THE ECONOMIC & SOCIAL RESEARCH INSTITUTE

The Economic and Social Research Institute was founded in 1960, as The Economic Research Institute,

with tile help of a grant from the Ford Foundation of New York. In 1966 the Institute assumed

responsibility for social research and extended its title to The Economic and Social Research Institute.

Tile aim of the ESRI is to bring the latest thinking in economics and the social sciences to the actual

and potential problems of Irish society. The Institute’s research has been a vital constituent in the

national debate for the past 40 years. Its goals are academic excellence, independence, objectivity,

relevance to policy and widespread dissemination of results.

The Institute is a private company, limited by guarantee. It is a not for profit organisat~on with

charitable status. The ESRI is governed by a Council consisting of up to 30 members, in addition to the

President and the Director, appointed from the general members of the Institute and representative of

the social partners, Government Departnaents, State agencies, universities and other research institutes.

A committee of the Council, the Executive Committee, carries out the functions of the Institute’s Board

of Directors. The Institute receives an annual grant-in-aid from the Irish Government, which covered 33

per cent of total expenditure in 2001. The remainder of the Institute’s income comes from

commissioned research projects, sponsorship of Institute activities by Irish business, membership

subscriptions and sales of publications.

The ESRI’s most important resource is its research staff, whose high levels of expertise allow them to

work to international standards of excellence. The results of the Institute’s research have been included

in over 500 reports published by the ESRI, including the Quarterly Economic Commentary and the

Medium-Term Review of the Irish Economy, as well as in numerous books and articles in academic

journals, published in Ireland and abroad.

THE ECONOMIC & SOCIAL RESEARCH INSTITUTE

The value of the Institute’s work was well illustrated in the year 2001, wl-fichsaw a transformation in the fortunes of the Irish economy. In the early months,economic expansion continued at a blistering, double-digit pace; by the end ofthe year the rate of growth had slowed to zero. This precipitate deceleration wasattributable to the combined effects of the foot and mouth outbreak, theslowdown in the global economy (wl~ch was especially marked in the high-techsector) and the terrorist attacks of September 11. ESRI research tracking theeffects of these changes, such as the Quarterly Economic Commentary and theMedium-Te,Jn Review, were widely quoted in the media. Interviews with theauthors were eagerly sought so that they could explain events and assess theirimplications for the countw’s furore. The national healthcare system was alsothe focus for much public discussion during the year and, as described in detailbelow, a number of Institute publications addressed this subject. Another topicof on-going interest was the labour market and studies were carried out relatingto employment forecasting, employability and the development of skills. In all,more than twenty monographs were pL, blished in addition to over eighty articlesand book chapters and well over a hundred papers to conferences and learnedsocieties.

Tiffs broad range of work, further described in the rest of tiffs Report, clearlyillustrates the Institute’s mission: to deepen the understanding of Irish societyand to conuibute to the policy debate. It is often mistakenly believed that we area fully funded, State-sponsored body. Tills is not the case. The ESRI is formally aprivate registered company, limited by guarantee. While an annual grant-in-aidfrom the Depam~ent of Finance accounts for about one-third of theorganisation’s costs, the bulk of them are nowadays covered by fees fromconmlissioned work, supplemented by membership subscriptions andcontributions to fund-raising initiatives. This funding structure has advantages inthat it diversifies our sources of support, ensures that the research is relevant tothe client’s needs and that it is carried out in a timely and efficient way.

It has, however, some serious disadvantages. Our commimlent to publish allwork undertaken lin-fits the type of conm’fissioned project for which we cantender, especially on behalf of the private sector. Even public sector clients,having received a report which is satisfactoW to them, are sometimes unwillingto accept the additional cost of bringing the research to peer-reviewedpublication standard in temps of finish and presentation. Increasingly, nationalfunding for acaden-fic research is directed at covering only the marginal costs ofresearch and excludes the cost of pem~anent staff and other overheads. Similarly,EU research grants under the Framework progranmles cover only 50 per cent oftotal cost, it being assumed that the balance can be obtained by the researchersfrom national sources. No such sources are available to the Institute.

These restrictions on sources of funding caused particular difficulties in 2001,when ESRI finances were hit by a number of cost-increasing developments, suchas salaw increases resulting from national agreements; the increase in employer’sPRSI, the imposition of VAT on commissioned research services and increases insuperannuation costs. It was only through exceptional effo~’cs by the staff, andparticularly by the Survey Unit, that sufficient new contracts were secured tolimit the Institute’s deficit to just over �100,000. In the longer term, if the Instituteis to continue to fulfil its public-good-.role, it will be vital to strengthen thefunding basis, particularly through increases in untied funding. The ESRIExecutive has often expressed the view that the appropriate level of grant-in-aidshould Ixe closer to 50 than to 30 per cent. We would welcome the opportunityto discuss with Goverm-nent how this n-fight be achieved.

