Brajendra K Parashar [email protected] LUCKNOW : The high court has restrained the UP Electricity Regulatory Commission (UPERC) from announcing the retail distribution tariff order for now, asking it to file its response in the form of a coun- ter affidavit to the issues raised by a petitioner by July 8, after which the court may issue fur- ther directions. The court order comes at a time when the commission was gearing up to announce the tariff order for 2021-22 soon after completing all other proc- esses. The move would further delay the finalisation and announcement of the tariff order that, as per rules, should have come into effect from April 1, said people aware of the matter. “Till the next date of listing, no final decision shall be taken by the Commission in the mat- ter of fixation of tariff with regard to which public hearing was allegedly conducted on 19.05.2021 pursuant to the notice under challenge,” stated the high court bench compris- ing justice Sunita Agrwal and and justice Sadhna Rani (Tha- kur) in an order on June 23. Confirming that the court had asked the UPERC not to announce the tariff order, UPERC secretary Sanjay Singh said: “The commission is pre- paring its response and will file the same in the court before July 8, the next date of hear- ing.” The petitioners, Arvind Agrawal and two others, in their writ petition said that the public hearing that the UP Electricity Regulatory Commis- sion held on May 18 through virtual mode was simply an eyewash and the entire process of finalisation of the tariff was illegal. “The petitioners, conscious members of public being stake- holders have been deprived of opportunity of hearing,” they contended. The petitioners argued that Covid was at its peak in the first and second week of May, 2021 and infections were rising rap- idly at that point of time. According to them, no effective public hearing could be done on May 18 when the state was still undergoing partial Corona Curfew. “This apart, one of the con- ditions in the notice dated May 10, of submitting written objec- tions and affidavit by the stake- holders, in any case, could not have been completed on account of the partial curfew declared by the state govern- ment,” they said. The counsel appearing for the petitioners pointed out that a complete procedure had been provided under Section 64 of the Elec- tricity Act, 2003 read with clause 5.8 and 5.9 of Regula- tions 2019 framed there under. Now, the work has begun statewide to improve them, make them well equipped and have their own oxygen genera- tion plants. The government even asked all the MPs/MLAs, ministers, public representatives (such as mayors and corpora- tors) to adopt CHCs and PHCs and pump in their development funds into this oft-neglected first line of health centres in the state. There are a total 3,011 PHCs and 855 CHCs in the state. Even in their present ram- shackle state, many of these cen- tres were turned into Level-1 Covid hospitals (CHCs) and Covid vaccination centres (both CHCs and PHCs) and served peo- ple in quite an unsung manner. The doctors there worked long hours unnoticed, and ini- tially without sufficient protec- tive gear, in these CHCs and PHCs. They served the poor with Covid screening or other ail- ments. Tending to migrants Take the case of Khandoli CHC in Agra and Dr Upendra Kumar there. In the first wave of Covid in 2020, the UP government turned this CHC into an L-1 cate- gory hospital. Dr Upendra Kumar had since been working long hours and without caring for weekly off and leaves. The CHC and Upendra attended to a lot of migrant workers, who were rushing back in panic dur- ing the lockdown last year. ‘It was an added responsibil- ity, but we cherished the trust exhibited in selecting our CHC as L-1 facility in pandemic times. We had 53 admissions at CHC and all were discharged, barring 10 cases which were referred to SN Medical College,” said Dr Upendra Kumar. “Kuberpur, the village where Agra-Noida Expressway ends, was within limits of our CHC and thus we had an important task of testing and treating the migrant labou- rers coming from the NCR (National Capital Region). We organised camps and thermal- screened these labourers. We had limited staff and thus work- ing hours extended to 14 hours on average in a day,” says Dr Kumar, 41. The CHC screened over 4,000 migrant workers and provided them treatment before sending them off to their home districts. “We had made three rapid response teams (RRTs) for Covid and even went to cold storages to screen labourers there,” he said. Agra is part of UP’s potato belt. “Among the migrants who we screened, about 1,600 were from Jammu and Kashmir,” he says. Dr Kumar says his CHC is bra- cing up for the possible third wave of the pandemic. He is happy that the local MLA has adopted it for improving the cen- tre. “The MLA Ram Pratap Singh Chauhan has adopted it. Now, we have a 10-bed pediatric inten- sive care unit (PICU) and an oxy- gen plant is also coming up on our CHC premises,” added Dr Kumar. Engaging social influencers In a remote