The other women are Olly Mlamleli (MEC for Cooperative Governance, Human Settlements and Traditional Affairs), Sisi Ntombela (MEC for Social Development), Sisi Mabe (MEC for Public Works) and Mamiki Qabathe (MEC for Agricul- ture and Rural Development). Sources told Express Goldfields Leeto had apparently been prom- ised the position last year as reward for her securing support for Magashule at the party’s provincial conference. Magashule was challenged for the position of chairperson by ousted and longest serving committee member, Mxolisi Dukwana. Leeto heads to the Free State Legislature amid an investigation into alleged corruption, fraud and money laundering. Her co-accused in the corruption trial, Dr Benny Malakoane, MEC for Health, has also received a nomination while the incumbent MEC for Sport, Arts, Culture and Recreation, Dan “Khusta” Khothule, has been excluded. Sources said the ANC provincial spokesperson Thabo Meeko had been tipped to take over the position of MEC for Sport, Arts, Culture and Recrea- tion. Kgothule said he had not expected his name to appear on the list and referred Express to the party’s provincial secretary, William Bulwane. “Kgothule remains a loyal member of the ANC and will be utilised in other areas within the party. This is not the end of the road for him,” Bulwane said. Magashule’s longest ally and Mangaung Metro mayor, Thabo Manyoni, also did not make the list, fuelling recent suspicions that there are cracks between the two bigwigs of the ruling party. Bulwane crashed suspicions of rifts between the two powerful leaders and said the party wanted to retain Manyoni as the mayor of the Mangaung Metro. Bulwane said after the election the party’s Provincial Executive Council (PEC) would submit the names of three candidates for the position of premier. “The newly elected premier and I will then decide who makes it to the Free State cabinet,” Bulwane explained. Mantseng Ouma Tsopo, the speaker of the Free State Legisla- ture, will also vacate the position to represent the ANC in the National Assembly. Tsopo’s deputy, Sizwe Mbalo, might be her succes- sor. THE treatment of tuberculosis(TB) in the Free State is set to berevolutionised with the use of theGXPERT machine.

The machine can accuratelydetect whether a person has TBor not within two hours.

Dr Noor Zakhura, Free Stateprovincial clinical manger forHIV/Aids and TB, says patientswill now be able to get their TBresults from their local clinic injust 24 hours.

Zakhura says patients will beable to get feedback from thedepartment regarding their TBstatus in order for patients tostart their treatment as soon aspossible.

Speaking at the First-things-First campaign launch at theMotheo FET College last week,Zakhura says the campaign’smain focus is to spread themessage that people shouldget tested for TB, HIV andAIDS.

According to Zakhura, the FreeState has the highest TB infectionrate and it is the leading killer inthe province.

“The Motheo FET College hasthe highest number of peopleinfected with TB. This includeslecturers as well as the studentsin the province,” says Zakhura.

The campaign contributes to anobjective of the 2012 to 2016 natio-nal strategic plans to fight HIV,STI’s and TB and to maximizeopportunities for testing forHIV.

“We are starting with the FETs,universities and the taxi rankbecause that is where peopleinteract the most and wherebacteria are spread,” he says.

The launch of the campaign

was also used to incorporatedifferent stakeholders in signinga pledge for the First-things-Firstcampaign.

Dipoloane Phutsisi, a directorat the Motheo FET College, saysthe college will ensure thatstudents and lecturers get tested

for TB.“It is a priority that everyone

should know their status,” saysPhutsisi.

World TB Day will be observedon 24 March. The campaign willbe used to get everyone screenedfor TB.

WHAT did Hendrik Verwoerdand Steve Biko have in com-mon? Or perhaps JohannesKerkorrel and Brenda Fassie?

“They all possessed a certainpredisposition to prominence,”says Prof. Paul Fouche, re-searcher in psychobiography atthe University of the FreeState’s (UFS) Department ofPsychology.

Fouche and a team of re-searchers from other SouthAfrican universities recentlyreleased findings on psychobio-graphical studies done onpersonalities that played a greatrole in the country’s history.

The studies show that notablehistorical figures were veryoften prolific readers with apassion for literature sincechildhood. Generally, they alsohad a great love for nature anda sense of the sacredness of it,as well as a love for the cosmos.

The study further reveals thatmany of them were forced totake up leadership roles in thefamily from a very young ageand were driven to succeed inorder to take care of theirown.

In many of these cases therewas a strong partner whosupported the leader while theywent about the business ofgoverning their world.

“It is important to rememberthe context in which thesestudies were done. By thesestudies we are not trying toelevate historical figures andtheir ideas. We are solelyfocusing on these individuals’strive for greatness or promi-nence and how they were ableto influence a nation, a culturalgroup, the literature, arts, orwhatever they excelled in,”Fouche says.

Fouche says their research isuseful in the attempt to under-stand who makes history and

why.“Psychobiography is the

systematic and descriptively-rich case study of renowned,enigmatic or even contentiousindividuals in socio-historicalcontexts within a psychologicalframe of reference. Over thepast decade, psychobiographyhas become an establishedresearch genre and a methodolo-gy used by various academicsand scholars in the field of lifehistory research.

