1. INTRODUCTION

This is the fifth EMP implementation progress report prepared by Guiyang ADB-loan Project Management Office (GPMO) with assistance from Artelia Consultants, for project “Guiyang Integrated Water Resources Management Project (ADB Loan 2573-PRC)”. The report covers the progress for the period from January to June of 2014.

The “Guiyang Integrated Water Resources Management Project” covers 5 sectors of water resource management, including urban water supply, rural water supply and irrigation, irrigation system rehabilitation, soil and water conservation, and small water storage structure, totally loaned $150 million US dollars from ADB. According to the Environmental provisions in the Project Agreement (June 2010, PAL: PRC 38594):

● For those water supply dam Subprojects, particularly the Yudongxia dam, GMG shall ensure an appropriate classification of EPZ and determine and stipulate related regulations for preserving water quality of the respective reservoir. Such regulations may include land use zoning and control of chemical fertilizers/pesticides use, wastewater discharge and aquaculture development in the EPZ area. To ensure the preservation of the income and livelihood of local communities that may be affected by such regulations, GMG shall ensure that a PES mechanism to maintain the agreed level of water quality by providing sufficient compensation to upstream government and affected communities is established and implemented.

● GMG shall cause each local government and the IAs to construct, operate, maintain, and monitor the Project facilities in strict conformity with: (a) all applicable laws and regulations, including national and local regulations and standards for environmental protection, health, labor, and occupational safety; and (b) ADB’s Environment Policy and the environmental mitigation and monitoring measures detailed in the approved EIAs, IEEs, SEIA, SIEE, and EMP for the Project.

● GMG, through the local level PMOs, shall ensure that the IAs: (a) provide monthly environmental progress reports to the Guiyang PMO, which will prepare and submit to ADB semi-annual environmental reports in a format acceptable to ADB until loan closing. The semi-annual reports will address, among other issues, cumulative impacts of the Project; (b) where required, make an SEIA or SIEE available to the general public at least 120 days before each Subproject is approved; and (c) for each Subproject, carry out public consultations during the early stages of the EIA field work and when the draft EIA is available.

To response to the above requirements of ADB focusing on environment protection and environment management, under the supervision and GPMO and the assistance of ARTELIA Consultants, the subproject IAs have endeavored efforts to implement the corresponding EMPs. Through periodical internal inspections and EPB checks, the environment impacts resulting from project implementation have been closely monitored and controlled so as to guarantee subprojects’ smooth implementation.

Due to the subprojects are numerous and dispersed, to timely clarify subprojects’ environment behaviors and performances, GPMO organized regular site-visits, periodical document review, and report collection. During this reporting period, GPMO had organized one round of site visit for environment inspection of ongoing subprojects in June 2015, especially focusing on the inspection of construction sites, material storage and spoil area management, wastewater treatment, noise control,

solid waste management and on-site health & safety management. In view of difference of subproject progress, during this reporting period, special attention has also been paid to the impoundment for finished reservoir (Yudongxia Reservoir and Bai’anhe Reservoir).

Based on the information collected, GPMO has developed the EMP implementation progress reports on a semi-annual basis to:

1) Summarize environment management works which has been implemented by GPMO and IAs in the six-month period;

2) Assess the resulted environmental impacts caused by subproject implementation with reference to the conclusions of subproject EIAs, in terms of resulted and anticipated impacts during both construction and operation periods;

3) Evaluate the effectiveness of mitigation measures already undertaken;

4) Review environment monitoring activities and monitoring results; and

5) Identify key environmental issues and forward suggestions for further improvement and EMP updating.

Accordingly, the Semi-annual Environmental Progress Report mainly covers the following chapters and appendices.

2. PROJECT PROGRESS

2.1. PROJECT BACKGROUND

Guizhou Province is one of the poorest provinces in the PRC, with the second lowest rural income after Tibet, and the lowest level of urban income of any province. The capital of the province, Guiyang Municipality (GM), is its political, economic, cultural, technical and service center, and a major transportation hub of southwest PRC. In 2008, GM has an estimated population of 3.6 million, of which about 2.4 million reside in the main urban area, with the remaining 1.2 million in suburban or rural areas. About 574,000 people (16% of the total population) are ethnic minorities who mainly reside in the rural areas. The income differential between the rural and urban population is high, and about 25% of the rural population live on an income of less than CNY1,200 ($158) per capita per year. As the economic hub of the province, GM has a rapidly increasing population and industrial development, and hence increasing demand for water. Servicing this population and related municipal and industrial water demands is causing a severe strain on the existing water supply facilities.

On the other hand, both urban and rural areas of GM are on the mountainous ridge of the watershed boundary between the Yangtze River basin to the north and the Pearl River basin to the south. Annual average precipitation is quite high but large evaporative losses and uneven distribution present particular challenges for capturing and storing water, much of which drains into rivers as quick surface flows through numerous short creeks and streams that run deep in valleys, or through fast-flowing deep aquifers (groundwater rivers) through the limestone layers (karst areas).

The GM urban water supply infrastructure is in poor condition and its rapidly increasing urban population has seriously stretched the existing water supply capacity, resulting in reduced water pressure, and water rationing in dry periods. In the surrounding rural area, shortage of water for potable use and irrigation is perceived as a critical constraint to improving rural incomes and living standards. The current management of the GM water sector is not well integrated. There is vertical fragmentation with different responsibilities between provincial, municipal, and district/county levels and there is also horizontal fragmentation with responsibilities for water sector management split between different government departments.

