1. Introduction

1.1 Erechim International Rally 2014

This Rally will take place in accordance with the provisions of the FIA International Sporting Code

and its appendices, with the FIA Regional Rally Championships Sporting Regulations 2014, with the

National Sporting Regulations which comply with the provisions of the FIA and with this

Supplementary Regulations.

Changes, corrections and/or exchanges of this Supplementary Regulations will be announced

through sealed and numbered Bulletins (issued by the organizer or the college of commissioners).

Additional information will be published in the Rally Guide 2, which will be available on the April

22nd 2014. The Sporting Regulations of the 2014 FIA Regional Rally Championships can be found on

the website www.codasurfia.com, on the Brazilian Championship website www.cba.org.br and Rio

Grande do Sul Championship website www.fga-rs.org.

1.2 Stretch Surface

The Erechim International Rally will take place on a compacted earth surface.

1.3 Distances

The total distance of the rally is 225.10 km, from which 177.20 km will be for Special Stages.

4. Registrations

4.1 Closing date for registrations

Competitors wishing to participate in the Erechim International Rally 2014 must complete a registration form on the website www.rallyerechim.com.br at the latest, until 11:59pm, on May 26th 2014. 4.2 Procedures for Subcription

Foreign competitors must confirm your registration by National Sporting Authority (Autoridade Desportiva Nacional - ADN) of your country of origin and it must be accompanied by an authorization letter to attend the event by the same Sports Authority.

The Application Form must be accompanied by: - Proof of payment for the registration fee; - Copies of:

- Sports Certificate of National Sporting Authority from two members of the crew; - Driving License of the crew members; - Medical Leave of National Sporting Authority (when National Sporting Authority

issue). 4.3 Number of Participants and Categories

The number of registrations is limited to a maximum of 120 competitors. The selection of the organizer is as follows:

- FIA-CODASUR Priority Competitors; - Registered Competitors by Foreign Team; - Invited Competitors; - Brazilian Championship Competitors; - Gaúcho Championship Competitors.

No registration will be guaranteed prior to the closing of registrations. Organizer will inform

the teams whose entry is not accepted after the closing of registrations. All vehicles must comply with the Annex J - Provisions. All classes approved in the dispute of the Championships.

4.4 Registration Fee

4.4.1 Foreign Competitors

No charges, according to Article 23.4 of the V6 variants by FIA-CODASUR Rally Championship in the FIA Regional Rally Championships Regulation.

4.4.2 Brazilian Competitors

Participants, who performed the payment of their pre-registration for the Gaúcho and Brazilian Championships, are exempt from paying the fee for this event.

The registration fee must be paid by bank transfer or deposit to the Organizer´s account, as the following details:

An identified deposit, with the Competitor’s name is required.

4.6 Money Back

The registration fee will be returned in its entirety only: - To the participants who have not been accepted; - In case of the rally does not take place.

The organizers may return 30% of the registration fee to those competitors who, for some reason, such as Act of God (duly certified by their National Sporting Authority), is unable to compete in the rally.

5. Insurance

The Erechim Internation Rally 2014 will provide an Insurance Policy, which will be valid between

May 29th and June 1st 2014, as follow the assumptions below:

5.1 Rights

For domestic competitors, the value of the Prize shall be prorated among all competitors entered

in the administrative check. For Foreign competitors, will be applied a rate of $ 200.00 (two hundred

American dollars).

The cover value of the insurance policy shall be $ 1,000,000.00 (one million American dollars).

5.2 Description

5.2.1 The Erechim Auto Sports Club (Erechim Auto Esporte Clube - EAEC), Gaúcha Automobile

Federation (Federação Gaúcha de Automobilismo - FGA), Brazilian Car Racing Confederation

(CBA), South American Rally Championship (Confederação Desportiva Automobilística Sul

Americana - CODASUR), the Organizing Committee, the Race Authorities as well as the Rally

official sponsors and the local authorities disclaim any liability, whatever, in the case of an

accident that a competitor may suffer or that may be caused by any contestant and/or car in the

race, as well as throughout the vehicle during the course of the competition.

5.2.2 The Civil Liability Insurance Policy will provide coverage for bodily injury, death and

damages to a third party and/or damage to a third party property caused by the sporting event

during the Special Races and Super Special Races dispute.

