Commercial Incentive Policy (CIP)

Each commercial/industrial property may only qualify for one of the incentives.

Purpose:

Stimulate commercial expansion and new commercial development within the Town of

Kipling. Increase the long term commercial assessment in Kipling.

Promote job creation within the Town of Kipling.

New Business Construction

The Town will provide a three year tax incentive for new business construction. The incentive offered is as follows:

First Year: 100% base and mill rate tax exemption

Second Year: 75% base and mill rate tax exemption

Third Year: 50% base and mill rate tax exemption

*The first year is the year in which construction of the new business is commenced. *The business owner must own the land being developed.

WATER AND SEWER UTILITY BUDGET

The Water & Sewer Utility has three main functions:

1. Provide water for residential, institutional and commercial customers, as well as water for fire

protection. Our system currently serves 535 homes.

2. Collecting and treating wastewater from all residential, institutional and commercial customers

in the Town of Kipling.

3. Controlling water runoff from rainfall and melting snow in and around the Town.

The Town of Kipling’s water is continually tested to ensure it meets all health and quality standards.

Water samples are required under the Towns permit to operate from the Saskatchewan Ministry of

Environment.

Every time you turn on the tap to take a bath or wash clothes you know that the water coming out is

safe and ready to use.

Afterwards, wastewater from your home travels through the Town’s sewer system to the Lagoon

located just north of Town.

Here the wastewater is treated to environmental standards and released.

Every year, Council reviews water, wastewater and storm drainage rates. Rates are increasing in the

proposed 2012 Water & Sewer Utility Budget. These changes will ensure the continued reliable day

to day delivery of water and sewer services.

The rate increase will also help us improve Kipling’s existing infrastructure, meet increased federal

and provincial regulatory requirements and support future capital needs.

To continue responsible stewardship of our Towns infrastructure and our environment, the Water &

Sewer Utility is proposing a ten percent annual rate increase between 2012 and 2014.

WHY ARE RATES INCREASING?

For the last decade, expenditures have exceeded utility rate revenues.

Like any business, we cannot continue to operate this way. We need to correct this in order to

maintain our current quality of infrastructure and services.

Our infrastructure is aging, over the next twenty years we need to plan for improvements.

Federal and provincial governments are tightening regulations surrounding water and wastewater

treatment, in order for the Town to meet these regulations it will require extra investment in the next

two years.

As we all saw this spring, we need to invest funding to ensure we have the ability to protect

ourselves during times of flooding; through increased funding to our Conservation & Development

Authority and the purchase of generators.

YOUR DRINKING WATER

Quality water is vital to the social, health and economic well being of Saskatchewan and its people.

TESTING YOUR WATER

Regular testing of water samples is the only way to determine of there are problems with drinking water.

WHO’S RESPONSIBLE FOR WATER SAFETY?

Municipalities own water treatment works and distribution systems. They are responsible for maintaining and operating municipal drinking water facilities. Municipals are required to follow the treatment, monitoring and reporting requirements specified by Saskatche-wan Environment and Resource Management (SERM). That means operators at municipal waterworks must take water samples and send them to the Provincial lab for testing. Once the water has been properly sampled and tested, municipalities are notified of any concerns regarding the test results. Municipalities are required to ensure that appropriate follow-up and corrective actions are taken.

WHO REGULATES DRINKING WATER?

Saskatchewan Environment and Resource Management regulates municipal or other communal drinking water systems with an average flow rate of over 4000 gallons per day. ) Saskatchewan Health, through the Health Districts, is responsible for small private water supplies and systems that have an average flow of less than 4000 gallons per day (i.e. roadside eating establishments, campgrounds, bed and breakfasts)

Mandatory Operator Certification: No matter how well designed and built water and waste water treatment sys-tems may be, competent operators are essential for successful water treatment. Under new regulations, all munici-pal water and waste water facilities must have been under the direction of a certified operator by 2005.

Precautionary Drinking Water Advisories

In cases where immediate drinking water hazards have not been identified but water quality concerns exist, Pre-cautionary Drinking Water Advisories may be issued by SERM in consultation with the medical health officer. A Precautionary Drinking Water Advisory notifies the public of recommended actions to take to provide a greater level of safety for the people using the drinking water supply while concerns about the water quality are investigated and/or resolved.

Emergency Boil Water Orders

In the case where the provincial lab has detected a potential drinking water hazard, the lab will immediately notify the local medical health officer and SERM. The local (Health District) medical health officer will issue an Emergency Boil Water Order. An Emergency Boil Water Order notifies the public of recommended actions to take when an im-mediate threat to public health is identified (such as E.Coli or faecal coliforms). If an Emergency Boil Water Order or Precautionary Drinking Water Advisory is issued for your community, you will be advised how to ensure the safety of your water. That may mean boiling your water, disinfecting utensils or purchasing bottled water.

Deposits on 10 units have been received, and 9 1/2 of the 14 shares be-

ing offered are taken. A local group of investors has been meeting regularly with the Bridge Road Developments Ltd to build a 24 suite adult liv-ing complex in Kipling. The building would be three stories tall with eight suites per floor with covered heated parking underneath. The suites would vary from a few one bedroom 1000 square foot apartments to the majority being two bedroom units between 1150 and 1350 square foot. All the suites will have covered balconies with the corner suites featuring wrap around balconies with windows facing two directions. Plans would also include a common room with kitchen facilities that would be available to hold events such as family reunions and birthday parties. The building may also include a single hotel room suite for visiting guests of the residents. The location of the building would be just South of the old Hospital and just North of the new subdivision, Mary Balogh Place. Bridge Road Developments has a lot of experience constructing Seniors housing in many rural communities in Manitoba and Eastern Saskatchewan. Their most recent projects, near to us, include an 18 suite building in Redvers, and a 24 suite building in Moosomin. Redvers Union Estates is already full and a 17 suite addition is being planned for construction this season. Pipestone Villas in Moosomin will be ready early this summer. An open house is planned for Moosomin on June 8 and 9, and any people interested in the Kipling project are encouraged to tour the Moosomin building.