MAIN ACI3V~TIES DURING THE YEAR

During the year 2001, ESRI staff publishedtwenty-six books or monographs, either inthe Institute’s own series or with externalpublishers. In addition, seventy-five journalarticles or book chapters were publishedalong with one hundred and sixtyconference and other papers. Five new titleswere added to the Institute’s Working Papersseries. The website www.esri.ie was revisedand substantially expanded. As well asgiving details of the Institute, it now lists allpublications by series, by author and byresearch area and provides detailedsummaries of all recent monographs. Thismade the publication of a separate "Reviewof Research" volume superfluous. Thepresent volume therefore comprises theReport of the Council outlining the mainevents in the Institute during the year, aReview of Research comprising an overviewof the work done in the principal researchareas, and five Appendices A to E giving,respectively, the staff list, a listing of allpublications produced during .the year, alisting of the projects worked on in 2001, alisting of members and the FinancialStatements.

Among the main events which tookplace during the year were the following:¯ In May, a conference entitled Green

and Bear It? was held in the Institute. Itfocused on the issues which arise withthe implementation of economicinstruments for environmentalpurposes. Economists have displayedgreat ingenuity in devising taxation andother proposals for achievingenvironmental objectives. However,few of these schemes are actuallyimplemented and the Conference triedto address the question of why this isso. Papers were presented by Irish andoverseas experts and included a reviewof experience in the UK by Professor

David Pearce of University CollegeLondon, an analysis of the situation inIreland by officials from the OECD anda paper on "AcceptabiliW andImplementation" by Professor FrankConvery of UCD. ESRI presentersincluded Professor J. Fitz Gerald, Mr. J.Hore and Mr. D. McCoy who spokeabout tradable emission permits and MsS. Scott and Mr J. Eakins who examinedthe effects on household income ofeconomic instruments.Later that month, the Taoiseach MrBertie Ahem T.D. visited the Institute tolaunch the publication Analysis of theEconomic, Employment and SocialProfile of the Greater Dublin Area. Thisstudy was jointly sponsored by thethree regional authorities operating inDublin. It looked at the settlementpatterns and distribution of economicactiviW in the region utilising new dataincluding a comprehensive database offirms. It produced new data oncommuting patterns showing thatsignificant commuting to the city isnow occurring from locations as muchas 60 miles away. The study makespolicy recommendations regardingclustering of settlement, urban densiWand other matters.In September, the eighth Medium-TermReview 2001-2007 of the Irish economywas launched. Appearing biennially,these Reviews are based on the ESRI’smacro-economic model. They providedetailed projections of the economy fora five to ten year time horizon andcontain detailed discussion of thepolicy options for that period. TheReview 2001-2007 explored a numberof scenarios and concluded thateconomic growth would average about5 per cent in the period up to 2005, 4per cent between 2005 and 2010 andthereafter revert to the EU averagegrowth rate of about 3 per cent. Itadvocated a broadly neutral fiscalpolicy, which would represent asignificant degree of restraint comparedwith the experience of the last fiveyears. It also suggested that atransparent and fair policy onimmigration should be developed, thatthe flexibility of the labour marketshould be improved and thatand fiscal reform should tar bothproductivity imlc and

environmental enhancements. TheReview received widespread mediaattention. Its results also feed into anumber of other Institute publicationsincluding the F~S/ESRI Manpowerprojections and the on-going work onenergy policy.In October, a well attended conference,organised in collaboration with theFoundation for Fiscal Studies, tookplace. Entitled Budget Perspectives itfocused on the economic and policybackground to the forthcoming Budgetand comprised four papers. The firstrelated to the general macro-economicbackground to the Budget andsynthesised the conclusions of the QECand MTR. The second paper examinedthe constraints on Irish fiscal policyincluding the manner in which the EU’sStability and Growth Pact isimplemented and the constraintsimposed by other internationaldevelopments. The third contributionused the ESRI’s SWITCH model toassess the impact of changes in tax andwelfare policy in the current context.The final paper presented some optionsfor the reform and renewal of thehealth services.The Survey Unit won, on the basis ofcompetitive tender, a contract from theDepartment. of the Environment andLocal Government to carryout thelargest social survey it has everattempted. The survey aims to providea detailed picture of the country’sdwelling stock in terms of size, quality,and amenities. A massive sample of37,000 dwellings is to be visited anddetailed analysis provided at the levelof individual local authority areas. Thestudy has required a significantexpansion of the Institute’s field-forceand the recruitment of a large numberof temporary staff to deal with the fieldadministration, coding and data entry. Itimposed considerable burdens on thestaff of the Survey Unit, and on thosecarrying out service functions withinthe Institute such as accounts, catering,mail, printing and telephone services. Italso required some re-location of staffbetween offices, especially in the caseof the HIPE and NPRS Units. TheCouncil and the Director would like toacknowledge the commitment andflexibility shown by all concerned.

