Rising to the process safety challenge in the Asia Pacific region
The decision to introduce the long running IChemE Hazards symposium to the Asia Pacific region has generated great enthusiasm within the chemical engineering community. We have worked together to create a world class programme. It gives us great pleasure to formally invite you to join us at Hazards AP, which opens in Kuala Lumpur on 27 September 2011.
Safety is a key priority for our region. Hazards AP provides an essential forum for safety professionals, operators, contractors and regulators in the Asia Pacific region to meet with international experts and discuss the latest developments in chemical process safety. You can show your commitment to the cause by getting involved.
In addition to IChemE and CICM, the conference is attracting a strong coalition of sponsors, including our lead partner, PETRONAS Chemicals Group. ABB, CCM, ConocoPhillips, DuPont and Synthomer have also confirmed their involvement and negotiations are continuing with many other operating companies. The Malaysia Fire & Rescue Department (JBPM) and the Malaysian Institute of Chemistry (IKM) have also pledged their support.
Technical programme highlights include, six international keynote contributions examining lessons learned from process operations around the world. Nuclear safety, regulation and challenges presented by rapid economic growth also feature. The distinguished safety guru, Trevor Kletz, will offer a contribution via video link from the UK. Hazards AP will also feature a special panel discussion examining ways in which lessons from process safety incidents in Europe and North America can be embedded into our own operations.
In addition to the thought-provoking line-up of invited keynote speakers, Hazards AP features more than thirty peer reviewed technical presentations submitted by organisations from across the Asia Pacific region and further afield.
The three day programme is organised around the following broad themes:
– Current challenges and opportunities
– Lesson learned from process safety incidents
– The way forward, safer design and the regulatory challenge
The call for papers attracted a healthy response across all categories and the Technical Committee, led by Dr Christina Phang, has confirmed a superb programme, which includes presentations from many leading organisations including: ABB, AON Risk, BakerRisk, BASF, ConocoPhillips, CCPS, DuPont, ERM, KPOC, PETRONAS, Reliance Industries, Shell, SRC, and Titan Petrochemicals.
Hazards AP will be co-chaired by PETRONAS Vice President, Downstream Operations, Mr Kamarudin Zakaria and Dr A Hapiz Abdullah, CEO, PETRONAS Chemicals Group.
Hazards AP will feature an exhibition of products and services and a lively social programme offering unparalleled networking opportunities. The world of process safety is coming to Malaysia and you cannot afford to miss out.

International keynote contributors
Dato’ Ir Dr Johari Bin BasriDirector-General, Department of Occupational Safety and Health (DOSH), Malaysia
Dato’ Ir Dr Johari Bin Basri is currently the Director General of Malaysia’s Department of Occupational Safety and Health (DOSH) where he holds responsibility for the overall planning and implementation of core business, including enforcement, standard setting and safety promotion. DOSH is a key component of the Ministry of Human Resources with a mission to become the ultimate leader of occupational safety and health across all of Malaysia’s industries, including oil, gas, chemicals and energy.
He graduated in mechanical engineering from University Technology Malaysia in 1977 before
obtaining his MSc at Manchester University and then a PhD in Process Safety from the University of Sheffield, both in the UK. Prior to working at DOSH, Dr Johari served as the Executive Director at Malaysia’s National Institute of Occupational Safety and Health (NIOSH). He is a Fellow of the Institute of Engineers Malaysia (IEM), a Professional Engineer registered with the Board of Engineers Malaysia and a member of The Malaysian Society for Occupational Safety and Health.
Dr Johari will provide an overview of process safety related regulation in Malaysia. He will examine implementation issues, successes and future challenges.
Karon ArmstrongSenior Regulatory Specialist, 3M Medical, USA
With twenty years experience working in environment, health and safety (EHS) regulation, Karon Armstrong, supports 3M’s Asia Pacific business in the areas of healthcare, consumer and specialty chemicals. She is a senior regulatory specialist with responsibilities for EHS regulatory support for products sold and manufactured in the Asia Pacific region, assistance to subsidiaries on compliance matters and regulatory advocacy on behalf of the company and the chemical industry through US American Chemistry Council (ACC). Karon has also provided technical assistance on the development of chemical regulations to governments in Australia,
Korea, Malaysia, New Zealand, the Philippines, Taiwan and the Peoples Republic of China. She has also served as a technical consultant to the US government, offering advice on improving consistency in environmental, health and safety regulations in the Asia Pacific region.
Karon will share her views on possible directions of travel for future EHS regulation across the region.
Bhd. His previous role was Senior General Manager, Petroleum Operations Management in PETRONAS’ Petroleum Management Unit.
Tarmizi holds a BSc in Civil Engineering from Syracuse University in New York. He has been invited to give a perspective on the process safety challenge from one of world’s best known oil and gas corporations.
Mohd Tarmizi MunirHead PETRONAS, Malaysia Group HSE Division
Mohd Tarmizi Munir is the Head of Group Health Safety and Environment (HSE) Division at PETRONAS. His responsibilities include providing strategic direction and technical advice on HSE performance monitoring and enhancement, assurance, crisis management and sustainable development for the group. Tarmizi joined PETRONAS in 1993 as an operations engineer. His working experiences include offshore installation manager, safety management manager, asset manager and general manager in peninsular Malaysia operations and Myanmar Operations, PETRONAS Carigali Sdn.

