    Birmingham is a successul, vibrant, growing city.A city o great enterprise, business and opportunity.It is also a city o impressive culture, sport and diversity. These actors help to make Birmingham a great place inwhich to live, learn, work or visit.

    Our Big City Plan plan identies ve Areas o Transormation which will extend and connect the City Core beyondits existing boundaries. Eastside as one o these areas presents Birmingham with a number o prospects andinitiatives to diversiy activity, support economic growth and take orward our vision o the Big City Plan.

    Over the course o the next 20 years, the regeneration o Eastside will deliver on our ambitions, supportsustainable growth, create new employment and training opportunities, deliver improved public spaces, andenhance the cultural lie at the heart o our great city.

    Eastside City Park, or example, will provide a world class space or local people, workers and visitors, providingconnections to key locations in the city centre. It will also act as a catalyst or the development o high quality

    buildings and spaces around its perimeter and across the quarter.

    The city council also welcomes the proposals to develop a new network o high speed rail lines, and ully supportsthe principles o High Speed Two (HS2). This masterplan demonstrates how the new HS2 terminus station couldbe built in Eastside. Adjacent to the proposed HS2 rail station, Curzon Square has the potential to be a culturaloasis. Its venues could become a cultural village, building a critical mass o artistic and creative activities orming amajor international visitor attraction

    Eastside provides a ocus or Birminghams learning, technology and knowledge-based industries, connectingwith our highly regarded urther and higher education sectors. The newly completed 30m Birmingham OrmistonAcademy, and Birmingham City Universitys developing city centre campus join Aston University and BirminghamMetropolitan College to create a critical mass o skills and learning within the area.

    By investing in the citys physical and digital inrastructure, new technology will play a vital part in bringingorward important projects that will generate inward investment and employment growth, and develop a rstclass connected city. Phase one o the Digital Districts project will cover Eastside and Digbeth, developing aninrastructure capable o delivering high speed next generation broadband internet to residents and businesses.This will encourage growth in key businesses to compete globally and enhance Birminghams reputation as adigital city.

    Over the next ew years, the public and private sectors will invest several hun dred million pounds into Eastside,regenerating this very important area o the city centre. Birmingham City Council is actively enabling these

    changes and will work with our existing and potential partners to ensure they aresuccessul. We are all committed to Eastsides uture which will provide an excitingrange o activities, opportunities and developments that will urther enhanceBirminghams status as a great global city in which people can live, work, visit andinvest.

    What the masterplan doesThe Eastside Masterplan ormspart o the Big City Plan - CityCentre Masterplan (CCM) approvedby the City Council in July 2011.The CCM sets out the vision and

    broad principles or the utureregeneration o the quarterwhich are expanded through thismasterplan by:

    Developing proposals forexpanding the city core andopportunities or economicgrowth by maximising potentialand providing certainty todevelopers.

    Promoting the role Eastsidewill play in the cultural andeducational uture o the citycentre.

    Establishing the urban designprinciples or the HS2 stationbuilding and key public spacesand routes.

    Demonstrating how the newEastside City Park complementsthe HS2 proposals and

    establishes longer term principlesor the evolution o the park.

    The Big City Plan establishes Eastside as an Area o Transormationwithin Birmingham city centre. As part o Birminghams Enterprise Zoneand with the benets o the proposed station and current investmentEastside has tremendous potential or growth. This masterplan provides aresh ramework and principles to guide development, regeneration andconnectivity that will capitalise on this unique location.

    Birminghams Enterprise Zonewill include this area o Eastside,providing the conditions orboosting development andencouraging new and growingbusinesses and activities.

    The Vision or Movement jointlypublished by the City Council andCentro highlights the principleso improving accessibility or allmodes o travel within the CityCentre. Works on deliveringthe Interchange at Moor StreetQueensway started late 2011which provides greater bus andrail connectivity and enables thedelivery o the Birmingham CityCentre Metro Extension.

    In 2012, the new Eastside CityPark will open providing a newgreen heart or the quarter - aworld-class public open spaceacting as a catalyst or the areasongoing regeneration. The linearpark, running rom Park Street toCardigan Street, will consist o aseries o spaces rom the ormallandscaped gardens and newhigh-tech science garden o ronto Millennium Point through a newpublic square, to the more inormalopen spaces around Albert Streetand historic Park Street Gardens.

