    Introduction

    International Cave Rescue Training 2012 (CRT 2012) was the EU Proteus project’s most important Action in 2012. The Action took place during the 16th to 23rd September in Sežana, Slovenia. Accommodation was provided for the participants in the recently renovated (2011) training facility of the Slovenian Administration for Civil Protection and Disaster Relief (ACPDR) (Figure 1). The ACPDR facility is suitably situated with nearby locations such as caves and rock crag wall ideal for cave rescue training. The Slovenian Cave Rescue Service together with ACPDR has previously performed three International Cave Rescue Trainings in the framework of the Disaster Preparedness and Prevention Initiative for South Eastern Europe (DPPI SEE). These events were held in Montenegro (2009), Macedonia (2010) and Bulgaria (2011). To date the CRT 2012 is the largest training exercise that has been organized.

    Participations

    Forty participants from 10 countries (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, France, Macedonia, Montenegro, Romania, Slovenia and Turkey) attended the training exercise. The participants were made up of 28 trainees and 12 Cave Rescue Instructors. The organizers also had the honour to welcome Christian Dodelin and Bernard Tourte – two well-known cave rescue instructors from the French Cave Rescue Service (SSF- Spéléo-Secours Français). The trainees were made up of skilled cave rescuers, cavers and none cavers including of firemen and mountain rescuers. Based on past experiences of organising this kind of event, the organisers divided the trainees in two groups: basic level and advanced level cave rescue training. The participants were then further divided into groups to perform the various training exercises. The first exercise (day 1) was developed to assess the knowledge of the participants by having them climb, safely and using the correct techniques, a defined route within a given time limit. Six Slovenian cave rescue instructors together with 15 participants formed the “Basic” cave rescue training group while six instructors (2-France, 4-Slovenia & 1-Croatia) together with 13 participants formed the “Advanced” cave rescue instructors training group.

    International Cave Rescue Training Programme

    Prior to CRT 2012, within the frame of the EU Proteus project, there had already been an Action G.1:

    Program of International Training for Cave Rescue Instructors. This action formed the basis of CRT

    2012 programme. The training schedule is shown in Figure 2. Each working day began at 07:00 with

    breakfast and lasted until 21:30 – 22:00. Each day ended with either lectures or an analysis of the

    day's training exercises.

    Friday, 14th September Participants began to arrive on Friday evening.

    Saturday, 15th September During the morning session, the organizers met with participants to discuss the programme of activities. Exact plans were then made according to the training schedule followed by a visit by the instructors to the climbing wall-crag (Figure 3). In the afternoon, the newly arrived participants were shown to their accommodation.

    The opening ceremony was at 18:00. An inaugural speech was given by Branko Dervodel - Deputy of General Director of ACPDR. The organizers then explained the training programme and the basic training rules. The first day concluded with a presentation on Slovenian Cave Protection (Figures 4).

    Sunday, 16th September All participations arrived at the climbing crag wall to undertake an initial climbing test (Figure 5). The

    participants were divided in two groups based on climbing skills and cave rescue knowledge. In the

    afternoon the participants began training as outlined in the schedule. Initially, the organizers installed

    additional equipment at the crag wall before making equipment checks and giving instructions on

    basic caving.

    An EU Proteus event banner was displayed on the rock site (Figure 6).

    During the afternoon, training continued with a step-by-step instruction of the different key elements

    of cave climbing and cave rescue manoeuvres. Initially, the organizers kept to the principle of working

    in small groups and set up several workshops near the crag wall. Later, the exercise involved combine

    manoeuvres (Figure 7).

After dinner, a presentation was given by a cave rescue doctor on the subject of hypothermia. He explained the different degrees of severity of symptoms - a treat for every caver and especially for the injured person in the cave (Figure 8). There was also a discussion on frostbite that can affect cavers, whether due to exposure to cold and wet in the cave or when approaching a cave in winter in a mountain environment. The presentation closed with a discussion on the Caving Research Group’s First Aid kit.

    Monday, 17th September The doctor (dr. Tomaž Klinar) continued his presentations with a practical demonstration of

    systematic review and evaluation of the victim (Figure 9). An uncomfortable and inhospitable cave

    environment requires special procedures for a systematic review of the victim. If the victim’s health

    condition allows them to be moved then the first step is to relocate the injured party to suitable

    place: dry, level and safe. It is also important that the victim is isolated from the ground. After an

    initial assessment of the victim and any first aid given, the victim must be immediately put inside a

    heated bivouac, where the victim - under the doctor’s supervision - waits to be transported from the

    cave.

    In the afternoon, the programme of cave rescue techniques and manoeuvres at the climbing crag

    continued. Several individual manoeuvres were combined to mimic an actual cave rescue situation

    (Figure 10). Initially a stretcher was not used only a person in climbing harness.