In recent years, the Government has recognized the need to improve the comprehensive management of water resources, apply approaches consistent with integrated water resources management (IWRM) methodologies, and shift emphasis towards managing demand, including the use of economic mechanisms.

The implementation of “Guiyang Integrated Water Resources Management Project” will contribute solutions to achieve greater coordination and optimization of water supply and demand management activities in line with IWRM principles.

To fund this Project, Guiyang Municipal Government has applied for a loan of $150 million US dollars from ADB’s ordinary capital resources to cover part of the total $439.2million estimated cost. The remaining counterpart funding will come from domestic sources. The ADB loan became effective on 4 January 2011. The loan closing date is 30 June 2016.

In November 2014, a mission from ADB conducted the mid-term reivew for the

project, when 1 core and 49 noncore subprojects have been withdrawn and 2 new noncore subprojects (Hongyan medium-sized reservoir and Hongyan water treatment plant) will be included. Considering the updated project schedule, particularly the schedule for the two new components, the mission and GPMO tentatively agrees to extend the current loan closing date of 30 June 2016 to 30 June 2018, by 2 years. Relevant approval procedure by national authorities and ADB is still ongoing.

2.2. PROJECT SUMMARY

The Project will adopt a sector investment approach with five key infrastructure development activities to be financed.

● Urban Water Supply comprising the establishment of one medium-sized reservoir and two small reservoirs,1 including the construction of dams, water conveyance tunnels, transmission pipelines, four water treatment plants, and the extension of the municipal water distribution networks;

● Rural Water Supply and Irrigation comprising the construction of up to 43 small reservoirs, including about 3 for county water supply, 20 for water supply and irrigation at the township level, and 20 for human and livestock water supply and small irrigation systems. Many of these include investments in water conveyance systems, small township water treatment facilities, and irrigation systems;

● Irrigation System Rehabilitation comprising rehabilitation and upgrading of up to nine irrigation systems covering a total area of 195,447 mu (13,030 hectares [ha]), including installation or repair of intake structures, canals, and aqueducts;

● Soil and Water Conservation comprising farmland restructuring, conversion of sloping farmland to terraces and tree or grass planting, and fruit tree planting, to protect the upper catchments of the water sources (about 800 square kilometers [km2]) from soil and water losses;

● Small Water Storage Structures comprising the provision of up to 105,100 small water storage tanks in rural areas to catch spring water for human consumption, and rainwater for irrigation and livestock consumption.

The project will also address non-structural interventions including institutional development and capacity strengthening, stakeholder participation, water tariff adjustments, and demand-management measures.

Following the sector lending modality, six core subprojects representing the five main types of infrastructure development activities were identified during project preparation. After the midterm review in Nov. 2014, one core subproject is withdrawn. The core subprojects serve as representative models for the design and implementation of similar noncore subprojects to be financed under the Project. The five core subprojects are the Yudongxia reservoir and water treatment subproject for urban water supply, the Jinlong and Liaojiuzai reservoir subprojects for rural water supply and irrigation, the Wudang irrigation rehabilitation subproject, and the Xifeng County small water storage tanks subproject.

2.3. PROJECT IMPLEMENTATION STATUS

As mentioned above, according to the Aide Memoire of ADB Midterm Review Mission (11-17 November 2014), from the originally planned six core subprojects and sixty non-core subprojects, one core subprojects (Upstream and Midstream of Nanming River Catchment in Huaxi) and 49 non-core subprojects have been or will be withdrawn from the project; However, 2 non-core subprojects (Hongyan medium-sized reservoir and Hongyan water treatment plant) are being proposed.

In particular among the non-core subprojects, the following changes have been made in corresponding sectors: Reservoir subprojects (urban water supply and rural water supply & irrigation):

39 reservoir sub-projects have been dropped out, and 7 reservoir subprojects

have been kept. Additionally, two new subprojects (Hongyan Reservoir and

Hongyan Water Treatment Plant) are proposed to be added in during the ADB

Mid-term Review;

Irrigation system rehabilitation: 6 irrigation rehabilitation subprojects have been

dropped out, and 1 subprojects (Wengjing and Yangchang) were kept;

Soil & water conservation: The only one core subproject has been withdrawn,

and all the 6 non-core subprojects have been kept;

As shown above, besides Xifeng Small Water Storage Structure Subproject, the construction of eight other subprojects has been physically completed during this reporting period, namely Yudongxia Reservoir, Liaojiuzhai Reservoir and all the six soil erosion control subprojects. Among the implemented subprojects, the subproject of Huaxi Small Water Storage Structure is being implemented phase by phase without major ongoing construction activities. The EMP implementation progress report for this reporting period will still focus on the ongoing reservoir subprojects, including Yudongxia, Jiancaogou, Bai’anhe, Jinjiaqing, Jinlong and Maozhulin. Compared to last reporting period, the physical progress of these reservoir subprojects in the last six months is relatively limited due to lack of counterpart fund and resettlement issues.

Also, special attention will be paid to the two newly proposed components, Hongyan Reservoir and Hongyan Water Treatment Plant Project, particularly on the progress of their EIA documentation preparation in compliance with both national regulations and ADB environmental safeguard guidelines. For the new Hongyan Reservoir subproject, since only preparatory works (land preparatory activities), instead of

3. INSTITUTIONAL ARRANGEMENTS AND RESPONSIBILITIES FOR EMP IMPLEMENTATION

Various organizations with different environmental management responsibilities – GPMO, GEPB, IAs, environmental management consultants, contractors, and construction supervision companies – have been involved during project implementation, and have been involved in the implementation of the EMP, as presented in this chapter.