    A new campus is proposedor Birmingham City Universityaccommodating up to 10,000students and sta on land betweenthe park and the canal. Thisdevelopment will not only bringextra vibrancy to Eastside, it willstrengthen the learning role o the

    quarter, building the knowledgebase o the city.

    Eastsides ocus on science, technology, learning, and leisure activitieshas already established it as a natural expansion o the City Core. A newburst o development activity coupled with advantages to be broughtthrough the Enterprise Zone, HS2 and potential or a greater cultural oer,makes Eastside an ideal location or urther physical expansion to delivereconomic and cultural growth o the city centre.

    Development activity continueswith construction o the HotelLa Tour (opening 2012) and therst phase o Birmingham CityUniversitys new Eastside Campushas started on site. All o themajor redevelopment sites have

    developer interest and extantplanning consents or mixed-useschemes.

    The regeneration opportunitieso the quarter link well withother initiatives within the City,particularly around the BordesleyPark area and the growth corridorto Birmingham Airport and rapidtransit corridors to a range odestinations.

    Progress continuesThe quarters prominence asa major regeneration area ishighlighted through the Big CityPlans identication o Eastsideas an Area o Transormation.The plans vision sets the aim to

    maximise the unique and extensivedevelopment potential to createa vibrant part o the city centre,supporting the best in learning,technology and science, withopportunities or expanding theCity Core with ne w commercial,residential, leisure and educationaluses.

    Success so arEastside has been a ocus orregeneration over the last decadewith the opening up o the quarterthrough the removal o theconcrete collar o the Moor StreetQueensway and Masshouse Circus

    sections o the ormer inner-ringroad. Signicant progress has beenmade in bringing orward majorsites or development which todate includes Millennium Point,Birmingham Metropolitan College,and residential buildings at CurzonGate, Etna House and Masshouse.

    During 2011, the OrmistonAcademy and Eastside Multi-storyCar Park have been completed.

    The uture

    High Speed 2 (HS2) The proposals or HS2 announcedby the Government in 2010, willtransorm Eastside into a keyarrival destination, unlockingdevelopment opportunities andlinking the quarter into the citycentres retail and oce locations.

    The HS2 station terminal isproposed to ront Moor Streetadjacent to Moor Street Station andwithin 5 minutes walk rom NewStreet Station, together orming amajor international rail interchangeand high quality station plaza. With18 trains per hour each way at peaktimes, up to 12,000 passengers

    an hour would be using the HS2station on completion o thenetwork. This increase in activitypresents a huge opportunity tobreathing new lie into the areaaround the new station.

    The HS2 route through Eastsideimpacts signicantly upon landto the south o Curzon Street(see image below) and previousdevelopment plans; however theHS2 proposal while allowing or aresh approach that will maximisethe potential o Eastside as animportant part o the city centre.

    A focus for culture- Curzon Square

    Proposals are being developedwhich would see the creation o amajor new cultural destination ointernational signicance - ocussedon a new public square rontingthe impressive Curzon StreetStation building. In response to DTconsultations, the City Council hasidentied that the Grade 1 Listedormer railway station buildingcould be related to a secondentrance into the HS2 station romCurzon Street bringing it backto its original use and creatingan historic gateway into the City.This could Incorporate a newmuseum o photography basedupon Birminghams world classphotographic collection.

    A new Museum o ContemporaryArt and a gallery or displaying thecollection o the Arts Council couldbe built around the square whichitsel would be enlivened withsculptures, concerts and events.

    The major new arts oer, togetherwith the existing ThinktankBirmingham Science Museum, willtransorm Eastsides signicance asa leisure and learning destination,unparalleled in Birmingham inrecent times.

    advantage o landmarks such asCurzon Street Station as a ocus orviews and converging pedestrianlinks building on Birminghamsdeveloping waymaking strategy.

    The opening o Eastside CityPark will begin the transormationo the primary walking route.Through this masterplan, with HS2and related development, theopportunity will exist to add an

    extra layer o quality public realmthat will in time bring greater lieand activity to the Sequenceo Places and the creation oseamless route or walking, cyclingand lingering between the city coreand the canal network.

