STATE ACTIONS
▪ The State Emergency Operations Center activated to a Level 2 partial activation on 2020-03-07 at
1100. The SEOC upgraded to a Level 1 full activation on 2020-03-15 at 0800.
▪ SERT began daily 1115 conference calls with the counties on 2020-03-09. Calls were reduced to
Mondays, Wednesdays and Fridays as of 2020-05-15.
▪ The Florida Department of Health is posting regular updates to https://floridahealthcovid19.gov/
and has information specifically for travelers at https://floridahealthcovid19.gov/travelers/.

▪ An emergency declaration was issued on 2020-03-13 as EM-3432 for Florida and EM-3468 for the
Seminole Tribe of Florida.
▪ Governor DeSantis requested a "major disaster" declaration for Florida on 2020-03-22 under the
provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Section 401.
o A major disaster declaration was issued on 2020-03-25 as DR-4486.

▪ Governor DeSantis announced the "Safe. Smart. Step-By-Step." plan for Florida's recovery on 2020-
04-29 (see also Executive Order 20-112).
AGENCY ACTION OVERVIEW
▪ In advance of Tropical Storm Cristobal, FDOT conducted pre-storm preparations with additional
COVID-19 procedures; coordinated with ESF partners; and monitored roadways, waterways,
airports, seaports and other critical infrastructure.
▪ FDOT distributed free meals to truck drivers on 2020-05-07 to recognize the commitment and work
of professional truck drivers during the COVID-19 pandemic. The event was held at the I-75
southbound rest area at Mile Marker 346 and the food was sponsored by the Florida Trucking
Association, Chick-fil-A, Publix Super Markets and Walmart Transportation.

▪ Restaurant services at the eight Turnpike service plazas resumed operations on a limited basis
starting 2020-05-04 while adhering to the guidelines set forth in Executive Order 20-112. Food
services had been discontinued on 2020-03-24. Fuel stations, public restrooms, dog walks and
convenience stores have remained open. Protective guards were also installed at all service plaza
convenience store check-out counters.
▪ Secretary Thibault was named a member of the Re-Open Task Force Industry Working Group on
Tourism, Construction, Real Estate, Recreation, Retail and Transportation on 2020-04-21.
o Floridians could send feedback to the task force at the public comment submission portal.
▪ Accelerating critical infrastructure projects during the reduction of traffic statewide
o The initial project map and list were announced on 2020-04-01.
o A second phase of accelerated projects was announced on 2020-05-08.
o Governor DeSantis and Secretary Thibault announced the opening of five new Interstate
4/SR 408 flyover ramps on 2020-05-18. The ramps were completed more than three
months ahead of schedule.
▪ Implemented traveler checkpoints pursuant to Executive Order 20-86. Commercial motor vehicles
may bypass checkpoints to ensure the timely delivery of goods across the state.
▪ Activated the Selected Exempt Service Extraordinary Payment Plan and Career Service Regular
Compensatory Leave Payment Plan effective 2020-03-27 through 2020-06-25.
▪ Honoring and recognizing those individuals on the front lines who are sacrificing so others can
remain healthy and safe by lighting up FDOT facilities red, white and blue.

▪ Published a news release "FDOT Provides Guidance for Implementation of Executive Order 20-80"
on 2020-03-24 regarding travelers coming from the New York Tri-State region.
▪ Assisted SERT with airport and seaport terminal geospatial coordinates for the potential use of
FEMA Wireless Emergency Alerts (WEA) to communicate quarantine and other recommendations
to arriving passengers as recommended by the Florida Surgeon General.
▪ Coordinated with Florida airports, government partners and law enforcement to provide
information on inbound flights pursuant to the requirements of Executive Order 20-80.
▪ Closed SunPass Customer Service Walk-In Centers located statewide on 2020-03-23.
▪ Coordinating with USDOT, the Florida Trucking Association, the Florida Department of Highway
Safety and Motor Vehicles and the Florida Highway Patrol to help mitigate the impacts on the
transportation and logistics industries.
▪ Increased the normal size and weight restrictions for divisible loads on any vehicles transporting
emergency equipment, services, supplies and necessary agricultural commodities on state roads.