3.1. INSTITUTIONAL STRUCTURE FOR ENVIRONMENT MANAGEMENT

The PMO, contractors and IAs have each nominate full-time dedicated, trained, and qualified environment specialists to undertake environmental management activities and ensure the effective implementation of the EMP.

To actively respond the requirements in Project Agreement, in terms of institutional arrangement, a vertical framework with 3 levels had been set up for the project environment management:

Level 1: GPMO, which had set up an Environment Management Unit (EMU) since the beginning of the project, with 2 staff (headed by GPMO Director Ms. Meng Jianjian, daily coordinated by full time staff Mr. Yang Yang).

Level 2: Subproject Implementation Agencies (IAs), which had designated 1~2 employees each in charge of EMP implementation, report to GPMO periodically.

Level 3: Contractors/Supervisors and Operators, which had designated 1~2 n full-time staff in charge of daily environment management, report to Ias periodically.

Besides above three levels on environment protection, Guiyang EPB and County EPBs also organize on-site inspection to subprojects, supervise the fulfillment and effectiveness of environment protection measures, and provide comments and recommendations on periodic or random base.

Environmental specialist from ARTELIA Consultants has also been mobilized since November 2012; assisted GPMO in the preparation of the EMP implementation progress report since September 2013.

3.2. ENVIRONMENT RESPONSIBILITIES

Guiyang EMU, under GPMO, take charge of project administration and coordination, take overall responsibilities for implementing and supervising environment management, environment monitoring, and mitigation works of all subprojects, and report to ADB periodically in accordance with the signed project agreement.

Subproject IAs, carry out detailed management of subproject. From project preparation and engineering design, to civil works construction and project operation, the IAs will be largely responsible for environmental management to ensure that the EMP is carried out effectively and they are also required to report to GPMO and EPB periodically in accordance with the signed project agreement.

Construction Contractors are responsible for implementing mitigation measures during construction, carry out monitoring and control project’s daily environment performance, and, report to IAs periodically.

Construction Supervision Company (CSC), as Supervisors designated by IAs, is responsible for on-site environment management control, supervise the contractors’ environment activities and proper implementation of mitigation measures during project construction.

Operators are responsible for implementing environment protection measures during project operation, carrying out necessary environmental monitoring, supervising in line with environment regulations and standards and reporting to IAs periodically according to the defined subproject EMPs.

Consultants (environmental specialist from ARTELIA) help GPMO to supervise EMP implementation by IAs, prepare required reports for ADB review and approval, and carry out necessary environmental trainings.

EPBs will organize periodically or randomly inspection to both construction sites (during construction) and operated projects (during operation) to review environmental qualities and environmental management conditions of the implemented subprojects, such as wastewater treatment, solid waste disposal, camp neatness, workers’ healthy situation, and safety situation, and official letters will then be issued to the IAs requesting improvements if any incompliance exists.

4. REVIEW AND REVISION OF SUBPROJECT EMPS

4.1. REVIEW OF EMP

In August 2006, during the PPTA phase of Project, the SEIA, together with EMP sections and detailed subproject EMP appendices, was prepared by Guiyang municipal government for the Asian Development Bank (ADB).

As an environment commitment of GMG, the EMP,

● Outline the mitigation, monitoring and institutional measures to be taken during project implementation and operation to avoid or control adverse environmental impacts, and the actions needed to implement these measures.

● Establish institutions and mechanisms to monitor and ensure compliance with environmental regulations and implementation of the proposed mitigation measures.

● Seek to ensure continuously improving environmental protection activities during project preparation, construction, and operation.

The EMP mainly includes:

● Summary of potential impacts and mitigation measures,

● Environmental monitoring,

● Planned public consultation,

● Institutional strengthening and training,

● Reporting and supervision.

4.2. REVISION OF SUBPROJECT EMPS

In April 2013, the GPMO officers, together with the environmental specialist from Artelia Consultants visited all the sites of ongoing subprojects and the subprojects to be constructed recently, particularly, the reservoir subprojects under construction and to be constructed soon. According to the observations, the EMPs of visited subproject developed during ADB PPTA phase have been generally implemented in the construction activities. However, it is also noticed that, as part of the EMP, the original environmental monitoring plans (required in ADB SEIA and EMP dated August 2006) was not tailored to the existing conditions of project sites in some cases.

Based on key findings of site visit and discussion with different PIUs, with the assistance of environmental specialist, in May 2013, GPMO has proposed the following adjustments of environmental monitoring plans for the ongoing or recently to-be-constructed subprojects for a more practical and efficient operation. All these adjustments have also been reviewed and put into trial implementation by corresponding PIUs since June 2013 to check their applicability.

With ADB’s no-objection as indicated in the Aide Memoire of Review Mission in November 2013 and with the good operationability and satisfactory monitoring

5. ENVIRONMENTAL COMPLIANCE

5.1. GENERAL COMPLIANCE

China has regarded environmental protection as one of its fundamental policies to guarantee a sustainable development of the nation in the 21st century. China’s existing environmental regulatory regime remains multi sourced (international treaties, national environmental laws, regulations, rules, measures and policies, standards and local legislation) but can essentially be classified into two categories: environmental management legislation and environmental pollution prevention and control legislation.