The year 2001 marked the final roundof data collection for the EuropeanCon~munity Household Panel Survey.This series of major household surveys,

" which have been in progress since1994, formed the basis for a great dealof Institute work at both the nationaland international level. They allowedus to develop a detailed understandingof the nature of social exclusion inIreland, the processes causing it andhow all aspects of State policy impacton it. Indeed, the ECHP was the basison which some of the key targets ofthe National Anti-PoverW Strategy wereassessed and monitored. Having wonthe relevant competitively tenderedcontracts, ESRI staff continued to workduring the year with Eurostat todevelop the overall design of theinstrument which will eventuallyreplace the ECHP. This new source, tobe known as EU-SILC (Statistics onIncome and Living Conditions), will beimplemented by the National StatisticsOffices in all the Member States startingin 2003. The ESRI is collaboratingclosely with the Irish Central StatisticsOffice and interested GovernmentDepartments to ensure that the newsystem will produce research resultsrelating to poverty and social exclusionof at least equal quality to thosecurrently derived from the ECHP.On the international front, several staffmembers were, appointed to importantpositions in international bodies.Professor John Fitz Gerald was asked toserve on the EU’s Economic AdvisoryGroup which provides direct advice tothe Commission President Mr Prodi.Professor Brian Nolan was asked, incollaboration with Dr A.B. Atkinson ofthe UK, Professor B. Cantillon and MrE. Marlier of Belgium to compile areporton the use of social indicatorsfor the European Union. The Directorwas re-appointed for a.second term tothe External Advisory Group whichassists the Research Directorate of theCommission in formulating thoseaspects of the Framework ResearchProgrammes which are related to thesocial sciences. Probably the mostprestigious appointment of the yearwas the election of ProfessorChristopher Whelan as Chair of theStanding Committee for the Social

Sciences of the European ScienceFoundation. During his three-yearappointment, Professor Whelan willplay a key role in developing andpromoting social science research inEurope. This appointment recognisesthe international standing which hiswork, and that of the Institute, hasachieved.The Institute continued to providesupport for a number of nationalorganisations during the year.Secretarial and administrative serviceswere provided free of charge to TheEconomic and Social Review. Mr DanielMcCoy serves as Honorary Secretary ofthe Statistical and Social Inquiry Societyof Ireland and edits its journal. Most ofthe Society’s meetings are held in theESRI premises. The Institute alsoprovides a venue for the HistoricalNational Accounts Group andcollaborates with the Foundation forFiscalStudies in organising the annualBudget Perspectives Conference.Dr Alan Barrett was seconded to theDepartment of Finance for two years inOctober. It is hoped that thissecondment will further enhance ourcollaboration with the Department.Professor Frances Ruane of TrinityCollege Dublin spent a four-monthsabbatical at the Institute. In June, anhonorary doctorate was awarded toProfessor Damian Hannan by UniversiWCollege Dublin and an MBA wasawarded to Professor John Bradley byWarwick University.

COUNCIL CHANGES

Three Council members retired during theyear, Mr E. McCumiskey, Mr Mfie Kane andMr Sean Cromien. Their dedication to thewelfare of the Institute is much appreciated.Three new members were appointed to theCouncil: Mr David Begg of the IrishCongress of Trade Unions, Mr BrianGeoghegan of the Irish Business andEmployers Confederation and Mr DonalGarvey, Director General of the CentralStatistics Office. The Council also noted withdeep regret the death during the year ofProfessor Patrick Lynch, a former Chairmanof the Institute and an enthusiastic supporterof its work throughout his life. BYAREA MACROECONOMICS, ECONOMIC

FORECASTING AND MODELLING

Four issues of the Quarterly EconomicCommentary were published during theyear. These traced the increasingly markedfluctuations in the Irish economy inresponse to developments in the globaleconomy. They focusecl on factors such asdomestic overheating, tightness in the labourmarket, the consequences forcompetitiveness of excessive growth inincomes and the distinction betweeneconomic growth and the more inclusiveconcept of development. Policy issuesarising in respect of fiscal policy and theStability and Growth Pact were alsoaddressed. There was a healthy increase inthe submission of articles from both ESRIand external contributors, seven of whichwere published in 2001. Four of these werepublished as special articles and examined,respectively, the distributional impact of theBudget, the consequences of EUenlargement, the responsiveness of laboursupply and how fiscal policy can bemanaged in a monetary union. The otherthree addressed various aspects of thequestion "how can wage bargaining withinsocial partnership be best modified"including mechanisms for national gain-sharing, the role of personal pensions infacilitating deferred compensation and themanner in which adjustments to EMU aretaking place.

