This Group Operating Instruction (OI) implements AFI 13-112, Volume 1, Joint Terminal Attack Controller (JTAC) Training Program. It establishes a localized JTAC training program tailored to the 1st Air Support Operations Group (ASOG), 3d Air Support Operations Squadron (ASOS), 5 ASOS and 25 ASOS. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the Air Force Information Management Tool (AF IMT) 847, Recommendation for Change of Publication. PURPOSE, APPLICABILITY, ORGANIZATION, AND MANNING: 1.1. This operating instruction further delineates guidance provided in AFI 13-112V1, 15 Feb 2008, Incorporating Change 1, 4 May 2009 to ensure efficient, standardized training of individuals assigned to 1 ASOG, 3 ASOS, 5 ASOS & 25 ASOS authorized to be qualified as a Joint Terminal Attack Controller (JTAC) or Joint Terminal Attack Controller - Instructor (JTAC-I) in support of Close Air Support (CAS) missions. This operating instruction expands upon, but does not supersede, any requirements of AFI 13-112V1. 2. RESPONSIBILITIES: 2.1. Group/Squadron Commander will:

2.1.1. Ensure compliance and assist subordinate units with implementing and managing JTAC and JTAC-I training programs IAW AFI 13-112V1.

2.1.2. Ensure the Chief JTAC-I(s) are designated in writing using 1 ASOG Chief JTAC-I designation letter (Attachment 8). 2.1.3. Ensure all unit JTAC(s) are designated in writing using 1 ASOG Joint Terminal Attack Controllers designation letter (Attachment 1).

2.2. Group Director of Operations (1 ASOG/A3) will:

2.2.1. Ensure the effective management of JTAC and JTAC-I training. 2.2.2. Review and forward appointment, waivers and qualification letters for commander’s approval. 2.2.3. Review, approve and submit JTACQC candidates. Assign JTAC-I(s) from 1 ASOG units to support formal JTACQC courses. 2.2.4. Assign ASOS(s) to provide JTAC(s) support to PACAF training exercises. 2.2.5. Chair CAS Requirements Board and publish/update annual training plan to ensure all JTACs maintain proficiency, currency, CMR and DNIC/DNIF status for DOC statement assigned missions. Conduct periodic meetings with ASOS/DOs to synchronize CAS training requirements per annual training plan and report results to 1 ASOG/CC. Attend annual CAF RTRB to advocate CAS training requirements and to schedule CAS assets with CAF OGs.

2.3. Squadron Director of Operations (Sq/DO) will:

2.3.1. Ensure the effective management of squadron JTAC and JTAC-I training. 2.3.2. Review and forward appointment, waivers and qualification letters after squadron commander’s approval to 1 ASOG/A3. 2.3.3. Assign JTAC personnel support to tasked PACAF training exercises. 2.3.4. Attend CAS Requirements Board and submit annual training requirements to 1 ASOG/A3. Participate in periodic CAS training synchronization meetings with 1 ASOG/A3. Submit CAF RTRB requirements to 1 ASOG/A3, when requested.

2.4. Group Chief and NCOIC of Training (1 ASOG/A3T) will:

2.4.1. Oversee JTAC and JTAC-I training programs and processes. 2.4.2. Review and forward appointment, waivers and qualification letters to 1 ASOG/A3.

2.4.3. Recommend approval to 1 ASOG/A3 for JTACQC candidates after review of unit Letter of Qualification (Letter of Xs) and TACTICS for compliance.