For construction projects in China, Environment Impact Assessment (EIA) and Environment Check & Acceptance of Project Completion (ECAPC) are two most important regulations to be compliant with. These two regulations are regarded as basic references for project environment protection respectively for construction phase and operation phase.

For GIWRMP, all the implemented subprojects had strictly followed national EIA procedures, completed EIA reports and obtained EPB approval. During subproject bidding process, the EMP requirements for construction period have been included as part of contractual obligations for the contractors. For the completed subprojects, the Environment Check & Acceptance of Project Completion (ECAPC) procedure has been/is being implemented to obtain the approval by local EPB.

As per the EARP formulated during project preparation in 2009, following the environmental requirements of ADB, all the investments under this project are subject to categorization to determine environmental assessment requirements. If the subprojects are identified as Category A or Category B, either an Environmental Impact Assessment (EIA, for category A) or an Initial Environmental Examination (IEE, for category B) will be required for ADB review and no objection before the subproject implementation.

As detailed in Section 2.3, based on current project progress, this semi-annual environmental report will focus on the EMP implementation of six reservoir subprojects under construction. According to the results of desk review and site visit, the general EMP compliance of involved subprojects by June 2015 is summarized in the Matrix below. More details are presented in the following sections.

EIA Preparation Progress of Hongyan Reservoir Subproject

Among others, Hongyan Reservoir subproject, the newly added project, has been identified as a Category A subproject for EIA preparation. This means a Chinese EIA and an English SEIA would be required respectively for domestic and ADB approval, covering the examination of the project’s potential impacts, recommendation of environmentally sound project design by comparing all possible alternatives and at

least twice of public consultation during EIA preparation. The mitigation measures and monitoring plan proposed in the EIA will be incorporated into the Environmental Management Plan (EMP).

With the support of international environmental consultant, the entrusted domestic EIA consulting team, Guiyang Survey and Design Research Institute under China Hydropower Consulting Group completed Chinese EIA report in late October 2013. Its final revision was approved by the Guiyang Municipal Environmental Protection Bureau on 24 February 2014.

Accordingly, the TA consulting team has developed the SEIA and submitted to ADB for review and information disclosure in June 2014. In consultation with Regional and Sustainable Development Department of ADB, it was agreed that an SEIA report will be prepared and disclosed on ADB’s website, while the domestic EIA report in Chinese will count as the original EIA report. Final comments of ADB on these documents will be provided by ADB before the finalization and disclosure of SEIA on ADB website in early 2015. Considering the 120-day disclosure requirements, the official approval of the SEIA report by ADB is expected in late 2015.

EIA Preparation Progress of Hongyan Water Treatment Plant Subproject

For the Hongyan water treatment plant, no domestic environmental assessment has been completed yet. It was agreed that the PMO will prepare a categorization form, indicatively for a Category B project. The required environmental safeguards documents will an English SIEE report, complimented with an English translation of the domestic EIA report. The SIEE and domestic EIA reports will be prepared in a timely manner so that the construction of the water treatment plant will be completed and ready at the end of reservoir impounding. It is noted that land clearing has started already. Although this is allowed by the Chinese system, the assessment will include the impacts of land and forest clearing, including a review of the necessary domestic approvals (e.g., cutting of trees), and cultural relics (e.g., the site is immediately beside tombstones).

5.2. IMPLEMENTATION OF ENVIRONMENTAL MITIGATION MEASURES FOR CONSTRUCTION PERIOD

The proper implementation of environment impact mitigation measures, which will give direct impacts to the projects’ environmental performance, is always a key issue tracked and supervised by GPMO.

Despite limited physical progress of ongoing subprojects, GPMO still organized site visit to the sites of Yudongxia, Bai’anhe, Jiancaogou, Jinjiaqing and Jinlong subprojects in late June 2015 in order to achieve a better understanding on the practical environment status of each subproject. During the visit, the EMP implementation status of each ongoing subproject has been reviewed for continuous improvements.

In general, all the reviewed subproject has been implemented together with the corresponding EMPs and Environmental Management Rules for Project Construction developed during project preparation in 2009. The description specific to each ongoing subproject is presented in the following sections. With the continuous commitments of subproject IAs on the implementation of corrective measures, it is notable that most of the previously detected non-compliances have been corrected during this reporting period. The details are presented below.

5.2.1 YUDONGXIA RESERVOIR*2

The construction of Yudongxia Reservoir subproject was started in December 2011. There are four main civil works contracts implemented for the subproject, namely: Contract 1: Water diversion system (including steel pipes, power house, water

diversion tunnel and so on) and supportive works; Contract 2: Main dam and auxiliary dam, curtain grouting in head area, access

tunnel on left bank, adit in head area, upstream and downstream cofferdam; Contract 3: Curtain grouting on left bank, temporary road works. Contract 4: Buildings and structure of water treatment plant, pipelines and

high-level tanks

The first three contracts have already been completed by the end of 2014. The remaining part of the last contract for laying of water distribution network and civil works of head tank has also been completed by the end of March 2015. With impounding, the reservoir storage level has reached the normal storage level of 1075m, and the WTP has been put into commissioning since July 2014 with good performance.