    High quality pedestrian linksthrough the HS2 station and belowthe lines viaduct will be vital intransorming links into the northernpart of Digbeth; enhancement ofthese routes will be essential inensuring the wider regenerationimpact o HS2 expands the citycentre.

    WalkabilityThe Big City Plan and theBirmingham City Centre Visionor Movement both aim or a citycentre that has an outstandingpedestrian environment with wellconnected places along routesthat are sae and a pleasure to use,putting pedestrian needs at theheart o connecting the city centre.Transorming pedestrian accessinto and throughout Eastside

    plays a key part in promoting theeconomic growth o the quarterand the adjoining area o Digbeth.

    Eastsides primary walking routebetween the city core, the HS2station and through to EastsideLocks should be an experienceas diverse and varied as that inthe wider city centre; the distanceis approximately 1km which iscomparable to the distancebetween Snow Hill Station andthe entrance to the ICC, whichcomprises a series o vibrant streetsand squares. The route will take

    Generally, building heights withinEastside should be between6-8 storeys in order to respondappropriately to the immediatecontext and respect existing markerbuildings such as MillenniumPoint and Curzon Street Station.These heights would help tocreate city-centre character andurban orm. However, within themasterplan area there is scope or

    the development o tall buildingsin locations that provide landmarksat key nodal points or to terminatelong vistas.

    With approximately 12 acres oland required or the HS2 routeand station, new developmentopportunities are identied inorder to provide a critical masso development and harnessespotential investment prior to HS2realisation. Proposals within thismasterplan would provide circa1.6m sq t o space, just higher thanapproved planning consents orEastside.

    Key PrinciplesThe ollowing principles or thedevelopment o the Sequence oPlaces within Eastside underpin themasterplan:

    GrowthAs an Area o Transormation,Eastside will need to accommodatea signicant level o growth othe city centres oce, leisure,

    residential and educationalactivities. High-density urban blocksare proposed to link Eastside intothe grain o City Core and Digbethquarters o the city centre. This willallow a mix o uses ocussed onlearning, leisure and technologyalongside other activities to createa vibrant part o the city centrethats alive both night and day.

    Good access to thesedevelopments by public transport,walking, cycling and the private carwill be essential to the success andtransormation o Eastside.

    A Sequence o PlacesThe Masterplan proposes anexperience o seven places whichtogether will make an excitingand stimulating route o varyingscales, enclosure and characters,complemented by a range odevelopment opportunities that willbring lie and activities along the

    way, thereby creating a ne-grainapproach to the city centres growthinto Eastside.

    The seven distinct places are:

    New Street to HS2 - One station.

    HS2 station and Station Square.

    Curzon Promenade.

    Curzon Square.

    Eastside City Park.

    Ashted Pound Walk.

    Eastside Locks.

    A key advantage o this approachis that is allows or phaseddevelopment. The Masterplanallows individual developmentopportunities to be broughtorward and succeed as places intheir own right: integrated andlinked together over time. Thisapproach worked successully atBrindleyplace which developedin phases around the main publicsquares. In the same way orEastside current investment inthe new City Park will provide thesense o place or complementaryinvestment.

    A sequence o placesEastside will become a vibrant place ull o people, movement andactivities. With a mix o uses and buildings around high quality spaces,Eastside will orm a seamless, connected part o the wider city centre -around a sequence o distinct places.

    HeritageEastside is home to manyhistorical eatures including listedbuildings, conservation areas andnon-designated heritage assetscomprising archaeological remains,locally listed buildings and a streetplan that orms the historical graino the quarter.

    The development and investmentpotential in Eastside presents a vitalopportunity to use the heritageand historic environment to addto and make the most o the areascharacter, local distinctivenessand sense o place. The retention,incorporation and enhancement

    o the heritage assets within andalongside new buildings andstructures are encouraged by thismasterplan.

