In addition to the huge marketplace of guns and gear, there are numerous meetings and seminars offered by the NRA as well as book signings and the NRA Foundation Auction and Dinner. Virtually every manufacturer and major distributor had a booth or table promoting their products. Think of it as a Shot Show open to the public rather than industry only. As representatives of ORPA, we attended the NRA Clubs and Associations meeting as well as the state association roundtable following the regular meeting. My wife Gwen and I recently attendedthe NRA Annual Meetings in Houston,Texas on May 3-5. For any of you whohave not attended an NRA convention,it is a sight to behold. The next three willbe held in Indianapolis, IN; Nashville,TN and Louisville, KY respectively. Allwill be within driving distance of Ohioand are well worth the trip. The ORPA Highpowerseason at Camp Perry hasdrawn to a close and theNationals are now uponus. To the shooters whocompeted in the ORPAevents, thank you. Yourparticipation and spiritedcompetitive drive belie theefforts of those who wouldinfringe upon our activitiesthrough the arbitraryrestrictions they wish toplace on our equipment.Good luck to those of youwho will be competing inthe Nationals.

I wish to especiallywelcome the new shooterswho fired in the clinicsponsored by ORPA withthe support of the CivilianMarksmanship Program(CMP). The CMP haslong been a steadfast friendand resource to theAssociation. The clinicwould not have beenpossible without the use ofCMP modern sportingrifles. The help of OhioOrdnance Works, Inc. toprovide ammo was also ofcritical importance and ourthanks go out to themagain.

Those of you at the clinicwhom I yelled at to markthis or that target numberplease be assured it wasnot personal. I was

answering to a higher power,line officers on the radio. Itwas a pleasure to meet somany of you and I hope yourfirst trip to the “Pits” won’tbe your last.

To the shooter on target 40relay 4 I hope the clinic wasinstructive, that was one ofthe best dirt showers I’veever had, learn those comeups. We had clumps of grasscome over the wall!! That’swhat a clinic is for, to makemistakes and learn from them,whether it’s a low shot ormissing that bullet hole in ascoring ring or number, wewere all there to learn. Noclinic or event can occurwithout the dedication andeffort of those willing to putit on.

I have to call attention to Mr.& Mrs. Bailey, Gwen andKeith both past-presidentsand long time trustees of thisassociation they and theircrew of volunteers made ourfirst clinic in quite awhile ahighly successful and safeevent. From the Instructorsto the Coaches, Block andLine Officers down to TerryMoats and her stuffed ‘PitPig’ that kept me on track inthe pits it all worked, logistics,lunch and even the weatherco-operated and for you firsttimers at Camp Perry that’sa real plus. To all volunteers

my personal thanks and toKeith and Gwen a heartfelt“Well Done”.

On the legislative front wecontinue to monitor what’shappening in Columbus andthere is some good news.State Rep. John Becker ofUnion Township ClermontCounty has proposed acouple of common sensechanges to Ohio Law. Onewould change the definitionof automatic weapon to thatused by the FederalGovernment, to wit, a firearmcapable of discharging morethan one round with a singlepull of the trigger. Undercurrent law a firearm with amagazine capacity in excessof 31 rounds is a “DangerousOrdnance” even if it is semiautomatic only (one roundper pull of the trigger). Thischange would eliminate

Ohio’s current arbitrarylimit on magazinecapacity.

Rep. Becker has alsoproposed to require LawEnforcement agencies toplace in servicelegitimately seizedfirearms if appropriate andif not then be disposed ofthrough sale to LicensedFirearms Dealers. Thiswould end the currentpractice of shredding ormelting down at taxpayerexpense serviceable andpotentially highlycollectible firearms. TheState of Kentucky hashad similar requirementsfor several years with theproceeds going back tothe agency for training andsafety needs saving taxmoney and preventing thewasteful destruction ofserviceable, quality,firearms. Please let yourlegislators know of yoursupport for such commonsense changes to OhioLaw.