▪ Posted COVID-19 educational materials, posters and signs at rest areas, welcome centers, service
plazas, SunRail stations and FDOT offices/work sites.
▪ Hosting weekly teleconferences with Florida Department of Health officials, seaports and public use
airports to provide briefings, receive updates and answer questions.
▪ Worked with counties to meet their requests to post new signage in FDOT rights-of-way and post
messages to state dynamic message signs.
▪ Provided toll collectors with additional training, a requirement to wear gloves and continuing with
enhanced cleaning.
o Suspended all cash tolls in favor of SunPass and Toll-By-Plate on 2020-03-19.
o Implemented a phased plan for the resumption of cash toll collection (Phase 1 on 2020-05-
18; Phase 2 on 2020-05-26; and Phase 3 on 2020-06-01).
▪ Cleaning and sanitizing SunRail trains daily; providing staff with sanitizing towelettes; and
encouraging frequent hand washing.
▪ Communicated with asset maintenance contractors to ensure that cleaning products are of
sufficient strength and disbursed on a regular basis.
▪ Coordinated the delivery of masks to harbor pilots working at seaports.
▪ Coordinated with local transit agencies to repatriate fifty-four Florida residents to their homes from
federal quarantine at Dobbins Air Reserve Base in Georgia.
▪ Monitoring lane closures in proximity to hospitals and Florida Department of Health facilities,
removing lane restrictions as needed to ensure mobility.
▪ Coordinating with state, local and law enforcement agencies to help ensure mobility around
temporary testing sites and using social media channels to broadcast location details once open.
▪ Emailed all personnel to address key issues including hand washing; hand sanitizers; telework; leave
rules and use; vigilance on symptoms; workplace safety; employee welfare; and supervisor roles in
encountering symptomatic employees.
▪ Secretary Thibault is hosting internal "Town Hall" webinars to provide updates on the department's
response; detail the activities taking place to ensure that all personnel remain safe while working at
our facilities, in the field or remotely; and answer questions.
▪ Reviewing continuity of operations plans; analyzing the workforce to further determine essential
functions that can be performed at the office versus remotely; assessing hardware and software
needs for those working remotely; and determining for how long certain essential functions can be
performed remotely. Other relevant policies and procedures are being reviewed for potential
supplementation based on the needs of this event. For example, FDOT Human Resources created a
new "Agreement for Temporary Telework Arrangement" form for employees, supervisors and
directors to support personnel working remotely in fourteen-day increments. The new document
supplements the existing Telework Program and supports the Continuity of Operations Plan.
▪ Communicated with other state transportation departments via the American Association of State
Highway and Transportation Officials (AASHTO) to share best practices and strategies.

Clarification on Commercial Vehicle Movement (2020-04-03)
▪ FDOT has received several inquiries from operators of commercial motor vehicles asking if the load
they are transporting is considered essential. In accordance with Executive Order 20-91, workers
who support crucial supply chains and enable functions for critical infrastructure are typically
exempt. FDOT will continue its normal processes for the issuance of oversized/overweight permits.

Road Closures:
Southbound Roosevelt Bridge is closed to traffic. Northbound Roosevelt bridge is open to 4 lanes of
traffic (2 in each direction) and is load posted for 5 tons. The District is actively working on the repairs
to reopen both bridges to normal traffic.

