TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THR

UNITED STATES OF AMERICA IN CONGRESS ASSEMBLED:

I have the honor to report on the administration

of the Foreign Agents Registration Act of 1938, as

amended, pursuant to Section 11 of that Act which

requires the Attorney General from time to time to

report to the Congress concerning the administration

of the Act as well a^ the nature, sources and content

of political propaganda disseminated or distributed by

agents of foreign principals registered under the terms

of the statute.

This report deals with the administration and

enforcement of the statute for the calendar year 1960,

and is in supplement to the report submitted in June

of that year which covered the five year period. com-

mencing January 1, 1955 through December 31, 1959.

STALT •TICAL SUMMARY

During 1960, ninety-six registration statements

were filed and 154 registrations were terminated .

leaving 376 active registration statements on file as

of December 31, 1960.

A list of persons who filed registration state-

ments during the year identified by the registration

number assigned to the registrant will be found in

Appendix I, while an alphabetical list of these

registrants together with the name of eecn foreign

principal and, a brief description of the nature of

the agency is contained in Appendix II. A list of

registrants whose statements were in an active status

as of December 31, 1960, set forth according to the

geographical area or nationality field with which the

foreign principal is identified will be found in

Appendix III.

When a registration statement is filed by a

partnership, corporation, association, organization or

other combination of individuals, each partner,

officer, director, or other person rendering assistance

to the registrant on behalf or in the interests of

the foreign principal is required to file a short-form

registration statement. During the calendar year

covered by this report, 102 short-form registration

statements were filed, and these are listed alphabet-

ically in Appendix IV. The identity of the registrant

in support of whose statement the short-form registra-

tion statement was filed may be determined by refer-

ence to Appendix I through correlation with the

registration number.

An analysis of the 96 statements filed during the

year reveals that the largest number was filed by

persons engaging in 'public relations, advertising or

other activities designed to influence American

public opinion. A table showing the classification of

statements according to the principal functions report-

ed will be found. in Appendix V.

The unusually large number of terminations which

occurred in 1960 is attributable in part to the

administrative ruling that bona fide travel agents

engaged in the business of selling travel accommoda-

tions to..res'idents. of the United States for travel to

the USSR and other Soviet-bloc countries would no

longer'be obligated to register. Initially, when the

Soviet Union relaxed restrictions on travel to that

country, only a few American travel agencies were

authorized to sell the Intourist travel coupons neces-

sary for the purchase of hotel accommodations, meals

and transportation within the USSR. As the number of

persons interested in traveling to the Soviet-bloc

countries increased, more and. more travel agents

became authorized. to make the necessary arrangements

until the point was reached where arrangements could.

be made for travel in Soviet-bloc countries in the

same manner as travel to European countries. Conse-

quently, the Department ruled that travel agencies

entering into agreements with Intourist Ltd., the

official travel agency of the Soviet Union, or with

official travel agencies of Soviet-bloc countries

could avail themselves of the commercial exemption

from registration as contained in Section 3(d) of the

Act, provided the American travel agent did not engage

in political activity as defined in Rule 100 promul-

gated under the Act.

NATURE, SOURCES AND CONTENTOF POLITICAL PROPAGANDA

The largest source of political propaganda dis-

seminated within the United States continues to be,

as it has for the past several years, the official

foreign government information and, tourist offices

whose principal activities are designed to create good .

will toward their respective countries, promote

tourism, trade and investment, and represent their

government's position on various international issues.

During 1960, there were 61 government information and

tourist offices registered under the Act. A total of

$9,421,420 was expended during 1960 by these official

government information and tourist offices for infor-

mational purposes in the United States. This repre-

sents an increase of $144,328 over 1959. An examina-

tion of the registration statements indicates that

their main emphasis continued to be placed on the

promotion of tourist traffic.

Great Britain continued to maintain the largest

budget of any foreign government for informational

purposes, both British Information Services and the

British Travel Association spending over a million

dollars each during 1960. A table showing the

expenditure of each foreign government information

and tourist office registered under the Act will be

found in Appendix VI.

