Address Errors, Omissions, & Conflicts• It almost goes without saying that as the quantity of GIS features

increases the number of associated GIS errors will tend to increase.

• Slightly less intuitive is that as the number of attribute fields increases the potential number of embedded GIS errors also increases.

• With a single GIS feature (123 East Main St) very little can be assessed in the office about the probability that the address feature is correctly positioned or properly attributed.

• However the addition of one or more features in the same featureclass or in any other address related featureclass enables the possibility of detecting an error using GIS Analysis.

• A GIS error can sometimes be noticed if the feature is on top ofanother feature, is not inside a polygon feature, is too far from a feature, is too close to another feature, is not connected to other features, is not connected to the correct number of other features, is not along a polyline feature, is along the incorrect portion of the polyline, or is not between other features.

• Developing the rules for which features to compare with other features and determining which attributes are to be utilized in each comparison varies as the Dataset designs vary.

Address Dataset Designs• Address Ordinances differ from one city to another and

have evolved over time. Rules for assigning Addresses vary by Ordinance. If using GIS to store and manage Addresses, Rules and exceptions need to be accurately modeled with GIS

• GIS address standardization is difficult if the rules are different

• Almost every community in North Carolina uses GIS to manage Addresses - but almost all use a totally different E911 Dataset design.

• Complexity GIS Datasets varies significantly across NC• Address related featureclasses usually not maintained at

the same level as E911 Street Centerlines• The designs include many very different approaches to

recording address and E911 information• Unfortunately this means that error detection methods

must also vary for each community• These are some of the reasons that very few tests are

developed and applied to GIS E911 Data

• Are unique addresses shared between any Featureclasses? Frequently a water meter, parcel, single family building, and address point have the exact same address attribute.

• Are Address Points available for each primary address?• How are Multi-Address Buildings (Offices, Condos,

Townhomes, and Apartments) and mobile home parks addressed and recorded in GIS?

• Are driveways part of the GIS design?• Are multiple primary addresses allowed along an un-

named driveway? • Are odd and even address numbers allowed on the same

side of the Street?

Recommended Address Steps• Determine the Standard Address for the Feature• Determine if a Primary Address is Recorded with the same

Standard Address• Determine if the Standard Address is contained along one

or more street (or waterway) centerline segment• Determine if the primary address is accessible to the

related street centerline segments• Determine Side, Offset, and Position along Address

Centerline for all Addresses• Add (preferably by automated method) Attribute data

regarding City, EMS, Fire, Police, District as dictated by Dataset design.

• Test all GIS address components to see if combined Attributes and or positions are Possible, Probable, or Unlikely

• Repair, Field visit, or Record Address Conflicts: Override as required

• Finding Address errors or conflicts can help find and correct errors in address related featureclasses

Do 911 GIS Errors Exist?Detailed reviews of 34 North Carolina GIS Datasets (containing 56% of NC Population) reveal that the State and perhaps even the Country’s 911 GIS Datasets conceal excessively large numbers of Address Errors or Conflicts.Not a single GIS dataset contained less than 8% errors/conflicts. Eleven Datasets contain conflict rates exceeding 30%.A small percentage of features flagged by automated methods may be found Error free when manually reviewed.In all over 1,000,000 potential conflicts were flagged in the data reviewed (1 error for every 2.4 features).

911 Address Error Class

NuisanceNuisance errors are so trivial that automated

dispatching and addressing software may recognize the correct address and still route the correct unit to the site along the best route.

SevereSevere errors are those that are Potentially life

threatening in nature. Life threatening errors are those that result in the wrong address or no address being selected or that fail to route vehicles to the site, or that fail to suggest the best route.

Addresses and BuildingsIt may be desirable to code addresses by Type of Feature Addressed and by Active, Inactive, or Future status.

With a small amount of information added to each Building polygon, the potential GIS uses expands significantly.

If sufficient information is added to establish which buildings are Normally Addressable, the potential use in Quality Control of Addresses is enabled.

This information helps in assigning each Address to a building.

Ideally an address point will be located inside the boundary of an Addressable Building. (Near an entrance or near the center of the building are the most commonly desired positions.)

Even when an address point is not located inside a building many Address Point-Building relationships can be determined programmatically.

Address Points and Buildings may have numerous conflicts which require a manual review to determine proper linkage between Address Points and Buildings.