To strengthen environmental management of the subproject, the contracted external environmental supervision team from Guizhou Province Environmental Engineering Evaluation Center has been mobilized since October 2012. Before the formal mobilization, the supervision team has developed a detailed environmental supervision plan based on the subproject EMP, which has been approved by the project owner in Sep. 2012. With the completion of most construction works, the environmental supervision services for project construction have been completed by the end of December 2014. However, as shown in the provided monthly construction supervision reports (Jan.-Apr. 2015), environmental mitigation measures specific to each construction site have been continuously implemented by the contractors during this reporting period based on subproject progress, including: - Wastewater management (mainly for Contract 4 during this reporting period):

o Domestic wastewater: Dry latrines have been installed in the worker camps,

which (or septic tanks when available) are used for domestic wastewater

treatment with regular cleaning by local farmers;

- Air quality control (mainly for Contract 4 during this reporting period):

o The unpaved access roads are sprinkled with water and swept from time to

time by the contractors;

o Construction equipment and vehicles are regularly and properly maintained;

o It is forbidden to incinerate domestic solid waste within the construction area;

o Open sand and stone dumps are regularly sprinkled with water.

- Noise control (mainly for Contract 4 during this reporting period):

o Speed limit signs has been installed along access roads;

o No horn is allowed within the project site;

o Low-noise and low-vibration construction equipment are selected;

o No construction is allowed at night after 10pm.

- Solid waste management (mainly for Contract 4 during this reporting period):

o For this reporting period, spoil is mainly from pipeline excavation, which is

dumped along the pipelines for later backfilling;

o Domestic solid waste is collected and regularly cleared.

- Ecology:

o The excavation is implemented by strictly following the design;

o For all the sites, the greening works of excavated side slopes is being

implemented as designed;

o The discharge pipe at subsidiary dam and tailrace of power station is used

for the discharge of ecological flow during impoundment;

o The site and vegetation rehabilitation of closed spoil disposal site and

construction camps is being implemented by respective contractors.

- Health and safety: A dedicated health and safety supervision team under the

contracted construction supervision company has been working on site with

regular inspection for earlier detection of any potential health and safety risk

during construction and to follow up corresponding correction actions. All the

detected health and safety issues have been formally reported and filed, and

active measures have been taken accordingly with following-up inspection.

As observed during this reporting period, the environmental management of Yudongxia Reservoir subproject site is generally satisfactory with proper mitigation measures taken against construction impacts. In particular, the following observations related to the environmental performance of the subproject has been made:

1) Operation of Yudongxia Water Treatment Planta: Yudongxia Water Treatment Plant has been completed and put into commissioning since July 2014. The plant has been fully staffed as scheduled (about 20 managers and operators). Compared to last semi-annual report, its treatment capacity has increased from 10,000t/d (August 2014 visit) to 20,000t/d by average. The operational results were generally good with the compliance of all the water quality indicators. The plant is currently under normal operation supply water to nearby residential area.

2) Procedure for environmental protection inspection and acceptance for project completion: It is understood that several changes have been made during project implementation, for example, addition of power generation system, changes of high-level water tank and distribution pipelines, adjustments of dam height and crest width, etc. According to the national environmental

impact assessment regulations, these project changes need to be reported to local environmental protection authorities for approval before the final environmental protection inspection and acceptance for project completion. According to the IA, the environmental protection inspection and acceptance procedure will be implemented for the whole subproject, instead of for Yudongxia Reservoir component and WTP component separately, which is expected to be done by the end of 2015. A special environmental monitoring report for project completed will also be completed at the end of 2015. Relevant progress will be updated in the next semi-annual report.

According to the provided monthly construction supervision reports (Jan.-Apr. 2015), since Jan. 2015, no rectification notice on environmental non-compliance has been issued by environmental supervisor. By the end of June 2015, there is neither environmental conflict/accident nor any environment complains received from local residents related to the subproject.

5.2.2 BAI’ANHE RESERVOIR

As one of the non-core subproject, Bai’anhe Reservoir is still under construction and has been completed by 73% by June 2015. As reported by the project supervisor in the monthly construction supervision reports (dated Jan.-Jun. 2015), applicable environmental mitigation measures have been taken in accordance with the subproject EMP, including the treatment of construction wastewater with settling tank on site before discharge, regular cleaning of construction vehicles and water sprinkling within construction site to reduce flying dust, noise control by using low-noise equipment with regular maintenance, proper collection and disposal of domestic solid waste and close monitoring on the effectiveness of epidemic disease control. It is understood that the operation of rock quarry has been stopped and the spoil disposal site has been properly managed. By the end of June 2015, there is neither environmental conflict/accident nor any environment complains received from local residents during construction. During the reporting period, the subproject IA has paid high attention to reservoir clearing, site rehabilitation (in particular, spoil disposal site) and re-vegetation works in the last phase of project construction. According to site visit in late June 2015, the impounded water in reservoir area has reached the level of 1119m (only 2m away from normal storage level), and the water quality appears good, which has also been confirmed by the provided water quality monitoring report for this period.

5.2.3 JIANCAOGOU RESERVOIR

The construction of Jiancaogou Reservoir subproject was started in March 2013. According to the provided monthly construction supervision reports (dated Jan. – Jun. 2015), during this reporting period, the project construction mainly focuses on dam concreting and the construction of associated WTP. By the end of June 2015, the physical progress of the subproject is about 13%. During construction, appropriate environmental mitigation measures have been taken in accordance with original subproject EMP, including protection of surrounding vegetation during excavation, proper disposal of spoil at designated spoil disposal site and installation of safety fencing and warning signs around the site.

