1 INTRODUCTION 1.1 USING THIS HANDBOOK This GPRO Proctor Handbook outlines the responsibilities of the Proctor, the Delivery Partner and Urban Green Council, and provides the information necessary for Proctors to oversee GPRO exams nationwide.

This Handbook is a living document; Urban Green Council will make every effort to notify each participant when updates are made, but the Proctor is responsible for reviewing and abiding by the most current version at all times.

This Handbook and the Proctor Agreement should be consistent. However, if there are any conflicts between the two documents, the Agreement will be treated as the governing document.

2 BECOMING A GPRO CERTIFIED PROCTOR

GPRO Certified Proctors are essential to the success of GPRO. By providing this service, you are helping construction workers and tradespeople become GPRO Certificate Holders. Students who complete GPRO courses, study the GPRO manuals, and pass the corresponding exams will be positioned to meet the expectations of owners and tenants who want healthier, environmentally sustainable, and energy-efficient buildings. As a GPRO Proctor, you will ensure that exam conditions are fair and uniform throughout the country. 2.1 STEPS TO BECOME A GPRO PROCTOR:

1. A Delivery Partner submits a recommendation to Urban Green Council for an individual to be considered as a GPRO Proctor Applicant and provides them with the proctor application. Applicants must meet the requirements defined in the GPRO Proctor Qualifications (see Appendix A) and may not be Partner or Subpartner employees. USGBC Chapter staff members are permitted to proctor; however, they are strongly encouraged to use outside proctors.

2. The Applicant submits a GPRO Proctor Application, a CV or resume, and proof that he or she meets the required qualifications.

3. Urban Green Council reviews the GPRO Proctor Application. If it is approved, the Applicant will be notified and asked to sign a GPRO Proctor Agreement. See Appendix B of this Handbook for an additional copy of the Agreement to keep for your personal records.

4. The Applicant submits a signed copy of the GPRO Proctor Agreement (Appendix B) to Urban Green Council, stating that he or she understands the responsibilities of a GPRO Certified Proctor.

5. Urban Green Council will notify you and your Delivery Partner that the signed Agreement was received and you will officially be approved to proctor GPRO Exams.

 GPRO Proctor Handbook: Page 7/22

3.4 PROCTOR RESPONSIBILITIES Proctors are expected to follow all GPRO procedures as stated in this Handbook and the GPRO Proctor Agreement at all times.

1. GPRO Policies to Consider Before Proctoring:

a. Dress professionally and act with the utmost integrity and honesty when acting on behalf of Urban Green Council and Delivery Partner.

b. Proctors must maintain GPRO standards and ensure the security of the exam booklets at all times. Discussion or copying of the test questions is not permitted.

c. Urban Green Council prohibits relatives or co-workers of a candidate, or individuals with direct reporting to or supervisory responsibilities for a candidate, from serving as a Proctor for that candidate.

d. A GPRO Certified Proctor is not permitted to sit for any exam for which he or she has served as a proctor for a period of 1 year after the exam session.

e. Proctors must avoid all conflicts of interest, and all appearances of a conflict of interest, when exercising their duties as Proctors.

f. Any noted or suspected irregularities or compromising of the exam or testing process may result in the Proctor no longer being eligible to proctor exams, among other potential consequences.

2. Responsibilities Prior to Exam Day:

a. The Proctor is responsible for notifying Urban Green Council if the appropriate exam materials are not received two business days prior to the exam session.

b. Provide Urban Green Council with a cell phone number, which will be provided to the Delivery Partner, in case you need to be reached on the exam day.

c. Review the GPRO Exam FAQs and prepare to answer questions at the exam session (FAQs can be found in Appendix C: Proctor Instructions)

3. Responsibilities on Exam Day:

a. Arrive at exam location at least 15 minutes prior to start time. Check that desks are organized properly, verify the location of restrooms, and note any building security issues. If you are going to be late to the exam due to an unavoidable or unexpected circumstance, first notify the Delivery Partner contact on the cover page of the exam packet and give your approximate arrival time. Notify Urban Green Council of your delay as well.

b. If there are any questions/uncertainties (ie. directions, room location) when you arrive at the exam location, call the Delivery Partner Contact listed on the exam packet for assistance. If the contact cannot be reached, call Urban Green Council for assistance.

c. Write the exam session number on the board. The exam session number will be listed at the top of the roster.

d. As candidates enter exam room:

i. Ask each candidate to confirm that his or her information on the roster is correct by initialing in the space next to their name. Any candidates with missing information should supply this information on the roster.