Paul HaighIChemE Council Medalist 2011, UK
Dr Paul Haigh graduated in chemical engineering from the University of Manchester Institute of Science and Technology (UMIST) before going on to complete his PhD there in 1968. He joined the electricity supply industry in the same year to embark on a career spanning over 30 years with one of the UK’s pioneering generators of nuclear power. Paul’s knowledge and experience covers all parts of the nuclear fuel cycle. In 1999 he established a consultancy practice providing expert support in fields including radioactive waste management and decommissioning and environmental protection; work which sees Paul travel in the former Soviet Union and Warsaw Pact countries and in the USA and South Africa. He was an independent member of the UK Health & Safety Executive’s Nuclear Safety Advisory Committee.
Paul has served as a member of IChemE’s governing council and was a Vice President from 2000-2001. In 2009 he was instrumental in the setting up of IChemE’s Nuclear Technology Subject Group. His contribution was recognised with the Award of IChemE’s Council Medal for exceptional service in May 2011.
Paul will assert that the global nuclear power industry can overcome the negative publicity brought about by the Fukushima Daiichi accident and he will draw on his knowledge of earlier events, including the Chernobyl and Three Mile Island accidents to illustrate that modern reactor design embraces the highest standards in inherent safety.
he leads several key national research projects funded by the Chinese government. He has published more than 50 papers in various international journals.
He serves on several bodies including the International Committee of Process Systems Engineering in Asia and the Committee of National Strategic Green Chemical Engineering Teaching.
Zhao is one of China’s leading experts on chemical process safety and his keynote will offer a fascinating insight into the safety challenges facing a country that continues to undergo rapid economic growth.
Jinsong Zhao graduated from Tsinghua University with a masters degree in chemical engineering in 1994 staying on to complete his PhD in 1997. He continued with his post-doctoral studies at Purdue University in the USA before joining Day & Zimmermann International as a senior consulting engineer in 2001. Following this, Professor Zhao became a senior engineer & project leader at AET and a professor at the Beijing Institute of Chemical Technology in China. In 2008 Zhao returned to Tsinghua University to take up a professorship.
Professor Zhao’s main research interests include chemical process safety and process optimization and
performance indicators for process safety. He has been involved in the regulation of major hazards in the UK for the past 20 years.
Ian’s contribution will focus on the role of management and he will argue that process safety leadership is an essential requirement in major hazard industries world-wide.
Ian Travers is responsible for developing and implementing strategies and programmes for the regulation of major hazards in the UK. As a founding member of the Process Safety Leadership Group, which was charged with implementing the recommendations of the Buncefield Major Incident Investigation Board, he has championed process safety leadership for major hazard industries - including the publication of the ‘Principles of Process Safety Leadership’ in 2009.