Modal Situation Report:
Airports:
o All D4 airports are open and operational.
Seaports:
o All D4 Seaports are open and operational.
Freight:
o Trucks are being diverted to regional detours and away from the Roosevelt Bridge in
the City of Stuart while repairs to the bridge are underway. The bridge is weight
restricted at 5 tons Gross Vehicle Weight (GVW). Trucks can use Dixie Highway as an
alternative to cross the St. Lucie River; with a truck detour route identified for
downtown Stuart. D4 & CO PIO is conducting targeted outreach to truck drivers and
freight stakeholders to inform the freight community about the detours.
Tri-Rail:
o On 07/26/20, there was an 71% reduction in ridership.
o As of 07/26/20, a portion of designated SFRTA employees are working remotely.
o Tri-Rail fares are suspended and trains are operating on a modified schedule.
o Continuing to sanitize Tri-Rail equipment, with a focus on ticket vending machines,
benches, and handles. Station personnel are encouraging passengers to implement
social distancing.
o Public access to SFRTA headquarters remains restricted.
o Tri-Rail, due to the reduced train schedule, consolidated all maintenance activities to
the main yard in Hialeah.
o Commuter Connector feeder buses have reduced services.
o DB-2 and SS-1 are temporarily suspended.
o Limited functionality of Tri-Rail phone app while trains run with adjusted schedule.
o Sent 320 free face masks to SFRTA provided by the Federal Transit Administration.
Brightline / Virgin USA:
o Train service is suspended until further notice.
Transit:
o Broward County Transit (BCT): Open and operating at reduced service levels,
including Express Bus services. Buses are being added to increase service frequencies
where demand is growing. Limited Stop (the Breeze) services are suspended. Service

Changes.aspx. Social distancing measures and rider masks have been implemented.

o Palm Beach County Transit (Palm Tran): Open and operating at regular service
levels. West Palm Beach Office temporarily closed to the public. Starting August 16,
all fixed-route, paratransit, and Go Glades riders must board through the front doors
and pay the fare to ride. Specific service information is available at Palm Tran website:
discover.pbcgov.org/palmtran/Pages/default.aspx. Social distancing measures and
rider masks have been implemented.
▪ Go Glades is operating only as a dial-a-ride service. All flex routes are
suspended until further notice.
▪ Sent 320 free face masks to Palm Tran provided by the Federal Transit
Administration.
o Martin County Transit (MARTY): Open and operating regular service levels. Route 1
(US-1) is detoured to Dixie Highway from the US-1 Roosevelt bridge due to weight

implemented.

o St. Lucie County Transit: Open and operating regular service levels. Service

• Broward MPO – staff working remotely. The July 2020 MPO Board Meeting on Thursday, July
9th at 9:30 a.m. was held virtually. The MPO is unsure when they will return to in-person
meetings.

virtually and with a few Board members and the TPA Director in person at the TPA office.

Traffic Impacts: Daily Traffic (7/17 - 7/22) compared to a year ago, a month ago and the previous week.
Daily traffic on the interstates on Wednesday decreased slightly compared to Wednesday a week ago.
I-95 was -1.0% to -3.6% lower while I-75 at the Miami-Dade/Broward County Line was -2.9% less and I-
595 was nearly -5% less. Compared to traffic a year ago, I-95 in Palm Beach, Martin and St. Lucie
counties is at about 85% to 90% of what it was, while in Broward County daily traffic is around 80% to
85% compared to last year. I-75 at the Miami-Dade/Broward Line is 70% to 75% of what it was a year
ago, and I-595 is running at about 70% in the General Use lanes and 45% to 50% in the Express Lanes
compared to one year ago.

Construction Projects:
• All Construction projects are operating normally.
• As part of 95 Express Phase 3A-1, S.R. 9/I-95 Southbound is reduced to four lanes between
Sunrise Boulevard and Broward Boulevard while foundation work is completed near Sistrunk
Boulevard/N.W. 6th Street. The farthest outside right General Use Lane and the auxiliary lane
will be closed for this activity, while the four remaining General Use Lanes will remain open to
traffic. This closure started on the night of 7/23/2020.
Traffic Operations:
Traffic Management Center: deployed additional cameras and ITS assets in the vicinity of the City of
Stuart and environs; coordinating closely with Martin County and local officials to monitor traffic and
minimize congestion while repairs of the Roosevelt Bridge are underway.
County/Major City Emergency Orders in District 4: County and City Emergency orders are being
tracked and updated daily.