The Medium-Term Review 2001-2007explored a number of scenarios for theeconomy and concluded that economicgrowth would average about 5 per cent inthe period up to 2005, 4 per cent between2005 and 2010 and thereafter revert to theEU average growth rate of about 3 per cent.It advocated a broadly neutral fiscal policy,which would represent a significant degreeof restraint compared with the experienceof the last five years. It also suggested thata transparent and fair policy on immigrationshould be developed, that the flexibility ofthe labour market should be improved andthat regulatory and fiscal reform shouldtarget both productivity improvements andenvironmental enhancements.

ECONOMIC GROWTH, ENERGY AND

RESOURCE ECONOMICS

Two articles were published in EuropeanPlanning Studies on competitive advantagein sectors of the Irish economy and anarticle on business risk in the Jour~al ofEconomic Behaviour and Organisation.Energy and environmental issues werediscussed in the volume &~anating from theGreen and Bear It? Conference described inthe preceding section. A Set of PilotEnvironmental Accounts, designed to add anenvironmental dimension to the NationalAccounts, were compiled by Dr John Curtisand published by the Central StatisticsOffice. The environmental hazards arisingfrom prosperity were discussed in an articlein Studies and how water should be pricedin a volume published by the EuropeanUnion. The economic aspects of managingwild populations (of fish and deer) wereaddressed in journal articles, as was themethodological issue of question d~ign incontingent valuation surveys. Workcontinued on issues related to energy andenergy policy during the year and thefunding for the Energy Policy ResearchCentre was renewed. We gratefullyacknowledge this support from the sponsors.

REGIONAL STUDIES

Professor John Bradley edited andcontributed to a book on cross-border issuesentitled Can the Celtic Tiger Cross theBorder? and Professor John Fitz Geraldstudied the constraints on growth in theisland’s two economies in the EconomicOutlook and Business Review. Themonograph Analysis of the Economic,Employment and Social Profile of the GreaterDublin Area referred to in the precedingsection examined settlement patterns andthe distribution of economic activity in theregion and produced new data oncommuting patterns, showing that significantcommuting to the city is now occurring fromlocations as much as 60 miles away.

TAXATION AND WELFARE

Since the early nineties, the Institute has hada substantial research programme aimed atdeveloping a micro-simulation model whichwould allow us to estimate accurately theeffects on individuals and households ofchanges in the tax and welfare systems. Theresulting model, entitled SWITCH, has beenused in a variety of contexts. The paperReforming Tax and Welfare utilises theSWITCH model to carry out a detailedanalysis of recent changes in the tax andwelfare systems and to evaluate their effectsin the light of policy objectives such as thoseset out in the National Anti-Poverty Strategyand the Programme for Prosperity andFairness. On the basis of a detailedconceptual and empirical analysis, it sets outthe considerable advantages of an approachto evaluation based on indexation ratherthan the conventional opening budget.International comparisons are provided andthe key issues relating to the taxation ofcouples and individuals discussed. A paperon the distributional impact of directpayments on Irish farm incomes waspublished in the Journal’of AgriculturalEconomics. SWITCH was also used for aspecial article in the QEC examining thedistributional effects of Budget 2002 and in apaper for the Budget Perspectives volume.

LABOUR MAI~K~ET AND DEMOG1L4PHY

The study Family Fo*~nation in Irelandprovides an overview of existing knowledgeregarding the family in Ireland today. Itfocuses in particular on. three major issues:

the long-term decline in fertility, the growthand pattern of lone parentl~ood and changesin household and family size. It emphasiseshow poor the existing Irish data relating tothe family are, and suggests how they couldbe improved. A more detailed comparativestudy of Irish fertility rates in comparativeperspective was also published in TheEconomic and Social Review.

Trends in migration and related policyissues were discussed in an articlepublished by the OECD. An article in TheEconomic and Social Review estimated theextent to which returned emigrants receiveda wage premium. It showed relative skilllevel had a positive relationship with boththe decision to migrate and the decision toreturn.

