To provide an overview on how the European Defence Agency

is responding to tasking received from nations and the

European Council to achieve an RPAS European Airworthiness

EDA Mandate

Ministers of Defence on 19 November 2013 highlighted the need for more intensive cooperation among pMS and with the European Commission to enable the framework conditions for a common certification baseline.

Heads of State and Governments highlighted the importance of effective CSDP during European Council on 19 December 2013. …for RPAS: “close synergies with the European Commission on regulation for an initial RPAS integration into the European Aviation System by 2016”.

MAWA EXECs on 4 November 2013 asked for a dedicated WG to analyse the EMARs for RPAS specificities and to include and share experiences gained from existing national regulations.

Airworthiness Regulatory Framework Working Group

Mission

• address RPAS certification in close cooperation with European civil stakeholders.

• address the cross cutting issues associated with developing a joint approach to RPAS airworthiness amongst the EDA participating Member States (pMS).

Objectives

• Develop and harmonise a set of airworthiness requirements classification and certification processes, common between pMS, necessary to preserve the military’s capacity to operate RPAS in the European Aviation System and with due regard to the wider aviation safety aspects, without duplicating the completed or on-going work where applicable;

• Coordinate and complete the immediate and near-term actions to achieve the greatest alignment possible with the civil RPAS Roadmap (dated June 2013), to achieve common Military/Civil airworthiness requirements, classification and certification processes and accounting for military usage and the military operating environment, within the 2014-2018 time period; and

• Establish and facilitate the achievement of the longer term actions with regards to future European military RPAS (MALE).

Agreement in place for civil-military Airworthiness

• EASA – EDA arrangement for enhanced cooperation

between the two agencies 18 June 2013.

- The arrangement specifically covers the harmonisation of

military aviation safety requirements with a primary focus on

airworthiness

• EDA-EUROCONTROL Exchange of Letters for Mutual

Cooperation 19 june 2013

- The arrangement supports the Single European Sky (SES)

Implementation and, specifically for RPAS, calls for a

coordination of activities (Air Traffic Insertion) and exchange of

technical information.