5.2.3 The Organising Committee disclaims all liability for accidents caused by the

infringement of the laws, rules and national ordinances committed by the competitors, and the

consequences are solely by the responsibility of those who have committed them.

5.2.4 Under no aspect will be considered as official competitors in the Erechim

International Rally 2014, support vehicles, even those bearing the stickers identification of

"assistance", issued by the organizer. Thus will not be covered by the insurance policy and are

the sole responsibility of their owners. The same applies to cars used by competitors during the

recognition, even though using the sticker with the Bidder number or a specific event sticker.

6. Advertising and Identification

6.1 Advertising by organizers

The cars’ numbers and the stickers with the optional or mandatory advertisement will be delivered during the administrative check and should be placed in the car before the Previous Technical Inspection. It will not be allowed any modifications in these advertisements. 6.2 Restrictions

It will be allowed to the competitors to set up any kind of advertising on your car, when: - It is authorized by the national laws and the provisions of the FIA, CBA and FGA; - It is not contrary to the principles of good morals and customs; - It is not a political or religious nature; - It does not obstruct the visibility of the crew through the windows; - It does not cause conflit with the spaces intended for the stickers and the cars´ numbers.

7. Tires

Specific tires to use during the Rally

It must comply with the specifications, restrictions and obligations set out in the FIA-CODASUR, Brazilian and Gaúcho Championship Regulations.

8. Fuels

The specifications, restrictions and obligations of each Championship shall be respected. In case of need for special fuels, the application shall be requested by the responsible of the

team by emailing [email protected]. All the competitors who use this request, should send it by email, via specific form, until May 20th 2014.

9. Recognitions

9.1 Procedures for Registration

All competitors who want to start the recognitions should be present and perform at the Administrative Inspection with the Secretary of the Rally to obtain the necessary documentation before starting the survey.

Registration for the recognition can be performed according to the following schedules:

Tuesday, May 27th 2pm – 6pm Wednesday, May 28th 8am – 6pm Thursday, May 29th 8am – 6pm Friday, May 30th 7am – 11am

The recognition stickers will be given during the registration, shall be placed on the windshield

of the car for recognition (navigator-side) and should be visible throughout the period of the recognitions.

9.2 Recognition Documents

It will apply all the requirements of Article 25.1 of the Regulations for FIA Regional Rally Championships. 9.3 Specific Restrictions

9.3.1 In the timed stretchs the speed limit is 70 km/h, unless there are traffic signals or signs placed by the organizers indicating lower speed limit. The contestants must be warned that the steps will be open to the normal traffic during the recognition and they should pass through without creating conditions that endanger or block the transit of people living in the special stretchs. 9.3.2 The maximum number of passengers in each timed stretch for the recognition is two passengers per car. This will be controlled by the sticker and the recognition plan, which must be submitted at the beginning and end of each stretch or at any time requested by the recognition controller. 9.3.3 All the stretchs timed more than once at the rally will be counted as only one stretch for the recognition. 9.3.4 For the recognition, only two passages are allowed for each stretch of the Super Special Stage. 9.3.5 Under no circumstances teams may drive in the opposite direction in the special stages of the rally, unless instructed to do so by the organizers or officials. It is forbidden to enter and exit the timed stretchs elsewhere other than the initial and final control.

9.4 Speed Control Devices

9.4.1 All competitors will be required to use the special system of speed control during the recognition, through the GPS system. The tracking system will be delivered as determined and specified in the Administrative Verification. 9.4.2 The Installation of the tracking system during the specials recognition, has the sole purpose of controlling the speed of the cars, allowing the control of abuses and the consequent safety of the community where the Rally passes, as well as controlling the number of passages of each competitor through the “specials”, in order to support the Organization, with additional control to the controllers that are physically in the stretchs. 9.4.3 The tracker records a lot of information in every second, such as speed, number of passages at each point of the race and the route taken by the vehicle. 9.4.4 The sealed tracker should be installed in the vehicle recognition and supervised daily by the commissioners. At the end of each day of the race, should be removed in the same location defined by the race Organization within the Park Service. 9.4.5 The trackers will be installed by the site corresponding to the CH 0 – Departure Parque Fechado de Largada (Closed Park Starting). 9.4.6 If the competitor misplace or break the seal, this will result in a penalty of $ 2,000.00 (two thousand American dollars) for each pair. 9.4.7 Speeding during the recognition will result in a penalty, which will be applied by the race director as follows:

The penalty it will be $ 35.00 for all riders, for each kilometer per hour, over the speed limit.