5.2.5 JINJIAQING RESERVOIR

The construction of Jinjiaqing Reservoir project was started in March 2013 with slow progress due to the geological conditions found during excavation. By the end of June 2015, the subproject has been completed by 70%. The ongoing construction activities mainly focus on curtain grouting, spillway, hoist chamber and water-taking tower. Applicable environmental mitigation measures have been taken in accordance with subproject EMP, respectively on wastewater collection and treatment, noise control, solid waste management and vegetation rehabilitation. By the end of June 2015, there is neither environmental conflict/accident nor any environmental complaints received from local residents. However, minor issues were observed during site visit, including the needs to expand the area for spoil disposal at the Jinjiaqing Reservoir and to improve the workers’ safety arrangements on the site. The following-up information will be provided in the next semi-annual environmental report.

5.2.6 JINLONG RESERVOIR

The construction of Jinlong Reservoir was started in the beginning of 2014, and the physical progress of the subproject is 60% by June 2015. The ongoing construction activities during this reporting period mainly focus on spillway and diversion tunnel. However, due to the lack of counterpart fund, the overall project progress is still far behind the original schedule. As reported by the project supervisor in the monthly construction supervision reports (Jan.-Jun. 2015), applicable environmental mitigation measures have been taken in accordance with subproject EMP, including treatment of construction wastewater by settling tank on the site, proper scheduling of construction works (no high-noise operation after 10pm) for noise control, disposal of spoil soil at designated spoil area, appropriate collection and disposal of domestic solid waste, safety management of explosive storage and use by professional blasting company and soil erosion control. However, some issues were still observed during routine inspection of construction supervisors, including the needs to expand the area for spoil disposal and to improve the workers’ safety arrangements on the site. 5.2.7 MAOZHULIN RESERVOIR

The construction of Maozhulin Reservoir was started in Dec. 2013, however, the completed works by June 2015 are only limited to access road, diversion tunnel (with the overall physical progress of only 2.3% ) due to slow land acquisition progress, shortage of counterpart fund and late delivery of construction drawings. During this reporting period, as reported by the subproject IA, appropriate environmental mitigation measures have been implemented by the contractor, including the treatment of domestic wastewater from work camp with septic tank, dust control with frequent water spray, proper disposal of spoil at designated spoil disposal site, erosion control with side slope protection and blasting activities by professional blasting company. By the end of June 2015, there is neither environmental conflict/accident nor any environmental complaints received from local residents.

5.3. IMPLEMENTATION OF ENVIRONMENTAL MITIGATION MEASURES FOR OPERATION PERIOD

Although none of the subproject has been put into operation so far, preparatory works has started to be implemented during construction as planned in the project design and project EIA report. The specific environmental mitigation measures undertaken for operation period during this reporting period are summarized in the sections below.

5.3.1 IMPLEMENTATION OF SUPPORTIVE ENVIRONMENTAL PROTECTION DESIGN

During subproject construction, the supportive design for environmental benefits has been implemented, including: Stratified water intake: As per the original EIA report, a stratified water intake

(three levels respectively at 1065m, 1050m and 1032m) has been constructed for Yudongxia Subproject to avoid the impacts of too low water temperature on the growth of downstream rice paddy during irrigation.

Supportive environmental protection facilities for WTP: The canteen of the WTP for Yudongxia Subproject has been installed with oil separator and septic tank; wastewater collection tank, sludge filter press workshop, garbage tank and greening belt have been constructed for the WTP.

Guarantee of downstream environmental flow and water use: For all the ongoing subprojects, the designed engineering measures to guarantee downstream environmental flow and water use (irrigation, drinking and fish ponds) have been implemented during construction, as listed in the table below.

5.3.2 RESERVOIR CLEARING

To facilitate the beneficial use of the reservoir after impoundment, the bottom clearing of Yudongxia Reservoir was started in late September/early October 2013 and has been completed by Jul. 2014 before reservoir impoundment, involving three districts/counties in the project area. Currently, the storage water level of Yudongxia reservoir has been maintained at the normal storage level, 1075m. According to the site visit, the good quality of reservoir water has indicated good practice of

According to site visit in late June 2015, the impounded water in reservoir area has reached the level of 1119m (only 2m away from normal storage level), and the water quality appears good, which has also been confirmed by the provided water quality monitoring report for this period.

5.3.3 UPSTREAM SOURCE PROTECTION

The upstream water source protection has already been considered in the EMPs for all the reservoir subprojects during project preparation. With the completion of project dam, some subprojects, for example, Yudongxia Reservoir, have started the preparation for the implementation of originally proposed mitigation measures for the protection of upstream water resource: to discuss with local authorities to understand relevant plans and arrangements on the establishment of water source protection zone and non-point pollution control in the river basin; to maintain the septic tank near the reservoir for future treatment of domestic wastewater generated by reservoir management staff during operation.

For Bai’anhe Reservoir Subproject, it is noticed that a specific water source protection zoning plan for the subproject was developed in Dec. 2007. As the main drinking water source of Kaiyang County in the near future, local county government has paid high attention to the protection of water source protection for Bai’anhe Reservoir. The above-mentioned “Drinking Water Source Protection Zone Planning for Bai’anhe Reservoir of Kaiyang County” has been updated in June 2008, which

follows the original planning for Grade I and Grade II drinking water resource protection zone. The county water resource bureau and county environmental protection bureau will be jointly in charge of its implementation. It is told that Kaiyang County used to propose to develop a culture and education zone within the proposed protection zone; however, the proposal has been withdrawn for the protection of drinking water source. In addition, the associated Bai’anhe water treatment plant financed by local government (with the treatment capacity of 10,000m3/d) has almost been completed, which is expected to be put into use together with the reservoir in 2016.

