About 40 four wheelers and 300 tourists flock Baratang every day to visit Limes Stone Caves, Mud Volcano and also Parrot Island. But sadly there is no one to take care of the comfort of these tourists at Baratang Island. The drivers park their vehicle at parking areas and take a nap inside Passenger hall of ALHW. They occupy most of the seats and thus they deprive tourists even a seat inside the passenger hall. They occupy mostly all the three sides of the hall, leaving hardly any space for passengers. Tourists are forced to stand outside the hall or sit rotationally at the centre of the hall. Often even dogs occupy some seats inside the passenger hall. One Water cooler has been placed for DJ Venkatesh Sheekha News Service passengers but unfortunately neither chilled nor normal water comes out from the water cooler, most of the time. Making mockery of system, one signboard has been erected as Baratang, which says ‘Litter free zone’ but garbage is seen everywhere at Baratang. This is high time for the Tourism Department to ensure that tourists get good treatment and best facilities in Andaman, which is key for the growth of Tourism in any place.

Mulayam Singh soft onrapists, Narendra Modi says

ETWAH (Uttar Pradesh):BJP's prime ministerial hope-ful Narendra Modi on Fridayhit out at Samajwadi Partychief Mulayam Singh Yadavand said when one has to betough on rapists, MulayamSingh is soft on them.

"We have to be toughon rapists, but Mulayam Singhis very soft on them," Modisaid addressing a rally here.

Modi's statement

comes after Mulayam Singhat a rally last week said that"death penalty in rape casesis unfair as boys make mis-takes".

In a twin attack atthe Bahujan Samaj Partychief Mayawati and the SP,Modi said: "The leaders areconstructing elephant parks,they are doing lion safaris butthey don't have time for thepeople."

CBI suffered credibility gapin the past decade: Arun JaitleyAMRITSAR: BJP leaderArun Jaitley on Friday saidthat the CBI has suffered acredibility gap over the lastdecade as the agency's direc-tors are "controlled" by theruling party to "victimize" po-litical opponents.

"The agency has suf-fered a credibility gap in thepast ten years. The CBI asan organization is substantiallycontrolled by its directors.The directors were chosen bythe government and not byany balanced collegiums," hesaid.

These directorswere controlled not only bythe government, but even bykey functionaries of the rul-ing party, he added.

"There were severalcases in which persons closeto the government had to behelped", Jaitley opined.

"Similarly, therewere cases where personsopposed to the governmenthad to be victimized. Some ofthe chargesheets filed againstthe BJP in Rajasthan andGujarat are unsustainable,"he added. Delhi is full of

rumours these days about thedisclosures made by a promi-nent businessman who actedas a front for many politiciansand officials, he said addingthat these were further likelyto erode the credibility of CBIsince prominent names con-nected with the CBI are alsomentioned in this regard.

"A full public disclo-sure of this information isnow necessary. Everybodymust be honest. Certainly theCBI officials must be morehonest than the others," hesaid. He complimentedformer West Bengal governorfor his comments on the in-vestigative agency.

"Gopal Gandhi wasinvited to deliver the D PKohli Memorial lecture whichis annually organized by theCBI. After analyzing thestatutory scheme of function-ing of the CBI, Gandhi linkedthe CBI to the dirty tricksdepartment of the Govern-ment. This should shake theconscious of the officials ofthe CBI", Jaitley said.

Talking aboutNarendra Modi's campaign,

he said, "Modi was declaredas BJP's prime ministerialcandidate on September 13,2013. Since then, he has sin-gularly addressed 380 ralliesin the country. Most of theserallies have been attended byseveral lakhs of people.

I had initially thoughtthat fatigue would set in afteran initial enthusiasm. Thatdoes not seem to be happen-ing. Additionally, there havebeen at least 300 rallies in the3D format which he has al-ready addressed. Another 300are likely to be addressed byhim. I do not remember if anysingle individual has under-taken personal campaign ofthis magnitude in the recenthistory," he said.

