Education Partnerships Program (EPP)• This program has been extended.

• EPP supports two categories of development:

o Partnership Establishment:

– Tripartite Education Memoranda of Understanding (MOU) and joint activities between one or more regional First Nation organizations, the provincial Ministry of Education and AANDC, where they do not already exist.

o Partnership Advancement:

– Joint activities within established partnerships where an MOU or similar formal tripartite partnership agreement is already in place, between one or more regional First Nation organizations, the provincial Ministry of Education and AANDC.

• Funding is provided in the form of a one-year set contribution

• The deadline for 2015-2016 proposals was July 26, 2015

First Nation Student Success Program (FNSSP)

Objective

•Improve the achievement of First Nation students on reserve through:

– the implementation of school success plans;

– student learning assessments;

– performance measurement systems focusing on the priority areas of literacy, numeracy and student retention.

The deadline for submission of 2015-2016 proposals was February 13, 2015.

Tuition Agreements

Tuition Agreements are NOT standardized

• In Ontario, many First Nations have developed agreements unique to their community and situation. While all agreements contain similar components, they are all quite different.

• Individual First Nation communities are responsible for developing their own agreements and their own working relationships with school boards.

Grants for Student Needs (GSN)

• Provincial schools/students are funded by per-pupil funding provided to provincial school boards by the Ministry of Education. This is the GSN and is determined by a set of variables for each board.

The GSN is different for every board, therefore per-pupil fees (tuition fees) are different for every board

• The fee calculation is outlined in the Calculation of Fees for Pupils Regulation.

• Tuition fees are related to the funding that boards receive through the GSN.

Transportation is not included in the base tuition fee.

– Special Education Per-Pupil Amount (SEPPA): educational assistants, student assessments, instructional materials, consultants

– High-Needs Amount (HNA)– Learning Opportunities– Demographic Component– Student Success

Special Education

Extra Special Education Program (SEP) dollars from the province for provincial schools are only available through an application process between the school boards and the Ministry of Education for non-tuition paying students only.

• Special Equipment Amount (SEA) covers the cost of an individual student’s equipment needs (and training, warranties, and service of that equipment) in excess of $800 per claim.

• Special Incidence Portion (SIP) supports pupils with exceptionally high needs who require more than two full-time staff to address health and safety needs based on reviewed and approved claims to a maximum of $27,000 per claim.

Special Education

“High Cost” - AANDC Special Education Guidelines

•The needs of students who have been identified and assessed as having severe-to-profound exceptionalities by medical and health professionals are eligible participants for SEP funding.

Qualifying criteria:•The student with exceptionalities is registered on the nominal roll.•The student must have in place an Individual Education Plan (IEP), an Individual Learning Plan (ILP), an Individual Program Plan (IPP), or an equivalent plan according to the province of residence. •The student’s age is from 4 to 21 years. •The student is ordinarily resident on reserve.

If more funding is required, can the First Nation make an application to AANDC?•As of April 2007, all SEP funding is provided directly to First Nations through a formula. The application or claims process to AANDC is no longer in effect.

Ontario Region has representation on the Ontario First Nation Special Education Working Group (OFNSEWG).

Current Issues:

•SEP is a targeted program, and surpluses are returned to the federal government’s Consolidated Revenues Fund.

•SEP Reports are due May 1, 2016.

In March 2014, the Ontario First Nation Special Education Working Group developed, distributed and shared in workshops, a High-Cost Special Education Program Toolkit.

Special EducationFirst Nation Work Plan

• The OFNSEWG has developed a First Nation Special Education Work Plan to:

– Provide a mechanism whereby communities experiencing surplus funding can ensure the funding is redirected to those communities with higher need.

– Allow SEP resources to remain in Ontario Region and provide an opportunity to improve resource allocation, thus helping to ensure the needs of children in Special Education are met.

– Allow OFNSEWG to identify specific areas of learning challenges and to bring these challenges forward in discussions for future program development.

– Assist in proper codification of SEP funding for audit purposes.

– Provide valuable data that will be retained by First Nations in Ontario through the FNSEWG to build a business case for adequate funding.

The Portal - SEND by Mail

• Load the Smart PDF or XML file onto a USB key.

• Label the USB key - recipient or Band number.

• Package MUST include a covering letter containing:– Your recipient name and number;– Name of proposal and/or report being submitted;– Your contact information.

• It is considered officially received after the information is successfully uploaded by AANDC using the Portal.
