The emphasis is on the user-oriented approach. The management of topographic features requires seamless data rather than conventional flat file or map sheet approach. To implement the concept, Bakosurtanal developed Relational Geo-spatial Database Management System (R- GDMS) by utilizing ORACLE Spatial software. At the first phase, the Geo-spatial Database consisted of highly populous 3D topographic data of West Java area in AutoCAD format at the map scale of 1:25,000.