    Figure 10: Working and teaching in bigger teams to train several complex cave rescue manoeuvres combined in a single system. The next step involved demonstrating the use of the cave rescue stretcher - Petzl “Nest” model. This represents the state-of-the art in stretchers for use in cave rescue. For the rescuers it is very important that they are acquainted on how to position the victim correctly on the stretcher. The procedure should be performed under medical supervision. By the end of the exercise and after several rescue manoeuvres the transport of the victim in the stretcher was accomplished (Figure 11).

    During the evening session, an important and interesting presentation was given on caving and

    rescue equipment testing. The French instructors discussed the most important results and

    commented on critical safety points when using equipment (Figure 12).

    The final event of the day involved the preparation for the next day’s cave rescue exercise in the

    Odolinje ponikve cave.

    Tuesday, 18th September The EU Proteus Project manager and Head of Slovenian Cave Rescue Service first went to publicize the Cave Rescue Training 2012 event on National television (RTV Slovenija). During a live broadcast he spoke about caving, cave rescue and the EU Proteus project. The presentation is available (from 33:13 min forward) at http://tvslo.si/predvajaj/dobro-jutro-1-del/ava2.145955958/. Later they re-joined the trainees at the Odolinje ponikve cave. The cave, located near Kozina, is 117

    meters deep and ideal for rescue training. The rescuers prepared the rescue equipment needed for

    transporting the stretcher out from the cave (Figure 14).

    The rescuers were divided into groups working in different parts of the cave. The rescuers entered

    the cave at 10:00. In the cave are several vertical pits and places where it is difficult to walk. Vertical

    pits were equipped for vertical transport using counterweight systems. Hard passable areas were

    rigged for transport via Tyrolean lines. For communication purposes a cave telephone (VOX system)

    was installed. All groups communicated with the rescue exercise Base located at the entrance of the

    cave. When all the rescue teams were ready the victim was prepared to be transported (Figure 14).

    Before moving the victim all the teams were informed via the cave telephone. Transport (victim

    evacuation) began at 13:45 and went without incident through all passages and all vertical pits

    (Figure 15).

    After 2 hours (at 15:40) the victim was successfully transported to the entrance of the cave. The final

    caver and piece of equipment were outside the cave at approximately at 16:30.

    The evening session was reserved for presentations and an analysis of the cave rescue exercise

    (Figure 17). The instructors discussed all the important moments during the evacuation of the victim

    from the cave.

    Wednesday, 19th September Wednesday was reserved for training at the climbing crag. Rescuers were trained on how to work with the stretcher and how to manoeuvre in different situations (Figure 18). The organizers also made an exact scenario of the next day’s exercise. The final evacuation drill of the day was also a rehearsal for the next day’s rescue exercise presentation for the invited media.

    The CRT 2012 was honoured by a visit from the President of the Republic of Slovenia dr. Danilo Türk and his delegation who visited the training centre in Sežana. On this occasion, as well as preparing a suitable welcome, the organizers prepared a short presentation on CRT 2012 and the EU Proteus project. The President showed great interest in the Action and commented on how well the Slovenian Cave Rescue Service is working. As a gift, the Project Manager presented the President with a copy of the Cave Rescue Manual (Slovenian version) written as part of the EU Proteus project (Figure 19).

    Thursday, 20th September Thursday was a big presentation day. All important Slovenian media and journalist including the major TV companies like RTV SLOVENIA, POP TV and A KANAL, and newspapers were represented. The presentation included a description of the Slovenian Administration for Civil Protection and Disaster Relief services, the Slovenian Cave Rescue Service and the EU Proteus project (Figure 20).

    Afterwards, the presentation continued at the climbing crag where the journalist were divided into three groups, each group having an individual leader (cave instructor) to provide a running commentary on the cave rescue exercise (Figure 21).

    It was apparent that the media were impressed by the morning’s events and after the presentation they interviewed both trainees and instructors. This was an important event because it is a rare opportunity to have so many cave rescuers in one place from so many countries (Figure 22).

This led to an initial degree of disorganization among the rescuers but they soon organized themselves into rescue teams and began to prepare the necessary rescue equipment. The rescuers were given a map of the Škamprlova cave. During the exercise the instructors adopted a hands-off supervisory role allowing the trainees to organise the rescue themselves.     Škamrlova cave is 70 meters deep and has, in parts, a high degree of technical difficulty. The rescuers had to use their rope rescue techniques to transport the stretcher out of the cave. Overall the trainees performed well and completed the exercise in good time.

    Figure 23: Unexpected cave rescue exercise– Škamprlova cave. During the evening session, a precise plan was made for Friday´s final cave rescue exercise in the Najdena cave. This was a major exercise and other members of Slovenian Cave Rescue Service and Cave Rescue Dive team joined the group. The rescue teams were organised such that experienced rescuers (instructor’s candidates) were made team leaders. The team leaders then had to make a list of the equipment for managing their part of the cave. They were given an accurate map of the cave on which to make important notes for their team.

