real residential life back into the heart of the City.Dilapidated, vacant spaces above ground floor retail units are thefocus of the Living Over the Shop scheme (LOTS). It is anattractive tax incentive scheme to encourage propertydevelopment on selected streets. Owners of buildings, who fallwithin the Scheme, are entitled to write off 100% of the buildingcost refurbishment costs against rental income.

The LOTS scheme, launched in 2001, identified 1,200 potentialproperties. To date only 227 claims have been made. In 2003 thescheme was extended to encourage further take-up. As long asapplicants submit planning proposals by 31 December 2004, theywill qualify for the scheme, and have until the end of 2006 tocomplete it.

Provision of Commercial Office AccommodationLiffey House, Tara Street was developed by Dublin City Councilduring the year on the site of a smaller office building. This highspecification landmark building, now has a floor area of 3,898 sq.metres, over eight levels and a basement carpark. The buildingwill be let as commercial office accommodation.

The stately Georgian buildings at 14/15 St Stephens Green havebeen sympathetically restored to their former elegance.Completed in 2003, these buildings will be marketed as primeoffice space.

Provision of HousingIt is an important function of the City Council to provide qualityhousing and to regenerate older social housing. To meet thehousing needs of the greater Dublin region, the new draft HousingStrategy (2005 - 2011) was prepared to ensure that sufficient zonedand serviced lands are made available for future development.Under the Planning & Development Acts property developers mustallocate 20% of their homes to social & affordable housing.

Affordable Housing The City Council has made more homes available at affordableprices. Greenfield and infill sites have been made available fordevelopment using the planning process. The City Council wishesto acknowledge the contribution made by government. In Dublin,state owned lands at Infirmary Road, Jamestown Road, Inchicore,St. Bricin’s and Harcourt Terrace were released to Dublin CityCouncil. In addition, Dublin City Council allocated sites in itsownership at Cherry Orchard, Malahide Road and Finglas as partof the Affordable Housing Initiative.

Mortgage finance is also provided for all affordable housing withmany applicants opting for the Shared Ownership Scheme - ascheme designed to help those on low incomes to obtain a homeof their own.

The Voluntary Housing Sector continued to make a significantcontribution in the delivery of social housing units with the fullsupport of the City Council. The Council provides services andassistance to Dublin’s homeless, including the Night-Bus, Outreach,the sourcing of private rented units for emergency accommodationand the management of our own hostels.

In 2003 we achieved the target set out in the Homeless ActionPlan for the provision of emergency accommodation. We provided65% of transition accommodation with some more units due forcompletion in 2004. In 2003, Hazelwood House, a new complexof nineteen self-contained apartments, opened in Canal Road,Ranelagh. This project provides permanent accommodation forhomeless persons together with support needs.

Area Regeneration Over the past few years the Council undertook a major arearegeneration programme. The refurbishment of our housingestates and flat complexes is now coming into its final phase.While the physical regeneration of these areas in the City was animportant focus of the programme, social regeneration was alsocritical to facilitating the development of communities. Thus therole of the City Council has expanded over the years to includeestate management, the combating of anti-social behaviour andthe promotion of social inclusion. With our commitment to anarea-based delivery of all our services to meet the specific needsof the local community, Dublin City housing estates and flatcomplexes are now managed and maintained from the areahousing offices and depots located throughout the City.

Ballymun RegenerationThe major project of rebuilding and revitalising Ballymun isreaching its final phase. The opening of the new Civic Centre onthe main street provides easier access to City Council services.For the enjoyment of all, the AXIS Arts & Community ResourceCentre and the Sports and Leisure Centre (due to open later inthe year) provide culture and leisure facilities.Already 600 families have been re-housed in new homes with1,000 more homes under construction. In 2003 land was providedfor co-operative housing, private housing, studentaccommodation and voluntary housing.

Community DevelopmentOne of the major contributions to the social regeneration of anarea has been the development of local community groups.City Council staff are actively involved with local communities indeveloping and maintaining these groups. Childcare facilities area key resource in the community. In 2003 the Council providedsupport to 13 crèches with an extra 466 affordable childcareplaces provided.