EC has done 'injustice'to Azam Khan, SP says

LUCKNOW: Terming Elec-tion Commission's decision torevoke the ban on BJP leaderAmit Shah's participation inelection campaigning as "un-fortunate", Samajwadi Partyon Friday said that it was an"injustice" to party leaderMohd Azam Khan.

"The decision of ECto lift ban on Amit Shah'scampaigning isunfortunate...It's injustice toour senior leader Mohd AzamKhan.

We respect EC, itshould reconsider its decisionand also lift the ban on Azam",Party spokesman RajendraChowdhury said. He saidthat while Amit Shah was"face of communalism", SPleader Azam Khan is "face ofsecularism" and should be al-lowed to campaign.

"We have been re-questing the commission toreconsider its decision", headded. Both Shah and Azamwere banned by the EC onApril 11 from campaigning in

the state following their con-troversial remarks.

LUCKNOW: The ElectionCommission has indicted theadvocate general of UttarPradesh for using the statechopper and addressing anelection rally favouring theruling Samajwadi Party.

The poll panel hasalso ordered that the chargesof the helicopter service willbe deducted from the salaryof the law officer, VCMishra.Officials said thatMishra had gone to Bandarecently on a state-ownedchopper and addressed anelection rally in favour of the

ruling party.The order was issued

by the Election Commissionto the state chief secretary onThursday.

Mishra on Fridayconfirmed having received anotice from the governmenton his Banda visit.

He, however, de-fended his trip and said thathe had never asked thepeople to vote for the SP orMulayam Singh Yadav butmerely said that he had im-mense respect for SP chiefMulayam Singh Yadav and

Stones thrown atKejriwal in Varanasi

VARANASI: Aam AadmiParty leader Arvind Kejriwalfaced a barrage of stones andbrickbats thrown at him byover a dozen youth shouting"Har Har Modi, Ghar GharModi" slogans near theBanaras Hindu Universitycampus on Thursday evening,police and eyewitnesses said.

One unidentifiedyouth was arrested.

Kejriwal was on hisdoor-to-door campaign whenthe attack took place while hewas at the famous KeshavPaan shop at Lanka around8pm.Keshav Chaurasia, the

owner of the paan shop, hasbeen proposed by the BJP tobe one of the proposers ofModi when the latter files hisnomination. Pappu, the ownerof a popular tea stall at Assi,is another proposer. Pappu'stea stall was one of the promi-nent venues for Modi's fa-mous 'chai pe charcha'programme last month.

Kejriwal made it apoint to include Pappu's teastall and Keshav's paan shopin his public contactprogramme during which heis inviting questions and sug-gestions from the public.

Militants kill sarpanch inKashmir, Mufti blames Abdullah

SRINAGAR: Suspectedmilit ant s shot dead asarpanch (village head-man) affiliated with the op-position People's Demo-cra tic Pa r ty (PDP) a tAwantipora area of SouthKashmir 's Pulwama dis-trict late Thursday evening,police said.

Militants fired uponMohammad Amin Pandit,resident of Gulzarpora out-side his house at around9:30pm. Pandit was shiftedto a nearby hospital wheredoctor s decla r ed himbrought dead.

Pandit, accordingto Anil Sharma, the presi-dent of All Jammu andKashmir Panchayat Con-ference (AJKPC), is theeighth panch memberkilled so far by militants.Village representatives, in-cluding sarpanchs andpanchs who were electedin the panchayat electionsof 2011 after a gap of over

20 years in Jammu andKashmir, have been tar-geted by separatists andmilitants. The representa-tives have been demandingsecurity from the state gov-ernment.

Mehbooba Mufti,president of the PDP andthe candidate for the southKashmir pa r liamenta ryconstituency blamed theNational Conference (NC)for instigating the killing ofthe sarpanch. Mehboobasaid that NC patron FarooqAbdullah had been issuingirresponsible statements."Na tiona l ConferencePresident FarooqAbdullah's sta tement onThursday that if he had re-sources, he would carryout attacks on PDP lead-ers needs to be investi-gated," she said.

