SECTION 01 11 0 1 : SPECIAL INFORMATION AND REQUIREMENTS

1.01 PROJECT PERSONNEL AND DUTIES (other than Contractor)

A. The Architect

1. Architect of Record: TAM+CZ, LLP, Architecture Planning Interiors 5650 N. Fresno St., Suite 110, Fresno, CA 93710 Identified Signer of Documents: Rodney V. Andreasen, Architect and Firm Principal Designated Alternate: J. Martin Temple, Architect Firm Principal

2. Consultants: as listed on Drawings for the Project. Each Consultant is responsible for review of submittals related to and for on-the-job review of construction related to its design scope.

3. The term "Architect" refers to the above-described Architect of Record (which together with the Consultants is termed the "Design Team"), which includes the Consultants listed. The duties and authority of the Architect during construction of the Project shall be as described in Exhibit A to this Section. Refer also to General Requirements Section 01 26 00 et. seq. for the definition and description of the formal paperwork related to the construction contract. Refer also to General Requirement Section 01 25 05 for the procedure for substitutions.

4. A Bidder or the Contractor shall not contact the Consultants direct, but is required to initiate inquiries regarding the Project via the contact person at TAM+CZ, or his designated in-office assistants. All official responses will be from Architect of Record, with concurrent copies to the related Consultant and the Owner's Representatives.

B. The Owner's Personnel

1. Inspector (or Inspector of Record). This position has the duties and authority as described in the General Conditions and state law. a. In the event that the Contractor is authorized to perform extra work on a "Time and Material"

basis, the Inspector shall be authorized to verify such hours and material uses. b. Depending on the size and scope of the Project, the District may employ assistants for the

Inspector.

2. Project Manager (PM). This position and title follows the policy of the District for terminology and duties. The person is the representative from the Facilities Division who is assigned to this Project. a. The PM is the District's Representative for this Project and is the first line of contact for the

Architect in seeking District response to issues related to the Project. b. Similar to the Architect's Consultants, questions related to the Project Documents or

substitutions or product equivalency should be initiated with the Architect, who in turn will contact the PM for District input.

c. The PM is the liaison with the District as regards the Contractor on issues other than Project Document interpretation or substitutions, especially as related to general District policy or (if the Project is an addition to an existing campus), coordination issues regarding that existing campus.

3. Other District or site personnel as the PM may designate.

1.02 SCHEDULE OF VALUES

A. The Contractor shall submit a detailed breakdown of the Contract Price (Schedule of Values) for each of the Parts A & B for the Project. Each item in the Schedule of Values shall include its proportionate share of the applicable overheard and profit.

B. The Schedule of Values shall include separate sections for Building, the on-Site Development/Site Utilities and Off-site Development. Each section shall contain line items which in general conform to the line items portrayed in the Schedule required by Division 01 and shall indicate clearly all categories of the major subcontractors and / or construction work; specification section number is also a good guide.

C. If the Project includes more than one structure, the Schedule of Values shall include Site Development as a whole and each Building.

D. The Schedule of Values shall include the following. 1. The Schedule shall include a major subdivision entitled "PART A - The School Proper". The

Schedule Shall.

a. Fire Sprinkler Costs; (up to 5' from Building, underground. b. Fire Sprinkler Costs (including 5' from the Building) c. Site Lighting (not on building) d. All other site development costs, each as a line item (landscape, irrigation, concrete flatwork,

etc.) e. All other costs, each a line item (flooring, framing, etc.).

2. The Schedule shall include a major subdivision entitled "PART B - Offsite Costs". Off-site is defined as new property line to new property line.

3. The Schedule shall DflLcontain a subdivision PART C. 4. The Schedule shall include a major subdivision entitled "clearing the portion called

"PART D -Temporary Building Area" One cost to be displayed, including:

a. District to remove temporary, factory-built buildings. b. Contractor to accomplish required demolition. c. Contractor to install new irrigation and planting, including turf, per shts. L1.0 thru L5.2 d. Contractor to install accomplish earthwork requirement.