    Several heritage assets are directlyimpacted by the HS2 proposals,in some cases presenting anopportunity to bring protectedbuildings back into use andenhance their prominence withinEastside. O our protected pubsin the area, the Moby Dick andthe Woodman will be enhanced

    to orm amenity ocal pointswithin their local area, the Eagleand Tun would be under the HS2viaduct area which needs to bedesigned to try and preserve thepub. There is also potential toincorporate the Fox and Grapeswithin the new station concourseto enhance design quality. Othereatures such as street patterns andarchaeological remains should alsobe retained, sometimes requiringan imaginative approach to ensuretheir protection.

    The Birmingham Gateway Project transorming New Street Station andMoor Street Station is growing - with the new HS2 station alongside, thiswill create a rail interchange o international importance - in the heart othe city centre.

    Pavilions CentreWith the arrival o HS2, the ootallto and rom the station will increasesignicantly. The Pavilions shoppingcentre and the existing ramp romRotunda Square could potentiallybe recongured to maximise retailopportunities and to create moreactive rontage and stronger, moreattractive and legible pedestrianconnections between Moor StreetQueensway and High Street/NewStreet - also opening key views othe Rotunda from Eastside.

    Moor Street Queensway - CityCentre InterchangeAs the city centres maininterchange or buses, Moor Streetwill handle 235 bus services perhour at peak times, ollowingchanges to the layout o the streetwhich will be achieved in 2012alongside a review o bus routesthroughout the city centre. Thechanges will provide more ecientbus routes through the city centrewith a transormation o passengeracilities with the evolution obus services and the proposeddevelopments or Sprint with therst corridor connecting via the A34to Walsall. Consideration will alsoneed to be given to the locationsaround the station on pick up anddrop o points and in particularaccess or taxi and private hirevehices.

    Moor Street should have a highquality o public realm with clearand sae pedestrian connectionsacross into Eastside, the HS2and Moor Street stations. TheHS2 station will potentially treblepedestrian activity in the area;consideration should be given toMoor Street Queensway becominga public-transport only corridor.The building o the new HS2 stationpresents the opportunity o re-routing Moor Street Queensway tobreak down the dual carriageway

    The quickest and most directpedestrian route between the twostations, and ultimately to HS2,is by way o the long bridge linkunder part o the Bullring centre.Some minor improvements havealready been made to bettersign-post the route, clear thespaces o clutter and to increasethe brightness o the lighting.However, there is greater potentialto transorm the space, increasepedestrian capacity and itsattractveness as a pedestrian routewith higher quality foor and wallnishes, imaginative lighting andartwork, and measures to reducethe impact o trac. Digital mediaand careully placed advertisingcould also animate the space; asmall commercial unit could also beconsidered.

    Through the Birmingham GatewayProject, the link to this routewill be strengthened with theprovision o a new walkway tothe rear o the Odeon Cinemathat accesses the station andconnects with Stephenson Placeand the new Metro extension; thedesign and development o thiswalkway should seek to maximisethe convenience and quality oexperience or rail customerschanging between the stations.

    HS2 stationThe development o acompletely new station or a newinternationally linked rail service is arare opportunity; it should providea building that will be a celebrationo the arrival o HS2 - giving the cityan iconic mixed use building o thehighest quality design.

    Future designs or the stationbuilding should provide an elegant,

    sweeping, transparent canopythat covers the platorms alongthe length o the trains - some800m. The main entrance, toMoor Street/Station Square, andstation concourse should also belinked under a grand atrium thatallows natural light to food in andoer views out to the surroundingskyline.

    Caes, shops and restaurantsserving the station will sit alongsidethe ticketing, waiting and otherstation acilities at concourselevel - with the Grade II listed Foxand Grapes Public House

    Arriving by high-speed train in the centre o Birmingham will be anupliting experience - creating a positive rst impression o the city throughthe creation o a world-class station building and a new civic space thatbecomes a major hub o activity within the network o city centres streetsand squares.

    The historical street patternsormed by New Canal Street,Freeman Street and Park Streetestablish the grain of the area;these routes o streets can berefected in detailed landscapeproposals within any new areas opublic realm.

    Park Street GardensThe majority o Park Streetgardens would be signicantlyaected by the HS2 station. The

    gardens, ormerly a burial groundwith monuments and graves stillexisting, are o archaeologicalimportance and should bepreserved underneath thestation structure along with otherarchaeological remains in landbetween Freeman Street and MoorStreet Queensway. I preservationcannot be achieved through thedesign o the station, then theimpact will need to be mitigatedby archaeological excavationand recording in advance odevelopment. This would providean opportunity to enhanceunderstanding o the historicdevelopment o the area.