The paper Estimating Labour ForceFlows, Job Openings and Human ResourceRequirements 1990-2005, published in theFAS/ESRI Manpower Forecasting Series,utilises a novel approach by estimatinggross flows in the labour force rather thanconcentrating on net movements only. Itprovides data on job openings byoccupation and sector, examines the needfor migration and shows that inflows nolarger than those experienced in recentyears would be sufficient to meet labourforce needs. The National Survey ofVacancies covered all private, non-agricultural employment and showed thatthe labour force was growing stronglywhile unemployment remains vew low.About one-third of firms reported a vacancyand the vacancy rate had risen by about asixth since the previous survey. The studygave a detailed breakdown of vacancies byoccupation and sector and showed thatvacancies existed in many occupations, notjust in the highly skilled. An article onlabour shortages in Ireland was publishedby the European Employment Observatory.An article on the returns to workplacetraining appeared’in the Industrial andLabour Relations Review. A special study ofbullying in the workplace wascommissioned by the Task Force on thePrevention of Workplace Bullying andpublished by them.

Various aspects of unemployment wereexamined in different studies. The PolicyResearch paper on Employabilityconsidered the issue of whether the 140,000people still on the Live Register at a time ofboom contained a high proportion of"unemployables". It devised a clear

operational definition of employabiliW and,using both national and local data,concluded that the proportion of personson the Register who could be consideredunemployable was quite small - no morethan about 10 per cent. It examined thefactors which seem to lead tounemployability (poor education, older age,location) and considered the possibility of"profiling" those on the Register to improvethe effectiveness of placement proceduresfor jobs ancl training. The dynamicprocesses involved in unemployment wereconsidered in a study published by theCombat PoverW Agency while workincentives were examined in an article forThe Economic and Social Review. Studieson the situation of young people movingfrom unemployment to employment in nineEuropean countries were published in anedited volume and in the journal Work,Employment and Society.

EDUCATION

A good deal of previous ESRI research wasdirected at the situation of school leaversand the factors easing the transition fromeducation to working life. The study Issuesin the Employment of Early School Leavel~looked at this topic from the employer’spoint of view. A detailed survey ofemployers showed some 70 per cent hadnever employed an early school leaver.Those who had recruited them mainly forlower skilled positions. They felt the mainproblems encountered by these youngpeople in employment related to the poorlevel of education and skills attained.Employers felt that in general young peoplehad good personal skills but needed muchbetter pre-employment training. An articleon countering social exclusion by means ofearly childhood education was publishecl ina collected volume.

HEALTH

The monograph Critique of "Shaping’ aHealthier Future".. A Strategy for EffectiveHealthcare in the 1990s evaluated theprevious national health strategy aspreparation for the new version which theGovernment was preparing. It reviewed thestrategy development process and concludeclthat it was generally satisfactory but neededbetter monitoring, more specific targets andbetter progress in the areas of equity, quality

and accountability. It went on to review thetargets and draw lessons for the newstrategy. A national survey of Perceptions ofthe Quality of Healthcare was con-mlissionedby the Centre for Insurance Studies in UCD.It covered topics such as respondent’s healthstatus, insurance or medical card coverageand usage of tile health services. It recordedconsiderable criticism of the publichealth~are system, but those, whosecomments were most unfavourable werethose Iwith least experience of the system.Conce~rns centred most on waiting times,lengtl{ of stay and inefficiency. Cost was themain factor deterring people from taking outmedic!d insurance. There was strong support

for splending to reduce waiting times andimpro~’e the quality of the service. An articleon the use of case mix as a basis forbudge~ting in hospitals was published in anedited collection and a paper on healthinsurance and sex-vices utilisation in thejournal Health Economics. A paper onmethodological issues in health statusmeasLirement was published in the Irishjournal of Psychology and an analysis ofemployment,, trends and the health servicesin a c~nference volume. Work continued onthe development of the databases emanatingfrom lhe Hospital In-patient Enquiry and theNational Perinatal Reporting System.

ECONOMETRICS AND METHODOLOGY

While the bulk of tile Institute’s outputconcentrates on tile more applied andpolicy,,’-relevant aspects of research, staff alsocontribute to the development of theirspecialist areas by publishing articles ofmethodological interest. Such work is very

mlpo~tant both for sustaining the academicreputation of the Institute and to ensure thatin ou}- applied work we can use the latestand rhost refined techniques. Reference hasalready been made to papers on thedevelopment of technique in the areas of

icontingent valuation surveys and healthstatus’I measurement. ESRI staff have also

prodticed innovative measures of povertyand I deprivation which have attractedconsiderable international attention. FLirtherwork on this topic was carried out in 2001and will be described below. A number ofother papers on theoretical andmethodological themes were also produced.A study in The Economic and Social Reviewconsidered how the new technique of"propensity scores" might be used in the

evaluation of State programmes. Threepapers dealing with statistical methods werealso produced: one on score tests publishedin the Joun~al of Statistical Planning andInference,, a second on the statisticalproperties of ratios in the. Jou~al of theRoyal Statistical Society Series D and a thirdon the analysis of capitation funding inSeries A of the same journal.

