What is a Target?

• A target is personnel, material, or a piece of terrain that is numbered for firing and/or future reference

Page 21: FIGHTING WITH FIRES PLT / CO FIRE PLANNING CR9B03

FIGHTING WITH FIRESFIGHTING WITH FIRES

Target DesignatorsTarget designators consist of two letters followed by four numerals, for example, AA1000. The two-letter group denotes the originator of the target. The first letter designates a particular nation or a corps associated with a particular nation. The second letter is assigned by corps down to brigade level. Blocks of numbers are assigned by those headquarters having two assigned letters.

NUMBERS ASSIGNED TO

0001-1999 FSE

2000-2999 FSO, lowest numbered maneuver battalion task force or squadron1

3000-3999 FSO, second lowest numbered maneuver battalion task force or squadron

4000-4999 FSO, third lowest numbered maneuver battalion task force or squadron

5000-6999 Additional FSOs

7000-7999 FDC, direct support FA battalion

Target DesignatorsA battalion task force or squadron-size element with a block of numbers may suballocate numbers as shown in Table 1-5. Normally assign two targets in blocks of five. Consult unit tactical standing operating procedures (TSOP) for specific unit target numbers.

NUMBERS ASSIGNED TO

000-199 FSO or FSE

200-299 FIST, Company Team A

300-399 FIST, Company Team B

400-499 FIST, Company Team C

Note: If additional numbers are needed, company team FSOs get them from supervising FSEs.

TARGET TYPES

• Target of Opportunity– Target which appears and against

which no attack has been prearranged

• Planned Target– A target against which fires have

been prearranged

ON CALL TARGET

• Planned Target that is not scheduled for attack at a specified time

• May be attacked when requested• Less reaction time required then for

a Target of Opportunity

FIRES PARAGRAPHFIRES PARAGRAPH• Describes the Concept Of Fires that with the scheme of maneuver

communicates how the force as a whole will achieve the Commander’s Intent.• The primary audience for the Fires Paragraph is the subordinate maneuver

commanders and their staff.• Must clearly describe the logical sequence of EFSTs and how they

contribute to the concept of operations.• The overall paragraph organization should mirror that of the scheme of

maneuver paragraph.• The format for the paragraph uses four sub categories: task, purpose,

method, effects.• Within each phase each EFST will be described in sequence of planned

execution using TPME.• EFSTs are refined from the commander’s intent and his fire support planning

guidance.

ESSENTIAL FIRE SUPPORT TASK (EFST)

A task for fire support to accomplish that is required to support a combined arms operation. Failure to achieve an EFST may require the commander to alter his tactical or operational plan. Expressed in terms of task, purpose, method, and effects.

METHOD• Method describes how the task and and purpose will be achieved• Must address priority, allocations, and restrictions• Two techniques for writing method - bulletized and sentence

format• Method is the nuts and bolts of how the EFST will be executed

What goes in method - POFs - FPFs- OBSERVERS (Pri / Alt) - RESTRICTIONS- TRIGGERS - SPECIAL MUNITIONS- TGT ALLOCATION - TGT - PRIORITY TGTs - IEW- CAS / ATTACK AVIATION - ANY OTHER

Priority• Addresses who has POF• Addresses when POF shiftsAllocation• Designates the allocation of FS assets includes:

- Observers (pri/alt, COLT, radars)- Targets Allocated For Planning- Close Air Sorties- Smoke, expressed in Minutes And Size- Priority Targets, FPFs, And Copperhead

Restriction• Addresses FSCMs and The Use Of Specific Munitions

METHOD… BULLET FORMATMETHOD:

PRIORITY: FA POF to Team Alpha, Mortar POF to Team Charlie. Team Delta FA and Mortar POF when committed.

ALLOCATION: Team Alpha fires FA Pri Tgt AB1000, Bn 3 DPICM when FSE goes to ground. Team Charlie fires mortar Pri Tgt AB 2001 Plt 10 HE at AT-5 platoon when they set their firing line. Back up observer for both targets is COLT 2 vic. OP1. Send immediate suppression missions to TF FSO, expect mortar Plt 3 HE. CAS maintained at TF level.

RESTRICTIONS: NFA 200m radius over COLT 2. No DPICM within 500m NP123456. ACA Joe in effect when CAS at IP, no fires south of 58 North / South gridline.

EFFECTSEFFECTS• Attempts to Quantify the Task.• Provides the Looker With a Measure of Completion of

the Task.• Provides the Basis for the Assess Function in D3A. • Formerly known as the “endstate”

EffectsExampleAGMB delayed for 20 minutes. 1 T80 / 4 BMPs destroyed

EVENT III. BREACHING OPERATIONS

Task. Limit the enemy ability to observe and place effective fires at the breach site.

Purpose. To allow 1st Platoon to conduct breaching operations without being decisively engaged by enemy indirect and direct fire system.

Method. P: COLT 1 have POF FA and Mortar. O/O, POF Mortar shifts to 3 rd Platoon once 2nd Platoon go through breach lanes. A: 1 COLT attached to 1st Platoon. FA to suppress objective with Group A1B (AB2002, 2003, 2004). Mortars fire AB2008, 500m smoke screen for 30 minutes. Alternate observers for both targets, 3rd Platoon. R: NFA 1 on COLT 1 position. NO DPICM on the objective. ILLUM requires TF approval.

Effects. Obscuration smoke for 30 minutes and MRP suppressed.

WHEN TARGETS ARE PLANNED WEMUST IDENTIFY/CONSIDER:

PLOT-CR

FS White Paper

Page 90: FIGHTING WITH FIRES PLT / CO FIRE PLANNING CR9B03

FIGHTING WITH FIRESFIGHTING WITH FIRES

PLOT-CR• Purpose – What is the goal of the Target.

What are you trying to accomplish

• Location – What is the location of the Target, where it is in relation to the operation as well as its grid (min 6 digits)

• Observers – Both primary and alternate. The FSO can only be one, who is the other? PL/PSG/Sqd Ldr can also do it if they are trained.

Page 91: FIGHTING WITH FIRES PLT / CO FIRE PLANNING CR9B03

FIGHTING WITH FIRESFIGHTING WITH FIRES

• Trigger – When does the observer make the call to execute the target, what event/time (enemy or friendly) triggers the call.

• Communication – On what radio net does the observer execute the target. Company Net? Fires Net? It needs to be clear so the primary and alternate can understand who (by call sign) to call to execute the target.

• Resources – What should the observer see when he executes the target. # and type of rounds. Now he can judge when the mission is over and he can make the call if the effects that we want have been accomplished or not.

ID Requirements for EFSTs

Platoon Leader Actions

Assign responsibilities for EFSTs

Rehearse & Execute

Refine/Verify Refinement

Look in company order to see what you are responsible for, specified and implied tasks.

IE. TGTs to shoot or plan, observers to emplace.

What squad or asset is in position to execute assigned task. Ensure can brief PLOT-CR for

each TGT. Purpose, Location, Observer (Pri. & Alt.), Trigger (tactical), Communication means,

Resource to execute (PLOT-CR)

Knowing the TGTs task and purpose does its location make sense on the ground. Develop

technical triggers.

IE. TGT on wrong side of obstacle

Take part in both FS and MNVR rehearsal. Ensure both primary and alternate executors

are prepared.
