1. INTRODUCTION

1. THE PROJECT

THE PROJECTThe Gorewada Zoo & Rescue Centre is envisaged as the World’slargest integrated Zoological park and multiple entertainmentfacility capable of bringing Nagpur on the global tourist map. It willhouse a Bio-park, Indian & African Safaris, Bird Park, India’s firstNight safari, a natural Wildlife Reserve and a number of interestingtrails on 1914 ha forest land. It will also have a Rescue Centre andVeterinary Hospital the infrastructure of which is being created byGOM. Tourist attractions, such as - Starred Hotels, Eco-resorts, Clubhouse, Theme Parks, Amusement Parks, Shopping Mall(s), Food-court, Convention Center and others have been planned on theadjoining 25.57 ha non-forest Government land.

FDCM is looking for Strategic Partner toimplement the project in PPP mode

ABOUT NAGPUR• Winter Capital of Maharashtra• Located at the Geographical centre of India• Fastest growing tier-II city in Maharashtra after Mumbai & Pune• ‘TIGER CAPITAL OF INDIA’ due to its proximity to tiger bearingareas like Tadoba, Pench, Nagzira-Navegaon, Bor, Kanha-kisli andSatpuda, etc.

PROFILE OF THE CITY• Nagpur City has a population of approximately 24Lakhs with a dynamic demographic profile andhigh literacy rate.

The Honorable Supreme Court of India hasaccorded approval forsetting up the ’Zoo & Rescue Centre’ at Gorewada, Nagpur.The project site is located just 7 km away from ‘Zero Mile’ (center ofIndia & Nagpur city) on Nagpur-Katol State Highway.

The Project proponent is the ForestDevelopment Corporation of MaharashtraLimited - a wholly owned company of theGovernment of Maharashtra, incorporated underthe Companies Act, 1956.The Master Plan for long term development ofthe ‘Zoo & Rescue Centre’ has been approved bythe Central Zoo Authority of India.

• Has footprint through industries like IT,manufacturing, agro-processing etc.• Multimodal International Cargo Hub & Airport atNagpur (MIHAN) – a huge SEZ project abuttingNagpur International Airport, is coming up in a bigway.

• Boasts of presence of big companies like BOEING, TCS, INFOSYS,PERSISTENT, Hub of POWER sector & CEMENT industries,MAHINDRA SATYAM etc.• Presence of hospitality majors like RADISSON BLU, SUN-N-SAND,FARIYAS, TULI, PRIDE and CENTER POINT.• Well developed core infrastructure with good connectivity by Air,Roads, National & International Highways& Busiest RailwayJunction.

2. PROJECT COMPONENTS

This Project involves setting up of an International standard Bio-park, three Wildlife Safaris, aWildlife Reserve and numerous other tourist attractions in 1914 Ha forest area and 26 Haadjoining non-forest area situated in village Gorewada, Taluka and District Nagpur. Being one ofthe largest projects in the world, it would house a lively variety of sub-attractions.The main components of the proposed project are: -

ENTRANCE PLAZAIt would have various facilities of Internationalstandard, such as – Pick Up & Drop Points,Parking Areas, Entrance Plaza, Security Posts,Ticketing Counters, Cloak Room, InformationCentre, Administrative Office, Baby Care Centre,Souvenir Shops, First Aid Room, Rest Rooms /Wash Rooms, Interpretation Centre / InteractiveGraphics, Cafeteria / Tea Coffee Kiosks,Education Centre / Seminar Hall, Museum,Amphitheatre, Children’s Play Area / AdventurePark And Landscaped Areas.

BIO-PARK (30 HA)The Bio-Park / Zoological Park will be spread over anarea of 30 Ha having sufficient area in thesurroundings for future expansion. Wild animals willbe showcased in their naturalistic environment intheir habitats and have barrier free vision.Geographic location will be the thread linking thedisplay of species with various zones such as CentralIndian Zone, North India, South India, African Zone,etc.

BIRD-PARK (7 HA)The Bird-Park will be spreadover an area of 7 Ha displayingvarious Indian & Exotic Species.It will be in the form of aviariesand a walk-in-aviary. Designcomponents such as pathways,skywalks, water bridges, etc.would make the journey moreinteresting for the visitors. Thedisplay of species in walk-inaviary would be as per theirideal habitats.

INDIAN SAFARI (145 HA)In the Indian Safari, animals of Indian origin will be housed innaturalistic spacious environs giving an experience of wilderness andwill be explored by specially designed vehicles.Sub sections of Indian Safari shall beTIGER SAFARI (25 Ha);LEOPARD SAFARI (25 Ha);BEAR SAFARI (25 Ha); and, HERBIVORE COMPOSITE SAFARI (40 Ha)(Sambhar, Cheetal, Nilgai, Blackbuck, etc).

