President’s Message

Simon Hang Bock RheePresident, APR Scout Foundation

This 25th APR Scout Conference marks my sixth year as President of APR Scout Foundation. Over the years, APR Scout Foundation has taken series of steps to position itself as a prime mover in creating a greater impact of Scouting.

First, we witnessed the Foundation’s steady support in strengthening capacity building in National Scout Organisations. In fact, there is substantial increase in the capital fund and return of investment. The Foundation also increased the amount of allotment to projects.

Secondly, our partnership with the World Scout Foundation yielded better returns on investment. To date the US$ 1.7 million investment yielded US$ 231,000.

Lastly, our collaboration with NSOs is creating wider visibility on the ground. This is evident in our community based projects involving non-Scouts in our activities.

We recognize the need for committed and able partners, globally and in the region, to help us carry out our work in an effective and sustainable manner - partners who are familiar with the needs, framework and history of our region, or whose expertise could create larger impact in the lives of Scouts. Through their experiences, we bring Scouting closer to the communities.

To my fellow Foundation committee members, I thank you that despite the challenges, we share a common conviction to contribute our time, resources and expertise in the name and spirit of Scouting.

Chairman’s Message

On behalf of the Asia-Pacific Regional Scout Committee, I would like first to express our sincere appreciation and thanks to the APR Scout Foundation and all the donors for their generous contributions.

I myself have become much more aware and greatly impressed by the work and efforts of the APR Scout Foundation since I became a mem-ber of the Regional Scout Committee in 2009.

For years, particularly during the period since I became regional chair-man, the APR Scout Foundation has given invaluable support, through the granting of financial assist-ance to many APR Scout events and projects, such as environment edu-cation seminars; workshops for adult support, youth involvement, Scout-ing profile and communications, organizing scout shop management, Ticket-to-life project, and to many NSO projects related to training, na-tional strategic planning, governance and community services.

Through the reports I have read and my personal on-the spot visit to many NSOs, and my participation at many APR Scout seminars, work-shops and other events, I have to

say that the Foundation certainly has done quite a lot to promote Scout-ing. This resulted in the strengthen-ing and cultivation of the spirit of brotherhood and solidarity and a higher sense of responsibility and service.

Much more has to be done for the promotion of Scouting and for the development of young people in the Asia-Pacific Region.

It is my sincere hope that the Asia-Pacific Scout Foundation would be more enabled to continue its strong commitment to support young people.

Likewise, that more individuals, business and civic organizations will contribute to this worthy endeavour.

Regional Director’s Message

Time moves fast and we are now ending another beautiful journey of the Foundation. The Asia-Pacific Regional Scout Foundation supports Scouts and Leaders in the areas of educa-tional methods, communica-tions, environment protection, and resources development. The projects supported are designed to support capacity building, sus-tainability, develop and promote best practices, educate young people and develop leadership skills for potential Scout leaders. During this triennium, the Foun-dation provided grants totaling to US$67,000 to member NSOs; US$10,000.00 grant for the com-munity-based mushroom cultiva-tion project of Bhutan Scouts and US$20,000 interest free loan to Mongolia Scouts Scout Shop. We are also pleased to highlight the partnership of World Scout Foundation and APR Scout Founda-tion. With the World Scout Founda-tion, we earned better returns on investment, consequently, we are able

to fund more regional events.

In 2014, we had Fundraising during the APR Scout Leaders Summit in Sri Lanka where we raised the amount of US$2,900. To the outgoing Foundation Man-agement Committee members, we convey our sincere thanks for your efforts to make the Founda-tion more effective. Our sincere appreciation to our Trustee, the Scout Association of Hong Kong, for their continued service and cooperation.

Seat of the FoundationAsia Pacific Region has a total land area of more than 21 million square kilometers and popula-tion reaching 1.9 billion (excluding non-member countries) with membership of over 30 million Scouts in 26 countries. In December 1991, the Regional Scout Committee established the APR Regional Scout Foundation with the Scout Association of Hong Kong as trustee.

The Foundation Management Committee oversees the affairs of the Foundation. The World Scout Bureau Asia-Pacific Support Centre based in Makati City, Philippines, serves as the Secretariat.

The APR Scout Foundation Fundrais-ing dinner held on 28 April 2014 at the Grand Ballroom, Goldi Sands Hotel, Negombo, Sri Lanka raised the net amount of US$2,900. New members were also recruited.

The Asia-Pacific Regional Scout Committee, and many leaders in world Scouting contributed to the fundraising.

Appreciation is given to the host, Sri Lanka Scout Association, International Commissioner Mr. Janaprith Fernando and his team for coordinating the magnificent event.

Bhutan Scouts Association (BSA) introduced mushroom cultivation to the Shaba community with the support of the APR Scout Foundation.The Shaba community, beneficiary of the project, is situated in Paro, southwest of Bhutan.

Work started with the construction of mushroom shed by the Scouts and the people of Shaba community, including the housewives and personnel of Royal Bhutan Army.

Participants learned the different stages of mushroom cultivation: cutting the straw, soaking in cold water, steam cooking, sowing seed and packing, staking and storage of the plastic bags, watering and harvest.

Participants expressed that the techniques of mushroom cultiva-tion is useful and will benefit their families. They considered it as their best demo community development project so far.

Mongolia opens Scout shop in Ulaanbaatar

Opening the Scout shop in Ulaan-baatar, Mongolia was a big step for the Scout Association of Mongolia (SAM) which designed this project not only to generate income but more so to provide better services to their members.

With Scout merit badges available at the Scout shop, Scouts are more inspired to learn new skills and to update their knowledge as they work hard to earn their badges. In this way, Scouts become more engaged and better prepared to advance to the next Scout section.

1) In November 2012 meeting, the Foundation Management Committee, with the approval of the Regional Committee, agreed to part-ner with World Scout Foundation to loan US$1.7 million for further invest-ment to be able to earn better return of interest. The investment would be in the form of loan and the proceeds from the investments will go to the Foundation. 2) In October 2013 meeting, the Foundation entered into a memoran-dum of agreement with the Scout Association of Mongolia for an inter-est free loan amounting US$20,000 against its total project cost of US$24,545. This loan is being repaid in 15 installments commencing from April 2015 until December 2019.