The Council has made significant progress with itsWaste Management Plan during 2003 particularly in relation torecycling and diversion from landfill.

Through the continued development of good waste managementpractices, 40,000 tonnes of material were diverted from landfill. Anindependent review also found that we are recycling 20% of ourwaste and that the annual growth in the generation of waste hasbeen reduced from 3.5% to 1.5%.

In 2003 we completed the rollout of the green bin service tohouseholds and extended the materials collected to includebeverage and food cartons. The number of Glass Banks has beenincreased to 30 and an additional Recycling Centre, whichaccepts bulky household materials, has been constructed atRingsend.

Thermal TreatmentDublin City Council’s target is to recycle 49% of its waste by 2006.However, there will still be a significant amount of residual wastethat cannot be recycled. Arthurstown landfill is due to close inDecember 2007. Dublin will be faced with a critical wasteproblem unless an alternative facility is in place. A modernthermal treatment plant, run to the highest international standards,is therefore proposed for the Poolbeg Peninsula. A publicconsultation process has been ongoing since 2000 with the localcommunity. In 2003, four leading European consortia wereshortlisted and invited to tender for the design, build, operate andfinance of the plant. Selection of the preferred bidder will takeplace in 2004.

Management of WaterThe quality of drinking water in the City continues to be excellent.The Central Laboratory, Engineering Department, carries outtesting of the drinking water and in 2003 the laboratory achievedaccreditation to ISO 17025 for chemical and microbiologicaltesting of waters.

The Ringsend Treatment Works and the North Fringe Sewerbecame fully operational in 2003 and as a result there has been avast improvement in the quality of bathing water in Dublin Bay. Itis expected that a number of beaches in the bay will shortlyqualify for blue flag status.

Dublin is now acknowledged as Europe’s fastest growing City.Planned traffic management is therefore an important priority in aCity that has experienced such unprecedented growth in a shortspace of time. As well as managing and maintaining the City’sroad network, the City Council continues to implement a widerange of traffic management strategies. These benefit all:pedestrians, cyclists, motorists and commercial vehicles.

In 2003 there was further expansion of the Quality Bus Networkand this together with extensive CCTV coverage at all majorjunctions has continued to assist the flow of traffic. Workcontinued on the construction of the two LUAS surface lines fromTallaght to Connolly Station and Sandyford to St. Stephens Green.The Sandyford line is due to open later this year thus extendingthe travel options for commuter and visitor alike. Uncontrolledparking has virtually been eliminated and the adoption of acommercial vehicle management strategy has helped to ensurethe controlled and safe delivery to and from City businesses.The new directional signage system, introduced for the City inOctober, assists motorists to access amenities and car parkingand to find the easiest way to and from major national andregional routes. It also helps in directing unnecessary traffic awayfrom the City centre, an important consideration for smoothertraffic flow.

Environmental improvements continued to be made in 2003 tomake the City more pedestrian-friendly and cycle-friendly. Workstarted on the City centre cycle network project with theconstruction of cycle tracks on the north and south quaysbetween O’Connell Bridge and Memorial Bridge. These providesafer and more direct routes for cycling commuters.

A further two environmental traffic cells at the Tenters andHeytesbury were completed in 2003 while 27 traffic calmingschemes have been completed in residential areas.

Dublin Port TunnelConstruction work progressed on the Port Tunnel during 2003 andwhen it opens for business next year there will be 9,000 fewertrucks on the City’s quays and streets. This will ensure a moreenjoyable and safer experience for people living, working orvisiting the City.

The James Joyce BridgeCompleted in May 2003, the bridge is a dramatic andcontemporary addition to the rich infrastructure of the Liffeybridges and quay walls. The opening of the new bridge furtherimproves north/south traffic flows.

Arts and culture are intrinsic aspects of life within the City.Approved in 2003, the Arts and Cultural Strategy, gives clearexpression to the value Dublin City places on arts and culture.The Sports Strategy for the City was adopted in 2003, and whilerecognising the importance of sport for all, gives priority to thepromotion of sport amongst those under represented groups suchas older persons and people with disabilities. Local communitiesand interest groups were invited to give their comments andsuggestions in the development of these strategies.

