ParklandFuelCorporationhasannouncedthatithasenteredintoanagreementwithChevronCanadalimitedtoacquireallofthesharesofChevronCanadar&MUlC,whichoperatesitsCanadianintegrateddownstreamfuelbusiness.

ThebusinessacquiredaspartoftheAcquisitionconsistsof:• 129Chevron-brandedretailservice

stationsprincipallylocatedinMetroVancouver,whichcomplementParkland’sexisting44Chevron-brandedsitesinBritishColumbia

• 37commercialcardlockandthreemarinefuelinglocations(the“CommercialBusiness”)

• refineryinBurnaby,terminalslocatedinBurnaby,HatchPoint,andPortHardy,BritishColumbia,andawholesalebusinesswhichincludesaviationfuelsalestotheVancouverInternationalAirport.

Bernard looney:Theideaofintegrationhasbeenaroundforalongtime,butIthinkthedropintheoilpricehasreallybroughttheadvantagesintosharpreliefanditshowsusjusthowimportantthedownstreamis.Ithascarriedthecompanyoverthepastcoupleofyears.

ThereisarealsenseofurgencyintheUpstreamaboutourapproachtotheabundanceofhydrocarbons,climatechange,governmentpolicyandtheriseofrenewables.Therearealotofmovingpartstotheenergytransitionthat’sunderwayandwemustadapttobuildourcompetitivenessandourresilienceandgrowthebusiness.

Havingourtwosegmentsworktogethermoretodothingsbetter,isarealopportunity.IhavealistofexamplesamilelongwherewewouldnothavebeenasgoodatwhatwearedoingintheUpstreamhadwenotworkedwithdownstreamteams.We’vetalkedaboutitinthepastbutnotalwaysmeantit.Now,we’restartingtoseesomerealtraction.

tufan erginbilgic:Itstartswiththesmallthings,suchashavingourteamssitalongsideeachotherinourheadquarters,orjoiningeachother’spresentations.ourglobalheadofoperationsfortheUpstream,FuzzyBitar,hasjoinedourdownstreamSafetyandoperationalriskcommittee–whenouroperationalguysseehimparticipatingitencouragesthemtogetoutandtalktotheirupstreamcounterparts.Andit’salwaysabouttalkingtoeachotheraboutwhatwe’reworkingonandlookingforopportunitiestoshare.AnothergreatexampleistherelationshipBernardhaswithGeneralElectric(GE)toharnessdigitaltechnologyintheUpstream.Assoonasitwasannounced,IsaidIwanttotalkabouthowweusethatinthedownstream.Youdon’thavetobehighlystructuredaboutthis,youjustneedtouseeveryopportunityyoucantodemonstratetoyourteamthebreadthofskillthatwecantapintoandavoidreinventingwheels.

pricederegualtion,therewasalargecontingentofGovernmentrepresentativesfromanumberofdifferentdepartments.ThelocallicensedealerswerealsoinattendanceasPdAM.Thisresultedinaverygoodpaneldiscussionwithqualityquestionsfromthefloorandalsosomestatementsfromthefloor.

TheseconddaywasmorelikeatraditionalFuelretailConferencewithmanydistributorsandsuppliersinatendancebothfortheConferenceandthe‘SupportingExpo’.

TheAsiaPacificregionisthemostsignificantdevelopingfuelretailregionintheworldalongwithlatinAmerica.TheAsiaPacificregiondemandforenergyislikelytoriseby50%andoilby40%overthecoming2decades.onthefuelsupplysidedevelopmentofthefuelretailnetworkandfueldistributioninfrastructureareahugechallenge.InMalaysiaandSingaporefuelretailmarkets,employingtechnology(mobilepayments),loyalty

Whetheronebelievesthatscenarioornot,mostwouldagreethattheworldischangingfast;fasterthanmostcanconceive,andinwaysthataredifficulttoimagineandcomprehendwithconventionalthinking.

Ithasbeenmorethan20yearssinceIworkedforanoilcompany,althoughsincethattime,Ihavebeenresponsibleforcompanieswhichhadmajoroilcompaniesascustomersandsuppliers.Fromthatperspectiveaswellasbeingacustomer,Ihavenotseenmanyradicalchangesinforecourtretailing,otherthanperhapsachangeinthenamesoftheplayers.

WhenresearchingtheforecourtretailingbusinessfortherecentPetrolWorldconferenceinMalaysia,IreadexcellentdocumentsproducedbycompaniessuchasBP,ShellandExxontonameafew.ItwassurprisingthenumberoftimesIreadverysenioroilcompanyexecutivestalkingabouthowtheyhadbeenintheindustry“manandboy”.