CHC in Meerut’s Hastinapur, a doctor experi- mented a bit by associating social influencers for identifying patients of Covid-19 in villages and providing them treatment. The effort by Dr Ankur Tyagi and his team was widely appre- ciated. Dr Ankur Tyagi is in charge of rural-based Hastinapur CHC( Meerut district) which provides health facilities in 91 villages. “I was made a model officer of three urban PHCs ( Nanglabat- too, Jai Bheem Nagar and Rajen- dra Nagar) for implementing the similar model for identifying active corona cases and sending them for treatment,” said Dr Tyagi. He said initially it was very difficult as cases of Covid-19 were on the rise and CHC had limited staff to visit the villages for identifying symptomatic patients. “Villagers were reluctant for tests and isolating symptomatic patients was essential to prevent other villagers from getting infected,” said Dr Tyagi who then decided to seek the help of social influencers ( mainly unqualified doctors in villages) and formed a WhatsApp group of 50 persons including influen- cers, CHC doctors and health workers. These social influen- cers are quite popular among vil- lagers and also enjoy their trust. “All of this helped us pene- trate even the remote villages and CHC’s ongoing Active Corona Search campaign yielded good results,” said Dr Tyagi. He then also ran a campaign to distribute ayurvedic kaadha (medicinal brew) along with medicine kits to villagers and patients in more than 70 villages. His team and he administered vaccines to the 1,442 people in the 45-plus age group in a single day. Reaching out to far-flung area In Sonbhadra, a backward dis- trict in eastern UP, Dr Shishir Srivastava, 36, medical officer- in-charge of Myorpur CHC, did extensive work in this far-flung area during Covid-19’s second wave. Dr Srivastava’s CHC is around 80km from the district headquarters. “On an average, three to four patients with oxygen levels below 80 came here daily. We gave them the prescribed pri- mary treatment, oxygen support and, once they became stable, sent them to L-3 (Level-3 Covid hospital) hospital.” The CHC already had four oxygen cylinders and once the second wave hit, it (CHC) got five oxygen concentrators as well. Dr Srivastava said his team con- ducted awareness drives in the villages, appealing to the symp- tomatic people to get their Covid test done at the CHC. “Thereafter, many locals who had fever, cough or cold, came forward and got their test done. The non-symptomatic people, who were tested Covid-19 posi- tive, were given medicines and asked to stay in home isolation. The team monitored their health condition for 14 days. Consistent team efforts help us manage Covid-19 situation in this far- flung district,” said Dr Srivas- tava. His team and he did not take a breather when the cases began declining. “We started visiting all the vil- lages in our area and began motivating villagers for Covid vaccination. There were many myths and apprehensions in their minds to be busted.” Working without weekly offs Dr Ram Gopal Verma and his CHC in the eastern UP’s Prayag- raj attended to patients in a simi- lar manner. Dr Verma, a 42-year-old Pro- vincial Medical Services (PMS) doctor, has spent sleepless nights since April 2020 and worked without taking weekly offs. “Barring 15 days in September 2020 when I myself tested posi- tive for Covid-19 and had to remain in home isolation till I recovered, I worked at the CHC every day and many nights. And during the intense phases of the pandemic, I stayed in the small quarter allotted to me on the campus instead of going home to my wife and kids at my residence in Kaladipuram locality in the city,” he said. He is in-charge of the Mau- aima CHC located around 35km from Prayagraj’s trans-Ganga area. The onus of catering to the medical needs of a large chunk of the population, including the Mauaima village comprising 18-odd hamlets with a combined population of around 25,000, lies on his shoulders. Amidst the pandemic, his task of personally seeing the patients, ensuring fellow doctors and staff attend to the needy coming to the CHC and managing the CHC has changed dramatically. “Now I am also overseeing proper receipt of Covid-19 vacci- nes and their administration, availability of medicines etc, identifying suspected corona cases and overseeing their treat- ment through home visits as well as distribution of medical kits etc among the needy, besides handling emergency cases like deliveries which are attended to 24x7. The big task is also to meet villagers, allay their fears and convince them to take the jab,” said a smiling Dr Verma, a qualified paediatrician and a pass-out of the prestigious King George’s Medical Univer- sity (KGMU), Lucknow. Then there are online meet- ings with officials, besides face- to-face review meetings that require travel to the district headquarters. Dr Verma, who joined PMS in 2006, has stayed modest about his work and challenges. “All my colleagues are doing the same thing,” he said. Scripting a turnaround Dr Ashwani Chaurasiya, 38, resorted