Foreign countries continued to rely upon American

public relations concerns and consultants for advice

as to the nature and content of their propaganda

material circulated within the United. States. This

of course is reflected, in the large number of public

relations firms, consultants and advisers which are

registered under the terms of the statute. Appendix

VII contains a summary showing the amounts of money

received by American individuals and organizations

during the calendar year covered by the report and

included in the list are the names of American public

relations advisers and consultants who have been

retained by foreign governments during this period.

The following propaganda trends were noted in

material disseminated by the countries or geographical

areas listed below:

Algeria. The Algerian Front of National Liberation

which named. as its foreign principal the Algerian

Front of National Liberation Delegation, Cairo,

United Arab Republic, disseminated during 1960 through

its office in New York City press releases and pam-

phlets dealing with the Algerian struggle with France

for self-determination. This material contained

numerous statements issued by the provisional govern-

ment of the Algerian Republic, speeches made by

officials of that government, and other material

presenting the Algerian point of view. Of interest

was a so-called White Paper issued by the Algerian

Office on the application of the Geneva Convention

of 1949 to the French-Algerian conflict.

Arab States. The Arab Information Center which repre-

sents all of the governments of the League of Arab

States , extended its operation during 1960 by opening

two new branches, one in Dallas, Texas and the other

in Coral Gables, Florida. The Center with its main

office in New York City and previously established

branches in Chicago, San Francisco, Washington, D.C.,

and. Ottawa, offers a wide variety of information

services including publications, documents, photos,

films, maps and speakers.

Featured among the publications disseminated by

the Arab Information Center is "The Arab World," a

glossy print monthly magazine containing information

on the cultural, social, economic and political

developments in the Arab countries. In addition, the

Center disseminates a semimonthly newsletter entitled

"Arab News and Views." This is a news digest which

reports the Arab position with respect to the problems

of the Middle East and reviews the economic and social

progress of the respective Arab countries. According

to the dissemination reports filed by the Arab Infor-

mation Center, it also disseminates a wide variety of

pamphlets the circulation of which varies from month

to month. These reports reflect that in August of

1960, 26,000 persons and organizations received copies

of this material. Some of the pamphlets disseminated

in that month carried the following titles: "Immigra-

tion to Israel;" "Arab Unity;" "Algeria Speaks;"

"Strife in the Holy Land;" "British Imperialism in

Southern Arabia;" "Arab-Israel Conflict" and "Arab

Refugees and the Palestine Problem." Additional

pamphlets circulated in the fall of 1960 carried

titles such as "Violation of Human Rights in Algeria;"

"Palestine Partitioned" and "Exodus: A Distortion of

the Truth."

Material relating to the Palestine-Arab refugee

problem was also disseminated by the Palestine-Arab

Refugee Office.

China. The Chinese News Service, registered under

the Act as the information agency of the Republic of

China, Taipei, Taiwan, issued weekly news bulletins

in both English and Chinese. These bulletins set forth

the Nationalist Chinese Government's views on such

subjects as its opposition to the participation of the

Chinese Communist Government in any international

disarmament conference, the defense of the Matsu and

Quemoy Islands and the economic development of

Nationalist China.

Cuba. Propaganda material sponsored by the Cuban

Government was disseminated in the main during 1960

by the various Cuban consulates in the United States

and by the New York and Miami offices of the Cuban

Tourist Commission. This material extolled the

achievements of the revolutionary reforms instituted

by the Castro government and accused. the United States

Government of many forms of aggression. Particular

stress was placed on the progress of the agrarian

reform movement and other changes in the Cuban economy.

Circulated within the United States, too, were reprints

of speeches by Cuban leaders before such international

bodies as the United Nations and the Organization of

American States. These speeches contained. charges

that the United States was harboring and aiding Cuban

war criminals, supplying arms and material to rebel

groups within Cuba and that it permitted flights over

Cuban territory in order to drop propaganda leaflets.

During. 1960 an attempt was made through the medium

of a New York public relations firm to attract American

Negroes as tourists to the many Cuban vacation resorts

which had been suffering from lack of normal tourist

traffic. The propaganda disseminated in connection

with this effort stressed the absence of discrimination

and segregation in these resort areas.