o On 3/29/2020, Pembroke Pines PD and BSO requested FDOT staff be stationed at the
CB Smith Park Testing Command Center. As of 3/30/2020, FDOT staff is providing MOT
support and coordination remotely. This operation will continue until November.
o Feeding South Florida provided food to the public for free on a biweekly basis at the
Sheridan Street Tri-Rail Station Park & Ride between 8:00 a.m.-12:00 p.m. MOT is by
BOPS contractor, Bob’s Barricades. VMS signs are turned off but left on site. The setup
within the lot remains in place all week. The next distribution will be in August.
• Palm Beach County:

Public Meetings:
▪ There have been no public meetings or hearings scheduled for projects in Planning, Project
Development and Environment (PD&E) or Design since March 12, 2020. No meetings are currently

▪ Regional Florida Transportation Plan (FTP) Update Workshops in District Six, anticipated for June
2020, have been postponed until further notice.
▪ The PI Office has requested that Public Involvement consultants identify and provide a list of
future meeting requirements for their projects, along with the anticipated schedule, for
review/consideration of hosting virtual meetings.

operations. When cargo is closed the Tunnel remains closed.
▪ The Tunnel will continue operations from the control room at Dodge Island only, maintaining all
social distancing and PPE guidelines per the CDC.
▪ Tunnel operations in coordination with Port Miami and Cargo to keep critical medical supplies and
pharmaceuticals, food, and essential goods flowing.
▪ The Tunnel IRC Techs will wear their respirators and all other PPE while attending disabled vehicles.
They will also disinfect the trucks when finished with the incident. Tyvek suits will be used when
cruise passenger traffic resumes.

with two control room operators working out of the control room at Dodge Island only,

operations. Night closures will maintain one maintenance tech and one IRC tech on site for safety

▪ In line with CDC guidelines, the Tunnel will measure the temperature of all persons within our
limits. The tunnel operators will ensure that all employees, visitors, contractors report to the Dodge

Island Tunnel Control Center (TCC) to have their temperature measured with a non-contact digital
thermometer. All visitor's temperature readings will remain confidential.
▪ Maintenance closures will be distributed to several days in order to maintain appropriate social

Transit - D6 Public Transit Agencies Updates:
▪ Village of Palmetto Bay expects to begin services on July 20th, 2020.
▪ Village of Pinecrest continues Freebie services but have suspended Pinecrest People Mover, which
is used exclusively by students, as of 3/20/2020.
▪ City of Miami Beach has changed operation schedule of Miami Beach Trolleys as of March 21,
2020. They are now operating from 8 a.m. to 7 p.m. with a decreased service frequency of
approximately 30 minutes and 15 vehicles in service (a reduction to the norm). The Via 11 Street
Loop is temporarily suspended. All Trolleys are FARE-FREE.
▪ City of Miami Beach will suspend all Trolley services effective Thursday, March 26, 2020, at 7 p.m.
▪ City of Coral Gables Trolley Division has reduced number of Trolleys in service due to continued
decrease volume of ridership as of March 13, 2020 and have augmented maintenance procedures
to include periodic disinfecting of the trolleys.
▪ City of Doral’s Trolley Service routes have been modified to 8 a.m. – 6 p.m. schedule with one
trolley per route with exception of Route 1 (two trolleys weekdays and Saturdays).
▪ City of Miami has adjusted Trolley services as of March 24, 2020. All Miami Trolley routes are
operating 8 a.m. to 7 p.m. where ridership has declined and reduced number of vehicles operating.
They are also enhancing sanitizing procedures by increasing frequency of cleaning. Additionally,
Liberty City route will no longer run on Saturdays.
▪ City of Miami Springs buses are not in use and will remain so until they reopen. The City has used
them to deliver shelf stable meals last Monday and Tuesday (March 16 & 17, 2020). No
reoccurrence of delivery is expected.
▪ Key West Transit has resumed limited fixed route bus services effective May 18, 2020.
▪ Miami-Dade County has made the following changes:
▪ Metrobus: Late night service for Metrobus routes 3, 11, 27, 38, 77, 112, 119, 246,
and 500 will continue to be suspended. Riders will still be able to use the Go
Nightly program to request a late-night trip for these routes between midnight
and 5 a.m.

centers. As of April 15th, they have also reduced service by half the number of buses and the
service hours remain the same. Fares have also been suspended.