    Vertical integration at the stationwith connectivity to other transportmodes should maximise use ospace and create opportunity orhigh density development.

    Station SquareOn leaving the HS2 station, a newpublic square, leading rom MoorStreet Queensway, will orm part othe world-class arrival experience.With up to 12,000 passengers perhour, the station will require anappropriately scaled civic squareorming an integral part o thenecessary pedestrian dispersalspace. The square would bepredominantly hard landscapedcreating a dramatic setting or

    the new station and surroundingbuildings. The square shouldincorporate innovative solutionsusing level change and streeturniture to provide security andprevent illegal vehicular intrusion.

    Station Square is a vital part oEastsides connectivity into the citycore as part o the Sequence oPlaces. It will provide a ocus orconnections rom the MartineauGalleries development, and ormthe main gateway into the quarter.

    As the HS2 station will cover asubstantial part o Park StreetGardens; the new square wouldreturn meaningul public openspace back to the city centre.The space would be ramed by

    being retained and imaginativelyincorporated into the design.

    The concourse area will also act asan internal street - with a secondaryaccess created onto Park Street/Fazeley Street. This importantconnection will be a vital elementin the stations design to ensurethe wider pedestrian linkages andpositive regeneration impact o thestation foods into Digbeth.     The tree-lined route will remainopen and publicly accessible - ithas great potential to becomea lively and attractive place as aocus or activity generated by theuniversity campus. New buildingson either side o the promenadeshould provide active rontagesalong its entire length; these couldbe retail, cae and restaurant units,caeteria and bar uses ancillary tothe educational uses, and shouldinclude entrances into the buildingstogether with large ground-foorwindows revealing activity inside.Blank walls, plant rooms and high-level windows will be unacceptable.

    A principle o link bridgesestablished between MillenniumPoint and BIAD could be extendedthroughout the BCU Campus toenable secure and easy accessbetween buildings or students andsta.

    A semi-public route on the lineo the ormer Penn Street shouldbisect through the block, rom thePromenade orming a link throughto the Moby Dick Public House andPound Square. The Grade II ListedMoby Dick Public House should beretained and incorporated into theuniversity campus.

    The buildings should also addressthe canal with accessible activerontages to the ground foorsenlivening the canal-side. There ispotential or balconies and terracesabove to provide overlooking andto make the most o what could bea very attractive location.

    The building acing the EastsideCity Park on Cardigan Streetshould retain the height constraintapproximately set by MillenniumPoint. In addition, it will alsoterminate the long views throughthe park and should provide astrong architectural statement as alandmark building.

    Curzon CircusThe development site betweenthe canal and Lawley Middlewayhas the potential to accommodatea tall building o up to 25 storeysin order to terminate the longviews eastwards along the parkspromenade route, and to alsoaddress the locations status onCurzon Circus as a key gateway toEastside and the city centre.

    To the south o Curzon Streetand alongside the HS2 line, thereare urther development sites or

    oce/hotel/residential uses. Thesites could be used to replacestudent accommodation lostrom the Curzon Gate building,much o which would need to bedemolished to make way or theHS2 route. The canal-side locationsshould be maximised in order tobring activity and improved accessto the canal. There is potentialor buildings here to step up romthose alongside the park rom sixto ten storeys, as there would be noshadowing and the impact o theHS2 viaduct would be mitigated.

    Some residential development hasalready taken place at Masshouseand extant planning consentswithin the area contain a mixo uses including residential.Student residencies have alsobeen constructed at Curzon Gateand on Jennens Road, and thereis great opportunity or urtherdevelopment given the closeproximity to Birmingham CityUniversity (BCU), Aston Universityand other potential educationallead developments in Eastside.

    The predominant uses or Eastsideshould continue to be oce,leisure and learning lead, howeverresidential uses will orm animportant part creating a liveableand vibrant quarter o the citycentre.