Malaysia is divided into 13 states and three Federal Territories separated by the South China Sea with 11 states and two federal territories (Kuala Lumpur and Putrajaya) in Peninsular Malaysia and two states and one federal territory (Labuan) in East Malaysia.
One of Malaysia’s key attractions is its extreme contrasts. Towering skyscrapers look down upon wooden houses built on stilts, and five-star hotels sit several metres away from ancient reefs. Cool hideaways are found in the highlands that roll down to warm, sandy beaches and rich, humid mangroves.
Venue
Hazards AP will be staged at the InterContinental Hotel, Kuala Lumpur. This is a five star luxury hotel, which is located along Jalan Ampang, Kuala Lumpur’s embassy district with premier business, shopping, restaurants and entertainment. There are many pre-war buildings along Ampang Road. The Eng Choon Assembly Hall on Ampang Road for example was built in 1930. The Petronas Twin Towers, Suria KLCC shopping mall and Kuala Lumpur Convention Centre are all nearby. The InterContinental Hotel, Kuala Lumpur is conveniently located 55 minutes drive from KL international airport.

Documentation
All delegates who are fully registered to attend the conference will be issued with a CD containing copies of the full manuscripts and posters. All presentations given at the conference will be available (subject to the author’s permission) on the conference website after the conference.

Insurance
Delegates are advised to arrange adequate insurance, as the conference organisers cannot cover persons against cancellation of their booking or theft of possessions.
Social programme
Welcome reception: To welcome you to the conference on the evening of Tuesday 27 September, delegates are invited to attend a reception commencing at 18:00 hrs. The reception will include a selection of drinks and canapés.
Conference dinner: A traditional Asian banquet will be served at 20:00 hrs following pre-dinner drinks served in the ballroom from 19:30 hrs on Wednesday 28 September.

Payment of the conference fee must be settled at least two weeks prior to the conference date. A receipt together with a confirmation of registration will be issued upon receipt of payment.

Indemnity: Should for any reasons outside the control of CICM & IChemE in Malaysia (which will be referred as “the organizer”), the venue or speakers change, or the event be cancelled due to an act of terrorism, extreme weather conditions or industrial action, the organizer shall endeavor to reschedule but the client hereby indemnifies to hold the organizer harmless from and against any and all costs, damages and expenses, including attorneys fees, which are incurred by the client (which will be referred to as “delegate / delegates” in the subsequent paragraphs). The construction, validity and performance of this agreement shall be governed in all respects by the laws of Malaysia to the exclusive jurisdiction of whose courts the parties hereby agree to submit.
Cancellation/replacements: Any cancellations or delegate substitutions must be confirmed in writing, either via fax or email to the Hazards AP Secretariat. Substitutions will be accepted at no additional cost if made on or before Friday 16 September 2011. Replacements made after Friday 16 September, 2011 will be allowed, subject to an administration fee of USD 50. A fee of USD 50 will be charged for cancellations received on or before Friday 16 September 2011. There will be no refund for cancellations received after Friday 16 September 2011.
For cancellations notified after Friday 16 September 2011, the conference fee will be billed to the delegates even though they have not remitted the payment for their registration. Non-payment or non-attendance does not constitute cancellation of registration.
The organizer reserves the right to alter, cancel or reschedule the conference programme and all efforts will be taken to inform the delegates of any changes. The organizer will not be responsible for covering the airfare, hotel or other travel costs incurred by the delegates due to the alteration, cancellation or re-scheduling of the conference programme.
Delegate Information: Delegate information is kept on the organizer’s database and may be used by the organizer to assist in providing selected products and services which maybe of interest to the delegate and which will be communicated by letter, telephone, fax and email.