▪ Miami-Dade Aviation Department has reduced service to the E-train by 50% as of 3/27/20. The
Skytrain continues to run normal service. As of 4/7/2020, service has been reduced on all three of
the Automated People Mover systems due to decrease in airline passengers. The latest reduction
in service was on the NT Skytrain which has been reduced by 25%.
▪ North Bay Village – Downtown express from North Bay Village to Miami-Dade County Omni
Terminal Station has been suspended as of March 16, 2020.
▪ UniversityCity TMA of Sweetwater informs that the Florida International University (FIU) CATS
Shuttle is no longer in service due to FIU closure. The Sweetwater Trolley Route is operating at
normal hours.
▪ Town of Surfside has suspended all services from the onset of COVID-19.

Operational changes: Yes, as of 3/23/2020, Camillus House will only be conducting
transportation services for medical appointments for clients in homeless shelter, transitional
housing, behavioral health treatment and permanent housing or to bring on-street homeless
into emergency shelter. Representing a reduction in service for the foreseeable future.
Residential clients are being asked not to leave our facilities for non-essential purposes,
coupled with the closure of courts, government offices and business, there is a reduction in
demand for services.
In terms of COVID-19 mitigation, drivers are screening all clients before transport using the
attached tool and taking client temperature. Drivers have been trained to implement the
following procedure:
1. All drivers are to use the N-95 masks, wear gloves and dispense hand sanitizer to
clients boarding vehicles.
2. All clients are to be screened and their temperature taken with the provided
digital thermometer.
3. Clients who have a fever of 100.4 are referred to Jackson Hospital (walking
distance) for testing. Clients exhibiting symptoms will not be transported. These
individuals will be provided with a surgical mask prior to leaving if they don’t
already have one. Clients at satellite sites have been provided with information
on testing resources in proximity to their location.

4. The referral should be reported to the client’s case manager and the program
director, facility security supervisor and residential assistant supervisor to ensure
they are ready when the person returns to the residential facilities.
5. Clients returning to campus with high fever is and severe symptoms will not be
transported or allowed back to the facility. 9-1-1 should be called and notified of a
possible COVID-19 client.
6. Vehicles are to be sanitized after every trip including wiping down of the seats and
any surface that clients have been in contact with.
▪ Chapman Partnership (CP):
No changes in fares. Operating two Homeless Assistance Centers, agency do not charge for
services.
Meal delivery services: As resources as scare, neither are services that we would provide.
Transportation of residents to/from essential appointments, such as doctor's visits.

shelters to/from essential doctor's appointments and other essential services.
Challenges: Lack of availability to face masks, disposable gloves, etc.; staffing challenges; and
monetary impacts.
Operational changes: Yes, Drivers are required pre/post trip to clean surfaces of the vehicle (i.e.,
door handles, seats, carpet, ceiling) with a sanitary solution (BruTab GR). This new procedure
has been included on our Pre/Post Trip Inspection Form, which requires a signature and date by
Agency staff. Vehicles are also equipped with disposable gloves, face masks, a roll of paper
towels, spray bottle filled with sanitizer, and a can of disinfectant spray. Additionally, each vehicle
must be weekly thoroughly cleaned, inside and out.
▪ Citrus Health Network (CHN):
No changes in fares. No changes implemented. Citrus is delivering medication, but not using
FDOT Vehicles.
Meal/materials delivery services are been provided. The week of July 12, 2020 Citrus Health
Network is not delivering medication or meal to the patients using the FDOT vehicles.