Thereisnodoubtthatexperienceisimportant,butIwonderwhetheroilcompaniesarewinningthewarforhumancapital.IstheindustryrecruitingtheinnovativetalentthatsitswithincompanieslikeAmazon,PayPal,Facebook,Xiaomi,Tencent,Alibabaordyson?Ifnot,thenI’mafraidwearedoomedtobestuckinthedoldrums.Innovationislacking.Managersoftenrecruitintheirownlikeness,andwehavesetthefoundationsforasunsetindustrywhichcannotcopewiththeextraordinaryrateofchangesurroundingit.Weallknowthatchangeshouldstartatthetop.

Forhowmanyyears,haveweheardthemantraintheindustrythat“ourpeopleareourgreatestasset”?Sowhatmeaningfullyhasbeendoneaboutthestaffwhointerfacewiththegasolinebuyingpubliconadailybasis?PreciouslittleIwouldsay.Canny

Havingsaidthat,asItravelbetweenAustralia,Asia,andEurope,IhavenoticedthatthereisonebrandthatseemstohavedonesomethingaboutraisingitsgameonthecustomerservicefrontintheUK.Itissuchapleasantandwelcomechange.Evenatoneofthiscompany’sHighwaystationsontheM40,thestaffareexceptionallyengagingandthereareenoughofthemtoensureonedoesnotwaitlonginthequeuetopay.Itisapainlesswayofextractingapremiumpriceperlitreversusnearbyfuelservicestations.

Formorethanthirtyyears,wehavebeenspeakingaboutconvenienceretailingandthattheroleoffuelisdecreasingattheseoutlets.SowhyIwonderistheshoponaforecourtinmostcasesinthemostdifficultpositionasfaraspassingpedestriantrafficisconcerned.let’sbeboldandhavearadicalrethinkofforecourtlayouts,sowecanindeeddrivenon-fuelrevenues.

IaskedthequestiontodelegatesatarecenteventastowhattheircompanieswoulddoifAmazondecidedtostartsellingfuel.Theimmediateresponsewas“Howwouldtheydothat?”,whichclearlymissesthepointandAmazon’smarketcapitalisation.

Nowtherearesomanywaysofpreparingforthefuture,andcollaborationhasanimportantroletoplayinthisrespect.Candidatesforcollaborationcouldbevehiclemanufacturers,paymentscompanies,vehiclesharingcompaniesandnewtechcompaniestonamejustafew.

Butwhereshouldonestart?Well,ifforecourtretailersarenotworkshoppingtheirfutures,iftheyarenotusingoutsiderstohelpformaviewandtakingaconsumer’sperspective,Iamafraidthatthefutureofforecourtretailingwillbeinthehandsoftheinnovatorsanddisruptorswhoarealreadylookingatthisspace.

Inthemeantime,theylobbiedthegovernmenttosuspendtheplantoallowdealerstoofferdiscountstotheceilingprice,fearingaself-destructiveall-outpricewar.

Malaysia’sexperiencehighlightsthechallengesofgradualderegulationwhereinthegovernmentisslowtoletgoofpricecontrolsandtheolderregulatedandmonopolisticregimeneedstomeshwiththeemergingfree-marketelements.

Thenationalorstate-ownedoilcompanies,usedtodominatingthecountry’smarket,havetheirownconcernsduringsuchtransitions,asaderegulatingmarketinvitesnewerplayersandincreasescompetition.

Theage-oldsuspicionamongconsumersaccustomedtoyearsofsubsidiesandpricecontrols,thatderegulationonlymeanscostlierfuel,oftenhijackspublicdebateonthetopicandplaystothegalleryinthemainstreamandsocialmedia.InMalaysia,theargumentaboutthecountrybeingoil-richandhencecapableofaffordingcheaperfueltoitscitizenscontinuestobebandiedabout,uninformedabouthowtheupstream

sectorissufferingunderlowpricesandthecountry’sproductionisinadecline,squeezingthegovernment’srevenues.

Evenifphasingoutsubsidiesandfosteringafreemarketisacceptedasdesirableinprinciple,thesmallestofchangesinthepricingmechanismcanlayopentheriftsbetweenconflictinginterestswithinthefuelproduction,supplyandconsumptionecosystem,forcinggovernmentsintoacorner.