 GPRO Proctor Handbook: Page 8/22

ii. Seat any late candidates (up to 15 minutes) quickly to minimize distracting other test takers. No additional exam time will be given due to the late arrival. Candidates arriving more than 15 minutes late should be asked to reschedule their exam.

iii. Make sure candidates are seated appropriately with space between each candidate.

iv. Bags, books, manuals, study materials, and any outside materials must be placed at the front of the exam room or stored underneath each candidate’s seat. The GPRO Exam is not an “open book” exam.

v. Inform candidates that cell phones and all other electronic equipment must be placed in the “off” position. These items include laptops, cell phones, pagers, Blackberrys, PDAs, MP3s, items with internet access, calculators, and watches. Any student who produces a device during the exam session will be asked to exit the room and his or her exam will be voided.

vi. Candidates are not allowed to have access to a phone at any time during the exam session. A candidate receiving or making a phone call during the exam compromises the exam and/or testing process and may result in Urban Green Council revoking the candidate’s test score for that exam during which the phone call occurred, among other potential consequences.

vii. Proctors may not make or receive phone calls during an exam (unless calling Urban Green Council to report a problem) to avoid disruption to the exam candidates.

e. Distribute the GPRO Exam Answer Sheets and ask candidates to fill out the information at the top of the page as well as their first and last names. Make sure that candidates understand how to enter responses on the exam answer sheet. Student ID numbers will be listed on the Roster next to the student’s name. If Student ID numbers are not listed on the roster, please instruct the student to keep the Student ID section blank.

f. Distribute the exam booklets and indicate the location of the Exam Number and Test Form to the candidates.

i. Ensure the candidate has the proper exam for which they are registered. If an incorrect exam is listed, contact Urban Green Council immediately. Do not allow the candidate to start the incorrect exam.

g. GPRO exams are pen or pencil on paper. A Proctor may offer writing implements to candidates who need them. If possible, please bring extra writing implements with you to the exam session.

h. Read and familiarize yourself with all exam rules found in Appendix C: Proctor Instructions.

i. Inform Candidates:

i. Calculators are not needed for the exam and may not be used.

ii. Outside scrap paper is not allowed. If needed, candidates may use the back of their Sign-In Sheet and Answer Sheet as scrap paper.

iii. Course manuals or any other materials are not allowed in the testing room/area. These materials should not be readily available to the candidate, including during any break times. Attempts to use reference materials can be a basis for termination of the exam and the candidate being prohibited from taking any exam in the future.

 GPRO Proctor Handbook: Page 9/22

iv. Candidates are not permitted to write in the exam booklet.

v. Any exam booklet or bubble sheet that is not returned will constitute an automatic failure for that candidate without any possibility of a re-take.

vi. Announce that you, as the Proctor (or any candidate), are not permitted to interpret or clarify any exam questions for any other candidate. Encourage the candidates to select the best answer if a question is unclear.

vii. Communication, verbal or electronic, with fellow candidates is not permitted during the exam.

viii. Eating and drinking are not permitted, however, if a medical condition has been documented, eating may be allowed.

ix. Inform candidates of the allotted time for the exam: 75 minutes. To assist candidates with time management, the proctor will record in a visible area the test hours, time began, time now and time remaining. The remaining time change should change each 15 minutes and the last 15 minutes in 5 minute increments

x. Candidates are not allowed to spend time on activities not related to completing the exam.

xi. Advise candidates that they may use the restroom, one at a time, during testing. No additional time will be given for a restroom break. Candidate should sign out when leaving the room and sign in upon return. Candidates should not spend excessive lengths of time away from the testing room. Restroom breaks are allowed, but they should be reasonable in length. Excessive breaks open the possibility of the candidate researching the answer to questions, collaborating with someone about the content of the exam, and possibly receiving outside assistance. Candidates should be reminded that the exams are timed and the clock does not stop running if they leave the room. Candidates taking excessive or extended breaks are considered to be potentially compromising the testing process and such incidents may result in Urban Green revoking the candidate’s test score for that exam, among other potential consequences.

xii. Walk-in test takers are allowed if they have attended all required course sessions prior to the test date, and if exam payment has been previously arranged. If these requirements are not met, exams will not be graded. Please confirm this with the student before he or she takes the exam.

j. Only registered candidates shall be admitted to the testing room. No visitors are allowed. Walk-ins may be permitted as authorized by the Delivery Partner. Candidates are allowed to register for an exam up to 24 hours prior to the exam session.

k. Do not allow students to begin the exam until time is called.