2.5. Group/Squadron Chief JTAC-I will:

2.5.1. Review and approve JTAC/JTAC-I lesson plans, subject knowledge and task performance measurement devices not on the Theater Air Control Training Information Computer System (TACTICS). 2.5.2. Ensure the local area familiarization training for all JTACs is accomplished no later than 30 days after completing all JTAC and/or JTAC-I requirements. This applies to newly assigned JTACs and newly qualified JTACs. Annotate training on 623A in JTAC evaluation folder and complete JTAC/JTAC-I designation letters (Attachments 1 and 2) once training is complete. 2.5.3. Prepare 30-day extension letter (Attachment 4), if needed, in each phase of IQT and MQT. Group commanders can grant a second 30-day extension. MAJCOM OPRs are authorized to grant a third 30-day extension or provide a waiver. 2.5.4. Publish a JTAC Letter of Qualifications (Letter of Xs) and forward to 1 ASOG/A3T NLT 1st day of each month. 2.5.5. Create Non-CMR (N-CMR) or CMR 623A entries or MFR for JTAC’s within five duty days after loss/gain of CMR currency and forward to group/squadron commander for signature. 2.5.6. Use AF IMT 623A (Attachment 3) for documenting academic N-CMR / CMR currencies, add to part five, section one of the individuals JTAC evaluation folder. 2.5.7. Ensure JTACs are decertified using 1 ASOG JTAC decertification letter (Attachment 9). 2.5.8. Enter JTACs into training that have been previously decertified using 1 ASOG re-entry into JTAC training letter and insert on top of decertification letter in part five, section six of the JTAC evaluation folder (Attachment 10). 2.5.9. Utilize the TACTICS GO/NO GO JTAC Tracker to publish and distribute CAS currency requirements for CAS scheduling purposes. 2.5.10. Serve as the Senior Level II TACTICS administrator with duties to include:

2.5.10.1. Register newly assigned personnel in TACTICS.

2.5.10.2. Conduct basic user training with all newly assigned personnel and ensure the accuracy of the system in regards to the individual and his supervisor’s contact information. 2.5.10.3. Conduct basic Level II training with all personnel authorized Level II access. 2.5.10.4. Remove personnel who have PCS’d and forward their JTAC record to their next assignment. 2.5.10.5. Track individual’s training progress and report any negative trends to the commander.

2.5.11. Track Duties Not To Include Controlling (DNIC) status in TACTICS.

2.5.11.1. Establish local procedure for tracking Duties Not Including Flying (DNIF) status for Airborne/TAC Team UTCs. 2.5.11.2. File AF Form 1042s in Part V, Section 2 of individual JTAC Evaluation folders.

2.6. JTAC-Is will:

2.6.1. Be responsible for the safety and control of all missions from beginning to end when instructing a prospective or Non-CMR JTAC. 2.6.2. Perform a Risk Assessment using 1 ASOG Operational Risk Management (ORM) worksheet prior to all JTAC controls. See Attachment 5 for details. 2.6.3. Conduct a practical exercise (PE) prior to a prospective JTACs graded control or any mission being controlled by non-JTAC qualified personnel. 2.6.4. Complete and submit all control grade sheets to Chief JTAC-I within three duty days after returning from an upgrade. 2.6.5. Ensure GO/NO-GO checklist completion for JTAC CAS missions.

2.7. Individual JTACs will:

2.7.1. Read and be familiar with AFI 13-112V1 and all training requirements. 2.7.2. Provide CJTAC-I a copy of individual’s AF Form 1042 upon designation of DNIC/DNIF status or Return To Fly Status (RTFS)

3. TRAINING PROGRAM AND DOCUMENTATION:

3.1. Initial Qualification Training (IQT):

3.1.1. Individuals will complete the following prerequisites prior to entering IQT:

3.1.1.1. Complete 10 CAS controls (any live flying fixed/ rotary aircraft). 3.1.1.2. Complete 4 CAS simulator scenarios. 3.1.1.3. JTAC-I will document all controls and simulator events on ACC Form 206 (Attachment 14) and upload them into TACTICS. 3.1.1.4. CJTAC-I will document IQT prerequisite training on 1 ASOG IQT Prerequisite AF IMT 797 (Attachment 15) and upload them into TACTICS. Upon completion of JTACQC the AF Form 797 will be added to part five, section four of the individual’s JTAC evaluation folder

3.1.2. Individuals must be recommended by the Chief JTAC-I and approved by the commander for entry into IQT per AFI 13-112V1. 3.1.3. Upgrade training documentation will be recorded on the JTACQC AF IMT 797 (Attachment 16) and placed in part five, section four of the individuals JTAC evaluation folder. 3.1.4. Any terminal attack control mission accomplished by a trainee will be documented on an ACC Form 206 (Attachment 14) and uploaded in the individual’s TACTICS profile. 3.1.5. Group Chief JTAC-I will forward Type 5 information for prospective JTACs to the PACAF 1C4 Functional Area Manager for placement in the next available JTAC Qualification Course IAW AFI 13-112V1, paragraph. 1.3., Table 1.2, Rule 30. 3.1.6. After successful completion of IQT, trainee automatically enters MQT.