Tiffin-Seneca Izaak Walton hosted a youth .22 rifle class,over the course of the summer. The course providedclassroom instruction, rifles, ammunition, and range coachesall free to the youths. The positive experience these youthshave had will make a big impact on the shooting sports, asthey talk, Tweet, Facebook, et cetera about their experienceto family and friends. This exposure helps the general publicbetter understand and appreciate the shooting sports. Forour hunting heritage and Second Amendment support to growyouth involvement is paramount.

Crooked Creek Conservation Club ExtendsRimfire Sporter Range to 50 Yards

Crooked Creek Conservation Club, Hartsgrove, Ohiohas extended its rimfire sporter range to 50 yards. AllCMP rimfire sporter matches will now be fired at theregulation distances of 25 and 50 yards. Crooked Creekhas 10 covered firing points and could expand to 20 ifthere is enough participation.

US Sportsmen’s Alliance “Save Our Heritage” Ohio RallySept. 21, 2013 is when the US Sportsmen’s Alliance will have their 17th Annual “Save Our Heritage” Ohio Rally. There willbe numerous prizes. Ohio GOP Creates a Second Amendment Rights CoalitionEvery two years around an election cycle, national and state campaigns spend time and resources hastily re-cultivatinggrassroots outreach programs for Second Amendment supporters that disappear as soon as the election is over.

To that effect, the Ohio Republican Party seeks to build and maintain an 88-county grassroots organization to educate andinform voters about our constitutional heritage so as to effect change of laws that restrict our right to keep and bear arms.

A few of the responsibilities of an Ohio GOP Second Amendment Rights Advocate are to identify speaking opportunitiesfor Republican leaders, to reach other like-minded people through social media and to recruit volunteers for state politicalcampaigns.

Saturday, June 22 was a bigday for area youth. TheGreene County Fish andGame held its annual YouthOutdoor Training Day/JakesDay. Youth grants fromO D N R / D O W ( O h i oDepartment of NaturalResources Department ofWildlife), NWTF (NationalWild Turkey Federation),NRA (National RifleAssociation), OGCA (OhioGun Collectors Association)and ORPA helped us to

sponsor the event. The event,known as just Jakes Day inthe past, is a day for trainingyouth in various outdoorskills. The annual events weredeveloped nationwide by theNWTF. Jakes stands for“Juniors AcquiringKnowledge, Ethics andSportsmanship”.

At the Greene County Fishand Game, six skill events areoffered to all kids 17 yearsof age or younger. This year

we had seventy youth signedup for the events. Thoseevents included archery, trapshooting, air rifle shooting,.22 rifle shooting, shootingmuzzle loaders, and cowboyaction shooting (where thekids got to shoot both leveraction .22 rifles and .22revolvers).

Stations were manned byadults skilled in those venuesas well as range safetyofficers certified by NRA and

NMLRA (National MuzzleLoading Rifle Association).National Wild TurkeyFederation personnel,Officers from ODNR, Clubmembers who are membersof Ohio Gun Collectors andORPA all pitched in to trainthe youth. Lunch was servedfree of charge by ourwoman’s auxi l ia ry tovolunteers and youthparticipants.

Ohio Deer Hunting has more changes for 2013/2014 season.By ORPA Hunting Chair Don Hunter

This year the proposed deer hunting regulations had more last minute changes than I have seen in over a quarter century.Get and read the deer regulations to be clear on what is legal when and what is not. As I believe the new deer regs to be;Oct. 12 and 13 there is to be a state wide muzzleloader season for antlerless deer only. No deer with antlers are to be takenthis weekend regardless of method of take, so bow hunters will be restricted to antlerless deer also. Hunter orange willlikely be required of any hunter entering the field, bow hunter, squirrel hunter etc. Be sure to check the regulations forrequirements as they may vary or change. The extended deer shotgun weekend in December is gone. Currently there is tobe a five day muzzleloader season in January, starting on Friday, Jan. 4 and running through Tuesday, Jan. 7. As always,read all of the regulations so you do not violate the law, be safe and have a great hunting season this year and send thosehunting photos to [email protected]

