Mayor Chip Johnson, City of Hernando

6 Hernando Main Street Chamber of Commerce

On April 1, 1974, a group of industrious business leaders from the Hernando area realized the importance of forming a business association to protect and promote the city’s commercial interests.

Like many communities across the country in the mid-1970s, Hernando was feeling the pull of larger urban interests such as nearby Memphis. Industrial growth and higher paying jobs in the city were like a magnet, pulling much of the workforce of the town of nearly 2,000 across the state line.

In 1975, following a series of meetings that had begun the previous year, the Hernando Area Chamber of Commerce was incorporated.Hernando realtor Joan Ferguson was the Chamber’s first executive director following the association’s formation. “It was a beginning for seeing the need for business to thrive in Hernando,” said Ferguson, “Our membership at the time consisted of small business owners and a lot of individual members. That was the nucleus of our chamber. Now it runs the gamut from small businesses to large industries and everything in between.”

To fund the fledgling organization’s operation, Ferguson said the Chamber hosted numerous fundraisers and special events, including raffles and a Valentine’s Day dance. The Chamber’s most successful event, however, was the Hernando A’Fair, an arts and crafts fair that has become one of the best-attended annual events in the county.

For the next decade, the Chamber underwent several changes of staff and location, until the early ‘90s when the Chamber finally

landed under the auspices of the Hernando-based DeSoto County Economic Development Council. Because the Chamber shared space and a common employee with the Council, cost sharing enabled the Chamber to do more with less for the next several years.

In 1995, while the Chamber was still growing, the City of Hernando took a bold step by hiring its first planning director, Bob Barber. Barber, who realized the importance of preserv-ing the town’s historic resources, helped start a dialogue between the city and the Mississippi Downtown Development Association (MDDA), an agency that oversaw the National Trust for Historic Preservation’s Main Street program at the state level.

Hernando then joined the ranks of nearly two dozen other Mississippi towns that shared similar goals in preserving and promoting their towns by becoming a certified Main Street community.

With Main Street now a function of the chamber, a move was made to rename the organization to recognize the inclusion of the town’s new Main Street program. So, in 1998, the Hernando Area Chamber of Commerce changed its name to the Hernando Main Street/Chamber of Commerce.

Now, some ten years after joining Main Street, Hernando has seen a bountiful return from the program. In all, downtown Hernando has experienced more than $40 million in public and private reinvestment, seen an estimated 40 new businesses open their doors and felt the impact of more than 100 new jobs created.

During that same window of time, the organization has grown from less than 100 members to more than 350 members, representing all facets of business. Governed by a 15-member board of directors, the Hernando Main Street/Chamber of Commerce consists of one full-time and three part-time employees.

Each year, the organization coordinates a variety of events, including parades around the Fourth of July and at Christmas; an outdoor movie series; and the ever- popular Hernando Music & Heritage Festival. In addition, Main Street organizes numerous cooperative advertising campaigns with local retail merchants and sponsors the community’s largest annual retail promotion, the Hernando Christmas Open House.

“Through the tandem efforts of Main Street and the Chamber of Commerce, this organization has the tremendous responsibility of not just promoting the business assets of the community, but also in preserving and enhancing the culture that has made Hernando one of the most desirable communities to live in the Mid-South,” said Hernando Main Street/Chamber of Commerce Executive Director, Brian Goff.

“That’s a big part of what we do, and the response to that mission has been overwhelmingly positive by the majority of people that call Hernando home.” x

When it comes to government in Hernando, nothing is more apparent than the fact that its leaders are here to serve the city. Through civic programs and relentless planning committees to their dedication to tradition and emphasis on community involvement, Hernando’s government has insured that all its residents, newcomers and natives experience the unsurpassed quality of life that Hernando has built its reputation on.

As the seat of one of the fastest growing counties in the nation, Hernando has experienced a time of growth that most communities cannot fathom. Providing leadership in the midst of this change has been no small task. Nearly 12 years ago, Hernando started experiencing these initial growth pressures. Since then, the population has risen from about 3,200 to nearly 15,000 residents, not only bringing pressures to meet the needs of its community, but also to preserve the small-town feel that brings many of its residents to Hernando in the first place.