    Friday, 21st September At 06:00 the participants drove the 70 km to the Najdena cave, located near Logatec. The final exercise was designed to bring together International cave rescuers, members of the Slovenian Cave Rescue Service, Slovenian Cave Rescue divers and members of the Croatian Mountain Rescue Service-Commission for Speleo Rescue. The number of participants was 63. The Najdena cave is a complex cave with vertical pits, long difficult passages, mud and a water siphon. A telephone line had been previously installed during previous actions through the whole cave (1.4 km) and secured the 30 m long and 6 m deep siphon with a safety line. The Telephone was also extended to the far side of the siphon. A headquarters was established near the cave and a Base at the entrance. The role of the Base is to coordinated communications with the rescue teams working underground and to report all important activities to the Headquarters. Because of the importance of this international rescue exercise, the event was strictly controlled by the members of the Slovenian Administration for Civil Protection and Disaster Relief (Stane Lotrič and Janez Melanšek), the President of Speleological Association of Slovenia (Vido Kregar), the Head of Slovenian Cave Rescue Service and by the main inspector of the Inspectorate for Protection of Natural and Other Accidents (Vinko Ring) (Figure 24). The whole action was led by the head of the EU Proteus project Manager Maks Merela.

    Cave rescue is a difficult activity and any rescue attempt from behind a siphon is extremely hazardous and any rescue exercise must be precisely planed in advance. This was the first cave rescue exercise where the team worked with actual cave rescue divers. Their role was to dive to the other side of the 30 m long siphon, place the victim in the stretcher and then transport the victim safely back (Figure 25). During this time the remaining cave rescuers prepared and equipped the technical parts of the dry cave. The International team received the victim from the siphon and immediately installed a heating device (water temperature: 8 °C) to avoid hypothermia.

    The whole operation in the cave lasted from 07:49 to 18:30. The transport of the victim began at 12:54 and completed at 16:34 (Figure 26). A significant amount of time was taken up removing diving equipment and cave rescue equipment from the cave.

    A precise description of the whole action can be found in the attachment to this report (DELNO POROČILO IZVEDENE VAJE “NAJDENA JAMA 2012”). After the action the participants returned to the Centre in Sežana to analyse in detail the day’s activities (Figure 27). Finally, the instructors discussed and made their own personal assessment of the action. Their conclusions were that the exercise was well planned and realized.

    The day concluded with an official ceremony during which a diploma was presented to each of the participants for completing a successful Cave Rescue Training exercise.

    Saturday, 22nd September Saturday was an excursion day. First we went to the Anthron d.o.o. company in Izola. This is a

    Slovenian company that produces caving and cave rescue equipment. They presented us their

    workshop and some new gear as a result of their own development. They also have a certified testing

    laboratory – in the framework of EU Proteus project we attend to test some equipment in their lab

    (Task H – Comparison and testing of caving equipment) (Figure 28).

    After that we visit Regional Emergency Call Centre (112) in Koper. At this occasion stuff of the Centre

    explained us Slovenian information and call out system. These were very useful information’s

    because not a lot country has such good system where also cave rescuers are included in. Later on

    participants had app. 2 hours of free tour in the Koper city.

    In the afternoon we had a nice job - to clean a lot of dirty equipment from the cave rescue exercise

    previous day in Najdena jama (Figure 29).

    Members of Croatian Mountain Rescue Service brought new wireless communication system that is

    specially designed for caves. We had an opportunity to present the system and to make some field

    tests for all interested as well (Figure 30). This system (CaveLink) is one of the most promising

    techniques for the future communications inside the caves. This is s test version of CaveLink and for

    now stayed in Slovenia where we are making some more further tests.

    Saturday was last official day of our International Cave Rescue Training 2012. Some of the participants went home the rest stayed till Sunday or even longer for some cave visiting days.

    Publicity of the Action and EU Proteus project

    A lot of our energy and time was invested in the publicity of this Action and visibility of EU. We are very satisfied with our results which can be seen on the links bellow. Of most important activities maybe I emphasize a visit of president of the Republic of Slovenia, and our presentation day where we manage to attract all important media in Slovenia.     Final remarks and Conclusions

    As a Project Manager of the EU Proteus I estimate Actions G.2 (and F.1) as very well done. We managed to attract up to 40 participants from 10 European countries. Cave rescue training was perfect held, participants have got a lot of knowledge in the field of cave rescue. The main purpose of the Action was that cave rescue knowledge will further spread in countries that have participated CRT 2012. During the eight day training we manage to fulfil our plan of 80 hours of intensive lessons as lectures, short demonstrations, and practical work in smaller caves for consolidation of knowledge and bigger final exercise of the cave rescue activities. Participants found the training very well prepared and executed.

    Important result of our efforts is also a great publicity of the EU Proteus project and EU visibility and,

    ultimately, we carried out a perfect final rescue practice for which we received the highest rating by

    independent evaluators of the exercise. Certainly it was one of the best training activities carried out

    in the project.