Leisure and Youth FacilitiesIn 2003 the new Finglas Leisure & Community Centre wascompleted. It provides the local people with leisure facilities suchas swimming pool, gym, aerobics area etc. and it also provides acrèche, family centre and childrens’ playground. It is also thelocation for the Finglas Civic Office.

Enjoyment of our ParksThe newly restored Wolfe Tone Park, completed in 2003 creates awelcome focal point for busy shoppers to sit and enjoy. An addedattraction is the weekly gourmet food and craft market where youcan buy fine cheese and oysters. The annual continental market,also held in the park, gives a continental flavour to the St. Patrick’sDay Festival.

Library and Archive ServicesThe highlight of 2003 was the completion and opening of theDublin City Library and Archive building in Pearse Street followinga three-year redevelopment programme. This building contains aBranch Library, the Dublin and Irish Library Collections and theCity Archive, purpose built storage and archive facilities, a100-seater public reading room and a conference room andexhibition area.

Dublin City Arts Office The Dublin City Arts Office will be moving into a new purpose builthome in Foley Street before the end of the year. More an artscentre than an arts office, it will provide affordable space forexhibitions, an artists studio and dedicated workspaces for theperforming arts.

The annual Dublin Writers Festival, now in its sixth year, continuesto celebrate contemporary Irish writing and over the last few yearshas attracted international writers and poets. The festivalcoincides with the International IMPAC Dublin Literary Awardwhich is administered by the City Council. Another City Councilarts programme, the ever-popular ‘Opera in the Open’ has madeopera more accessible to everyone.

Dublin City Gallery - The Hugh LaneThe City Council has appointed architects to build an extension tothe gallery. The new galleries, adjoining the original building, willbe built on the site of the old National Ballroom and will almostdouble the size of the gallery. While the new galleries will giveadded scope for temporary exhibitions, pride of place will go tothe new collection of paintings donated by the internationallyrenowned Dublin born artist, Séan Scully.

Established in 1999, the Dublin City Development Board has thekey objective of bringing together all the key players in the City toimplement the ten–year integrated strategy for the City - ‘Dublin,A City of Possibilities 2002 - 2012’. This strategy is a guide to thesocial, economic and cultural development in the City over thenext eight years.

In 2003 Dublin City Development Board made significantprogress, on a multi-agency basis, towards implementing ‘Dublin,A City of Possibilities’. In addition to continuing to support thework of the Board, the Dublin City Council Office of Director,Community & Enterprise has responsibility for the Social InclusionUnit and manages the RAPID programme within the City.

A wide range of submissions were made in 2003 with the Boardresponding to the: Retail Sales Strategy; National Crime Council; National PolicingPlan; City Development Plan; Homeless Agency; Joint OireachtasCommittee on ICT; Regional Planning Guidelines for GreaterDublin; Dublin Docklands Development Association; and theCensus Advisory Group of the Central Statistics Office.

The city web portal - www.dublin.ie - continues to provide aplatform for local, national and European politicians to dialoguewith citizens and communities. Through a unique online CivicForum citizens can share ideas, generate debate, participate incitizens juries, raise petitions and vote on issues. Comhairle nanÓg (Young People’s Council) continued to extend the democraticprocess to our younger citizens. It was one of the three YouthParliaments short-listed for the prestigious Eurocities Award.

Community ForumThe Community Forum initiated a number of strategic campaignsamongst them a broadcast public debate on the issue of adirectly elected Lord Mayor for the City. This debate started acampaign to widen participation in local democracy and a postercampaign to encourage young people to vote.

Three new community focus groups were established withinthe Forum in 2003: These focussed on Youth, Residents andEthnic Minorities.

Designated the European Year of People with Disabilities,the Sports and Recreation Focus Group concentrated on lobbyingfor greater inclusion in sport, on the basis of age, gender and disability.

The Homeless Focus Group held a one day ‘think-in’ in Octoberand continued to lobby politicians and policy makers about theplight of the homeless.