Geelani claims Modi’semissaries approached him

SRINAGAR: Kashmiri separatistleader Syed Ali Shah Geelani on Fri-day claimed BJP prime ministerialcandidate Narendra Modi's two em-issaries had approached him onMarch 22 for a meeting with himwhile he was in Delhi for treatment.He said he rejected the offer citingModi's RSS background.

"And we know his (Modi)party's policy," Geelani told reportersat a presser two days after he re-turned to Srinagar following his three-week stay in the national capital. Hesaid the two wanted him to meet Modi"for getting commitment for resolu-tion of the Kashmir issue''.

Geelani claimed Modi hadsent his representatives to other sepa-ratist groups as well. "Those whohave said Modi's policy after he be-comes PM regarding Kashmir wouldbe soft and those who have expecta-tions from him have actually metModi's men in Kashmir,'' he said inan apparent reference to moderateseparatist Mirwaiz Umar Farooq andJamaat-e-Islami chief MuhammadAbdullah Wani.

The Mirwaiz had said hisgroup was "hopeful of Modi regard-ing Kashmir issue'' while Wani haddeclared the BJP leader would be softon Kashmir once he becomes prime

minister.Geelani reiterated his elec-

tion boycott call. "When people haveright to vote, others can have the rightto boycott the polls," Geelani said.

He called for a shut down onMonday against detention of separat-ist leaders and youth besides "day-long civil curfews'' in the Valley'sparliamentary constituencies on theirrespective polling days on April 24,April 30 and May 7.

He said separatists cam-paigning for poll boycott are being ar-rested, suppressed and detained. "Itis actually the Army running electionaffairs in Kashmir. We have reportsthat Army camps in Pulwama districtare terrorizing people to vote and havearrested youth in this connection."

He said no peace shall pre-vail in the subcontinent till Kashmirisdo not get the right to self determina-tion.

India’s rusty parliamentarymachinery needs to be fixedto overcome policy paralysis

The Indian Parliament is sacred at a dis-tance, Bismarckian sausage-making at itsmost intimate. For all our cherished "rep-resentative democracy" and high regard forParliament, it has often seemed moribund,witness to inaction and misdemeanour,cynical lawmaking and naked populism.This dichotomy limits the potential to re-form, with debate over the character andbehaviour of its members barred fromovert criticism.

Ideally, this institution shouldstrengthen the working of government, notact as an institutional roadblock. Withmeeting time declining, critical issues likethe 2014 interim budget are approvedwithout discussion. As abuse and adjourn-ments slowed governance and cheapenedpolitical discourse, Parliament's function-ing became an embarrassment. It shouldbe desacrilised; treated as an engine of func-tional efficiency rather than be honouredwith platitudes and rendered non-func-tional.

Policy discourse and debate,woefully inadequate, need to be strength-ened. India's parliamentary system offersthe ruling elite carte blanche in setting theagenda. MPs rarely know what is up fordebate, with little homework done (a factdisplayed in the mediocre level of debate).Legislative decision-making should be moreparticipative, instead of being held hos-tage to last minute political deals betweenparties. Why should crucial bills be leftfor poll season, gaining brownie points?

Civility in Parliament is a quaintthought, but one we must all strive to up-hold. Disruptions have led to no businessfor two sessions. The Speaker's authorityto suspend or expel errant members is sel-dom used without government support.Indiscriminate disruption should have de-fined penalties. Lok Sabha Rules of Con-duct offer enough direction, enjoining mem-bers to not interrupt another and speakingonly when asked by the Speaker, whileprohibiting protests in the well. Penaltiesought to apply, with no work leading tono pay, and preventing the opposition fromdisrupting Parliament. Parliament needs tobe time-bound, offering sittings for debateand forensic audits. Its number of sittingsneeds to be fixed to a bare minimum, in-stead of leaving this to government's dis-cretion. A body that can convene itselfwithout government's permission will bemore independent in legislative matters.Question Hour should be kept mandatoryand held at a more frequent pace, holdingministers accountable. Ministers who of-ten come under-prepared ought to be cen-sured. No Parliament should stay stand-ing on its age-old traditions and functions.Canada is looking at including elements ofproportional representation for parliamen-tary constituencies, potentially renderingevery seat competitive. The British par-liament introduced a day every week forgeneral debates, with no voting required.It also empowers various committees tooffer policy advice, produce reports or al-