5. The Schedule shall have a major subdivision entitled "Eliminate the Existing Ponding Basin". The Schedule shall include under Site Development:

a. Demolition of the fences and gates, (per Spec. Sec. 02 41 14, Art. 3.04) and piping and "Outlet Structure".

b. Placement of fill as completed fill (per Spec. Sec. 31 23 00). c. Surface treatment as grading, (includes PART E).

1.03 QUALITY CONTROL

A. The Contractor is required to install each category of material or system, at the least, to the average of the current workmanship standards is to be expected of institutional work in 2017 in this part of California. Many Sections of this Specification specify higher standards, or specify accepted industry standards; such specified standards shall be required for this Project.

B. The Owner expects the General Contractor, via its Job Superintendent, to review all workmanship, and to demand of its own workers and subcontractors conformance with the specified standards of workmanship, and proper installation of all products and systems shown and / or specified, including the Consultant's designated systems. The Contractor shall comply with the Contract Documents if previous observations by the Architect / Engineer or the Inspector have not identified failure to meet the requirements.

C. During the course of construction, either the Inspector, the District's PM, or the Architect is authorized to call the Contractor's attention to inadequate workmanship, and demand that the work be improved (or replaced) to meet the requirement standards. Such requirement for improvement shall be communicated to the Architect, and should be noted in writing, with copy to the Architect.

D. During the course of Construction the Architect's consultants will visit the Project for review of each Consultant's related work, at approximate points in the construction process.

1.04 ELECTRONIC FILE AVAILABILITY

A. Read-only Files: PDF format files will be made available to the General Contractor, via a CD with all sheets recorded thereon. The Architect will not allow, nor will it allow the printing company holding the Project drawings, to print a partial set for any person or entity.

B. Autocad (editable) Files: The Architect has produced the Project in Autocad, and will make available, after the Project has been awarded and subcontractors are officially listed, and only to the General Contractor or its subcontractors, certain drawing sheet numbers in Autocad on CD.

1. Availability will be limited to site-plan-related sheets but in all design disciplines. 2. The contractors involved will be required to sign an understanding/release form. 3. There will be a charge to the General Contractor of $960 per Drawing Sheet number so

requested, to compensate the Architect for the staff time required to create the "bound" sheets.

1.05 ON-SITE UTILITIES

A. The on-site utilities will only be in/or related to the Weldon Ave. frontage; there are none in the Valentine Ave. frontage.

B. City of Fresno utilities. The pipelines required to serve the school shown in these Drawings are already in place. Provide the materials required to complete the connection is shown in the Drawings.

C. Utility-company owned facilities. Provide labor and materials required to complete the connection for the school as shown in the Drawing. To the extent that the Rule 16 requires the utility company to provide such as part of its requirements, the utility company shall provide such.

1.06 THIS PROJECT 1002

A. This Project is to complete the construction of a permanent Elementary School Campus at the Valentine-Weldon site. There is already an operating school at that site, although it is housed in temporary building facilities of a factory-built type and an outdoor playing/parking area related to Valentine Ave..

B. DSA has approved two projects, which together complete the steps that Central Unified School District some years ago realized that would form the campus that we now see.

C. The DSA approvals:

1. Appl. #02-113619, implemented by TAM+CZ Project 1407 2. Appl. #02-113972, implemented by TAM+CZ Project 1002.

D. PARTS which make up the whole Site:

1. PARTS A&B: Standard design with new work by Architect & Agencies, each Professional with a contract issued, by District.

2. PART C: Play area and parking lot are existing. The District is responsible for moving the factory - built portables. Each piece of piping missing under asphalt shall be subject to discussion with Owner.