PENSIONS AND RETIREMENT

A study entitled Older People’s Preferences.for Employment and Retirement in Irelandwas commissioned and published by theNational Council for Ageing and OlderPeople. This survey discovered that, whilesubstantial minorities of the working over55s would like to retire, many retired peoplewould like to do some work particularly ona part-time basis. Satisfaction with retirementwas found to be strongly linked withincome, health status and whetherretirement was voluntary or involuntary.Respondents expressed a strong preferencefor gradual retirement. Papers on thehousing situation of older people, on theirhealth status and on the extent of povertyamong them were published in a volume ofconference proceedings. A paper on pensionprovision by multinational corporations inIreland was published in an internationaledited volume. The Volume related to theyear 2000 Geary lecture, which waspublished during 2001, also addressedaspects of tile pensions issue. The format ofthe lecture was changed somewhat on thisoccasion by having the lecture itselfpreceded by two related papers by localauthors. The lecture was given by ProfessorMartin Feldstein of the US National Bureaufor Economic Research and examined theeconomic challenges for Ireland in Europe.It suggested a role for personal pensions infacilitating effective wage setting andmaintaining national competitiveness.Professor Gerard Hughes of the ESRIanalysed the cost and distribution of pensionexpenditures. Professor Philip Lane ofTrinity College Dublin looked at themanagement of the newly establishedNational Pension Reserve Fund.

SOCIAL POLICY AND DISADVANTAGE

The Institute has developed a very strongpresence, both nationally andinternationally, in .the-.analysis of poverty

and social exclusion. The Irish National Anti-Pove~-ty Strategy explicitly, incorporates ameasure of poverty devised and produced inthe ESRI as one of its primaW targets. Thisapproach is now being emulated in anumber of other countries. ESRI researchershave been prominent in EU work in thisarea and have produced both influentialmethodological work and definitivecomparative studies across the MemberStates.

In 2001, two major substantive studieson poverty in Ireland were published. ThePolicy Research Series paper on Non-CashBenefits and Poverty in Ireland addressedthe question of whether these benefitssignificantly affect the estimated povertyrates. It carefully considered how thebenefits could be measured and concludedthat there is relatively little change inoverall poverty levels when non-cashbenefits are valued and included in theestimation procedure. However, since thebenefits are strongly targeted towards theelderly rather than towards other groups ofwelfare recipients, their inclusion doesmatter in determining the relative povertystatus of different groups. The paper onMonitoring Poverty Trends is the latestreport in the annual series commissionedby the Department of Social, Communityand Family Affairs. It attempts to assessprogress in reaching the national targets inrelation to poverty reduction. This year’sreport focused in particular on theprocesses leading individuals andhouseholds to enter, and to exit from,situations of poverty. It discovered that, ashas been found in other countries, it is veryimportant when assessing the severity ofpoverty to take into account its relativedegree of permanence or transience.Overall, the paper concluded that, based onthe measure reflecting "consistent poverty"which incorporates assessment of bothincome and deprivation, the situation inIreland had shown appreciableimprovement over the last number of years.

At international level, collaborationcontinued with colleagues in the EuropeanPanel Analysis Group (funded under theEU’s Fifth Framework Programme) and aseries of working papers produced, someof which have already led to publication.Four papers were published in majorinternational journals focusing oninternational comparisons of poverty levelsacross Europe. European Societies published

an article on poverty clynamics in Europeancountries, while the Review of Income andWealth carried an article applying measuresof persistent and consistent povertydeveloped at the ESRI to data from almostall the EU countries. Levels of deprivationin Europe were analysed in a piece forActa Sociologica, while the EuropeanSociological Review published an article onincome, deprivation and economic strain.Five further studies setting Ireland incomparative perspective were published inthe Joun~al of Social Policy, AustralianSocial Policy, The Economic and SocialReview and in two edited volumes. Threeadditional papers developing differentaspects of the situation in Ireland appearedin Studies, Feminist Economics and TheEconomic and Social Review. The specifictopic of poverty among children wasaddressed in four articles, one in NewEconomy and three in edited volumes.

SURVEY RESEARCH

As well as carrying out all the primary datacollection required by the research workdescribed above, the Survey Unit undertooka range of other commissioned work aslisted in Appendix C below. This includedthe major house condition survey alreadymentioned as well as surveys for nationalorganisations such as the developmentagencies Forf~s and Enterprise Ireland andinternational organisations such as Eurostatand DG Ecofin of the EuropeanCommission. Methodological work onsurvey design and analysis, including thestudy of attrition in panel surveys, was alsocarried out. The Institute’s capacity todesign, conduct and analyse surveys to thehighest international standards is one of theorganisation’s key strengths.

COUNCIL REPORT

The council members present their report and the financial statements for the year ended 31 December

2001.