4. Maintaining Test Security During the Exam

a. Your responsibility as a GPRO Proctor is to protect the integrity of the exams and testing process and requires that you monitor the activities of anyone taking the exams by adhering to the following:

i. Only the GPRO Certified Proctor designated on the exam registration should be administering and proctoring that scheduled exam.

ii. The Proctor must remain in the room during the entire time of the exam and ensure that the exam or testing process is not compromised. Leaving the room compromises the testing process, is considered a breach of policy, and may

 GPRO Proctor Handbook: Page 10/22

result in Urban Green Council revoking the candidates’ test scores for that exam during which the proctor’s absence occurred, among other potential consequences.

iii. Monitor candidates by walking around the room periodically, and observe candidates while sitting at the front of the room. Use the GPRO Proctor Exam Checkout Form (Appendix D) to record any additional important information that took place during the exam

iv. If it is noted that the exam session is compromised (ie. observed cheating, cellphone usage, removal of an exam booklet etc.), Urban Green Council will ask that you complete an Exam Incident Report (Appendix E), documenting details of the situation that occurred during the exam to be used as verification to the Delivery Partner and student(s) involved with the incident.

b. Copying of questions in part or whole by the candidate, Proctor or anyone else is fully restricted. Report any attempt to copy the questions to Urban Green Council immediately. The exams are copyright protected. The exams may not be duplicated in part or whole for any reason. Doing so would be a breach of confidentiality. Inform candidates that contents of the exam booklet may not be copied or discussed with potential exam takers.

c. If you find a candidate compromising the exam and/or testing process (ie. disruptive behavior, cheating), you should end the candidate’s exam immediately, report the candidate to Urban Green Council and mark the occurrence on the candidate’s exam form. Possible consequences include: The candidate may be prohibited from taking any future GPRO exam and from applying for GPRO Certificate Holder status.

5. Responsibilities After the Exam

a. Collect exam booklets and answer sheets from candidates who complete the exam early.

b. Continue to monitor procedures and the amount of time left for the remaining candidates.

c. If there are still candidates testing, announce 15 minutes before the official end time that the exam will soon end.

d. Immediately after the official end time has passed, collect all exam booklets and answer sheets and confirm that none are missing or that any exam booklets are written on.

e. Collect and place all completed exam answer sheets, exam booklets with marks, and the roster in the return envelope.

f. Complete the GPRO Proctor Exam Checkout Form (Appendix D) and place it in the return envelope.

g. Use the pre-paid mailing label and envelope (provided) to return all materials to Urban Green Council via priority mail within 24 hours or schedule in-person drop-off of exam materials.

6. GPRO Student Evaluations

a. GPRO Students will sometimes be asked to submit feedback on the program by completing the evaluations included in the exam materials packet.

b. If course evaluations were provided in your exam packet, give students one evaluation to be completed after their exam is finished (to be completed before leaving the testing location).

c. Place completed evaluations in the Exam Session Package to be returned to Urban Green Council.

 GPRO Proctor Handbook: Page 11/22

7. Emergency Procedures

a. The following situations may impact the exam period, and Proctors should exercise reasonable judgment when faced with these situations. Describe details of situation on the GPRO Proctor Exam Checkout Form provided in the Exam Session Package.

i. Building Evacuation: Follow instructions given by the Delivery Partner or Security/Site Coordinator. If possible, collect exam booklets prior to leaving the room. Do not allow students to leave with exam materials. If allowed to return to building, resume exam and add additional time equivalent to the loss to make up for the interruption.

ii. Extreme Weather: Delivery Partners will determine if a scheduled exam will be rescheduled due to extreme weather conditions.

iii. Illness: Call the Security/Site Coordinator and/or 911 if a candidate becomes ill, and determine whether the exam needs to be suspended. If the exam is suspended, collect exam booklets and secure them until the emergency is resolved. Return exam booklets to the candidates and add additional time equivalent to the loss to make up for the interruption.