approximately two weeks. Mile Marker (MM) 87 on State Road (SR) 5/US 1/Overseas Highway in
Islamorada. Beginning Monday, July 20, shoulder closures are scheduled to occur on SR 5/US
1/Overseas Highway at MM 87 in front of Founders Park in Islamorada.
Miami Dade County:
Lane Closure on the Westbound I-395 Ramp to Northbound I-95, beginning Wednesday morning,
April 22, one of two lanes on the westbound I-395 ramp to northbound I-95 will be closed
continuously for a period of approximately 18 months. (Thursday morning, April 23 is the alternate
date.) The long-term ramp lane closure will allow the contractor to reconstruct portions of I-95 where
the eastbound SR 836 and westbound I-395 enter I-95 as well as reconstruct the ramp. One lane will
remain open during peak travel periods. The closures are part of the I-395/SR 836/I-95 Design-Build
Project that will reconstruct the I-395 corridor from the SR 836/I-395/I-95 (Midtown) Interchange to
the MacArthur Causeway Bridge, including the construction of a Signature Bridge over NE 2 Avenue
and Biscayne Boulevard; double-deck SR 836 from west of NW 17 Avenue to the Midtown Interchange
and the replacement of the concrete pavement on I-95 from NW 8 Street to NW 29 Street.

Response (Paratransit) service to essential service
locations, such as medical, work and grocery locations.

Hernando County Open Hernando County Transit Services (TheBus) will
temporarily reduce service hours on all fixed routes

cleanliness of the restrooms. Dog walk areas remain open.
• Protective guards were installed at all Turnpike service plaza convenience store check-out
counters as an additional protective measure for employees and customers.

SunPass Call Centers remain open and are continuing with operations while practicing social
distancing. Customer Service Representatives (CSRs) are spaced at every other cubicle. Vendor is
promoting teleworking for employees who are able to execute their jobs from a remote location.
Additional cleaning services and disinfecting are being employed. Cleaning occurs several times per
day including all surfaces that people touch frequently such as doors, counters, railings and
microwaves.

Developed a contingency plan for janitorial services.
Continue to monitor traffic patterns at regional testing site #3 (Hard Rock Stadium Complex) for

Team continues delivery of FTE’s work program and meeting performance metrics. At this time, active
design projects are generally on schedule and have not yet been directly impacted by COVID-19.

All public meetings for April, May, June, and July have been postponed. Central Office guidance on
how to host a virtual public information meeting is being used to prepare for a virtual public

to US-27. We are awaiting Central Office guidance for hosting a public hearing planned in August for
a separate design project.
Construction and Maintenance proceeding as normal and are taking advantage of lower traffic volumes
to extend lane closure hours.
With stay at home orders lifted we are not issuing any new essential work letters to contractors and
consultants performing topographical surveys, geotechnical investigations, environmental species
surveys, wetland surveys, pavement condition assessments, and field investigations related to drainage,
utilities and design.

▪ A template Essential Personnel Letter was provided to the districts for use if needed due to stay-at-
home orders issued by local agencies.
▪ An Emergency Road Use Permit was issued on Friday, March 13, 2020 and on Friday, April 10, 2020.
Executive Order 20-52 and the Emergency Order issued pursuant to Executive Order 20-52
authorize the Department of Transportation to relieve the size and weight restrictions for divisible
loads on any vehicles transporting emergency equipment, services, supplies, and necessary
agricultural commodities in excess of the normal restrictions on weight, height, length, and width
restrictions for such vehicles.
▪ The OOM is supporting the districts as needed to keep rest areas, welcome centers, and truck
comfort stations open, fully operational, clean, and fully supplied.
▪ Solicitation activities typically conducted by veteran non-profit agencies at rest areas have been
suspended until further notice.
▪ The OOM participated on a teleconference with Ken Armstrong of the Florida Trucking Association
along with FHP to answer various questions. There may be additional teleconferences. Notes have
been forwarded to Will and Irene.