9.4.8 Other traffic violations during the recognition will lead to a penalty, which shall apply in accordance with the Article 20.4.4 of the FIA Regional Rally Championships Sporting Regulations. 9.4.9 The amount of this penalty will not be changed by any fine imposed by the police. 9.4.10 This penalty may be doubled in the case of second violation happens during the recognition in the same Rally.

10. Administrative Inspection

The Administrative Inspection will be held at the Race Secretariat room following a specific time (Article 3 of this Regulation). All competitors must pass through the Administrative Inspection before starting the recognition.

10.1 Documents to be submitted

The following documents will be checked:

- The license of the National Sporting Authority from both crew members; - The crew members´ driving license; - The Authorization of National Sporting Authority for foreign competitors; - The registration form must be filled with all the necessary information; - The Registration Documents of the racing car.

10.2 Administrative Inspection Program

Tuesday, May 27th 2pm – 6pm Wednesday, May 28th 8am – 6pm Thursday, May 29th 8am – 6pm Friday, May 30th 7am – 11.20am

11. Technical Inspection

Before the Technical and Security Inspection, the numbers of race, stickers of race and advertising shall be placed on the competition car.

11.1 Location and Time

The sealing of the parts and the delivery of the Inspection Certificate will take place along the area of the Technical Inspection and held as scheduled in Article 3 of this Regulation. 11.2 Homologation

The team should always have a homologation certified by FIA, CODASUR, CBA or its National Sporting Authority. 11.3 Fenders

The use of fenders is authorized, but not required in accordance with Article 252.7.7 of the "Annex J" of the FIA Sporting Code. 11.4 Car Windows and Racing Window Nets

The affixing of film to the side and rear windows is mandatory, if they are not laminated according to the "Annex J", Article 253.11.

11.5 Safety Equipment

Even if the crew is not present, all its safety equipment must be present at the Technical Inspection, agreeing to the Annex 5 of this Regulation (helmets, flame retardant clothing, RFT - Head Restraint System - and seatbelts).

12. Other Procedures

12.1 Promotional Start Procedure

Crews should be present to the promotional start in the Parque Fechado de Largada (Closed Park Starting), located next to ACCIE Park. From the Parque Fechado de Largada (Closed Park Starting) the competitors will travel in convoy to the site of the Promotional Starting.

It is determined that the pilot will move from the Support Park to the location of the Promotional Starting accompained by a person from the Rally institutional disclosure project.

The navigator will travel in a transport to be provided by the organization, starting from the Support Park.

The competitor who does not wish to participate in the promotional action shall notify the Organization in the Administrative Inspection and collect a fee in the amount of 10 UP’s.

Cards of Control will not be delivered. Participants must be present with their costumes competition at the Promotional Starting. After the Promotion Starting, the vehicle must move through the logbook to the Support Park.

12.2 Shakedown

The Shakedown will be at the same place as last year. It will be performed next to the city of Linha Gramado in Paulo Bento/RS and roads crossing

within Barão Cotegipe/RS, at a distance of approximate 5.00 km. The Service Park will be located at 7.60 km from the Starting Shakedown and will be available

an emergency area for repairs between passages.

The Shakedown will be allowed for all competitors who pass the Administrative Inspection,

Medical and Technical and follow the order below:

Friday | May 30th 7.20am - 8.50am 4X4 vehicles 11.20am - 13.20pm 4X2 Vehicles 13.20pm - 14.20pm Cross Country Vehicles

Recognition for Shakedown is included in the schedule recognitions of the race.

12.3 Qualifying Stage

The "Qualifying Stage" will be held in order to set the starting order of the competitors from Categories RC2, RC2N and CBR1 on day 1. The top 10 ranked it will choose your starting position, during an event to be held in common with the press conference, starting from the first to the tenth place.