AFRICAN SAFARI (90 HA)Animals of African origin will be displayed in their naturalistic environment& will be explored through specially designed vehicles in this section.Sub-sections of African Safari will be –AFRICAN LION SAFARI (25 Ha); and,HERBIVORE COMPOSITE SAFARI (40 Ha) (Giraffe, Zebra, White Rhino,Ostrich, Impala, Barbary sheep, etc.)

NIGHT SAFARI (65 HA)The Night Safari will be spread over an area of 65 Ha out ofwhich 45 Ha will be developed initially and the rest will bereserved for future expansion. It would be the first of its kind ofnight spotting activities in India, thus attracting more tourists.The visitors will have rewarding experience to see the animalsin dark. Animals of African continent, American continent,Asian continent and Indian sub continent classified as Asian &Exotic species will be displayed in their naturalistic habitat intaxonomical form under simulated moonlight conditions.Visitors will have unique experience of both vehicular safariride and walking trails. A few machaans will be located atintervals to give an aerial view of the beautiful scenicenvironment.

GOREWADA WILDLIFE RESERVE (1000 HA)Local wildlife can be seenin their natural habitat in this reserve for an experience akin to a visit to the natural wildlife rich forestareas of Vidarbha.WALKING TRAILSDEEP TIME TRAIL (5 ha)This interpretive walking timeline trail will showcase the evolution of life on earth withthe help of architectural interventions and sensory experiences.TRIBAL VILLAGE TRAIL (7.5 ha)A typical village will be developed to showcase the life of local Gond and Madia tribes inregion through vernacular architecture of their houses and shelters, display of a few liveactivities such as their traditional dancing and music, arts, crafts, weapons, tools,clothing and musical instruments etc.TRAIL OF SENSES (10 ha)Nature should be smelled, heard, touched, tasted & seen. The Trail of senses will be apark where there will be explanatory signs explaining these five senses. It will stimulateone’s sensory responses to the environment and giving general information about thehealing herbs and local wildlife.

ACTIVITIES ON 25.57 HA NON-FOREST LANDThe suggested activities on non-forest land are - Budget hotel; Eco-resort; Five star hotel; Club house; Theme / Amusementpark; Shopping mall; Food Court; Children park & Chowpatty and Convention center.Strategic SPV partner will develop this land at his own cost on BOT basis. The selection of strategic partner shall be donethrough tenders (criterion will be highest bidder) with the first right of refusal reserved for the PPP partner in ‘Zoo & RescueCentre’ project, and, the Revenue received from the non-forest land shall be utilized as an upfront contribution for the ‘Zoo &Rescue Centre’ Project.

3. THE MAIN OBJECTIVES OF THE PROJECT ARE: -

1. To promote International Eco-Tourism.

2. To promote wildlife conservation (Scientific breeding of endangered species and releasethem into nature).

3. To promote Research and Education on wildlife conservation.

4. Rehabilitation of injured, sick and animals seized without having proper license.

5. To develop up-to-date training Centre for mitigation of man-animal conflicts and tohandle such (man-animal conflict) incidences.

6. To promote Nature based education, entertainment and tourism.

7. To generate opportunities for employment / self-employment.

2. SITE APPRECIATION

2.1 SITE LOCATIONForest area - The site proposed for Gorewada Zoo & Night Safari is spread over approximately1914 Ha forest land located on the fringes of Nagpur city in its north-west corner. The site is just7 kms away from the Zero Milestone. Nagpur-Katol State Highway No. 248 passes through thisforest land and bifurcates the site into two parts.

2.2 SITE CONNECTIVITYForest area - The proposed site is about 7 KM from the Zero Milestone of Nagpur city. It is verywell connected with the city, as also, with the nearby villages. There are three approach roadsas follows:

1. Existing district road passing through Gorewada village.

2. Exclusive access proposed from district road near the NMC Water works entrance gate beforeGorewada Village to Night Safari and Non-forest land passing through forest land.

3. Proposed internal road passing through Gorewada wildlife reserve from Nagpur – Katol StateHighway to the Night Safari & Non-forest. (It will be paid access only for the visitors payingentry fee)

Non-forest area – There is only one access to non-forest land which is through the Gorewadavillage. The actual width of the road is 12 meters, but because of unplanned constructionshaving come up on both sides of the road, the actual available width, at many a places, ishardly 5 meters, or so, with typical village type surroundings. The present access to the non-forest land, therefore, cannot be termed as good.

2.3 EXISTING FACILITIESCompound wall has recently been constructed along most of the periphery of forest land excepton the Nagpur – Katol road side. There are a few newly constructed watch towers & a fewexisting machans.

Internal forest roads are there to some extent on both the northern, as well as, the southernsides of forest area, but are not in good condition. Walking trails have been created near thelake. A Rescue Centre is under construction on the North West side of the forest area.