A major achievement was the establishment of five SocialInclusion Task Forces at Area Committee level to underpin thework of the board and to set local social inclusion targets as setout in the National Anti-Poverty Strategy.

New working groups:The Enterprise Sub-Group, Dublin City Sports Partnership, GreenCity Initiative were established in 2003. The new, SchoolCompletion Group and the Learning City, Working Group will driveall areas of the Strategy concerned with learning.

Changes in government legislation in 2003 also added new areasof responsibility; that of collecting and endorsing localdevelopment plans. This will allow the Board and the localdevelopment companies to share information in a coherentmanner, and to identify gaps and overlaps between local plansand the 10-year Strategy. Similarly, the agreement in 2003 thatCrime Prevention Representatives should work within the Boardstructure will help in realising the safe City element of the Strategy.

To ensure that the highest standards of financialmanagement pertain within Dublin City Council andthat the financial systems and procedures promoteefficient and effective resource management, withinthe overall policies and objectives of the council.

IntroductionFinancial information for the year 2003 is provided through theSummary Annual Financial Statements, which give comparativefigures 2003 and 2002. Expenditure is also analysed between dayto day revenue expenditure, (funded through rates, governmentgrants and service charges) and capital expenditure on thecreation of assets with a lifetime of more than one year. Thefinancial performance of Dublin City Council over the year 2003demonstrates the range of services and roles undertaken. Thescale of capital investment ongoing is also reflected.

RevenueRevenue Expenditure over the year amounted to € 636.5m, withincome of € 640.1m, giving an excess of income over expenditureof € 3.6m. When the debit balance at 31st December 2002 of€8.7m is considered, this leaves a closing balance of € 5.1mat year end 2003. This reduction in the closing debit balancedemonstrates the effective management of resources over theperiod.

CapitalPayments on the Capital Account during 2003 amounted to€ 823.4m, marginally less than 2002. This level of capitalinvestment demonstrates the continuing improvement to the city’sinfrastructure, which serves as a base to drive the city economy.

The City Council manages its affairs to ensure the economic,efficient and effective use of resources and to safeguard its assets.This is vital if the Council is to continue to play a leading role in thelife of the City and provide high quality services for the benefit ofall its citizens. The overall expenditure of € 1,459.9m has placedincreasing demands on Financial Management and steps havebeen taken to strengthen financial staff resources throughout theCouncil to manage and control this large expenditure.

Oracle E-Business SuiteWork continues on the implementation of Oracle E-Business Suiteincluding the introduction of Fixed Assets, Cash Management,Accounts Receivable, I-Procurement, Purchase Ordering, andAccounts Payable. Further developments of the Oracle Systemwill continue over time to maximise Dublin City Council’sinvestment in a robust and comprehensive financial reporting tool.

Statement of Accounting Policies

The Financial Statements are prepared under the historical costconvention in accordance with the statutory regulations governingthe accounts of local authorities. The revenue accounts areprepared on an income and expenditure basis. The capitalaccounts are prepared on a receipts and payments basis.

Revenue Account1. ExpenditureExpenditure consists of payments during the year, transfers tocapital account and unpaid bills and commitments at the yearend.

An unpaid bill consists of a liability in respect of goods receivedand services rendered before the end of the financial year.

Stocks of materials at year end are valued on "average price"basis and are included as assets in the accounts of the relevantdepartments.

2. IncomeThe accounts are credited with all income accrued during theaccounting period.

3. SuperannuationPayments in respect of pensions and gratuities are charged to therevenue account in the accounting period in which they are made.

The cost of salaries and wages in the accounts includesdeductions in respect of superannuation (including Spouses andChildren’s Scheme) benefits. Such deductions are credited asreceipts to the Revenue Account.

All pension entitlements of staff are conferred under a definedbenefit scheme established under the Local GovernmentConsolidation Scheme (1998) and pension obligations are met asthey arise.

4. Public Liability InsuranceThe City Council is its own insurer for the following amounts

Liability Cover € 318,000Asset Cover € 125,000

Amounts in excess of the above are covered by a number ofinsurance companies. Our motor vehicles are covered for 3rdparty, fire and theft (driver excluded).

