Halloween Costume Contest -2017 / Official Rules

The LINQ Promenade

SECTION I – CONTEST REGISTRATION AND ENTRY

1. “Halloween Costume Contest 2017” (hereinafter the “Contest”) refers to the events

commencing on October 28, 2017 at The LINQ Promenade located at 3545 Las Vegas

Boulevard South, Las Vegas, Nevada 89109.

2. All references to time of day herein refer to Las Vegas, Nevada time.

3. As used herein, “The LINQ Promenade” means Caesars LINQ, LLC (“The LINQ

Promenade”).

4. The LINQ Promenade reserves the right to refuse anyone entry into the Contest, in its sole

and absolute discretion.

5. Registration for the Contest on October 28, 2017, shall take place on October 28, 2017, at

The LINQ Promenade from 6:00 p.m. until 8:30 p.m.

6. Pre-judging will take place on October 28, 2017, in The LINQ Management Office via

photo from 8:30 p.m. until 9:00 p.m.

7. Final judging will take place on October 28, 2017, on The LINQ Promenade fountain stage

beginning at 9:00 p.m.

8. Participants will have their photo taken upon registration at The LINQ Promenade, L15B,

located between Kappa Toys and C&E Studios.

9. Entry into the Contest is limited to participants twenty-one (21) years of age or older with

proof of age that The LINQ Promenade, acting in its sole and absolute discretion, deems

appropriate.

10. There is no entry fee to participate in the Contest.

11. The LINQ Promenade may limit the number of entries into the Contest and may award

additional entries in its sole and absolute discretion.

12. Winners are responsible for any and all taxes, licenses, registrations and other fees.

13. Participants must show valid picture identification (driver’s license, state identification card,

or military identification card) at registration and prior to participating in the Contest, and in

order to collect prize. If participant is not a U.S. citizen, a current passport, consular

identification or alien registration card is required.

14. Employees of The LINQ Promenade and its parent, subsidiaries, affiliates, owned, operated

or managed properties, contractors hired for the operation of the Contest or parent

companies and immediate family members of such employees at director level or higher as

determined by The LINQ Promenade are not eligible to participate in the Contest, unless

approved in advance by The LINQ Promenade. Immediate Family is defined as: mother,

father, spouse, brother, sister, children, son-in-law, daughter-in-law, mother-in-law, father-

in-law, step-parents, step-children, grandmother, grandfather, grandchildren and any relative

or other person residing in the employee’s place of residence.

15. Individuals who are excluded from casino facilities, either through a government program or

by their own request, are not eligible.

16. By participating in the Contest, participants agree to comply with all rules contained herein.

17. Void where prohibited or restricted by law.

SECTION II – CONTEST SCHEDULING

18. Contest times are approximate. The LINQ Promenade reserves the right to change Contest

times in its sole and absolute discretion.

19. The LINQ Promenade may cancel, modify, relocate or reschedule the Contest for any reason

with prior notification, to the extent such is required.

20. The LINQ Promenade is not responsible for injuries or losses arising or resulting from

participation in the Contest and is not liable for any acts or omissions by employees,

whether negligent or willful, in the conduct of the Contest, and is not liable in the event of

any equipment or software malfunction.

21. If for any reason the Contest is not capable of running as planned The LINQ Promenade

reserves the right at its sole discretion to cancel, terminate, modify or suspend the Contest.

SECTION III – PLAYER CONDUCT AND CONTEST INTEGRITY

22. The LINQ Promenade may impose penalties upon any person who gives, makes, issues,

authorizes or endorses any statement or action having, or designed to have, an effect

prejudicial or detrimental to the best interest of the Contest as determined by The LINQ

Promenade, acting in its sole and absolute discretion. This may include, but shall not be

limited to expulsion from the event and property, forfeiture of cover charge, and/or loss of

the right to participate in this or any other Contest conducted by The LINQ Promenade.

23. The LINQ Promenade may disqualify any person for any prize based upon fraud,

dishonesty, violation of Official Rules or other misconduct while on the property or

otherwise occurring in relation to the Contest or as otherwise reasonable or necessary for

The LINQ Promenade to comply with applicable statutes and regulations, in its sole and

absolute discretion.

24. Any attempt by any person to deliberately damage any program or to undermine the

legitimate operation of this Contest may be a violation of criminal and civil laws and should

such an attempt be made, The LINQ Promenade reserves the right to seek damages from

any such person to the fullest extent of the law.

25. All decisions regarding the interpretation of the Contest rules, player eligibility, scheduling

and staging of the Contest, and penalties for misconduct lie solely with The LINQ

Promenade, whose decisions are final.

26. The Contest is subject to all applicable federal, state, and local laws and regulations,

including gaming, and all aspects of the Contest are subject to the approval of appropriate

regulatory authorities.

27. Contest Official Rules and any and all changes in the rules and event descriptions for the

Contest will be available at the Contest facilities.

28. Where a situation arises which is not covered by these rules, The LINQ Promenade shall

have the authority to render a judgment, including the imposition of a penalty, in accordance

with the best interests of the Contest and the maintenance of its integrity and public

confidence.

SECTION IV – PRIZING

29. Prizes are non-transferable.

30. Prize structure is set forth as follows:

31. In the event of a tie (including duo/trio costumes) for any place the prize money for the tied

place will be divided equally among the tied participants.

32. With regard to all prizes identified in these Official Rules, The LINQ Promenade reserves

the right to substitute prizes that have or have not been awarded as long as the value is

substantially the same as the original prize offered in the event that the original prizes

become unavailable. In no event will The LINQ Promenade be obligated to award more

prizes than the number of prizes stated in these Official Rules.

33. Prizes for the Contest on October 28, 2017, not claimed by 5:00 p.m. on November 1, 2017,

shall be forfeited.

34. Contest winnings may be subject to reporting and withholding pursuant to federal IRS

regulations, and participants are required to cooperate with The LINQ Promenade in

completing necessary forms.

SECTION V – CONTEST RULES

35. Participants agree that nudity or partial nudity, obscene or foul language, the use of animals,

and the use of pyrotechnics is prohibited.

36. Participants are prohibited from wearing facial masks, while walking through The LINQ

Promenade. Facial masks are only allowed during the judging portion of the contest.

37. Weapons, of any kind, are strictly prohibited.

38. Illegal substances, of any kind, are strictly prohibited.

39. No participant shall commit any act nor do anything that, in the sole discretion of The LINQ

Promenade, shall tend to degrade the participant, The LINQ Promenade, or its parent,

affiliates or any of their respective officers, directors, agents, servants, or employees to

public scorn, hatred, contempt nor ridicule.

40. Participants shall submit any questions to The LINQ Promenade regarding any costumes

that could involve questionable material for a determination on its suitability for use in the

Contest.

41. The LINQ Promenade will select up to five (5) participants during pre-judging. The selected

participants will be issued a numbered lanyard to wear in the final judging.

42. At final judging the selected participants from pre-judging will be asked to line up on the

main stage facing the audience. Any participant not in line within ten (5) minutes of the

lineup announcement will not be eligible to participate in the Contest.

43. The first, second place and third place Contest winners will be selected by crowd applause

as determined by The LINQ Promenade, acting in its sole and absolute discretion.