5.3.4 DAM SAFETY REVIEW

Following ADB safeguard policies, for all the ongoing reservoir subprojects (Yudongxia, Bai’anhe, Jijiangqing, Jinlong and so on), the preliminary design documents and/or detailed construction drawings have been reviewed by the designated dam safety panel for GIWRMP before subproject construction. The expert comments on dam safety issues have been provided in formal reports. Necessary supervision and advisory services have been continuously provided by the panel during project implementation in view of specific subproject progress.

5.4. ENVIRONMENTAL MONITORING RESULTS AND THEIR COMPLIANCE

Based on the accepted revisions of environmental monitoring plans for ongoing subprojects (as detailed in Section 4.2), the IAs of relevant subprojects has continued with the cooperation with contracted environmental monitoring institutions to implement routine environmental monitoring during this reporting period. The monitoring reports have been submitted to GPMO and the key conclusions and findings from the monitoring activities have been summarized in this section. The detailed results have been attached to this report as Appendix 2.

5.2.1 YUDONGXIA RESERVOIR*

Following the agreed monitoring plan, the contracted environmental monitoring institution, Changsha Environmental Protection Vocational and Technical College, has implemented monthly environmental monitoring (Jan.-Jun. 2015) during this reporting period, covering the parameters on noise level, air quality and the quality of surface water and drinking water source.

During this reporting period, the monitoring results are generally satisfactory, as listed below: Drinking water supply: The results are generally compliant with Class III of

Surface Water Environmental Quality Standard (GB838-2002) except the indicator of fecal coliform. Since the drinking water at the construction site is pumped from Yudong River, continuous non-compliance of fecal coliform has been detected; however, the results have indicated an improving trend compared to last semi-annual report.

Surface Water: In comparison with Class II of Surface Water Environmental Quality Standard (GB838-2002), only the non-compliance of TN and NH3-N was detected at the dam site. According to local environmental monitoring station, it is more related to the high nitrogen baseline level for surface water in Guizhou Province.

Air quality: Fully compliant with Grade II limit of “Environmental Air Quality Standard” (GB3095-1996).

Noise level: Generally compliant with Grade 2 limit of “Acoustic Environmental Quality Standard”.

5.2.2 BAI’ANHE RESERVOIR

In May 2015, according to the revised environmental monitoring plan, the water quality at the project site has been tested, and the current water quality was found to be compliant with Class III requirements of “Surface Water Environmental Quality Standard” (GB3838-2002).

5.2.3 JIANCAOGOU RESERVOIR

In February 2015, the county environmental monitoring station was entrusted to implement the monitoring of air quality, surface water quality and noise level around the project site. The only two non-compliances detected from the monitoring results are the TSP concentration at dam site due to construction activities and the TN level in sampled surface water considering high TN baseline level for surface water in Guizhou Province.

5.2.4 JINJIAQING RESERVOIR

The environmental monitoring of Jinjiaqing Reservoir Subproject was implemented by local environmental monitoring station in May 2015 on surface water quality. Full compliance has been obtained.

5.2.5 JINLONG RESERVOIR

The environmental monitoring of Jinlong Reservoir Subproject was implemented by the contracted Guizhou Zhongjia Testing Center Co., Ltd. in February 2015 on surface water quality. Full compliance has been obtained.

5.2.6 MAOZHULIN RESERVOIR

The environmental monitoring of Maozhulin Reservoir Subproject was implemented by Kaiyang county CDC in March 2015 on surface water quality. Full compliance has been obtained.

5.5. INSTITUTIONAL STRENGTHENING AND ENVIRONMENTAL TRAINING

In June 2015, the environmental officer of GPMO has provided project-specific on-the-job environmental training to the individual IAs, contractors and project supervisors for the ongoing Yudongxia, Jiancaogou, Jinjiaqing, Bai’anhe and Jinlong subprojects to emphasize their respective duties on daily environment management, including implementation of mitigation measures, environmental monitoring, environmental supervision, site inspection and environmental reporting. The scope of training mainly covers the following documents:

- EMP implementation requirements as per ADB loan agreement and project agreement;

- Subproject EMP approved by ADB;

- Environmental Management Rules for Project Construction;

- Implementation of corrective measures taken against earlier detected environmental incompliances.

For Yudongxia and Bai’anhe subproject, special training has been provided on environmental management during the coming project operation.

5.6. ENVIRONMENTAL REPORTING AND SUPERVISION

As presented above, regular environmental supervision has been implemented during the construction of all the ongoing subprojects under GIWRMP.

Following the loan agreement of GIWRMP, GPMO is required to develop and submit the semi-annual environmental report to ADB for review; accordingly, the subproject IAs are submitting the following environmental reports to GPMO at the required deadline:

- Monthly project supervision report (including required section on implemented environmental management) or Monthly Environmental Supervision Reports (for Yudongxia Reservoir Subproject) in the first week of next month;

- Semi-annual environmental monitoring reports for each ongoing subproject for every six months.

