HEALTH CARE FOR FOREIGNERS
Foreigners who are present in the Italian territory can have the right to health care in various
ways:
1. Citizens from one of the European Union (EU) countries and from countries with
which bilateral reciprocity agreements are in force, are entitled to the same
services guaranteed to Italian citizens by the National Health Service (S.S.N. –
Servizio Sanitario Nazionale).
• European Union citizens can directly access hospitals and doctors covered by the National
Health Service as long as they have the European Health Insurance Card (T.E.A.M. –
Tessera Europea di Assicurazione Malattia);
• Citizens from countries with which a bilateral agreement is in force must address to the
qualified office of the A.S.L. providing the application form required by the agreement.
2. Foreign citizens present in the Italian territory who intend to enroll in the National
Health Service must address to the “Scelta/revoca” desk of the A.S.L. providing
the following papers:
• EU citizens: fiscal code, residence/domicile certificate, employment contract;
• Non-EU citizens: residence permit*, fiscal code, certificate of residence.
3. Non-EU citizens without any residence permit (STP code) and not complying with the
rules on entry and residence and E.U. citizens without any health insurance are eligible
for: urgent hospital services; pregnancy protection services; preventive care, diagnosis, and
therapy for infectious diseases; vaccinations within collective prevention campaigns.
4. Non-EU pregnant women or in postpartum condition who do not comply with the rules
on residence, can apply for a residence permit “for medical care” (permesso di soggiorno
"per cure mediche"), which will give them the right to enroll in the National Health Service
for the pregnancy period and for 6 months after the delivery. At the moment of enrollment,
they must bring a suitable medical certificate attesting the state of pregnancy or the
accomplished delivery, and the residence permit “for medical care”. At birth, the baby will
be enrolled in the National Health Service for 6 months.
5. Children under the age of 14 who do not comply with the rules on residence can apply for
the enrollment in the National Health Service without any assignment of the free choice
pediatrician or the general practitioner, and they can access pediatric examinations, public
and accredited clinics.
In cases provided by law, a self-certification or a substitute statement for the affidavit
is possible.
*Depending on the type of residence permit, there are differences in the right of
enrollment in the National Health Service:
• Residence permits for: dependent or self-employment, achieving citizenship, family reasons, political
asylum, humanitarian asylum, asylum application, foster care, and awaiting adoption; all give the right
to compulsory enrollment in the National Health Service without any additional payment.
• Residence permits for study/elective residence allow the enrollment in the National Health Service with
an additional payment.
• Residence permits for tourism and medical care do not allow the enrollment in the National Health
Service.