ter legislation. MPs discuss and debatewithout overwhelming background noiseand un-parliamentary language is not al-lowed.

Public committees, once defunctand without expertise have been empow-ered, with most government bills requiredto go through public hearings, with provi-sions for oral and written evidence, thusimproving potential to inform members,boost public participation and bolster par-liamentary scrutiny. Briefings by outsideorganisations and experts inform and shapelegislation. Moves to create permanentexpert legislation committees, providingpractical experience, are now taking shape.

The irrelevance of our parlia-mentary standing committees is breathtak-ing. Originally designed to improve legis-lative expertise, they lie mostly ignored.They ought to be symbols of power, realchecks and balances on government work-ing. As in the US and UK, we should con-sider attaching experts to support suchcommittees, while opening up deliberationto public record. Lawmakers should be up-holders of the law as well.

Non-ministerial MPs have littleleverage, with the anti-defection law andlimited intra-party democracy narrowingissue movement. No private members' billhas been passed by Parliament since 1970.Any MP has to divide his/her time be-tween his constituency and the nationallegislature, responsive to the needs of de-velopment and actual election. Why can'tMPs be offered a full week every sessionto discuss issues of concern? UK andCanada offer about 20 days each everyyear for this purpose.

Private member bills should begiven due consideration for voting, with-out requiring consensus among major par-ties. MPs also need high quality policyresearch staff to help them debate legaleseand audit policies. Voting on bills shouldbe tabulated, analysed and put online, al-lowing citizens to know how their MPvoted on issues. The anti-defection lawneeds to be revisited, with the whip per-haps limited to no-confidence motions andfinancial bills. Allowing freedom for po-litical and policy expression will encour-age debate. A "conscience" vote will notimpede the party line. Over the past de-cade, the Supreme Court has become theepicentre of legislative activity, with Par-liament fading into the background and itsdysfunction leading to policy paralysis.Parliamentary scrutiny needs to increase,particularly on non-constitutional bodieslike Planning Commission and on public-private partnerships. Debates over finan-cial matters must increase, with taxationand budgeting debated, instead of a simplevote. India's electorate has rising aspira-tions, which only well-thought out publicpolicies can achieve. Lawmaking, with de-bate and deliberation, without inaction andmisdemeanour, is the least that they de-serve. Sanctification without performanceis no longer enough.

Delhi: Gold biscuits found inthe abdomen of a businessman

New Delhi: 12 gold biscuits,each weighing 33 grams, havebeen found inside the abdomenof a businessman in Delhi.

The 63-year-old hadapproached the Sir Ganga RamHospital in the national capitalfor a surgery, stating that hehad swallowed a water bottlecap and wanted to get it out ofhis body."He approached us onApril 7 seeking surgery to re-move a water bottle cap whichhe claimed he had accidentallyswallowed. We got an X-raydone and it didn't appear to bea cap. As the gold bars gotstacked one behind the otherit appeared to be a metal," saidDr C S Ramachandran, seniorconsulting surgeon at SirGanga Ram hospital.A team ofdoctors operated upon him onApril 9 to get through the ab-dominal cavity and removedthe foreign metal."We wereshocked to find not one but 12gold biscuits in his abdomen.When we asked him he wasnot ready to speak. We imme-diately sealed them in a con-tainer and handed it over tothe medical superintendent,"said Dr Ramachandran addingthat the patient was dischargedon April 15.

The hospital authori-ties later informed the policeand subsequently the customdepartment officials were in-formed.