Principal activitiesThe ESRI undertakes research designed to provide knowledge relevant to solving the major economicand social issues in Ireland.Health & SafetyThe ESRI is committed to the implementation of the requirements of the Safety, Health and Welfare atWork Act, 1989 to ensure the health and safety of all employees and visitors to the Institute. A writtensafety statement has been prepared and is being implemented in accordance with the Act.Prompt Payments of Accounts Act, ~1997

The ESRI is included as a listed purchaser of goods in the schedule to the Prompt Payments of AccountsAct, 1997. Since 2 January 1998 the Act has come into operation and the ESRI has complied with theprovisions of the Act. In accordance with the Act and guidelines issued by the Department of Enterprise,Trade and Employment, the following information is provided.

Procedures established to ensure compliance with the ActThe ESRI has procedures in place to ensure that all invoices are paid within the time limits specified onthe invoices or the statutory time limit if no period is specified. While the procedures are designed toensure compliance with the Act, they can only provide reasonable and not absolute assurance againstmaterial non-compliance with the Act. These procedures operated in the period under review and nolate payment interest has been incuri’ed by the ESRI during the year.EqualityThe ESRI is an equal opportunities employer.AuditorsUnder Section 5 of the Comptr011er and Auditor General (Amendmen0 Act, 1993 it is the responsibilityof the Comptroller and Auditor General to audit the financial statements of the Institute.

STATEMENT OF COUNCIL RESPONSIBILITIES

The council members are required to prepare financial statements on a going concern basis which givea true and fair view of the state of affairs of the company and of the profit or loss of the company forthe year. In preparing those financial statements, the council members.are required to:¯ select suitable accounting policies and then apply them consistently.¯ make judgements and estimates that are reasonable and prudent.¯ prepare the financial statements on the going concern basis unless it is inappropriate to presume

that the company will continue in business.¯ disclose and explain any material departures from applicable accounting standards.The council members are responsible for keeping proper accounting records which disclose withreasonable accuracy at any time the financial position of the company and to enable them to ensurethat the financial statements comply with the Companies Acts, 1963 to 2001. To ensure that properbooks and accounting records are kept in accordance with Section 202 of the Companies Act, 1990, thecompany has employed appropriately qualified personnel and has maintained appropriate computei’isedaccounting systems. The books of account are located at the company’s registered office at 4 BurlingtonRoad, Dublin 4. They are also responsible for safeguarding the assets of the company and hence fortaking reasonable steps for the prevention and detection of fraud and other irregularities.

I have audited the financial statements on pages 58 to 67 under Section 5 of the Comptroller andAuditor General (Amendment) Act, 1993.

Respective Responsibilities of the Council Members and of the Comptroller and AuditorGeneral

The accounting responsibilities of the Council of the Institute are set out in the Council Report on page56. It is my responsibility, based on my audit, to form an independent opinion on the financialstatements presented to me by the Council and to report on them.

Basis of Opinion

In the exercise of my function as Comptroller and Auditor General, I conducted my audit of thefinancial statements in accordance with auditing standards issued by the Auditing Practices Board andby reference to the special considerations which attach to State bodies in relation to their managementand operation.

An audit includes examination, on a test basis, of evidence relevant to the amounts and disclosures inthe financial statements. It also includes an assessment of the significant estimates and judgements madein the preparation of the financial statements, and of whether the accounting policies are appropriate tothe Institute’s circumstances, consistently applied and adequately disclosed.

I planned and performed my audit so as to obtain all the information and explanations that I considerednecessary to provide me with sufficient evidence to give reasonable assurance that the financialstatements are free from material misstatement whether caused by fraud or other irregularity or error. Informing my opinion, I also evaluated the overall adequacy of the presentation of information in thefinancial statements.

Opinion

I have obtained all the information and explanations that I consider necessary for the purpose of myaudit.

In my opinion, proper books of account have been kept by the Institute and the financial statements,which are in agreement with them and have been properly prepared in accordance with the CompaniesActs 1963 to 2001, give a true and fair view of the state of the Institute’s affairs at 31 December 2001and of its deficit and cash flow for the year then ended.

In my opinion, the information given in the Council Report is consistent with the financial statements.

STATEMENT OF ACCOUNTING POLICIES

The principal accounting policies adopted by the company in determining the amounts included in thebalance sheet and in determining the results for the year are as follows:

1, Basis of accountingThe financial statements are prepared under the accruals method of accounting and the historicalcost convention.

2. Grant-in-aidThe income from this source represents the grant allocation in respect of the year.

,Fixed assetsTangible fixed assets are shown at cost less accumulated depreciation. Depreciation is charged in.the income and expenditure account, on a straight line basis, at the annual rates set out below, soas to write-off the assets, adjusted for estimated residual value, over the expected useful life ofeach appropriate category.