Mayor Chip Johnson, elected as the city’s executive officer in 2005, works side by side with the city’s five aldermen to ensure that Hernando continues to be a place that people proudly call home. Elected by popular vote and serving four-year terms, the aldermen representing Hernando are: E.R. “Sonny” Bryant, Ward 1; Andrew Miller, Ward 2; Gary Higdon, Ward 3; Jamie Tipton, Ward 4; and Sam Lauderdale, the city’s alderman at large. To accommodate the growth of the city, two additional aldermen will be added to city council in the 2009 election. The mayor and aldermen hold town hall meetings as well as bi-monthly meetings, which are open to the public.

Since his election, Mayor Johnson has made significant strides to improve the community’s quality of life. One project that has had a tremendous impact on the city is the installment of a Parks and Recreation Department. In 2007, the department won the DeSoto County “Health Conscious Award,” given out by the DeSoto County Health Council. Under the leadership of Parks Director,

Dwayne Williams, the department has made renovations to the city’s existing parks – Conger, Addie-Baldwin, Church, and Bouchillon Park – as well as an installment of two new parks. Hernando Sports and Fitness Park was part of the city’s effort to reuse preexisting establishments by turning the former Hernando High School football field into an exercise mecca, complete with a fourteen-

station workout facility, track, and field for little league football.

And not only does the city’s government promote a

healthy Hernando, but works to involve all its residents in a united one. Citizens of all ages and racial and ethnic backgrounds came out to help renovate the park, showing once again, that the Hernando community takes an active role in the city. Lee’s Summit Park, located behind the Wal-Mart Supercenter on McIngvale Road, is the second of the two new parks, also serving as a leisure recreational facility with walking trails and playground equipment.

As their mission statement affirms, “The Hernando Parks & Recreation Department is committed to providing beautiful parks, fun recreational activities, and encouraging healthy lifestyles that make Hernando a great place to play.” Williams went on to say, “People come from all around to enjoy our parks. It has been our goal to provide exercise and recreational facilities that people can live in their hometown and enjoy without having to go somewhere else to find the facilities they need.”

While leaders have been diligent in updating Hernando’s recreational facilities, additions have been made in the public service sector as well. Enhancements include: water system upgrades, road improvements, the addition of two new fire stations, and expansions to the city’s police force.

The renovation of the Gale Building has benefited recreational and service departments alike. Housed in the former Green Duck Button Factory, the city has employed the building as an adaptive reuse center, recycling the facility, and giving a new home to the Police and Parks and Recreation Departments. The Police Department, formally operating in the lower level of City Hall, is now located on the east side of the Gale Building and with the larger facilities, has gained additional office space, a lobby and reception area for guests, as well as its own conference room. The Parks and Recreation Department has also put its new space to good use. Located on the west side of the building, the department has a lobby for guests, offices for its employees, and a large meeting hall

that is used for everything from dance lessons to civic group meetings. The facility can also be rented out to the community for events such as wedding receptions and graduation parties.

Works toward city improvement are not slowing down, and Bob Barber, Hernando’s Planning Director, insists that planning is key.

In maintaining the city’s vision for growth, along with the preservation of historical character, Barber has worked with government officials to give residents a sense of place within their community. “People are drawn to Hernando for life quality,” said Barber. “We have a small town atmosphere and are a place that people want to be rather than get away from.” Mayor Johnson, a resident of Hernando for 11 years, stated, “I moved from somewhere else to live here—it just feels like home.”

Barber explained, “We think of Hernando as Mississippi’s front porch. We are the first seat you come to in Mississippi and, as such, do our best to represent our state well.” It is with the help of Hernando’s strong local government that the city stands as an exemplary model of Mississippi’s commitment to hospitality and traditional community values. x

W ith DeSoto County’s dedication to academic excellence and its emphasis on parental involvement, it is no wonder that families

continue to choose Hernando as a place to raise their children.

Comprised of 33 schools and educating almost 30,000 students, the DeSoto County school

system is the fastest growing school district in Mississippi and is predicted to be the largest district in

the state by the 2009-2010 school year. What does that mean for its residents? It means more schools,

more teachers, and more funding to promote cutting-edge educational programs in the classroom.

DeSoto County Schools is regionally and nationally recognized as a system of superior-performing

schools that ignite a passion for learning, while inspiring student success through instructional

excellence and exemplary leadership. With more level five schools than any other district in the state,

DeSoto County continues its tradition as a penchant for student achievement. The district has

surpassed the state in overall test scores in every category and subject area for the last three years and

accounts for the largest population of gifted students in the state.