France. The French Government Tourist Office was the

principal source of information regarding tourist

attractions, transportation facilities and accommoda-

tions in France.

The Comite France Actuelle distributed within

the United States its publication "France Actuelle"

which is a fortnightly information bulletin about

France and French affairs. It contained featured

articles on economic and political developments with

particular stress on the policy of the French Govern-

ment in giving freedom to its overseas territories.

Ghana. The Government of Ghana Information Section

of the Embassy of Ghana disseminated during the year

a bimonthly pictorial magazine called."Ghana Today."

This publication contained information with respect

to Ghana's political and cultural achievements with

particular emphasis on the Volta River project

designed to provide hydroelectric power for Ghana's

industries. Statements by President Nkrumah were

given considerable space, particularly the statements

made by the President in his speeches at the United

Nations and his meeting with President Eisenhower.

Also emphasized was the contribution of Ghana to the

UN forces in the Congo.

Great Britain. The British Information Services

distributed. daily a summary of the principal comments

published. in British newspapers in a publication

entitled "Today's British Papers." Paralleling this

is a weekly publication entitled "Summary of British

Weeklies." Some of the topics upon which considerable

comment was made were Prime Minister Macmillan's tour

of Africa and visit to the United. States; the French-

Algerian war; and the Summit Conference in Paris.

British Information Services also distributed, a

publication called "British Affairs," a quarterly

review containing articles written on political,

economic and cultural matters. Included were articles

on Britain's defense efforts and the growing export of

Aero-engines.

India. The Government of India continued to disseminate

through its Information Center the publications known

as "Indiagram," "Ind .ia News" and "India Economic News-

letter." Considerable space in these publications was

devoted to the coverage of Soviet President Marshal

K. E. Vorashilov's visit in January 1960, Khrushchev's

five-day visit in February of that year and the visit

of Chinese Premier Chou-En-Lai. India's proposals for

lessening tension along the Sino-Indian border also

came in for comment. These publications also gave

India's views on the Congo problem and the situation

in Laos.

Indonesia. The Information Division of the Embassy of

Indonesia disseminated information through a weekly

newsletter and a publication entitled "Djakarta

Dispatches." In these publications extensive coverage

was given to the visit in February of Prime Minister

Khrushchev to Indonesia.

Israel. The Jewish Agency for Israel continued to

disseminate periodical press releases, a "Bulletin"

prepared by its Department of Education and. Culture,

a poster entitled "Israel Among the Nations" and the

"Israel Digest of Press and Events in Israel and the

Middle East." The last is a fortnightly publication

featuring news commentaries covering foreign affairs,

economic achievements and educational, scientific and

cultural developments. Articles in the Digest expressed

Israelis desire for peace in the Middle East and the

world and in particular stressed the assistance given

by Israel to the new nations of Asia and Africa.

Articles in the Digest discussed the problems connected .

with the Egyptian blockade of the Suez Canal and

expressed. Israelis hope for the eventual freedom of

navigation of the Canal. There was extensive comment

on the capture of Adolf Eichmann, the resulting d .is- •

pute with Argentina and. Eichmann's forthcoming trial.

The Israel Office of Information, as in the past,

disseminated a publication entitled. "Israel News

Briefs," press releases and a monthly newsletter

entitled "Land of the Bible." In addition, according

to the dissemination reports filed by the Israel

Office of Information, the Office furnishes upon

request radio programs, films and pamphlets dealing

with Israel's economic advancement and. other topics.

Korea. The Korean Research and. Information Office

which is registered as an agent of the Government of

the Republic of Korea distributed. "Korean Survey"

containing a number of articles on the economic

and cultural life of Korea. The Information Office

also distributed what it called a "Teachers' Packet

on Korea."

Soviet Union. As indicated in previous reports,

neither the Soviet Government nor any of the Soviet-

bloc countries maintains an official government infor-

mation or tourist office in the United States. There

was established, however, during 1960 a New York Office

for Intourist, the Soviet agency charged with the

handling of all traffic arrangements to the Soviet

Union, to facilitate arrangements for tourist traffic

to the USSR. Generally, Soviet materials are dis-

seminated within the United States by the Four

Continent Book Corporation, Imported Publications and

Products, Artkino Pictures, Inc., Edwin S. Smith,

Crossworld Books and Periodicals, and Crosscurrents

Press. Dissemination of the USSR Embassy Bulletin

is undertaken by Select Magazines, Inc.

