Theseinvestmentshavecreatedawealthofsocialcapitalandorganization-alcapacitiesinthisremotepartofPakistan,providingasoundfoundationonwhichtobuildthenextgenerationofbroadbasedcivilsocietyorganiza-tions.TheLocalSupportOrganizations(LSOs)areformalandprofessionalorganizations, rooted in broad-based village and women’s organizations(V/WOs).Theycanbevariouslydescribedaspeople’sorganizations,neo-indigenousorganizationsorhybridorganizations,takinghalfoftheirtraitsfromcommunitarianvaluesofV/WOs,andhalffromprofessionalsupportorganizations,suchasAKRSP.Theirprimaryroleisdevelopmentmediation,localplanningandlinkageswithserviceprovidersforservicesateconomiesofscale.Withinashortspanoffiveyears,LSOshavegrown inscaleandcomplexity,reflectingthediverseneedsandaspirationsoftheirconstituen-ciesthroughoutGBC.TheLSOapproachhasalsobeentakenupbyotherRSPsinPakistan,andtheirnumberhasgrowntoover500nationally,atthelatestcount.

ThisLSODirectory,ofLSOsinGBC,isatimelyinitiativeoftheKnowledgeManagementunitthatwillfacilitatecrosslearningandsharingofideasandserveasaneffectivetoolformanagement,outreachandnetworking.IhopethisDirectorywillbeofgoodvaluetoLSOs,theirsupportsystems,andthewiderdevelopmentcommunityinPakistan.

Preface

1.1 How the LSO Story was evolved?

SinceitsinceptioninDecember1982,AKRSPhasfocusedonsocialmobiliza-tionthrough institutionalactions,by fostering local receivingmechanismsintheformofinformalVillageandWomenOrganizations(V/WOs)asakeydrivertocatalyzeself-governanceandsustainablelocaldevelopment,atthegrassrootslevels.Fosteringover4,663V/WOs,inover1,000villagescover-ingmorethan100,000households,withalmost85%coverageinGilgit-Bal-tistanandChitral,thispeoples’movementledbysocialactivists,hasindeedcreatedacriticalmassof social capital,whichwas largely instrumental inrapidlytransformingthelivesandlivelihoodoftheruralhouseholdsintheprogrammearea.

Thekeyinstrumentsofsocialmobilizationwere;organization,skillandcapi-tal formation (Tanzeem,Hunar andBachaat),whichbecameahouseholdmotto,inthe80sand90s.Infact,thevaluesofself-reliance,selfbeliefandself-autonomyhelpedincreatinghope,trustandconfidencecontributingtodoublingthepercapitaincomeathouseholdlevelsandreducingextremepoverty,theincidenceofwhichwasreportedover80%intheprogramarea,whenAKRSPstarted.Theruralpoorwasabletogeneratesurplusfood,sur-plusincomeandskilledlabour,whichthehouseholdsinvestedineducatingtheir children,gettingaccess tobasichealthcare,nutritionand improvingtheirhousingandlivingconditions.Allthiswassupplementedandcomple-mentedthroughaprogrammodelbasedonintegratedconceptsandinvest-mentsinmicroinfrastructure,naturalresourcemanagement,micro-creditandsavings,enterprisepromotion,womendevelopment.

Over theyears,due tomultiple factors includingchanges indemography,increased investmentsbypublicandprivatesectors,especially inphysicalcommunication, transportationandtelecommunicationsectors,enhancedborder trade, tourism and business opportunities and investments in so-cial development, community-based development by the non-profit sec-tor,thetraditionalisolation,inaccessibilityandconstraintsatvillagelevels

wereabridged,thoughnewchallengesandopportunitieshaveemergedatahigherspatialscale;unioncouncil,municipality,tehsilanddistrictlevels,whichwouldrequirenewkindofinstitutionalresponsesandprocesses.

WhiletherewasaneedtoconsolidateandstrengthentheV/WOsandothercivilsocietygroupsatthevillagelevels,thereemergedaneedtofacilitatealliancesandfederationsofsuchvillagelevelactionsandlinkedtoasecondtierofinstitutionsattheUClevel,providingaharmonizationandsynergisticrelationshipbetweenthevariousactors;public,civilsocietyandtheprivatesectors,playingroleofservicemediation,communicationandcoordinationandindevelopinganintegrateddevelopmentvisionattheUClevel,drivenbycollectivewisdomandactionsoflocalpeople,asagainstcapturingofre-sourcesanddecisionmakingbyfewvestedinterestgroupsorthroughtopdownpublicsectorplanningatfederalandprovinciallevels.

The Local Support Organizations (LSOs), as federations or alliances of V/WOs,are therefore, fostered to respond to thesechallengesand tobuildontheemergingopportunities.Theobjectivewastosupportlocalizedper-manent,professionalandformalinstitutionalsupportmechanismsatmicroarea levels thatareable topromoteandstrengthen theV/WOsandhav-ingthecapabilitytoforgepartnershipswithgovernment,privatesectorandwith development agencies on their own. Themajor attributionof theseLSOsisitsinstitutionalmembershipofthegrassrootsinstitutionsanditshy-bridcharacterintermsofhavingavolunteerboardandasmallprofessionalmanagementteam.Asofnow,AKRSPexperimented58LSOsthroughouttheprogrammearea;Gilgit,BaltistanandChitral,having3,599memberorgani-sationsand132,353memberships.

