Over the weekend we’ll be posting them online at hamtramckre- view.com. The festival starts on Saturday (Sept. 3) and runs through Monday (Sept. 5), noon to 10 p.m. each day. Our favorite day is Monday when the Polish Day Parade takes over Jos. Campau for about an hour. Before that, at about noon, be sure to catch the “canoe” race on Campau. It’s a load of fun, trust us. Last week work crews scraped off two inches of asphalt on Casmere from Jos. Campau to Conant, and this week did the same thing on Trowbridge, from Jos. Campau to Gallagher. Coming up will be an extension of the Trow- bridge repair to Conant, and then work will begin on Botsford, from Jos. Campau to Fleming. It is not clear when the streets will be resur- faced. However, before that begins some re- pairs to the base of each street will first occur. Work on Goodson, from Gallagher to Jos. Campau, which began last year, was finished up this week. The city received a setback in its road re- pair plan for this sum- mer with the postponement of a total redo of Lumpkin from Poland to Caniff. This year’s festival of- fers the same attrac- tions as in previous years: Live bands, great food, cold beer, artists’ tent and games and rides. And in keeping with tradition, on Monday (Sept. 5) the Polish Day Parade takes over for an hour or so, starting at 1:30 p.m. at Jos. Cam- pau and Holbrook. The parade travels north- ward up Jos. Campau to Casmere. If you are coming for the parade, be sure to bring something to sit on. On Sunday at 7 p.m., Hamtramck’s favorite party band, The Polish Muslims, hit the stage. It’s festival time for Hamtramck By Greg Kowalski Drive down Eight Mile Road on the Detroit side of the street and you will find a string of medical marijuana dispensaries. Just a few years ago, such a thing would have been unheard of, and, in fact, even today many towns, including Ham- tramck, are wrestling with the concept of al- lowing legal marijuana within their borders. While the idea of legal marijuana is new, the weed itself has had a long presence in Ham- tramck. It never ranked on the scale of alcohol, which has been virtually a cultural icon in town, but accounts of mari- juana have sprouted up a number of times. Literally. In July, 1938, some- one noticed that the weeds growing in an empty lot at Carpenter and Moran streets ap- peared odd. A closer look by the police con- firmed that marijuana was growing wild there. The lot wasn’t being cultivated so no one was suspected of grow- ing it deliberately al- though it was described as the biggest patch of marijuana ever discov- ered in Hamtramck. According to a news- paper account, the mar- ijuana was dutifully gathered by the police, taken to the station and burned (presumably in a legal fashion). it was reported, smokedseveral of the cigarettes‘for a thrill,’” The Citizenstated. But apparentlyshe did not turn into ahomicidal maniac.

No doubt, marijuanaplayed a minor role inthe city’s colorful pastlong before these caseswere reported, and cer-tainly long afterward.But for most of its mod-ern existence, Ham-tramck was ahard-working factorytown where a beer anda bottle of whiskey werethe popular mind-alter-ing substances.

You won’t find anymarijuana in the Ham-tramck Historical Mu-seum, but there is apack of “medicinal ciga-rettes” on display. Comeand see. The museum isat 9525 Jos. Campau.Hours are 11 a.m. to 4p.m. Saturday and Sun-day and by appointment.Call (313) 574-9758.

Parade Grand Marshal isbusinessman GeorgeLukowski.Mr. Lukowski’s life

story is one of survivaland inspiration. He wasborn in 1930 in Poland.Nine years later whenGermany invadedPoland, his life turnedupside down.He and his family sur-

vived, but they enduredhard times. Mr. Lukowskiwas 14 years old whenhis family was forced outof their home and sentto work in a labor campand later in a manufac-turing plant.“A minute in the camp

was like an entire day, aday was like a year and a

month felt like an eter-nity,” Mr. Lukowski saidin a biography he wrotefor the Polish Day ParadeCommittee. “Thankfully, my entire

family was kept togetherand was not separated,like many others had

been. We were a familybuilt on love, surroundedby danger.”After the war, he and

his family emigrated tothe US. In 1953 he wasdrafted into the Armyand was stationed, of allplaces, in Germany be-

cause he knew the lan-guage.Once home, he mar-

ried his wife in 1955 andhad six children. Sadly,one died young.Mr. Lukowski went on

to own Yarema Die & En-gineering, which sup-plied parts to Detroit’sBig Three automakers.“In addition to owning

taking place in VeteransPark but was moved toKelly’s Bar a few yearsago.For a few hours, it was

nice to fantasize aboutowning one of them. Onething’s for sure, Detroit’sBig 3 were bendingsome classy metal backin the day.

Last week a bare ma-jority of the city councilrejected a proposal torequire house inspec-tions before a housecan be sold.City Manager Katrina

Powell wanted to havea city inspector look atonly the outside of ahouse and draw up alist of what needs to berepaired.It would be up to the

owner and potentialbuyer of the property todetermine who pays forit.Councilmember Anam

Miah objected and saidthe city’s housing stockis so old – in somecases 100 years old –that there would be toomany items to require

fixing.The opposition’s

thinking is that the re-quirement would hinderthe sale of houses.They have a point. But others have

pointed out that the cityalready has the author-ity to demand repairsthrough existing coderequirements. All ittakes, they said, is forthe city to get seriousabout cracking down oncode violations.That has long been a

complaint with many.But whenever a city ad-ministration gets toughand enforces thecodes, there is a howlof protest from propertyowners over beingcited.

Often, the backlash isso strong the city ad-ministration relents andstops aggressively en-forcing codes.It’s been this way for

decades.At some point, how-

ever, we have to cometo an agreement, or asPowell put it, the city’shousing stock will dete-riorate.The rejection of the

proposal tells us thatthere needs to be morediscussion on this mat-ter. There needs to be ameeting of the mindshere.Once city officials are

on board, then the citycan proceed with anagreed on plan of ac-tion.