ORPA Juniors Apply by September 1 for Donna J. Deal Memorial Scholarship

The Ohio Rifle and PistolAssociation is againproviding two scholarshipsfor junior members. Thescholarship program isnamed for a longtime juniorclub coach from the ErieCounty Conservation Cluband ORPA trustee. Eachscholarship recipient will beawarded $500 to help fundenrollment in a trade school,community college, or two orfour-year educationalprogram.

Interested students should bean ORPA individual member

and competitor for at least thelast two years. They willneed to furnish three lettersof recommendation, includingone from their coach orinstructor.

Each student will also supplya high school transcript todemonstrate a Grade PointAverage of at least 3.0 duringtheir junior and senior years.Applicants should provide atyped statement describingtheir post-high school goals.This statement can alsoinclude detail of the student’sother activities, including

school extra-curricular, workexperience, and communityservice.

Please note that scholarshipwinners do not need tocompete on a collegiateteam. ORPA is interested inrewarding junior memberswho share an appreciationfor the shooting sports andcan positively represent theorganization.

Annually, ORPA awards twoscholarships in the amount of$500.00 to qualifiedstudents. To be eligible, theapplicant must be a currentORPA member. Thescholarships have notincreased in many years. Weare seeking individuals tomake an annual commitmentto allow us to increase thescholarships. Currently,$500.00 barely covers thecost of books for onesemester.

The scholarships are namedin memory of Donna Deal,

and were started by herhusband Wilbert. Donna andWilbert were both active inORPA as well as junior riflecoaches in Sandusky. TheDeals’ children honor theirparents by continuing to fundthe program.

Your Ohio Rifle and PistolAssociation (ORPA) wasone of the match sponsors atthe 2013 Ohio Single ActionShooting Society (SASS)State Championship,“Shootout at Hard Times”,held on the grounds of thePiqua Fish and Game Club.It was hosted by the MiamiValley Cowboys onMemorial Day weekendMay 24-26. Buckshot Jones,Mean Gun Mark and the restof the crew put on a fantasticmatch with over 215competitors in attendance forthis three day event.

It drew contestants from allover the USA and Canada.

In conjunction with thisevent, the Dooley Gangcame all the way fromClarksville, Texas to put ona cowboy action shootingschool on Friday. Thelessons included: a review ofthe basics, items to have inthe shooters toolkit, and thedifferent styles that worldchampion shooters use instaging, handling, andtransitioning between theirfirearms.

For side matches, there werethe usual events such aspocket pistol, long range rifle,speed rifle, speed pistol andspeed shotgun but this yearthere was also a Cowboy

Mini Match and Wild BunchMini Match. The Wild Bunchevent was conducted underthe 2013 Wild Bunch ActionShooting rules. I had theopportunity to shoot thisevent and it was a hoot!

The main match gotunderway at 9:00 am onSaturday. This allowed thefirst six stages to becompleted early enough inthe day to allow time for theoptional Man-on-Mancompetition. In the eveningthere was a steak dinner andband at the PF&G clubhouse. Yee-ha! Our Ohio andPistol Association was wellrepresented with19 ORPA

members competing in avariety of shooting styles.

ORPA Cowboys - Send in Your Photos & Match InfoWe need for you to tell your club’s story regarding this fantastic shooting sport! By now I think everyone has heard ofCowboy Action Shooting (CAS) and the Single Action Shooting Society (SASS). It has been noted as the fastest growingshooting sport in the world. Since SASS got started in California back in 1982, SASS membership and SASS clubs havegrown to more than 50,000 active members and more than 600 clubs around the world holding annual and monthlyshooting competitions.