As DeSoto County has continued to grow, its residents have ensured that first-rate educational

facilities are available for the community’s children. With 10 families moving into the county every day,

and two of those 10 finding themselves in Hernando, the school district has had quite a job keeping

up with city growth. In rising to the task, 10 new schools have been built in the last four years and

construction is not slowing down. In 2004, voters approved a $115 million bond issue to build these

new schools and to make improvements on several existing schools. In May 2008, voters unremittingly

passed an extension on that bond for $60 million dollars.

While schools are springing up all over the county, Hernando has seen its share of improvements.

Hernando Hills Elementary School was part of the project in 2006, becoming Hernando’s third

elementary school. Lake Cormorant Middle School, located just outside of Hernando in the heart of

the Mississippi Delta, also opened that year, serving students in grades 6-8, further alleviating

overcrowding and meeting the needs of families located on the west side of Hernando. In 2007, Lake

Cormorant Elementary opened, the last of the 10 schools funded by the 2004 bond issue. A new

high school will be built in Lake Cormorant and is slated to begin in the fall of 2008. It will be the first

school to be built with the latest bond.

Another project that has excited Hernando’s residents is its high school’s new state-of-the-art Performing Arts Center. The $4.21 million,16,000 square-foot structure has been acclaimed “the best performing arts center in the state” and offers top-notch lighting and sound equipment as well as an orchestra pit, rehearsal space and dressing rooms. Along with promotion of the performing arts, DeSoto County Schools has recently approved a new visual arts initiative in elementary schools that is scheduled to start this year. The company spearheading the project,

KidzArt of the MidSouth, has been working with children in the county’s schools through after school art classes and summer and winter art camps for four years. Drawing on proven techniques and the professional research of artists and educators, KidzArt offers an art-enriched experience unlike any other. Through fun, interactive exercises and personal encouragement, student energies are channeled into brain storming, problem solving, and practical applica-tion. Not only will the program be providing students with an introduction to visual arts and art techniques, but it will incorporate what is being taught in the regular classroom into its art lessons. Randy Denton, owner of KidzArt, explained this new teaching technique called “pacing” learning, in which educators are presenting education across the board. He stated, “What we are doing is developing lessons that mirror what is being taught day-to-day. Parents will not only see kids learning about animals

and science in books, but that learning comes out in visual form. As they are studying a particular subject we will help reinforce what they are learning in the classroom.”

Not only are Hernando residents working to give students room to learn; they are helping to build an education that will last a lifetime. Apart from uncompromising academics, DeSoto County Schools has health councils in every school and is fighting childhood obesity. Through the program Project Fit America!, sponsored by Blue Cross & Blue Shield Foundation, DeSoto County has updated its recreational facilities and supports 12 outdoor gyms. While Project Fit is keeping students’ bodies in shape, a new program is working on keeping them safe and substance free. DeSoto County is joining communities across the country through the Street Smart initiative, which works to prevent teen drinking, drunk driving, and illegal drug use, and encourages seatbelt use. DeSoto County Schools’ high school students will get a frontline view of the issue from firefighters, paramedics, and even representatives from local companies who share their personal stories while encouraging students to make safe choices and to be “Street Smart.”

As DeSoto County continues to produce exemplary

students in its public school system, quality education does not stop there. Northwest Mississippi Community College (NWCC) offers the first two years of more than 50 courses of study for academic transfer to a four-year college or university. More than 40 career and technical programs at one or more of five locations prepare students for rewarding occupations. NWCC has an enrollment of over 6,000 located on three campuses, two – the Senatobia and Southaven DeSoto Center campuses – of which are located just miles from Hernando. NWCC is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools to award the Associate of Arts degree, the Associate of Applied Science degree, and certificates in career education.

Northwest also meets the educational needs of hundreds of North Mississippi residents each year through The Uni-versity of Mississippi – DeSoto Center. Since the DeSoto Center opened in 1996, the enrollment in the program’s courses has increased from 80 to over 800 students.

The unique affiliation of The University of Mississippi with NWCC at the DeSoto Center provides the ideal mix of academic and technical training for the development of DeSoto County. Northwest, owner of the DeSoto Center, built the campus to provide educational opportunities for traditional day students as well as non-traditional evening students.