to multi-tasking at the Bhathat CHC in Gorakhpur and played a pivotal role in upscaling it. He took over as in-charge of the CHC in June 2019 much before the Covid pandemic set in. At that time, people shied away from CHC located 25 km east of Gorakhpur as it lacked facilities and services, doctors and para-medical staff. These days, the Bhathat CHC is the most preferred destination of the patients residing in the rural areas of the district. Around 500 to 600 patients visit the OPD daily at the CHC that now has a battery of doctors and para med- ical staff. It also has an emer- gency ward. “When the first wave of pan- demic hit the country in March, 2020, the CHC worked as referral centre. The sample of the sus- pected Covid patients were tested at the Covid helpdesk set up in the health centre. The posi- tive patients were sent to the level one facilities by the ambu- lance,” said Dr Chaurasiya. When OPD services resumed at CHC after the first wave, the health centre became even more busy,” he said. Firoz, an assistant teacher at primary school, Chidawak in Bulandshahr, used technology to transform the way education is imparted in schools. “There were just 150 students when I joined the school on October 23, 2007. In 13 years, the strength has increased to 800. That’s because I started using technology in classroom to make learning fun,” he said. “The biggest challenge was to make education interesting for them. “I started using my mobile phone and tablet to teach them rhymes and realised that they showed greater interest. “ “As the attendance began to improve, I began using the audio-visual mode of communi- cation to teach other subjects as well. The former UP minister, an OBC, who fell out with the BJP and has announced a front of smaller parties for 2022 UP polls, also invited Maurya to join the front, claiming he would be the CM in his Bhagidari Morcha. Maurya, who is also the OBC face of his party in UP, dismissed Rajbhar’s ‘five CMs in five years’ talk as an empty boast. “Day dreaming is ok. If I tell you that I will make you US pres- ident, would you agree,” the dep- uty CM said. Rajbhar had earlier suggested that if voted to power his Bhagi- dari Morcha would make five caste-based chief ministers in five years – beginning with Mus- lim in first year, a Rajbhar CM in second, a Chauhan in third, a Kushwaha in fourth and a Patel as CM in fifth year. He had also suggested that his Morcha would make four deputy CMs each year. Though he dismissed Raj- bhar’s suggestion, Maurya, when asked if BJP had closed doors on SBSP or some of the smaller par- ties with which Rajbhar is attempting to form a pre-poll political front, said, “As of now, we are confident of winning 300 plus seats with our known allies. In future if some parties with mass support want to ally with the BJP, the party leadership would take a call on that.” Rajbhar had also offered to make Nishad party chief Sanjay Nishad as deputy CM after he demanded the BJP to project him as deputy CM in lieu of the votes of backward Nishad (boat- men and fishermen) community members. Keep daydreaming, Maurya to Rajbhar on CM post offer HT Correspondent [email protected] LUCKNOW: The Uttar Pradesh unit of the Provincial Medical Services Association (PMSA) has urged the state government to ensure that the benefits announced for the dependents of government doctors, who died imparting duties during Covid-19 pandemic, are given to the beneficiaries at the earliest. In a letter, the PMSA had reminded the state government that while it had announced several benefits for the depend- ents of the deceased doctors none had been provided to the dependents of the beneficiaries even after passing of a year since the start of the pandemic. “For the state government, the deceased doctors are a mere number but for the PMSA its loss of family members. The doctors’ fraternity is stunned and sad over the death of col- leagues. The association is working to collect the details of the doc- tors who died during Covid pandemic from its sources, the state government should get the list verified from its officers in various districts. The gov- ernment should also compile the list of the deceased doc- tors,” said Dr Sachin Vaishya, president, PMSA, UP. “The state government should pay the ex-gratia, give to Covid in 75 districts. All benefits will be given to the family members of the deceased doctors and the health department has appointed Director Health (administration) as nodal offi- cer for the implementation of the benefits announced for the family members of the deceased doctors,” he said. Former president of Lucknow branch of the Indian Medical Association (IMA) Dr PK Gupta said the IMA Lucknow has pre- pared a list of 60 doctors who died due to Covid in Lucknow. He is in-charge of the Mau-aima CHC located around 35kmfrom Prayagraj’s trans-Gangaarea. The onus of catering to themedical needs of a large chunkof the population, including theMauaima village comprising18-odd hamlets with a combinedpopulation of around 25,000, lieson his shoulders.

