Effective July 1, 2013New Approach
• Landscape projects greater than $100K are being programmed and reprogrammed to be let as stand alone projects.
• Using Maintenance Contracts, stand alone landscape projects will have three year establishment periods.
• Contractors will be paid 60% of the contract amount when installation is accepted; 40% over the remaining three years of the contract.

334.044 Department; powers and duties.‐‐The department shall have the following general powers and duties:
(26) To provide for the enhancement of environmental benefits, including air and water quality; to prevent roadside erosion; to conserve the natural roadside growth and scenery; and to provide for the implementation and maintenance of roadside conservation, enhancement, and stabilization programs. No less than 1.5 percent of the amount contracted for construction projects shall be allocated by the department on a statewide basis for the purchase of plant materials.
Why we track Landscaping Costs/Estimates
Department districts may not expend funds for landscaping in connection with any project that is limited to resurfacing existing lanes unless the expenditure has been approved by the department’s secretary or the secretary’s designee. To the greatest extent practical, a minimum of 50 percent of the funds allocated under this subsection shall be allocated for large plant materials and the remaining funds for other plant materials. Work Program Impacts
Landscaping expenditures limited to the lesser of $100,000 or 10% of construction cost if to remain in the roadway construction contract.
Requires programming additional construction phase for landscaping at later time for expenditures over the limit.
Independent landscape construction projects are not eligible for federal funds.
Requires extra programming attention to preserve federal funding on dependent landscape construction projects.

Landscape Allocation Targets
Program targets are unchanged (1.5%).
Total contract value used for all stand‐alone contracts (work mix 1070).
Ability to include limited landscape allocations in 3R projects.
TRANS*PORT category 600 used for landscape allocations included in roadway construction contacts.
Landscape allocations in LAP projects (no work mix 1070) may be hard to identify, but should not be too much.

“Landscape” or “Landscaping” meansany vegetation, mulches, irrigation systems, and any site amenities, such as, street furniture, decorative paving, fences, and lighting (excluding public utility street and area lighting).

Landscaping still needs to be included in the Roadway Scope of Work.
Independent stand‐alone projects will be let in District.
Contract provisions and specifications are being developed.
Contracts may need federal‐aid special provisions for federally funded dependent/stand‐alone project.