5. Allocation of ExpensesCentral Management Charge (CMC), which is included under thesub heading "Administration & Miscellaneous" of each programmegroup, relates to overhead costs which are attributable to morethan one Programme Group. They are allocated to eachProgramme Group on the basis of expenditure for eachProgramme Group excluding the CMC.

Expenditure on services provided or work done on behalf of otherLocal Authorities and Statutory Bodies is recouped at cost or inaccordance with specific agreements.

Déantar luacháil ar stoc ábhair ag deireadh na bliana ar bhonn‘meánphraghas’ agus áirítear iad mar sócmhainní iad sna ranna lenambaineann siad.

2. IoncamCuirtear sna cuntais cuí aon ioncam a ghintear le linn an tréimhsecuntasaíochta.

3. PinseanTagann na costais a bhaineann le híocaíochtaí pinsin agus aiscí óngcuntas ioncaim sa tréimhse cuntasaíochta inar deineadh an íocaíocht.

Tógtar na hasbhaintí a dheintear ar mhaithe le pinsean (ScéimeannaCéilí agus Páistí) san áireamh agus costais tuarastail agus pá á n-áireamh sna cuntais. Cuirtear chun sochair an Chuntais Ioncaim ancineál seo asbhaintí.

5. Dáileadh ar ChostaisBaineann an Costas Lár-Bhainistíochta (CMC) le forchostais a chaitearar níos mó ná an aon Chlár-Ghrúpa amháin agus áirítear é faoin mion-teideal ‘Riarachán agus Ilghnéitheach’. Dáiltear na costais ar gach Clár-Ghrúpa ar bhonn caiteachais gach Clár-Ghrúpa seachas an ‘CMC’.

6. Foreign CurrenciesTransactions in foreign currencies are converted into Euro at theexchange rate ruling on the date of the transactions.

7. Repayment of Capital DebtRepayment of principal and interest on the loan charges arecharged to the Revenue Account.

Capital Account1. Basis of AccountingThe capital account is prepared on a receipts and paymentsbasis. The balance is comprised of surplus/deficits on variousprojects. The deficits may relate to either preliminary or deferredexpenditure, which may eventually have to be funded fromRevenue Account.

2. Fixed AssetsFixed assets created by projects funded through the CapitalAccount are not valued but the total outlay on such projects isshown in the Balance Sheet.

3. DepreciationDepreciation of fixed assets is not charged directly to the revenueaccount. However, time-based rates of charge to the variousprogrammes for the use of the City Councils own machinery andequipment include an element of depreciation.

6. Prompt Payments of Accounts ActIn the course of the 2002 the Prompt Payments of Accounts Actwas subsequently replaced by the European Communities (LatePayment in Commercial Transactions) Regulations 2002. Theseregulations apply to contracts entered into from 7th August 2002and the main effect of the changes brought about by the newregulations is to reduce the period for payment of invoices from45 days from receipt of invoice or receipt of goods/services to 30days. Failure on the part of the public authorities to comply withthis deadline results in penalty interest being payable to suppliers.

Fixed assets created by projects funded through the CapitalAccount are not valued but the total outlay on such projects isshown in the Balance Sheet.

The following fixed assets are not included in the CapitalBalance Sheet:• Plant acquired and permanent works carried out through the

Revenue Account• The Iveagh Market, the cost of which amounted to € 63,487• The value of the Civic Buildings and contents, including City

Temple Bar Properties LimitedThe Minister for the Environment and Local Governmenttransferred his shareholding in Temple Bar Properties Ltd toDublin City Council under Section 239 of the Local GovernmentAct 2001. The transfer came into operation on 1st January 2002.Temple Bar Properties Ltd is now wholly owned by Dublin CityCouncil and two council officials are on the board of directors ofthe company. The accounts of the company are not incorporatedinto the accounts of Dublin City Council.

11. Annual Financial StatementsDublin City Council produces an Annual Financial Statementwhich is audited by the Local Government Auditor. A copy ofthese accounts can be obtained from the Dublin City Council.