3. PART D: The temporary school will be relocated by the District, (to another site needing factory-built buildings). The Contractor will remove concrete paving/fences and piping, and the site turned into turfed play area. a. Install plants and irrigation, and demolition of existing facilities. b. Limits of new Grading per C3 apply to L4.3 and L4.4, as well as other sheets. c. Demolition shall comply with Art. 1.02 D. of Sec. 01 11 00, issued with Adden. No. 1

4. PART E: The Drawings require the Contractor to do what's necessary. 5. Existing Ponding Basin. The new offsite curbs which forms W. Weldon Ave. are indicated; the

new offsite curbs which form that new street essentially bisects the existing Ponding Basin (after the existing Ponding Basin has been eliminated).

1.07 OPERATION OF PROFESSIONALS: PROJECT PARTS A (and D) and B

A. PART A (and PART D as it is modified to a permanent configuration)- Permanent School with

Project Documents: Drawings, Sheets 00 thru Sheet F-10 and Project Manual. (Including Sheets C1 thru C6)

Building Official (Agency of Jurisdiction): DSA (Division of the State Architect) issues authority to construct (in this case the approved Drawings and Specifications). The District's Inspector of Record (IR) is also a DSA inspector, although the DSA field inspector will additionally call on the Project during the construction of the Project.

Submittals: Contractor shall submit to TAM+CZ, which will be responsible for reviewing (or cause it's Consultants to review) all such submittals.

A/E Instructions to Contractor: Coordinated by TAM+CZ.

Review of Monthly Contractor Pay Request: IR and TAM+CZ.

B. Part B - QfisJte_^ej/eJopmejii

Prime Design Firm: Alan Mok, Civil Engineer (Consultant direct to District). Hired direct by District.

Project Documents: Drawings: Sheets C1 thru C18 (C1 thru C6 apply to both PART A and B).

Specifications: Project Manual references to Agency Standard Specifications.

Agencies of Jurisdiction: City of Fresno and County of Fresno, and FMFCD. These agencies will have their inspection forces, whose directions will have priority with the Contractor. The IR will not have jurisdiction on technical or quality control issues. All Jurisdictional Agency discussions regarding the offsites will be handled direct by the Office of Alan Mok with the respective Agency. TAM+CZ and IR roles are strictly limited to the overall project schedule and on-site/off-site systems transition coordination.

Submittals: Contractor shall make submissions to TAM+CZ, which will pass the data on to the Mok Office for review. The Mok Office will apply its review stamp, not TAM+CZ (the architectural firm will act as a "traffic director"- only for this PART B).

AE Instructions to Contractor: The Mok Office deals direct with Contractor, with information copy only to TAM+CZ and IR. Likewise, the Mok office will discuss issues direct with the District (as its client).

Review of Monthly Contractor Payment Requirements: The Mok Office deals direct with District.

SECTION 01 32 12: CONSTRUCTION SCHEDULING

PART1: GENERAL

1.01 DESCRIPTION

A. This Section sets forth the requirements related to a CPM construction schedule, and the phasing and scheduling required of the Contractor in performing the work of the Project.

1.02 PREPARE CPM SCHEDULE

A. Within twenty five (25) calendar days after receiving the Notice to Proceed, Contractor shall submit a Progress Schedule for District's approval. The Schedule shall include PARTS A, B, D and E and work on the Ponding Basin, and shall indicate the beginning and completion dates of all phases of construction and the PARTS, and shall use the critical path method (commonly called CPM) or equivalent scheduling methodology for the value reporting, planning and scheduling, of all work required by the Contract Documents. The Schedule will separately identify those milestones or events that must be completed before other portions of the Project can be accomplished.

B. The scheduling is necessary for the District's adequate monitoring of the progress of the Project and shall be prepared in accordance with the construction time frame described in this section of the Specifications. The District may disapprove such a Schedule and require modification to it if, in the opinion of the Architect and District, adherence to the Schedule will cause the Project not to be completed in accordance with the Contract Contractor shall adhere to any such modifications required by the District. Contractor shall exchange scheduling information with subcontractors and suppliers, Contractor shall order submittals, work, equipment and materials with sufficient lead time to avoid interruption of the Work/Project.