Fernandina Beach Municipal Airport - Open - Nassau County has issued two executive orders
mandating self-quarantine of 14 days for individuals arriving to Nassau County by ANY mode of
transportation from the New York/Tri-State area and Louisiana. These orders also direct individuals
arriving from those areas, transiting through the airport, to provide name, home address, and address
of planned stay to the airport to in-turn be provided to Nassau County Health Department. FHB has
developed a process to collect and submit this info.
Flagler Executive Airport - Open - The airport and ATCT are open. The airport is fully staffed and
continues to provide administrative and fueling services. After hour services are available as well. The
Airport Administration/FBO facility is closed to the public. The public has access to the restroom and
vending machine area, which can be accessed from the west side of the facility.
Fort Lauderdale Executive Airport - Open - Airport in normal operations. Executive Jet Center and Lynx
FBO's have reduced hours 7a-8p.
Fort Lauderdale/Hollywood International Airport - Open - FLL is fully operational. FL National Guard
and FDOH conducting passenger screening for all arriving flights from the New York Tri-State and

• A second JTA driver tested positive. The driver last worked on Friday.

• Additional info from District 7 on the driver barriers for the vans in Pinellas County: Tubby’s
Customs (a car restoration facility) created designs for both Minivan (standard and Braun) and
12-passenger. They are designed to be removeable and do not damage the vehicle or screw
into the frame/walls.
• St. Lucie County Transit is advising all their passengers wear masks.
• JTA had a driver test positive. Transit systems reporting employee positive tests include: JTA,
Lynx, HART, and Flagler. The driver was worked thru April 15th. JTA’s press release provides the
routes the worked for the past week. It also states, "we began sending any employees thought
to have come into contact with this person home to self-quarantine for at least 14 days. That
review continues and may result in more employees being sent home. In addition to the
frequent cleaning and disinfecting activities conducted at JTA facilities and onboard JTA
vehicles, we have repeated a deep clean of any area or vehicle this person was present at
during the past seven days."

• Effective Monday, April 13th Palm Tran will no longer be operating Go Glades Routes 1, 2, 3

response to COVID-19, Glades region customers will now be able to access Palm Tran
transportation through a "dial-a-ride" option.
• Broward County Transit- City of Fort Lauderdale implemented additional reductions in service
effective April 13. They reduced service on Beach Link, Downtown Link, and Las Olas Link

• Okaloosa (MV) will limit fixed route to 3 passengers and paratransit to 2. They’ve suspended
some routes, while asking customers to contact dispatch to arrange a scheduled pickup. They

• Osceola County is requiring masks be worn in public.
• Effective Monday, April 13th Palm Tran will no longer be operating Go Glades Routes 1, 2, 3
and 4; which is the flexed route system. In order to greater promote social distancing in
response to COVID-19, Glades region customers will now be able to access Palm Tran
transportation through a "dial-a-ride" option.
• Okaloosa (MV) will limit fixed route to 3 passengers and paratransit to 2. They’ve suspended
some routes, while asking customers to contact dispatch to arrange a scheduled pickup. They
added buses to other routes to allow for the social distancing.
• TriRail is taping off seats. No formal announcement on requiring passenger masks.
• RTS reports transporting a positive patient to and from the hospital
• RTS reports that volunteers are making masks for their employees
• SVTA is no longer collecting fares
• City of Miramar suspended two routes
• Lynx is limiting capacity to 20 passengers
• Indian River received a local grant from the United Way and an FFA Grant to deliver meals and
supplies to homebound seniors/individuals using demand response drivers, they are no longer
operating fixed route on Saturdays (temporarily). Finally, they are limiting the number of
passengers on each bus to 10 and are using the 2 buses on the routes that aren't operating to
provide transportation to the "overflow".
• Vapor, one of the companies that makes driver barriers, placed an ad in Mass Transit Magazine
describing the increased demand for the barriers in response to the pandemic.
• In response to bus crowding, Miami added articulated buses to the busy routes. The director,
Alice Bravo, stated that drivers can instruct passengers to wait for the next bus. They have
taped off every other seat. All drivers have masks.
• Flagler suspended shared ride service.
• Miami-Dade started issuing vouchers for ride shares (up to $45), because they are eliminating
the overnight routes.
• Marion Transit has now suspended fares.
• Lynx had a driver test positive. 3 other employees are quarantined as a result of contact with
the driver. They are coordinating with the Orange County Health Department.