    EducationA key part o Eastsidesregeneration has been to ocus onproviding space or the expansion

    o educational acilities withinthe city centre. BirminghamMetropolitan College, BCU andthe Ormiston Academy have allinvested in new buildings and takenaccommodation in the quarter.

    BCU has identied a need or a400,000 sq t campus and workhas started on a rst phaseo development adjacent toMillennium Point. This masterplanbrings orward the site atCardigan Street or the campusdevelopment.

    HotelsCurrently a 174 bed Hotel La Touris under construction in Eastsidewith several existing planningconsents including:

    Curzon Park: 190 bed (3 S tar).

    Eastside Locks: 185 bed.

    Masshouse: Up to 350 bed.

    The Masterplan would see a similarnumber o hotels within the quarter,although HS2 may be able toattract a greater number o bedsand a higher quality. The high endo the market is likely to be satisedcloser to the entrance to the stationand in close proximity to the citycentre. The budget end o themarket is more likely to be satisedat the periphery o the Masterplanarea.

    Overall the Masterplan allowsor circa 1.6 million sq t. This willgenerate in excess o 15,000 jobsand an investment value in excesso 500 million.

    Commercial OfcesThis is an important sector toEastside. It complements existinglearning and leisure componentsand it will be the principal ocusor jobs and, along with theactual HS2 station, will supportmuch o the associated retailand leisure development. As anoce destination, Eastside hasthe opportunities that will allow itto establish its own distinct oeras part o the mix within the citycentre.

    HS2 is likely to make Eastsidemore commercially attractive toboth the private and public sector.Specically there is likely to bedemand or larger foorplateso up to 40,000 sq t per foor inbuildings o up to 6 storeys. Smallerfoorplates o 10-15,000 sq t per

    foor are likely to attract organicdemand and users related tothe occupiers o the larger ocebuildings.

    Eastside, with or without HS2, holdsa key advantage o having large,available cleared development sitesthat could attract oce campusesof approximately 200,000 sq ft; thiswould suit central Government orcorporate relocations seeking acompetitively priced oce space.

    Retail and LeisureWithin the wider Eastsidemasterplan area, the quantum odevelopment overall, togetherwith the HS2 station will generate

    associated uses such as small scaleretail, leisure, restaurants, bars,caes and a gym. This retail oer,which will be created around newpublic spaces as ground foors oproposed development blocks;this will help to create a 24/7 cityenvironment similar to that atBrindleyplace.

    Leisure uses that complimentthose at Millennium Point wouldbe suitable within the area, withoutdoor perormance areas orother temporary leisure uses

    occupying the land directly aectedby the route o HS2.

    There would be a level o retailingwithin the HS2 station which islikely to be similar to that seendeveloped at Liverpool StreetStation (as part o the BroadgateScheme) and St Pancras Station inLondon. The latter oers just over80,000 sq t o retail and restaurantuses.

    ServicingThe HS2 station building anddevelopment alongside will requiresignicant levels o servicing.The construction o the stationand viaduct requires a 10m-20mworking zone along the entirelength o the structure, this stripwill allow or the provision o anew servicing spine-road romthe junction o Curzon Street andCardigan Street which can servicedevelopment ronting CurzonStreet and the station itsel, alongwith associated development, romunderneath the viaduct to the westo New Canal Street.

    Car Parking

    The new multi-storey car park onCardigan Street provides or theneeds o Millennium Point withcapacity or additional levels odevelopment within the northern

    part o the quarter. Parkingrequirements generated by theEastside Locks development willneed to be catered or on site. Anyadditional parking requirementsin the area will need to beconsidered in the context o uturedevelopments. The undercrot othe HS2 viaduct south o CurzonStreet could lend itsel well tocar parking that serves adjacentdevelopments and the HS2 stationitsel.

    In order to maintain a high-quality,dense urban environment withactive rontages, parking will berequired at basement level, or inmulti-storey layers behind or aboveactive rontages where they acekey pedestrian routes. On-streetparking will be considered by theCity Council as part o a review oControlled Parking Zones.