C. The Contractor shall submit to District a monthly schedule with Contractor's pay application to reflect the actual sequence of the Work which shall be totally separate and apart from the original progress schedule. Failure to submit with result in rejection of pay application.

D. The Contractor shall also, if requested by the Architect and District, provide revised schedules within ten (1 0) calendar days if, at any time, the Architect and District consider the completion date to be in jeopardy. The revised Schedule shall be designed to show how the Contractor intends to accomplish the work to meet the original completion date. The form and method employed by the Contractor shall be the same as or the original progress schedule. The Contractor shall modify any portions of the Schedule that become infeasible because of activities behind schedule or for any other valid reason. Contractor shall provide documents and justification for any schedule changes. An activity that cannot be completed by its original completion date shall be deemed to be behind schedule.

E. Contractor shall submit a revised Schedule within ten (1 0) consecutive calendar days of Contractor's request for any extension of time. Failure to submit such schedule will result in Contractor waiving its right to obtain any extension of time.

F. If Contractor submits a revised Schedule showing an earlier completion date for the Project, District's acceptance of this revised schedule shall not entitle Contractor to any delay claim or damages due to any revised Schedule, or any additional compensation for early completion.

1.03 PHASING REQUIREMENTS

A. PHASE 1: PARTS A & B

1. Construction of PARTS A&B may start upon receipt of the NTP and proceed to completion within stipulated construction time, including all submittals and ordering related to the project. Stipulate the calendar days, not to exceed 548 calendar days. Contractor to be loaned the plans of Project 1407.

2. PART B - OFF-SITE WORK: PART B Shall be completed in time to move traffic east-west the width of the site. This traffic shall be able to turn the corner at Valentine Ave. and Weldon Ave.

B. PHASE 2 & 3, PART D

1. PHASE 2: The District will move-in to the new building upon completion of Phase 1, at the start of "Moving the Temporary School Off the Campus." Phase 2A - District to move the factory built buildings off the campus. Phase 2B - Contractor to Demo surface features: fences, curbs and concrete flatwork. Phase 2C - Contractor shall shown water and storm drain systems (saving those indicated)

Assign 60 Calendar Days for the Moving/Demolition).

2. Phase 3: Contractor to complete PART D, including: Phase 3B - Complete new irrigation and landscaping per "L" sheets Phase 3C - Turf area to existing the concrete curb at south.

Assign 60 Calendar Days, the time for turf to grow.

C. Contractor shall confer with the on-site school administration to determine mutually acceptable intermediate dates within the construction time framework, which will then be reflected in the Schedule required by this Section.

D. Work done at other than vacation times, will be during regular school time and is subject to utility interface requirements of Specification Section 01 12 00, Para. 3.04. Work done during holiday and vacation time will be deemed to allow contractor to interrupt utilities at its convenience.

1.04 RELATED TIME OF CONSTRUCTION

A. In light of the Construction and Phasing Requirements, the specific dates are herewith translated into the following allowed calendar days for completion of the Project: The Contractor shall enter required complete all Phases (PART A&B [including work on the existing Ponding Basin] and PART D) of the project in 548 calendar days from the Notice to Proceed. The finite number "548 calendar days" is the Time of Construction and is the number stipulated on Page 6/6 in the Instructions To Bidder

N. FIBER-CEMENT PRODUCTS

1. Fiber-Cement Siding Panels: Made from fiber-cement board that does not contain asbestos fibers; complies with ASTM C 1186, Type A, Grade II; is classified as noncombustible when tested according to ASTM E 136; and has flame-spread index of 25 or less when tested according to ASTM E 84. a. 3. Installation: a. Apply to furring channels or shown in 5/A-9.10.2. b. Fasten panels to steel substrate with specified fasteners. Comply with manufacturer's