A full year’s depreciation is provided for in the year of acquisition.

.Leased assets’I~easing arrangements that transfer substantially all the risks and rewards of ownership to thecompany, finance leases, are capitalized at the arm’s length cash price of the asset. Theoutstanding capital element of the related rental obligations is included in creditors. The excess ofthe total rentals payable over the amount capitalized is treated as interest and is charged to theincome and expenditure account in proportion to the capital element outstanding under the lease.Rentals in respect of operating leases are charged to the profit and loss account as incurred.

,SuperannuationThe pension entitlements of employees are funded through Superannuation schemes. The pensioncosts relating to the schemes are assessed in accordance with the advice of qualified independentactuaries and are charged to the income and expenditure account on an accruals basis. Thedifference between the charges to the income and expenditure account and the contributions paidto the schemes are included as assets or liabilities in the balance sheet.Post-retirement pension increases which are not a liability of the pension funds are paid by theESRI.

14. Related CompanyAt 31 December 2001 the following related undertakings were in existence.

(a) Economic and Social Research Trust:The Trust was established in 1992 as a company limited by guarantee by the ESRI(which nominates its membership) to assist by way of funding The Economic andSocial Research Institute in the promotion of research. In 2001 the Trust transferredfunds to the ESRI of IR£250,000/~317,435 (2000: IR£230,000/g292,040). At 31 December2001 the company had net assets of IR£1,447,091/~1,837,427 (2000: IR£1,450,062/~1,841,199).

(b) Economic and Social Studies:This is an associated company established in 1969 at.the initiative of the ESRI to fosterand promote the education of the Irish public in the social and economic sciences withparticular reference to economic and social conditions in or affecting Ireland.

15. Contingent Liabilities

The council members were not aware of any material contingent liabilities at the balance sheetdate.

16. Pensions

Superannuation benefits are conferred by the ESRI under two superannuation schemes:¯ Supervisors, Clerical and Other Administrative Staff¯ Research Staff Scheme

Both schemes are defined benefit schemes. The benefits are funded by contributions from the employerand are also funded by contributions from employees in respect of spouses and children’s pensions.The contributions are transferred to a managed fund administered by trustees appointed by the ESRI.

Pension increases in the Research Staff Scheme are in line with changes in salaW rates in the ESRI.Under the rules of the Research Scl~eme the Scheme is not deemed liable for increases to pensions inpayment. Such increases were historically met from Institute revenue. However, since 1 August 1993 theInstitute contribution rate paid has made some allowance for some pre-funding of pension increases foractive members. From 1 January 2002 .it is the Instimte’s intention to fully pre-fund pension increases.

Actuarial Valuation

The latest actuarial valuations for the schemes were at 1 August 1999 using the attained age method offunding. The assumptions which have the most significant effect on the results of the valuation arethose relating to the rate of return on investments and the rate of increase in salaries and pensions. Itwas assumed that the investment returns would be 7 per cent per annum, that real salary increaseswould be 5 per cent per annum and that present and future pensions would increase at the rate of 3.5per cent per annum.

The total market values of the assets of the schemes at thai date were IR£8,086,400/~10,267,610(actuarial valuation was IR£7,162,100189,093,991). The actuarial value represented 98 per cent of the

benefits that had accrued to members at the date of valuation.

Contributions and related administration costs of the superannuation funds charged for the year were

IR£483,663/~614,125 of which IR£50,803/~64,507 was accrued at 31 December 2001.

FRS 17 Valuation

A new accounting standard, Financial Reporting Standard 17 - Retirement Benefits (FRS 17), was issuedin November 2000. The standard has introduced significant changes in the way pension costs are dealtwith. The standard does not become mandatory until 2003, however as part of the transitionalprovisions companies must disclose by way of note the effect on the balance sheet as at 31 December2001 of adopting FRS 17.

"t .The valuation used for FRS17 disclosure has been based on a full actuarial valuation at 1 August 1999

and updated at 31 December 2001 by a qualified actuary to take accotmt of the requirements of FRS17in order to assess the scheme liabilities at 31 December 2001. Schemei assets are stated at their marketvalue at 31 December 2001. In accordance with the transitional arrangements for the introduction ofFRS17 the following information is given by way of note only. I

Included in the FRS figures is the cost of that portion of pensions, which is paid from the currentrevenue of the Institute rather than from the pension scheme. Mso included is the cost of additionalbenefits introduced since the last valuation, which will be funded by the ESRI in furore contributions to

the scheme.

The current contribution rate paid by the Institute takes account of these additional costs with the aim ofpre-funding all post retirement benefits and is deemed sufficient until the next valuation, which is due

at 1 August 2002.