• Citrus Connection will reimburse employees up to $30 for materials needed to make their own
masks. Citrus Connection’s reduction of service went into effect yesterday, and they report no
issues. They created a sliding scale of service based on available drivers and have been able to
implement 100% of the reduced system.
• Sunrail’s March ridership average ridership was down -38.65% vs March 2019.
• Flagler County’s office staff returns today after quarantine due to a driver testing positive.
Starting today, Flagler is requesting all passengers wear masks/face coverings consistent with
CDC guidelines. They are the first agency to report doing this.
• Lynx detoured routes due to UCF closure.
• Space Coast will operate modified Saturday Service extended till 8:15pm starting Monday. They
report approx. 30 personnel out.
• Citrus Connection provided additional info regarding fixed route changes. They are moving to
modified demand response instead of fixed route on 40% of their routes. Patrons will dial in for
a ride and are given a time and location they will be picked up. They then will join others in a
pool-style ride. For paratransit, Door-to-Door/Paratransit trip criteria to include medical,
medical-related and grocery trips only.

• Effective 8pm, Friday April 3, 2020 Key West Transit bus system will suspend services until
further notice
• Miami-Dade is reducing hours on Metrorail and Metromover due to low ridership. Starting
April 4, Metrorail and Metromover will run 5 a.m. to 10 p.m. daily, ending two hours earlier than
they have been. Ridership is down by more than 60 percent.
• Citrus Connection is anticipating significant route reductions including up to 50% of fixed route
services to begin Monday April 6. More details will be provided in the Friday April 3 update.
• Jackson County began screening riders by asking if they have symptoms of the virus prior to
their scheduled trips. Drivers also have temperature checked and answer questionnaire prior to
dispatching each day.
• Gulf County ARC is only performing life-sustaining non-emergency trips.
• Manatee County Area Transit will reduce service delivery operations effective April 4th.
Operational staff aged 65 and older, can voluntarily shelter in their home; and several operators
are taking leave now, while others are taking leave starting next week.
• Meals on Wheels Plus of Manatee will begin delivering meals to people it typically transports to
congregate dining facilities on April 7.
• Votran is suspending their Deltona route on Friday due to low ridership.
• Manatee County Area Transit reports: Staff is preparing a Phased Plan to reduce service
delivery operations, and in particular, allow operators that are aged 65 and older, to shelter in
their home. This Plan is being developed in coordination with County Administration. This is
the first transit provider to report developing this type of plan.

• JTA has an autonomous shuttle operating at the Mayo Clinic drive through test site. It is
transporting the samples from where they are taken, to where they are processed for testing.
It’s about half a mile.
• SunRail is reducing service. They will provide peak hour service, will eliminate mid-day service
and the last north and south bound trains.
• HART is going to a Sunday schedule starting tomorrow, on all but 5 routes. They previously
reduced the streetcar operational hours, and they are further reducing them to stop service at
9 PM.
• The City of Doral Trolley will begin a Saturday schedule today.
• Lynx is fare free starting today, and also reduced service hours and suspended service: Links 1,
6, 18, 23, 54, 57, 58, 155, 300, 301, 302, 303, 304, 305, 306, 313, and FastLink 441 will not have
service. Link 320 will operate a modified Monday-Friday schedule.
• Two agencies are reporting financial hardship (Nassau and Fellowship House)
• Tri-County will suspend all trips in Holmes, Washington, and Walton Counties effective March
30th. EMS will take over their life-sustaining medical trips.
• Santa Rosa County will suspend all trips besides life-sustaining effective April 1.
• Jackson County is only providing life-sustaining trips.
• TriRail is going fare free and reducing frequencies.
• As of today, Miami-Dade Transit suspends all but one of the I-95 express bus routes due to

Shower activity associated with a broad area of low pressure located a little more than 1000 miles east
of the Windward Islands has become a little less organized since last night. However, environmental
conditions are still expected to become more favorable for development in a day or two and a tropical
depression or tropical storm will likely form within the next couple of days. The system is forecast to
move westward to west-northwestward at 15 to 20 mph and could begin to affect portions of the
Lesser Antilles on Wednesday or Wednesday night. Interests on those islands should continue to
monitor the progress of this system.