Dr Ramachandransaid that the patient, a business-man from Chandni Chowk,was a known patient and hehad operated upon him thricein the past since 1989.

"He was operated forgall bladder removal, appendi-citis and incisional hernia. Hehad diabetes. We were shockedwhen gold biscuits came outof his abdomen during the op-eration... But I am at leasthappy that I could save his life.If it would have stayed insidefor couple of more days, it

would have led to severebleeding, rapture of the intes-tine, and septicemia. More-over, he had severe diabetes,"said the doctor.According tohospital sources, the man hadswallowed the 12 gold biscuits,worth approximately Rs12

lakhs in all, to smuggle theminto the country fromSingapore 10 days ago.Helanded in trouble when hefailed to get it out through hisstool. It eventually started hurt-ing him because of which heapproached the doctors.

"Earlier work hasshown that vitamin B3 couldhave been produced non-bio-logically on ancient Earth, butit is possible that an addedsource of vitamin B3 couldhave been helpful," saidKaren Smith of PennsylvaniaState University in UniversityPark.

They found vitaminB3 at levels ranging fromabout 30 to 600 parts-per-bil-lion. They also found otherpyridine carboxylic acids atsimilar concentrations and,for the first time, found pyri-dine dicarboxylic acids.

"We discovered apattern — less vitamin B3was found in meteorites that

came from asteroids thatwere more altered by liquidwater. One possibility may bethat these molecules weredestroyed during the pro-longed contact with liquidwater," Smith explained.

Space is filled withradiation from nearby stars aswell as from violent events indeep space like explodingstars and black holes devour-ing matter. This radiationcould have powered chemi-cal reactions in the cloud(nebula) that formed the so-lar system, and some of thosereactions may have producedbiologically important mol-ecules like vitamin B3, theresearchers noted.

VVIP chopper deal: CBI directormeets Indian envoy in Italy

NEW DELHI: CBI directorRanjeet Sinha has met Indianenvoy in Italy in connectionwith its probe into alleged ir-regularities in Rs 3,600AgustaWestland helicopterdeal.

Sinha, who was inRome last week to attend aconference on human traf-ficking organized by London'sMetropolitan Police, held ameeting with Basant KumarGupta, Indian ambassador toItaly, and discussed ways tofast-track the agency probein the deal, official sourcessaid. The CBI directorpressed for early executionof the agency's judicial re-quest (Letters Rogatory) toItaly seeking certain informa-

tion on the accused and com-panies named in its FIR, theysaid.

Both discussed waysand means for better coordi-nation with the Italian authori-ties to secure crucial informa-tion sought by the agency inits judicial request, thesources said.

Former chief of In-dian Air Force (IAF) SP Tyagiand about a dozen others havebeen named in the FIR regis-tered by CBI on March 13,last year, to probe the deal.

Tyagi cousins —Sanjeev, alias Julie, Rajeev,alias Docsa, and Sandeep,European middlemen CarloGerosa, Christian Michel andGuido Haschke have also

been named in the FIR asaccused.

Under the alliance,the TDP has allocated eightLok Sabha and 47 assemblyseats in Telangana for theBJP.

The TDP chief saidwhile the alliance inTelangana was intact, it wasproving costly for his party inSeemandhra. Seemandhra,

which has 25 Lok Sabha and175 assembly seats, is goingto polls May 7. Saturday isthe last day for filing nomina-tions.

Dust storm kills atleast 27 in Uttar Pradesh

LUCKNOW: At least 27 per-sons were killed and morethan 30 injured in a strongdust storm that lashed UttarPradesh, district officials said.

They said ten per-sons were killed inFarukhabad, six including twochildren in Barabanki, threeeach in state capital Lucknowand Sitapur, two each inHardoi and Jalaun and one in

Faizabad.The gutsy wind,which was followed by show-ers, uprooted trees, electric-ity poles and hutments, caus-ing severe damage to publicand private property lastevening.