With the assistance of environmental consultant, GPMO has formatted the environmental management section of monthly project supervision reports and the semi-annual environmental monitoring reports for subproject IAs to use since July 2013.

This semi-annual report is developed based on subproject environmental reports and relevant documents collected from the IAs by September 2015, as listed in Appendix 1.

6. EVALUATION OF CUMULATIVE IMPACTS AND IMPLEMENTED MITIGATION MEASURES

Under a sector loan modality, GIWRMP has a large number of small subprojects, involving water storage, dam construction, water supply, irrigation, soil and water conservation, flood control and hydropower, which are expected to have low possibility of significant adverse impacts from any one subproject. However, a large number of subprojects to be undertaken in relatively small geographic area in a relatively short period of time may cause significant cumulative impacts, which have been assessed in a general way in the sector EIA (dated Sep. 2006) in compliance with the ADB Environmental Assessment Guidelines (Manila, 2003).

According to the sector EIA, the cumulative impacts of GIWRMP are only expected with the subprojects’ operation based on the actual operation performance/data of implemented subprojects. So far only one subproject has been completed under GIWRMP, namely, Xifeng Small Water Storage Structure Subproject. It is still too early to analyse the resulted cumulative impacts of the project.

During ADB review mission in Nov. 2013, the PMO and mission agreed that it is too early to discuss the details of such assessment, as (i) almost no subprojects are completed, (ii) many subprojects dropped out, and (iii) the confirmed subprojects are far apart and not linked. As such, the assessment will primarily focus on the experiences gained in the project with the design, implementation, and operation of the facilities. The cumulative impacts will be discussed during subsequent semi-annual reports.

However, to facilitate the evaluation of cumulative impacts from GIWRMP implementation, the environmental consultant has assisted the GPMO to start the work with data collection, which includes, but not limited to, the last available version of local water resource management master plans. Once possible, more analysis will be provided on cumulative impacts and implemented mitigation measures of the project.

7. CONCLUSIONS AND RECOMMENDATIONS

7.1. CONCLUSIONS

For GIWRMP, all the implemented investments had strictly followed national and ADB EIA procedures. The required EIA documents (domestic EIA report and SEIA required by ADB) for the new subproject, Hongyan Reservoir, are currently under preparation in compliance with both national and ADB environmental policies. Based on updated project schedule, the domestic EIA report has been approved by the Guiyang Municipal Environmental Protection Bureau in February 2014, the SEIA is expected to be approved by ADB in late 2015. The new Hongyan WTP component is classified as a Category B project, which requires domestic EIA report and an English SIEE report prepared in a timely manner to ensure the project completion at the end of reservoir impounding.

During this reporting period, the six reservoir subprojects under construction, namely, Yudongxia, Bai’anhe, Jiancaogou, Jinjiaqing, Jinlong and Maozhulin, have been reviewed in terms of their environmental management performance during construction. General speaking, the construction of all the reviewed subprojects has been implemented together with their corresponding EMPs and Environmental Management Rules for Project Construction developed during project preparation in 2009. In accordance with subproject EMPs, the mitigation measures have been implemented to minimize project impacts in terms of noise control, air quality control, wastewater management, water quality protection, solid waste management and ecological protection for construction phase. No major issue has been detected.

The proper implementation of mitigation measures, which will give direct impact to the projects’ environmental performance, is always a key issue tracked and supervised by GPMO. With the assistance of TA environmental consultants, the GPMO has conducted the site visits together to review EMP implementation status of ongoing subprojects in June 2015. The on-the-job environmental training has been provided to the IAs, contractors and project supervisors for five ongoing subprojects (Yudongxia, Jiancaogou, Jinjiaqing, Bai’anhe and Jinlong) during this reporting period. The formats and requirements of environmental reporting have also been followed by all the stakeholders.

It is notable that continuous environmental improvements have been achieved during this reporting period. Corresponding correction actions will be followed up in the next semi-annual environmental report.

The monitoring results still show a few cases of environmental non-compliance in terms of air quality, surface water quality and drinking water source quality, and the trend of improvements has been noticed even for the still incompliant monitoring results.

For the subprojects in construction phase, by the end of June 2015, there is neither environmental conflict/accident nor any environment complaint received from local residents.

7.2. RECOMMENDATIONS

Based on the observations during the reporting period, the following observations and recommendations have been made on environmental management of next phase:

(1) Joint efforts of GPMO and environmental consultant have shown positive impacts on continuous improvements of environmental management on the construction sites in terms of implemented mitigation measures, environmental supervision, environmental monitoring and environmental reporting;

(2) With ongoing progress of subproject construction, the assistance tailored to specific progress of each subproject should be provided by GPMO and environmental consultant, for example, on coming impoundment of Yudongxia, Bai’anhe and Liaojiuzhai subprojects. Also attention will be paid to the performance of these projects during environmental inspection and acceptance for project completion;

(3) It is noticed that there were still some non-compliance of environment monitoring results detected during this reporting period, however, the trend of improvements has been observed in these incompliant results, which indicates the effectiveness of corresponding mitigation measures taken by the IAs and contractors. For further improvements, more targeted mitigation measures are needed;

(4) For two new components confirmed after mid-term review, namely Hongyan reservoir and Hongyan WTP, the environmental safeguard documentation will be developed in compliance with both national and ADB requirements. The environmental consultant will work in close collaboration with domestic EIA institute to get the required documents prepared in a timely manner to facilitate the project implementation.
