ECO Flex - Declaration of Eligibility

The table below requests Local Authority (LA) declaration of eligibility for all unique properties listed as part of projects that include in-fill premises, based on the following criteria:
Fuel poverty (FP) criteria • After housing income is equal to or less than the thresholds determined for the occupying
household composition; and• The home has an Energy Performance Certificate (EPC) with a rating of E-G or scores 4 or
above in responses to questions set out in South Lanarkshire Council’s ECO Flex Statement ofIntent.
Low income vulnerable to cold (LIVC) criteria• After housing income is equal to or less than the thresholds determined for the occupying
household composition; and• The households has one or more members with at least one of the following identified
vulnerability factors:o A disability;o limiting long term or terminal illness;o are aged 70 or over;o are a dependent child aged 16 or younger.
In-Fill criteria Property type Eligibility requirements Property consisting of a pair of semi-detached houses or bungalows, or a building containing no more than two domestic premises.
At least one of the two properties must be declared by the Council as fuel poor (FP) or low income and vulnerable to cold (LIVC) - that is 50% of the properties are FP or LIVC
Project consisting of any premises that are contained in the same building (for example flats), immediately adjacent buildings 9for example neighbouring properties) or in the same terrace.
All properties that are receiving a ECO Flex measure must be covered by a declaration. This applies to LIVC, FP and in-fill properties. Up to 50% of total FP or LIVC combined properties within the project can receive a measure.