3.2. Mission Qualification Training (MQT).

3.2.1. Initial JTAC MQT begins upon successful completion of a JFCOM-accredited formal training school listed in JFCOM MOA. 3.2.2. JTAC upgrade documentation will be recorded on JTACQC AF IMT 797 (Attachment 16). 3.2.3. During MQT, trainees will complete the following mandatory events:

3.2.3.1. Complete 2 controls (any live fly fixed/rotary aircraft). 3.2.3.2. Complete 4 simulator events.

3.2.3.3. JTAC-I will document all controls and simulator events on ACC Form 206 (Attachment 14) and upload them in the individual’s TACTICS profile.

3.2.4. Every effort will be made to schedule MQT trainees with at least two missions per month. 3.2.5. If a trainee goes over 30 days between terminal attack controls, a CAS mission PE must be conducted prior to continuing in the program. This will be accomplished prior to the next mission. 3.2.6. Every terminal attack control mission accomplished by a prospective JTAC will be graded and documented on an ACC Form 206 (Attachment 14) and uploaded in the individual’s TACTICS profile. 3.2.7. At no time will an individual in MQT conduct a live-fly terminal attack control when a JTAC-I is not co-located with him. The JTAC-I will always be able to assume the mission from the individual should there be a safety concern, or any other issue that would warrant an immediate halt of the training event. 3.2.8. After a prospective JTACs MQT is complete, the Chief JTAC-I will request a formal evaluation IAW AFI 13-112V2.

3.3. Newly Assigned JTACs:

3.3.1. Complete all local are familiarization training requirements as follows within 30 days of arrival:

3.3.1.1. Read and sign off the initial review of the applicable unit CRF. 3.3.1.2. Control one CAS or Simulator mission under supervision of JTAC-I. 3.3.1.3. Once complete, the Chief JTAC-I will review all training records and forward designation letters to the commander for validation as a CMR JTAC (Attachment 1). 3.3.1.4. When the commander has signed the designation letter, it will be placed in the individuals JTAC folder IAW AFI 13-112 V1, para 1.8.1.

3.4. Combat Mission Ready (CMR) JTACs:

3.4.1. JTACs will conduct a thorough risk assessment IAW AFI 13-112V1, paragraph 1.2.5., when aircraft are going to expend ordnance (live, inert, and/or training) utilizing Attachment 5. 3.4.2. The risk assessment will be reviewed by the NCOIC and/or the OIC of the CAS trip/live-fire training event prior to briefing the commander.

3.4.3. CAS controls will be logged into TACTICS by the individual JTAC NLT two duty days after the control takes place. If TDY, individual has two duty days from the date arrived home station to log controls. 3.4.4. JTACs who are N-CMR for 24-60 consecutive months will complete all required training on the 1 ASOG 24-60 month N-CMR AF IMT 797 (Attachment 6).

3.5. Prospective Joint Terminal Attack Controller - Instructors (JTAC-I):

3.5.1. Prospective JTAC-Is will complete all tasks as listed on the JTAC-I AF IMT 797 (Attachment 7). The Chief JTAC-I will place the JTAC-I AF IMT 797 in the trainee’s JTAC evaluation folder, part V. 3.5.2. The final JTAC-I upgrade evaluation will be conducted by the Stan/Eval section. 3.5.3. For previously certified JTAC-Is, once the local area familiarization training is complete the Chief JTAC-I will determine if the individual will be carried as a JTAC-I based on ability. 3.5.4. An individual is not qualified as a JTAC-I until the commander signs the JTAC-I designation letter (Attachment 2).

4. Master Task List (MTL) and Career Field Education and Training Plan (CFETP): 4.1. The following is a work center/duty position MTL and CFETP for JTAC personnel:

4.1.1. AFI 13-112V1 Table 5-1. 4.1.2. Appropriate 1C4 MTL and CFETP. All 1C4 MTL and CFETP are located on the 1 ASOG CoP under A3 – Operations in the UTM folder.
