Createanewlayerabovethetextlayerandnameit"text_gradient."RightclicktheoriginaltextlayerandselectAlphatoSelectionthiscreatesaselectionaroundthetext.Changetheforegroundcolorto#00a2ffandthebackgroundcolorto#383838.Youcanchangethecolorbydoubleclickingonthecolorsinthetoolbarontheleft.Thecoloronthetopistheforegroundcolorandthecoloronbottomisthebackgroundcolor.TypethosecolornumbersintheHTMLnotationfield.Theforegroundisablueandthebackgroundisadarkgrey.

SelecttheBlendTool andapplyagradientfromtoptobottomofthetextonthetext_gradientlayer.Clickjustabovethetextandthenreleasejustbelowthetext.Thetextshouldfadefrombluetogrey.GotoSelect>Nonetoremovetheselection.

Usetheerasertooloonbothtextlayerstoerasethepartsofthetextcoveringthepole.ExpandthesizeoftheeraserbychangingtheScaleoftheErasertool.ThetoolpropertiesarefoundjustbelowtheTools.

Letsaddonemoreeffect.GotoEdit>CopyVisible,andthengotoEdit>PasteAs>NewLayer.Onthenewlayerthatjustpoppedup,gotoFilters>Blur>GaussianBlur.Enter10forbothvaluesandhitok.SettheLayermodetoOverlay(seestep4forinfoondoingthis).Thisaddssomeadditionalcontrasttotheimage.