SASS competitions are similar to scenes from Western books and movies where you hold off marauders, rescue a damselin distress, or play the bad guy. These competitions are meant to be fun and reminiscent of the 1880s. Old West costumesare required as are a pair of six-guns, a lever-action rifle (in a pistol caliber), and an old time shotgun (either Winchestermodel 1897 pump or side-by-side double barrel style). Targets are big and close and scores are based on how long ittakes to finish a scenario with five seconds added for each missed shot.

Since there are over 30 different shooting categories with shooters competing against their peers, we really want torecognize your competitors, from the 10-year-old Buckaroos and Buckerettes to 90-year-old Elder Statesmen and GrandDame. Cowboy Action Really is Action!June 22, 2013 - Ohio Valley Vigilantes

I grew up hunting small gameand shooting trap with mydad. In college I discoveredsmallbore rifle and air rifle.For many years I have beenimmersed in collegiate rifleshooting. As I get older andrealize how little I know, Ihave had the opportunity toexperience many of thedifferent and somewhatunknown disciplines hiddenunder the shooting sportsumbrella. For the better partof a year a good friend ofmine has been trying to getme to come watch himcompete in a CowboyAction Shoot. A couple ofweeks ago the stars alignedas well as our schedulesallowing my father and me totravel to Mount Vernon, Ohioto see my friend in action.

When we arrived we saw apretty large group ofcowboys and cowgirls suitingup and getting ready to go towork. My friend, known asLongshot Ace, greeted meand my father. Many of youalso know my friend as noneother than our belovedOPRA VP and membershipdirector, Alan Joseph. Alan,err uh, I mean Longshot, wasable to rather quickly give usan overview of what wouldbe happening at the shoot.As with every discipline inour sport, nothing happenedtill the match director hadeveryone circle around the

back of the pickup truck hewas standing in so he coulddo a safety briefing. Thenwe went to town - really, theclub has built a series ofshooting stages resembling ajail, saloon, gallows, logcabin, stables and others.We felt like we were walkingthe streets of Deadwood.

Longshot explained some ofthe rules covering loading,shooting, and unloading alongwith the proceduresassociated with firing each ofthe three guns. Eachcompetitor at this shootwould shoot five shots witheach of two single actionpistols, 10 shots with a leveraction rifle, and four shotswith a shotgun. Some shotsmokeless powder andsome, like Longshot, firedblack powder. Thisreminded me why smokelessis called smokeless.Shooting the black powderwould create enough smokethat Longshot wouldsometimes be hard to see inthe cloud. But it did not seemto affect Longshot as he keptshooting at the steel platescreating the constant soundof a ringing bell.

All of us in our chosendisciplines are very proud ofour safety records as well ashow friendly our fellowcompetitors are. The sameis true for Cowboy Action

Shooting. While Longshotwas doing his thing, one ofhis fellow competitors, GrayHare (real name don’tmatter) took my dad and Iaside and welcomed us to theshoot. Then he took us toan empty shooting stage, andsafely allowed us to dry firehis pistols and rifle. GrayHare showed us how toproperly hold, cock and firethe pistols as well as how torapidly (and I mean veryrapidly) function the leveraction rifle. So, just like inany of our disciplines, here isa sport ambassador who hasno idea who we are but withgreat enthusiasm took usunder his wing and gave us awonderful introduction tosome of the nuisancesassociated with CowboyAction Shooting.

When each of the shootinggroups (called posse’s)finished the sixth and finalstage, the rather sharplydressed competitors

gathered in the picnic shelterfor hotdogs and beans whilethe numbers were crunched.After a short awardsprogram, the cowboys andcowgirls jumped on their ironhorses and rode off into thesunset. My dad and I had awonderful day and learned alot about a very intriguing partof the shooting sports. Iencourage each of you to getout of your comfort zone andexperience what is out therein the shooting sports realm.I am positive you will beimpressed with our dedicatedcompetitors in each of themany disciplines in our sport.Thanks Longshot, for a greatday!