“Our focus was primarily on

South African political leaders,artists, musicians, scientists andhumanitarians such as JanSmuts, Bram Fischer, HendrikVerwoerd, John Vorster, SteveBiko, Johannes Kerkorrel,Brenda Fassie and EmilyHobhouse, amongst others.”

Physchobiography studies inSouth Africa have been devel-oped at the University of theUFS, Nelson Mandela Metropoli-tan University, Rhodes Universi-ty and the University of Johan-nesburg (UJ).

THE Bothaville Regional Courthas sentenced Oupa Nzuzo andLefu Bosiu, both 24 years old, to20 years’ imprisonment for rapeand robbery.

The accused were found guiltyof raping a 16-year-old teenagerand robbing the victim’s 18-year-old boyfriend of his Blackberrycell phone valued at R2 000. Theaccused were found guilty of bothcrimes on their appearance incourt last Friday.

One of the accused grabbed thevictim and the other the boy-friend and dragged them to theground.

The two accused took turns inraping the victim.

The incident happened last yearin April at about 21:00.

Nzuzo and Bosiu were eachsentenced to 12 years’ imprison-ment for rape and eight years forrobbery by Prosecutor RaymondMc Belly and Presiding JudgeJohan Bosch.

The commander of the FamilyViolence, Child Protection andSexual Crimes Unit, Capt. BizzaNtsiane, has applauded theinvestigator for a job well donein the investigation that led tothe arrest and prosecution of theperpetrators.

“This will send a clear-cutmessage to would-be rapists thatcrimes committed against womenwill never be tolerated,” saidNtsiane.

THE police in Welkom are asking for helpfrom the public in finding two women whoare witnesses in the rape case set to beheard in the Welkom Regional Court in duecourse this month.

Police spokesperson Stephen Thakeng

said the two women were important in therape trial. The rape happened in July 2007and a suspect has been arrested.

The two witnesses in the rape incidentwere identified as Dieketseng AlinahVinger and Mamokete Paulina Soois.

The two witnesses gave their last addressas Kgang Street, Monyakeng, Wesselsbron.However, they could not be traced.

Vinger is rumoured to be working inRustenburg or Potchefstroom andMamokete Soois has relocated to Phokeng

in Rustenburg, North-West.Anyone with information about the

whereabouts of the two women can contactthe investigating officer, Eunice Tolo, of theWelkom Family Violence and SexualCrimes Unit on 073-547-6308.

THE cash-strapped Free State Departmentof Health is to walk a tightrope the nextthree financial terms. This is after theMEC for Finance, Elzabe Rockman, did notallocate the R4 billion bail-out over threeyears the department had requested toreduce its financial woes. Tabling theprovincial budget for 2014-’15 in the FreeState Legislature last Wednesday, Rockmansaid the department would have to find theresources to address its financial troublesleaving the department still in a predica-ment.

Recently the MEC for Health, BennyMalakoane, said the cash-strapped depart-ment needed R4 billion over a three-yearterm to function optimally. “The only wayHealth can bail itself out is by collectingits patient fees,” Rockman said.

“In an ideal state the Department ofHealth would get R4 billion,” Rockmanadded.

The Free State has been allocatedR27,942 billion for the 2014-’15 financialyear, which was an increase of 9% fromthe 2013-’14 budget. A large chunk of thebudget has been allocated to the Depart-ment of Education at R11,259 billionfollowed by the Department of Health atR8,155 billion in the 2014-’15 financial year.

During an interview with Express,Rockman admitted that the two depart-ments had serious financial problems but

said her department was helping bothdepartments to put in place containmentmeasures and ensure proper servicedelivery. “These departments will have totighten their purse strings and follow costcontainment measures to keep afloat,”Rockman emphasised.

R2,195 billion was allocated to theDepartment of Police, Roads and Transportwhilst the Department of the Premierpocketed R270.514 million.

Opposition parties have raised graveconcerns over the stringent budgetsallocated to the two the departments(Health and Education). Earlier this yearthe Department of Education projected tohave overspent by R1 billion in thecurrent financial year.

Peter Frewen, DA member of thelegislature, questioned how the Depart-ment of Health would keep afloat whilsthaving R700 million of accruals accumulat-ing from previous financial years. “Thereis no light at the end of the tunnel for theHealth and Education Departments,”Frewen said.

The Congress of the People (Cope)provincial secretary, Mzwandile Hleko,said Rockman had failed to explainwhether the R1,210 billion allocated to theDepartment of Human Settlement wouldalso be spent on building RDP houses.

“The province has a serious housingbacklog and municipalities are fallingapart,” Hleko said.