Adailyreviewofpricesatthepumpisconventionalintheworld’sfullyliberalizedmarkets.Itenablespricesignalsfromtheriseandfallintheworldmarketstopassthroughefficientlytotheend-consumer.Effectivefunctioningofmarketsreliesonthosepricesignalsbeingrelayedtotheconsumerandtriggeringademandresponse,whichinturnhelpsbalancethesupply.Fuelsubsidiesandpricecontrolstypicallydistortthosesignals.Whileamonthlypriceadjustmentmightappeartoprovidemorestabilityinavolatilemarket,itleadstoabiggerone-timeriseorfall,ratherthanseveralsmalleradjustmentsoverthesameperiod,whichmightactuallybeeasiertoabsorb.

Malaysiaisnottheonlyonetinkeringwithitsfuelpricingmechanismthisyear.India’sstate-ownedoilmarketingcompaniesintroducedadailyreviewofpetrolanddieselpricesacrossthecountrystartingJune16underagovernmentdirective,followingapilotprojectinfivecitieslaunchedMay1,endingfouryearsoffortnightlyrevisions.

MuchlikethesysteminMalaysia,dealersownthefuelinventoryattheretailstationsinIndia.UnlikeMalaysia,theyhavemoreleewayinstoragebutataninterestrateof13-14%,theborrowingcostsforholdingextrainventoryarehigh.Theswitchtodaily

priceadjustmentsalsomadeitmoredifficultfordealerstoactivelymanagetheirinventoriesinanticipationoftheratesgoingupordown,somethingthatwasrelativelyeasiertodoinafortnightlyrevisioncycle.

Fornow,toavoidinventorylossesfromacontinuousslideinoilprices,thedealersaresaidtohaveslashedtheirstocklevels,insomecasesbyasmuchastwo-thirds.Theythusavoidincurringlossesinafallingmarket,butthesituationriskscausingsevereshortagesatthepumpsfromthesmallestofunforeseensupplydisruptions.Thismayneedtobetackledsomewheredowntheline.

Nonetheless,onbalance,Indiahasmanagedtogetalotoftheprocessesandcommunicationsarounditsderegulationright.Thecountry’sdomesticsupplyisdominatedbythethreestate-ownedrefinersandmarketersIndianoilCorp.,BharatPetroleumCorp.andHindustanPetroleumCorp.,whosetandcommunicatepricesofdieselandpetrol,whicharefullyderegulated,withnointerferencefromthegovernment.Thefuelprice-buildupissharedinfulldetailwiththepublicaftereveryreview,basedonaformulathattracksbenchmarkproductpricesinSingaporeandtheArabGulfmarkets.

Fulltransparencyaroundthepricingmechanismandclearandconsistentcommunicationwiththepublicarekeytoasmoothtransitiontoaderegulatedfuelpricingenvironment.Thethirdessentialisforpolicy-makerstoagreeonaliberalizationroad-map,andshareitwiththeoilindustrystakeholdersandconsumers.

Ultimately,theonusisonthegovernment,evenwhiledoingatight-ropewalkbetweenopposinginterestsinthedomesticfuelmarket,tosetaclearagenda,forgeacommonunderstandingoftherationale,theroad-mapandthemechanismforliberalizationwithallthestakeholders,andensurefulltransparencyalongtheway.

PreemcanprovidenationwidedeliveriesacrossNorway,andnowincreaseoperationsforretailersandheavycommercials,throughthisacquisition.PreemEvolutiondieselwithabout20%renewablecontentin2017andHVo100aretwodurableproductsofferedbyPreemunderitsownbrandintheNorwegianmarket.

Gallagher Fuel Systems is pleased to publish data that validates a significant Return on Investment (ROI) for Stage 2 Vapour Recovery (VR2). This data was independently gathered by a Gallagher Fuel Systems customer with the intention of accurately measuring the real cost benefit of installing a Gallagher VR2 solution based on the true reduction in petrol losses. The case study provides comparative data collected from a single filling station before and after the installation of a Gallagher VR2 solution. The “Before” data was taken for a 12 month period from April 2013 to March 2014. The “After” data was taken for a 12 month period from April 2015 to March 2016.

CASE STUDY CONDITIONS:

This case study shows petrol losses for this Site were almost halved, from 0.43% to 0.22% following the installation of a Gallagher VR2 solution. If this improved loss (0.22%) was applied to the “Before” VR2 data, annual petrol losses would have reduced from 18,768 litres to 9,501 litres, resulting in 9,267 fewer litres of petrol being lost to the atmosphere.

• This filling station was equipped with Stage 1 Vapour Recovery (VR1) for the entire duration of the case study, i.e. before VR2 and after VR2.• This filling station is located in Auckland New Zealand near sea level. Annual temperatures range between 8degC and 24degC on average.