2.4 WATER SUPPLY AND SANITATIONGorewada Lake is situated adjacent to the northern side of the forest area. It caters to morethan 80% of the drinking water needs of Nagpur city. No water body exists on the southernside of forest area, or, on the non-forest land. There is no existing sewage, or, drainage linerunning through the site. However, many small nalas traverse the forest and non-forest land.

2.5 ELECTRICITYAt present, there are no existing structures or development on site except the Rescue centre,which is under construction. Hence, there is no electric connection or electric lines. However,the areas surrounding the site have adequate electric infrastructure. The electricity requirementof the project can, therefore, be easily met through overhead lines or underground cables fromthe surrounding areas. When project work will commence, the planning has been done toestablish a sub-station within the project area.

2.6 TELECOMMUNICATION LINEThe surrounding areas have a well-connected telecommunication line. All the major telecomand cellular services are available in the area.

2.7 LAND TITLEThe land title is clear so far as the forest area 1914 Ha as well as non forest area, the Landtitle documents are enclosed in the Annexure

2.8 ENCROACHMENT AND OTHER ISSUESThere is no existing encroachment on 1914 Ha forest land. However details of 26 Ha non-forestland are not available.

2.9 REHABILITATION AND RESETTLEMENT ISSUESThere is no rehabilitation or resettlement issue at the site.

3. FINANCIAL FEASIBILITY

The overall objective of this financial plan is for the understanding of FDCM about the financialviability of the Gorewada Zoo and Night Safari project for the 50 years lease period.Thefinancial analysis for the packages is done based on the assumptions arrived from marketsurvey as detailed below.

The Financial Viability of the Project is assessed with respect to the key parameters like ProjectInternal Rate of Return, Equity Internal Rate of Returns (IRR) and Debt-Service Coverage Ratio(DSCR) It is ensured that the project IRR shall be more than Weighted average cost of capital(WACC), Equity IRR shall be more than Cost of equity and DSCR shallbemore than 1.

3.1 PROPOSED SOURCES OF REVENUE

The expected sources of revenue for the SPV shall include the following:

Entry Fees to Park, Day Safari & Night Safari

Parking Fees on Northern & Southern part

Revenue from shuttle service

Revenue from battery operated vehicles

Advertisement and Rental Income

3.2 FINANCIAL ASSUMPTIONS FOR THE BASE CASE

General Assumptions - I

Gorewada Reserve area and Indian Safari is assumed to be operational in pre-projectphase

African Safari is assumed to become operational from 2ndYears;60% of Zoo & NightSafari are assumed to becomeoperational from 3rdyear (These will become 100%operational from 4th year onwards)

Gorewada Reserve is considered operational for 250 days in a year. All other facilitiesareconsidered operational for 300 days in a year.

Lease Rentals have been assumed based on market study and demand estimation.

Ticket rate escalation has been considered 21% after every 3 years.

Escalation in general admin, O&M expenses has been considered 6% annually.

Advertisement, Adoption and Other Revenues have been assumed based onexperience in similar case studies

Parking revenues have been considered based on footfall and analysis of datacollected from primary and secondary surveys

O&M, Marketing and Administrative Expenditures have been assumed based onpreliminary estimates for similar project types, sizes & scale

Project has been evaluated on the basis of Project IRR, Equity IRR

Depreciation expenses have been considered according to industry standards

Concession Period has been considered as 50 years including 2 years initialconstruction period.

3.3 FOOTFALL AND CHARGES ASSUMPTIONSBased on secondary data collection for major National level Zoos at Hyderabad, NewDelhi, Kolkata, Chennai and Mysore; and, primary surveys conducted throughpersonalized interviews and questionnaires at prominent places in Nagpur and adjoiningdistricts, a detailed analysis has been carried out through excel modeling, regressionanalysis, charts and key figures. Additionally, primary surveys for willingness to pay,interest in the project were also conducted at places of prominent importance in the citylike Maharajbagh Zoo, Ambazari Garden, Futala Lake, Japanese Garden, Traffic Park,Empress Mall, Eternity Mall, Poonam Chambers, Seminary Hills etc for assessment ofthe acceptability of the project amongst the visitors. Entry/ exit surveys, travel &accommodation surveys were also conducted at select hotels & lodges in Nagpur, alongwith interviews of visitors at railway stations, bus stand and airport.

Accordingly the following relevant and reasonable assumptions have been made forascertaining the estimated footfall over the entire duration of the period as follows:

1. The interest rate has been assumed in discussion with various banks and financialinstitutions involved in the funding of real estate and infrastructure projects in India. Rate of Interest for theproject has been considered at the prevailing PLR at 14.00%.

2. The moratorium period has been kept as 3 years.

3. The SLM depreciation rate has been taken such that the assets are depreciated over thelease period, as only this period would be the useful life of the asset for the developer.