1.2 Major Functions of LSOs

work with community organisations, relevant government agencies,•andcivilsociety,developmentandconservationagenciesetc.,tode-velopplansandprogrammesforthesustainableuseandmanagementofnaturalresourcesintheirareasofoperation;and

payparticularattentiontoopportunitiesandcommunityneedsbyin-•volvingwomenandthepoorest,intheirowndevelopment,withinthesocialandculturalcontext

TheinstitutionalsustainabilityoftheLSOsislinkedtotheincreasedowner-shipandparticipationofyouthinthesecommunityinstitutions,mobilizationoflocalhuman,physicalandfinancialresources,anddevelopingandretain-inghardcoreactivistsandyoungprofessionalstoleadtheseinstitutionswithprofessionalintegrity,financialprudenceandprovidingdemand-ledservicestoprimarytargetgroups,andfinally,continuingeducationsupportprogramtoguide,trainandactas‘knowledgecatalyst’onpermanentbasis.

1.3 About the Directory

Objectives of the Directory

Thisdirectory isoneof theattempts tocompileanddisseminatesystem-atized information about the AKRSP-fostered LSOs in Gilgit-Baltistan andChitral. The directory is expected to help AKRSP, LSOs, funding agencies,civilsocietyactors,governmentagenciesandothersuportingmechanismsinimplementationoftheirdevelopmentagendas.Anyindividualororgani-zationhavingadevelopment interestcancontacttheLSOsprofiled inthedirectory.

Methodology

Theinformationwascollectedthroughaquestionnaire,designedandsharedwiththeInstitutionalDevelopmentSectionsineachprogramregion.TheRe-gionalProgrammeOfficesaccessedandcollectedtheinformationthroughLSOstaffinindividualLSOsinallthesevenprogramdistricts.

BasicinformationofeachLSOsarelistedinalphabeticalorder,accordingtoregionaldistributions.

1. Governance Structures

LSOshaveatwo-tiergovernancestructure;ageneralbodyofthememberV/WOsandotherCSOsandaBoardofDirectors(BoD).Thememberorgani-zationsoftheLSOsselectorelectatleasttwoactiviststoformtheGeneralBody(GB)oftheLSOs.TheGeneralBodyelectsBoardofDirectors(BoD).TheBoardmembers furtherelectaChairpersonandotherofficebearers.TheGeneralBodymeetsannuallywhereastheBoardholdmeetingsmonth-lyorquarterly,dependingonthebye-lawsofindividualLSOs.

The board supports the organization in setting policies, giving guidance,buildinglinkages,overseeingprogrammeandperformance.

2. Management

LSOshaveaslimmanagementstructuresandgenerallyconsistsof3-5pro-fessional staff, including manager, social mobilizer, accountant and othersupport staff. Themanagement creates linkageswith other agencies andimplementsprojectsthroughmemberV/WOs,besideshandlingtheday-to-dayaffairsoftheLSOs.

AKRSPhasextendedfinancialsupporttomostoftheLSOsforestablishmentof LSOoffices in theirprogrammeareas.Presently, all the LSOs inChitraland Baltistan regions are receiving management support from AKRSP intermsofthesalariesforprofessionalstaffandrunningcosts.TwoLSOs inBaltistanregion,BraldoandBashaLSOs,aregettingmanagementsupportthroughEVK2-CNRfundedSEEDproject.InGilgit,9outofthe29LSOsarenotreceivingthemanagementsupport.TheseincludedBestTownLSO,Gah-kuchandother8LSOsestablishedduring2010-11.ChupursonLSOisgettingmanagementsupportfromHiMaTIndigenousLeadershipandDevelopmentProgram(ILDP).

5. Year of Formation

Maximumnumbers of LSOs have been formedduring 2005 to 2007, af-tertheinitiationoftheIDPRphase.Fourorganizationswerealreadywork-ingbefore the IDPRphasewhichwere later incorporatedasLSOs.TheseincludedVillage&WomenOrganisationDevelopmentCompany,SangamLSO, RakaposhiDevelopmentOrganization andDubaniDevelopmentOr-ganization.

Established by Aga Khan Foundation (AKF) in 1982, the Aga Khan Rural Support Pro-

gramme (AKRSP) has been actively engaged in improving the quality of lives of poor

and marginalised communities living among four of the world’s highest mountain

ranges, including the Karakorum, Himalayas, Hindukush and Pamirs. AKRSP’s par-

ticipatory development approach, within a short period of time, revolutionised the

lives of more than 1.5 million people in seven districts of northern Pakistan, six in the

federally administered Gilgit-Baltistan and one, Chitral, in Khyber Pakhtunkhwa.

The development model evolved by AKRSP has itself been widely replicated both

within Aga Khan Development Network (AKDN) and in rural areas of developing

world. AKRSP’s notable achievements include a significant increase in incomes of

the target communities, construction of hundreds of irrigation channels, bridges,

and other small infrastructure projects, planting of tens of millions of trees and the

reclamation of hundreds of acres of degraded land, and the formation of 4,663 com-

munity organisations and over 58 Local Support Organisations (LSOs). These organi-

sations are now taking the roles of AKRSP in service delivery and local governance.