Amidst the pandemic, his taskof personally seeing the patients,ensuring fellow doctors and staffattend to the needy coming tothe CHC and managing the CHChas changed dramatically.

“Now I am also overseeingproper receipt of Covid-19 vacci-nes and their administration,availability of medicines etc,identifying suspected coronacases and overseeing their treat-ment through home visits aswell as distribution of medicalkits etc among the needy,

besides handling emergencycases like deliveries which areattended to 24x7. The big task isalso to meet villagers, allay theirfears and convince them to takethe jab,” said a smiling DrVerma, a qualified paediatricianand a pass-out of the prestigiousKing George’s Medical Univer-sity (KGMU), Lucknow.

Then there are online meet-ings with officials, besides face-to-face review meetings thatrequire travel to the districtheadquarters.

Dr Verma, who joined PMS in2006, has stayed modest abouthis work and challenges.

“All my colleagues are doingthe same thing,” he said.

Scripting a turnaround Dr Ashwani Chaurasiya, 38,resorted to multi-tasking at theBhathat CHC in Gorakhpur andplayed a pivotal role in upscalingit. He took over as in-charge ofthe CHC in June 2019 muchbefore the Covid pandemic setin.

At that time, people shiedaway from CHC located 25 kmeast of Gorakhpur as it lackedfacilities and services, doctorsand para-medical staff. Thesedays, the Bhathat CHC is themost preferred destination of thepatients residing in the ruralareas of the district. Around 500to 600 patients visit the OPDdaily at the CHC that now has abattery of doctors and para med-ical staff. It also has an emer-gency ward.

“When the first wave of pan-demic hit the country in March,2020, the CHC worked as referralcentre. The sample of the sus-pected Covid patients weretested at the Covid helpdesk setup in the health centre. The posi-tive patients were sent to thelevel one facilities by the ambu-lance,” said Dr Chaurasiya.When OPD services resumed atCHC after the first wave, thehealth centre became even morebusy,” he said.

LUCKNOW: : UP governmentschool teacher, Firoz Khan, 37, isamong several teachers selectedfor the national award for teach-ers using Information Commu-nication Technology (ICT) forinnovation in education, 2018and 2019, announced by the Cen-tral Institute of EducationalTechnology, NCERT, New Delhi.

Firoz, an assistant teacher atprimary school, Chidawak inBulandshahr, used technology totransform the way education isimparted in schools.

“There were just 150 studentswhen I joined the school onOctober 23, 2007. In 13 years, thestrength has increased to 800.That’s because I started usingtechnology in classroom to makelearning fun,” he said.

“The biggest challenge was tomake education interesting forthem.

“I started using my mobilephone and tablet to teach themrhymes and realised that theyshowed greater interest. “

“As the attendance began toimprove, I began using theaudio-visual mode of communi-cation to teach other subjects aswell. Today, students don’t wantto miss any class,” he said.

Presently, there are 18 teach-ers, including 3 para teachers,busy imparting quality educa-tion to students.

LUCKNOW: The Uttar Pradeshunit of the Provincial MedicalServices Association (PMSA)has urged the state governmentto ensure that the benefitsannounced for the dependentsof government doctors, whodied imparting duties duringCovid-19 pandemic, are given tothe beneficiaries at the earliest.

In a letter, the PMSA hadreminded the state governmentthat while it had announcedseveral benefits for the depend-ents of the deceased doctorsnone had been provided to thedependents of the beneficiarieseven after passing of a year

since the start of the pandemic.“For the state government,

the deceased doctors are amere number but for the PMSAits loss of family members. Thedoctors’ fraternity is stunnedand sad over the death of col-leagues.

The association is workingto collect the details of the doc-tors who died during Covidpandemic from its sources, thestate government should getthe list verified from its officersin various districts. The gov-ernment should also compilethe list of the deceased doc-tors,” said Dr Sachin Vaishya,president, PMSA, UP.