It is mandatory to present the top 10 in the choice of the starting positions. The Qualifying Stage will have the start point of its first car on Friday May 30th 9.05am from

the Parque de Serviços (Service Park), located at the ACCIE Park and each competitor will have their hours of starting determined by the organization. 12.4 Register early at the end of each day

Competitors may present early, without being penalized in the following controls: - Parque Fechado Noturno (Night Closed Park)- Input (CH 1a and 8c); - Parque Fechado Final (Final Closed Park) (CH 12b).

12.5 Super Special Procedures

The Organiser reserves the right to group the vehicles for the Super Special according to the interest of the show. The Super Special Departure Order will be notified on the Official Message Board. Crews must report to the Super Special at the Parque Fechado de Largada (Closed Park Starting), located next to the ACCIE Park. Crews will be allowed to perform two passes in each track of the Super-Prime.

In presenting the CH 0, the crew will receive the carnet of control that will be used during this stretch.

The race will consist of 2 cars starting simultaneously. The interval of the starting point is determined by the organization of the race.

The starting of each car will be given in accordance with Article 37 of the FIA Regional Championship Sporting Regulations 2014. The instructions given by the controllers and commissioners in place must be respected.

Cars with odd-order starting use the track "A", while cars with even-order starting use the track "B". The starting and finishing points will be indicated in the circuit diagram. Once you complete the PSE 1/8, the cars will continue until the STOP control.

Any crew, who do not complete the PSE 1, will be awarded the sum of the fastest time of the pilot class, plus one (01) minute of penalty. Your car should be withdrawn by the organizers and led to the CH 1a. It will be awarded, upon the release of a Sports Commissioner, one-time assistance of up to two (02) hours and after will be redirected to the Parque Fechado (Closed Park).

Any crew, who do not complete the PSE 8, will be awarded the sum of the fastest time of the pilot class, plus one (01) minute penalt. Your car should be removed by the organizers and CH led to 8a.

If the Super Special is interrupted, the competitors will be informed by yellow flags. When this happens, competitors must immediately reduce speed and follow the instructions of the Commissioners, or other race official. If so does not happen, the competitor may suffer a penalty by the stewards. It will be awarded the best time of qualifying for this category competitor who is obstructed by the interruption.

No crew may have superior time the best time of your class more minute.

12.6 Starting System and False Start

To give the starting signal, it will use an electronic countdown, expressed in seconds and clearly visible to the crew from the start position.

This system electronically connected to an advance sensoring device, records any situation where the car leave the starting line before the correct sign.

Likewise, the system is synchronized with a lighting system that are fired by starting a countdown that starts at 30 seconds before the set time and the 10 seconds prior to illuminate red and 5 seconds at red lights begin to fade once per second. When will all go off due to start.

The control will position the competition car at 40 cm from the starting photocells. 12.7 Returning Cases

Crews that have left the event on Day 1, participation of Day 2 will be permitted under the following conditions:

- What have withdrawn from the race for exceeding the time allowed for a section that has reported mechanical problems to the Race Direction. Do not join those who may have been excluded by the stewards for breaching the regulations.

- What have informed his intention to return to participate in the Race Direction by filling in the Re-Entry Form (Appendix 6), which should be delivered regardless of 6pm until Saturday, May 31st 2014 .

- What car and engine block are the same as those presented in the Initial Technical Verification.

- What have entered to the Parque Fechado (Closed Park) on time limit for closing up to one (1) hour before the start of the first car on Day 2. Upon entry, the scrutineers shall the car inspection. The Parque Fechado (Closed Park) will open an hour and fifteen minutes before the start of the first car on Day 2 for cars that have requested the reinstatement.

- Participation allows crews to get points as the score, according to the final position reached on Day 2, for their respective classes .

- The starting order will be established by the Race Direction in accordance with the stewards. 12.8 Promotional Activities

The three (03) best placed in the overall standings of the Day1 have to mandatorily submit a press conference that will be held in place to be informed by the Race Secretariat. On day 2 the same procedure occurs after the ramp awards. 12.9 Official time

The Brazilian Standard time is Coordinated Universal Time minus three hours (UTC /GMT - 3 hours). 12.10 Excessive speed during shifts

The speeding over the displacement race will result in the application of a penalty by the race director, as follows:

The penalty it will be $ 35.00 for all riders, for each kilometer per hour, over the speed limit. The amount of this penalty will not be changed by any fine imposed by the police.

