Background/History
• Kaba Ilco is the current owner, the
former owner of the property was
Stewart-Warner/Bassick Sack
• Kaba Ilco has owned the site since 2001
and soil sampling conducted prior to
2001 showed pollution
• Kaba Ilco has executed an administrative
agreement with state regulators to
implement a remediation plan
(effective 5/5/2014)
• Note: There are likely other sources
contributing to the plume (i.e. NCDOT
plant #54)

Background/History
• WS/FC School Board votes to relocate
students from Hanes/Lowrance (February
10, 2015) based on possible vapor intrusion.
• WS/FC School Board hears results from a
consultant determining that vapors in the
school are not at significant levels (March
24, 2015).
• City became involved b/c little data had
been gathered below Hanes/Lowrance south
of 28th street to determine potential risks to
citizens in the area.
• City’s goals were to determine the extent of
the pollution and determine if there are any
potential health risks to citizens.
Pollutants of Concern
Main pollutants found in the groundwater:
• Tetrachloroethene (PCE)= also known as PERC
• Trichloroethene (TCE)
What types of chemicals are these?
These chemicals are volatile organic compounds. They are colorless
liquids that have a sweet odor and evaporate very quickly.
(Note: They are found in common house hold items)
What are these chemicals used for?
Chemical solvents are used in dry cleaning, cleaning of metal
machinery and to manufacture some consumer products and other
chemicals. They are effective cleaning solvents and remove stains
and dirt from all common types of fabrics.

Goals and Next Steps
• City to continue in-door air testing in the area of Patrick and
Stokes.
• Kaba Ilco to continue testing further south in the Ivy and 25th
Street area.
• DEQ and NCDOT will continue discussions to test and
determine potential contributions of the NCDOT Plant #54
site.
• Inform and update citizens as process moves forward.