    CyclingConvenient and sae access bybicycle will be integral to thedevelopment o Eastside. Cycling,being a healthy and low-carbonmeans o transport, will be seenas a key alternative to private caraccess. The highway network willbe designed with cyclists in mind.Dedicated space or low speedconditions, along with cycle priorityat junctions will make cycling anattractive proposition. Permeabilityby bike will be enhanced by thenetwork o primary and secondaryshared vehicle-ree walkingand cycling routes. These willbe integrated into the existingtowpaths on the Grand Union andDigbeth Branch canals. Residents,visitors and those working inEastside will be able to takeadvantage o appropriate cycleparking provision.

    MetroThere is potential or a urtherextension to the Midland Metro toserve the HS2 station and Eastside;this would connect all City Centrestations and create potential toconnect to the east o the city.

    Efcient CityTrac management andplanning o capacity within thesurrounding area will be keyto ensuring accessibility intothis area by all modes o travel.

    Control mechanisms includingparking, potential or car clubsand creating urther pedestrianand cycling routes will also needto be considered in order todevelop strategies or access.This is being investigated in theTransport Strategy currently underdevelopment or the City Centre.

    Taxi and private car access to theHS2 stationThe area beneath the HS2 viaductneeds to be used to maximiseaccess or taxi and private caraccess to and rom the HS2 stationand provide additional entrances.Access rom all surroundingroads should be considered aspart o the City Centre TransportStrategy. The ocus or taxi andprivate car pick-up/drop o willneed careul consideration and it isrecognised that additional vehicular

    movements along these streetswill have implications on the widerhighway network.

    The City Centre TransportationStrategy will also need to takeaccount o the xed position o theHS2 buers and viaduct heights asit is likely that Park Street will closeto acilitate the development othe terminal building. This wouldsever part o the north-southtrac movements or all modes otransport complementing MoorStreet Queensway.

    Millennium Point Multi Storey CarPark.

    Commencement of the EastsideCity Park.

    The next phase o delivery or theperiod 2012-2015 will increasethe provision o new highway

CardiganStreet will also be widened tocreate a boulevard into the hearto Eastside which will acilitatedevelopment within Eastside Locksbringing back into benecial usethe locally listed re damagedCo-operative building togetherwith incubator development orsmall and medium sized enterprise.During this phase o developmentthe completion o BirminghamCity University campus relocationon the land to the east o CardiganStreet bounded by Gopsal Street,Penn Street and Curzon Street isprogrammed to be completed.

    Temporary Uses

    Temporary uses will be consideredor the land directly aected by theHS2 line. It is vital that the land isbrought into use through the yearsleading up to the construction othe HS2 line and station in orderto provide an appropriate settingor surrounding development sitesand the new park. The land willneed to be managed, workingin partnership with developersand with HS2 in order to deliverimprovements in the medium term.

    Curzon StreetThe northern part o the siteoverlooking the new park will

    remain available for development;the aected land at the rear couldbe utilised or:

    - A creative village - temporarystructures could house start-upbusinesses.

    - Leisure uses such as un airs,circuses, outdoor events andconcerts.

    Bartholomew Street AreaThe land to the south o thenew park has been cleared ordevelopment and is physicallyconnected to the park. The landcould be used as:- A temporary extension to the park

    with the ormer highway areasreplaced with grass or inormalrecreation.

    - Five-a-side ootball pitches andother sports uses.

    - Event space or concerts.- Sculpture park/art installations.- The Birmingham Maze - an annual

    maize-maze or a more solidconstruction.

    - Temporary allotments.

    City Park GateCity Park Gate provides animportant boundary to the newCity Park and improvements to thegeneral environment and existingcar parking will be encouraged.In addition the Council wouldbe supportive o innovativecommercial and leisure uses, thatcan be brought orward on aninterim basis whilst High Speed Railis developed.

    DeliveryThe overall vision or Eastside is to create a quarter supporting the bestin learning, technology and science with opportunities or expanding theCity Core with new commercial, residential and educational uses. HS2 willtransorm Eastside into a key arrival destination, unlocking developmentopportunities and linking the area into the city centres retail and ocelocation.

    As the rst phase o developmentsand the currently proposedhighway inrastructure is completedin 2015 the masterplan envisagesthat the wider area will broughtorward through the potentialdevelopment o two oce blocksat the southern edge o the ormalgardens area adjacent to CurzonStreet.