IN the early eighties during my maidenemployment at Stationery Wholesalers inWelkom, my first year-end annual Christ-mas party was held.During the party, one gentleman called

Zulu voluntarily ascended the stage toentertain us with a national anthem, NkosiSikelel iAfrika (Lord Bless Africa” inisiXhosa).The song that was supposed to be a solo

rendition turned to be a fuss. I politelyapproached the gentleman and reprimand-ed him for misusing our national pride atan irrelevant platform.The anthem was completely out of tune

and words.I love our national anthem and what it

represents. It has to be given all therespect it deserves. It has to be sung in asober mood with full attention and dignity.I was again subjected to the same

humiliation late last year at our familyfriend’s funeral held at the LesedingTechnical High School.The Apostolic Church Choir just burst

into an impromptu national anthem whichwas not even on the programme.It was incorrectly sung, with some

people sitting down and not paying anyattention.In France in 2012 hell broke loose as the

world erupted into laughter when RasDumisani took to the podium to sing theanthem during the France against SouthAfrica rugby match.The Rastafarian sang the song out of

tune. He failed to pitch high notes andcould not even go down to the lownotes.The players could not help but burst

into laughter to the embarrassment of all

South Africans.The Springboks lost the encounter. I

recently attended a church service at alocal perish when its choir ascended thestage and sang their own remixed of ournational anthem.They transformed it to the monyanyako

(dance song).The choir earned itself a standing

ovation but the rhythm and dance was incontrast with the content.Just like Thamsanqa Jantjie, labelled the

“fake interpreter” who was hired tointerpret at the memorial service ofNelson Mandela last year, nobody wantedto take the responsibility for the bogusRastafarian Dumisani.Everybody distanced themselves from

both dummies (Rasta and Jantjie).Both the rugby match and the Madiba

memorial service were televised live andwere watched by over 10 million peoplearound the world.) dignified the lives of the two learners,Tlotlo Moncho and Taole Mosetle.The pair now proudly feel like their

peers – thanks to Anna Mokhosi andMichael Tsosane.The uniforms include two pairs of

shoes, school jerseys, socks and trousersas well as books.The two boys were beaming with joy on

receiving their uniforms during apresentation held at the school lastTuesday.The donation of uniforms comes at

exactly the right time for the boys, as thecountry awaits the winter.Coincidentally the two boys’ dire state

was identified at separate occasions, ontheir way home after school. Mokhosispotted Mosehle while Tsosane sawMoncho.In making their pledges a reality to the

two boys, Tsosane challenged his co-work-ers at the Matjhabeng Local Municipalityand also contributed cash to purchaseuniform for Moncho. Mokhosi alsodonated some of her grandchildren’suniforms to Mosehle.“I was so touched to see Mosehle in

dire state when he walked pass my house,yet he had the courage to go to schooldespite his conditions,” said Mokhosi.Tsosane said he found it unbearable to

just walk pass Moncho on their encounterin the streets of the impoverishedKutlwanong township.“I was so emotional to see the boy in

such a condition. I immediately commit-ted myself to buy him a uniform. In theevent I related the boy’s story to mycolleagues who did not hesitate to open

their hearts to the good cause.“I feel relieved that the boy’s life will be

different now. It was not a waste of time ormoney, considering that many of us waste

hard earned money buying alcohol. I’mthankful to my colleagues for their contri-bution towards the gesture.”He said Moncho’s persistence to attend

school despite his state encouraged him topursue to fulfil the promise to help theboy. The two boys are from needy house-holds.

MILDRED OLIPHANT, the minister of Labour,has urged domestic workers to register for theUnemployment Insurance Fund (UIF) to ensurethey have a cushion in the event they findthemselves out of work.

Speaking at a Domestic Sector Imbizo organ-ised by the Department of Labour in Durban onSunday, the minister said the number ofdomestic workers currently registered with theUIF was not a true reflection of the totalnumber of domestic workers in the country.

There are currently 652 676 domestic workerson the UIF register.

Institutions like the UIF have played a criticalrole protecting workers against poverty byproviding unemployment insurance and other

benefits to workers, said the minister.“We know that some employers of domestic

workers do not register their employees withthe UIF. The department has set in motion thelegislative framework for domestic workers tobe registered.

“However, in order for us to enjoy thebenefits of a better life for all, you as domesticworkers need to assist the government to ensurethat you are registered with the UIF,” saidOliphant.

The Compensation for Occupational Injuriesand Diseases Act (Coida) is currently beingreviewed by legal experts with a possibility ofexpanding this to the domestic sector and publichearings would be held soon on the planned

review.The domestic sector’s current sectoral

determination came into effect on 1 December2013 and will end on 30 November 2014.

The minimum wages for domestic workerswho work more than 27 hours per week applyas follows:) Mainly urban areas – R9,63 hourly, R433,35weekly (for a 45-hour week) and R 1877,70monthly (for a 45-hour week)) Mainly rural areas – R8,30 hourly, R373,50weekly (for a 45-hour week) and R1 618,37monthly (for a 45-hour week).Sectoral determination regulates employmentconditions in the vulnerable sectors of theeconomy. – SAnews.gov.za

selves. Funds are being misappro-priated to things that havenothing to do with developmentother than political patronage andmost municipalities are facedwith service delivery protestsprecisely because of that.