Generally speaking, Soviet propaganda. extolled

the superiority of socialism over capitalism and the

eventual supremacy of the socialist system throughout

the world. Soviet propagandists continued to point

with pride and confidence to the emergence of the

Soviet Union as one of the two leading world powers

within less than forty years. Principal credit for

this achievement was given to what is described as

"the dynamics of socialism ,. " Among other dominant

themes of Soviet propaganda were peaceful coexistence,

disarmament, a ban on nuclear testing, removal of

impediments to East-West trade relations and other

matters which were described as the means of easing

world tensions and achieving world peace. According

to Soviet propaganda, refusal by the Western countries

to submit to Soviet conditions is generally interpreted

as resistence to peace efforts and as proof that the

West has no desire to ease world tensions.

One of the principal highlights of Soviet propa-

ganda during 1960 related to the U-2 flight, which

was adduced as proof of the utter disregard by the

United States of the sovereign rights of other

nations, The U-2 incident was also used to explain

Khrushchevns refusal to see President Eisenhower in

Paris.

LEGISLATION

Two proposed amendments to the Foreign Agents

Registration Act were recommended by the Department

to the Congress in 1960. * The first would. amend

Section 1(b) of the Act so as to include within the

definition of the term "foreign principal" a domestic

corporation', organization or other combination of

individuals which is substantially directed, financed.

or controlled. by a foreign government or a foreign

political party. At present, the Act defines such a

domestic organization as a foreign principal only wh n

it is subsidized, by a foreign government or a foreign

political party or other foreign principal, regardless

of the extent of control or direction which may be

exercised by the foreign group over the domestic

organization. Consequently, agents of domestic

organizations which may be substantially directed or

controlled by a foreign government or foreign political

party do not at present come within the purview of the

Act. The purpose of the proposed amendment is to

close this loophole in the statute.

The second proposed amendment would clarify the

provisions of the so-called commercial exemption from

registration in order to make it abundantly clear that

it is available only when an agent engages in non-

political and private, co.anercial or financial activ-

ities in furtherance of the bona fide trade and

commerce of the foreign principal.

ENFORCEMENT

It was found necessary to institute but one

criminal proceeding during 1960 to enforce the pro-

visions of the Foreign Agents Registration Act.

This was an indictment returned on May 3, 1960, in

the Southern District of Florida against Hector Garcia

Soto and William J. Shergalis for failure to register

as agents of the Government of Cuba. Shergalis had

been imprisoned by Cuban authorities on March 21,

1960, and the indictment against him is still out-

standing. Defendant Garcia was acquitted. the jury.

Still pending in the courts is the case of

United. States v, Alexander L. Guterma, who was indicted

in September 1959 for failure to register as the agent

of the Dominican Republic. Trial of the defendant

Guterma began on May 16, 1960 and on May 18, 1960,

the defendant withdrew his plea of not guilty and .

entered a plea of nolo contendere to Count 2 of the

indictment, which plea, over the objection of the

Government, was accepted by the court. While impo-

sition of sentence was pending, Guterma sought to

withdraw his plea and plead not guilty. His appeal

from the trial courts denial of his attempt to with-

draw his plea is now pending in the United States

Court of Appeals for the District of Columbia.

The Department has continued to rely on its

normal sources of information and on the investigative

efforts of the Federal Bureau of Investigation in

the administration and enforcement of the statute.

In administering the Act it has continued to emphasize

its main and original purpose -- the full disclosure

of activities within the United States by agents of

foreign principals so that the Government and, the

people of the United States may be informed. of the

identity of such persons and may appraise their

statements and actions in the light of their asso-

ciations. Registration under the Act does not

imply recognition by the United. States Government

either of the de jure existence or legality of the

foreign principal nor does registration indicate

approval by the United States Government of the

registered agent or of the propaganda material

which he disseminates.
