This practice results in loss of time, energy and other scarce resources of the Organisation. In the light of the above, the following instructions as regard to correspondence between the offices are listed below for strict compliance with immediate effect. A. It has been noticed that the modes of correspondence available in the offices of the Organisation are not often used scrupulously, e.g., while a letter is sent through speed post, it is faxed also; or, a circular which is posted on the website of the Organisation also follows the same conduit. This practice results in loss of time, energy and other scarce resources of the Organisation.

In the light of the above, the following instructions as regard to correspondence between the offices are listed below for strict compliance with immediate effect.

A. Instructions for Head Office:

a) All the Communications which have common concern to all field offices, like Circulars, Reports, intimations etc., will be displayed by the Head Office on the website of the Organisation. This display shall not be followed by any written communications like fax, speed or general post.

b) The material displayed at website will be considered as 'Circulated' hence no hard copy will be circulated among sections and officers in Head Office. The issuing officer may, however, exercise his discretion cautiously for any exception.

c) The other communications which are specific to certain office will be sent through e-mail on the official e-mail ID of that office. The NIC has already provided an e-mail ID to all the offices of the EPFO which is placed at (Annexure- 'A').

d) The officers upto the rank of RPFC-II have also been provided with an individual e-mail ID (Annexure-'B') in the epfindia.gov.in domain. This may be used by them while communicating to each other in individual capacity for facilitating officework.

B. Instructions for Field Offices:

a) The. Field Offices shall use official e-mails for all sorts of information to all offices including higher offices and their subordinate offices.

C. General Instructions:

i) Each and every officer will check his/her mailbox and official website of the Organisation as . routine function. The related information may be downloaded/printed as per requirement only.

ii) It may be mentioned that while information flowing between two Individual IDs may not require a signature, the communications passing through official e-mail IDs may require one. In such cases, the scanned copy of the correspondence may be sent as attachments.

iii) The serial number of communication on the webpage is to be used for further reference so that hard copies are not required all the time to refer this piece of communication. This will also save time in searching out the references.

All confidential communications requiring physical delivery shall, however, be sent by post as usual and will not be subject to the instructions contained in this circular.

It is further intimated that no excuses will be entertained in implementation of the above order. Any violation of the same will be viewed seriously. The suggestions, if any, for improvement may be forwarded to FA & CAO. The queries regarding e-mail IDs/passwords etc. may, however, be addressed to RPFC (NDC).