ORPA 2013 HighPower Seasonby ORPA Trustee Keith Bailey

Overall, the 2013 ORPA highpower season was a good one. An article has already been published on the Service RifleChampionship. The matches all had good attendance and our CMP Leg matches were also well attended. While the weathermanseemed determined to affect our matches with less than favorable forecasts, the weather cooperated with us and the rainthat did find us was very light and scattered and for the most part found Camp Perry after our matches were completed.

The NRA Regional match on Memorial Day weekend went off without a hitch. With 120 competitors including 19 Juniors,we had a great turnout. The Sunday team match brought out19 teams, with Semno Match Rifle leading the pack with ascore of 1947- 67x, edging out our military team by one point.

Our Regional Medal Winners were:Gold- Joseph W. Hendricks, 788- 34xSilver- Nick Till, 787- 26xBronze- Fritz Hempleman, 786- 23x

High Junior was Joe Hendricks, Jr with a 770- 24x.High Senior was Kim Copenhaver with a 782- 16x.High Service Rifle was Jesse Bragg with a 785- 30x.

On Monday, we fielded 86 competitors for the EIC matchwith nine distinguished shooters for about seven legs. TheMatch Winner was Cletus Paumier with a score of 482- 9x.

Our Bob Wright Long Range Memorial Match was a twoday match this year consisting of an aggregate of five matches,three being shot on Saturday and two shot on Sunday. With atotal of 44 competitors and additional one day competitorstotaling 39, the weekend match can be considered fairlysuccessful. We managed to get all our shooting in before therain started falling.

On Sat., June 15, ORPAconducted its first HighpowerMarksmanship Clinic sincethe 2005. We held the CMPclinic concurrently with ourBob Wright Long Rangematch. We had set aside 35targets on Rodriguez Rangeto make sure that there wouldbe no conflict with the longrange shooters on VialeRange, giving us a maximumof 140 competitors on fourrelays.

Thanks to the NRA’s emailblast, sent out in February,which had a link toinformation for the clinic, wehad the clinic more than halffull before the first informationwas published in theGunsmoke. Judging from theresponse, there is definitely aneed for future clinics atCamp Perry and we hope tocontinue this program.

Thanks to a new crop ofvolunteers, we set the clinicup similar to those held in thepast, with the exception thatit would be completed in oneday. About 40 competitorschecked in Friday eveningwith the balance coming in

Saturday morning. We hadreceived confirmed responsesfrom 136 competitors and dueto last minute cancellationsand a couple of additions, thetotal number of competitorsfor the clinic numbered 114.The Clinic began Saturdaymorning with a classroomsession in the Bataan Armory.Student guides were providedby the Civilian MarksmanshipProgram for the competitors.ORPA would like to offer ahuge thanks to J.J. Ohlinger,Mark Ohlinger and KevinStaley from Zanesville RifleClub, who conducted theclassroom portion. It wasreceived well by thecompetitors.

After the classroom session,competitors moved to therange for the live fire portionof the clinic. The one daysession provided individualcoached instruction to theattendees for 35 live firerounds, consisting of fivesighting shots and ten recordshots prone slow fire, tworapid fire simulations and 10shots rapid fire prone and 10shots slow fire standing. Allfiring was done at a distance

of 200 yards.

Using our new computerizedscoring system, purchasedwith a state association grantfrom the NRA, scores weretabulated and available on theORPA website on Tuesdayfollowing the match. We have received a numberof good comments andcompliments on the clinic. Wewish to give a big thanks toour capable volunteers fromOhio and Michigan withoutwhom the clinic would nothave been possible. We alsowant to extend a big thanksto the ORPA JuniorHighpower Team membersand parents who volunteeredas well as members of theZanesville Rifle Club whomade the trek to Camp Perryto assist.