14. Awards

A trophy to the Main Champion will deliver it and as defined in Regulations Championships in dispute.

The awards ceremony will take place at the finish ramp next to ACCIE Park.

15. Final checks and protests

15.1 Final Checks

Final Inspection will take place at the end of the event and will take place on Sunday, June 1st, starting at 2pm.

Selected by the commissioners for final inspection, teams will be notified by the commissioners and will be mandatory the presence of staff team for the Final Inspection. 15.2 Protests and Appeals

To make Protests and Appeals must be followed as set out in Regulations of each league. Competitors who wish to undertake Protests and Appeals by FIA-CODASUR should be what applies in the Article 55 - Protests and Appeals – FIA Regional Championship Sporting Regulations. Competitors who wish to perform Protests and Appeals relating to the Gaúcho and Brazilian Championships should be apllies in the Article 23 of the Rally Brazilian Championship Sporting Regulations and Section VI of the Code of CBA Car Racing should be used in the form set Annex 7.

Advertising and Competition Numbers The color and size of the competition numbers are in accordance with Article 18 of FIA

Regional Championships Regulation 2014. The competition numbers and optional advertising must stand according to the following illustration:

Description of Labels: 1- Door Panel - According to Article 18.2 of the FIA Regional Rally Championships Sporting

Regulations, two panels for front doors 67cm wide by 17cm tall. It will be placed horizontally at the

edge of each door as front facing (front direction of the vehicle) and should be between 7 and 10

cm from the bottom edge of the window. These rules apply to all championships.

2 - Rear Window - According to Article 18.3 of the FIA Regional Rally Championships Sporting

Regulations, a panel of 30 cm wide by 10 cm high will be placed at the top right of the rear window.

Next to the panel, should be placed the number of competition in visible form. These rules apply to

all championships.

3 - Side Windows - According to Article 18.4 of the FIA Regional Rally Championships Sporting

Regulations, two numbers of 20 cm high with 2.5 cm stroke width to be placed on the rear windows.

This rule applies to all l championships.

4 – Roof Panel - According to Article 18.5 of the FIA Regional Rally Championships Sporting

Regulations, a roof panel 50 cm wide by 52 cm high, should be placed as shown in the drawing

above. This rule applies to all championships.

5 - Front Panel - According to Article 18.6 of the FIA Regional Rally Championships Sporting

Regulations, a panel of 43 cm wide by 21.5 cm high. This rule applies to all championships.

6 – Mandatory Disclosure of the Organizer – According to Article 18.8 of the V6 Variant of

the FIA Regional Rally Championships Sporting Regulations, a panel 40 cm high by 25 cm should be

placed in front of the doors. This rule applies to all championships.

7 - Confederation/Federation Stickers - According to Article 9.2.7 of the FIA Regional Rally

Championships Sporting Regulations, two rectangle of 15cm with a side length of 15cm to identify

the Confederation and its respective Federation. This rule applies to Brazilian and Gaucho

Championships.

8 – Fascia board – According to Article 9.2.8 of the Brazilian Speed Rally Championship

Sporting Regulations, there should be a space in the front windshield of 30 cm high by 130 cm wide.

This rule applies to Brazilian and Gaucho Championships.

9 - Driver and Navigators´ Names - According to Article 19.1 of the FIA Regional Rally

Championships Sporting Regulations, should be placed on both sides of the rear side window, with

the competition number, the initials and surname of the driver and navigator. The names should be

on:

- White Helvetica Font

- The first character of the name in Capital and the following ones in minuscule.

- 6 cm high (uppercase letters) with a dash of 1 cm.

- The name of the driver will be placed at the top on both sides.

This rule applies to all championships.

Safety Requirements We remind all competitors to "Appendix L" of the International Sporting Code of the FIA, in

particular Chapter III - Equipment competitors (helmets, flame retardant clothing, RFT - Head Restraint System - and seatbelts).

The specifications for the sartorial, including costume, gloves (optional for navigators), domestic clothing, balaclavas and footwear must be homologated by the FIA 8856-2000.

This regulation also applies to the Shakedown stage.