One other note of thanks isdue to Ohio Ordnance Worksof Chardon, Ohio for their

support. Little did we foreseewhen planning the clinic ayear in advance that thesevere shortage ofammunition which currentlyexists would be upon us. Wehad planned on ammunitionsupport from the CMP, butthey didn’t have a single roundin stock and no idea whenthey could expect any.Needless to say, whencompanies were limitingpurchases to two boxes percustomer, the prospect offinding 5,000 rounds of .223ammunition gave us somesleepless nights. OhioOrdnance Works, one of ournew Sweepstakes sponsors,came through and provided uswith 5,000 rounds ofammunition for the clinic. Weoffer a huge thank you tothem for their support onbehalf of 114 new highpowershooters who attended theclinic.

As a last footnote, I want tomention that over a dozen ofour clinic attendees cameback and shot in our OhioState Championship match onJune 29.

Over the past several yearsshooters in Ohio have lostseveral good smallboreshooting ranges. Theseranges were at times beingused for matches that broughtsmallbore shooters for a headto head event that formallygave us our pronechampions in Ohio. For2013 we were invited toconduct this event at theLima Sabres range facility.With their help I am able tosay our Ohio 3200 ProneChampionship wasconducted again this yearwith great success.

Weather cooperated to thebest of Ohio’s ability. Greatshooting weather for thisrange still presents difficultyin obtaining top scores. Eventhough good scores are hardto come by some were shotwith a near “run-a-way” winby Ohio’s new championGarald Wise.

Garald has been a perennialposition champion from yearto year but is now showinghis ability in the prone stagewith a fine 3187-213 overthe full two-day course. Thiscourse of fire is the oldtraditional 1600/day eventthat gives an extendedamount of range/trigger timeto the competitor. (Goodnessknows we all like thatopportunity for more triggertime whenever available.)Garald posted six overall

and 3143-129 score.Thanks Tami for putting apretty face on the lime amongthe old “classics”.

Thanks, to the Lima Sabresfor their kindness in allowingus to use their facility. Thisevent is the match thatenables ORPA to fund teamson the line at the Camp PerryNational Matches. With theusual financial profit goingtowards the team matcheslittle to no money is left to giveto the range facility.Hopefully next year we canincrease attendance and getthe Sabres the funds theydeserve and show them thedemand is there for facilitieslike theirs.

Following the leader was aclassic close race brokenonly by X count with RickSarver posting a 3180-201and Chris Beal at 3180-198.

The greatest number ofcompetitors was found in theexpert class of which JeffGraham brings home a 3178-197. Jeff comes from highpower shooting and says hehas come to like the amountof shooting we do insmallbore with lack of pitcrew time. So do we Jeff.Following Jeff Graham wasanother Jeff - as in Jeff Perrywith a 3177-204. Goodclose competition again.

John Davis was our seniorchampion this year with hisposting of a 3168-182 andthis also placed him third inthe expert class and gets hima certificate for his effort.

Mike Naylon came down toshoot with us at Lima andwas our sharpshooter/marksman combined classwinner at 3159-181 whereasTylor Luoma posted thejunior class winning score of3157-155 for this year.

For any organization to serve itsmembers it must know what the members’ interests are. One way that ORPA accomplishes this is through its 33 elected trustees. Using theirexperience, ideas and energy; trustees serve as a communications link between the association, their clubs and the shooting community. The trusteesformulate the policies, programs and procedures that make our state association responsive to its members’ interests. This is an ongoing process.

Trustees are elected at the November annual meeting and serve a three-year term. We are looking for a variety of people from all disciplines so that theassociation may better serve its members. You can work within the committees for each discipline or find your interest in other areas, such as women’sissues, legislation, hunting, education, etc. There are four trustee meetings during the year, usually held one Sunday during January, March, Septemberand November.

An individual must be either a REGULAR or LIFE member of the association to qualify. ASSOCIATES are not eligible.