Courses taught at the DeSoto Center are selected with student’s needs in mind. The University offers 10 undergraduate degrees. Courses in accounting, business, criminal justice, health sciences, education, liberal arts, Hernando High School Choir

...helping to build an education that will last a lifetime.

nursing, paralegal studies, and social work prepare students for success in rewarding careers. Undergraduate courses are taught at the junior and senior level, complementing freshman and sophomore academic courses offered by NWCC. Graduate courses in engineering and education also are available. “The partnership with Northwest is wonderful,” said Dr. Bonnie Buntin, Ole Miss Dean at the center. “We enjoy seeing people come across the hall and progress from the associate’s degree on to the baccalaureate degree. It is so much fun to watch them finish and meet that goal.”

President of the college, Gary Lee Spears, could not praise the school enough. “We have so much to offer at Northwest. In my long association with this college, as a student and as an administrator, I’ve seen great changes—changes in technology, changes in classroom delivery, changes in the student population and new programs of study. The things that have remained constant are that community colleges still provide affordable, accessible higher education opportunities to the majority of college freshmen and sophomores in our district.” He continued, “Hope, possibility, potential—those are the banners flying at Northwest right now. Our staff, faculty and administration are working as a team to provide the best education possible for our students.”

Whether you are looking for a place to start a family or wanting to build a professional future for yourself, DeSoto County’s unparalleled school district makes it a perfect place for all your educational endeavors. x

Offering personalized patient care, innovative technology, specialized medical campuses, and the latest in research methodology, Hernando’s healthcare providers are working hard to meet the growing needs of an expanding population.

General family medical practices, eye care, pediatric care, chiropractic, family dentistry, podiatry, and physiotherapy are but a few of the health and medical services offered in and around the Hernando area. And its residents’ appreciation for their tight-knit community does not stop at the check-in desk. As the local Baxter Care Clinic, a general family medical practice in Hernando, illustrates, Healthcare providers in Hernando “strive to provide the utmost in compassionate, up-to-date care for our patients in a friendly and accessible environment. We enjoy establishing relationships with our patients and their families, and seek to continue these relationships long term.”

Filling the city’s hospital needs is Baptist Memorial Hospital-DeSoto. Located just 10 miles north of Hernando in Southaven, Baptist is a full service, acute care hospital operating 339 beds and providing a wide array of medical services. Baptist opened in 1988, and has since then made major expansions as the county’s main hospital headquarters. 2006 witnessed the opening of a 447,000 square foot, 11-story patient tower, which gave the growing hospital much needed space. The hospital’s women’s center, built in 2001, is on the list of renovation projects for the upcoming year. Planners are in the very early stages of looking at expansion with architects. The hospital now sees an average of 1,800 births per year and expects to need larger facilities for the increased

number of births the county’s growth is bringing. A new sleep disorder center was also added in October of 2007 and is located in the area which formally housed the hospital’s medical surgery unit.

Baptist is also the largest private employer in DeSoto County, almost doubling its employees in 2004 and now employing 1,750 people locally. Randy King, CEO of Baptist DeSoto, said, “We’ve made a huge commitment to this community. Investing 250-300 million dollars since 1988 and adding countless renovations to our facilities has attached us the county and its residents in a big way. We’ve positioned ourselves as industry leaders through our focus on cutting-edge technology and quality facilities that attract good physicians.”

18 Hernando Main Street Chamber of Commerce H e a l t h c a r e

Baptist’s commitment to cutting-edge technology has been on the forefront of renovation projects of late. In February 2009, the hospital is set to begin inputting an electronic records system that allows all records to be documented and viewed by staff on a computer in the patient’s room, rather than paper portfolios that must be moved from place to place. The system, called Baptist CD, will not only ensure that records are accurate and up-to-date, but will allow records to be viewed by multiple staff at the same time and by multiple hospitals within the Baptist server. Computer monitors will be installed in every room and nurses pushing medicine carts from room to room will have computers on wheels to ensure that patients receive the right medicine and dosage. The program will offer the hospital a variety of increased safety features because patients will wear a bar-coded armband that, when scanned, will pull up all their medical information and required medicine dosage and times.

Baptist is also the first hospital in the area to purchase the Diamond Back 360 technology. The equipment allows a physician to use a catheter to get into smaller arteries than before, such as those in the legs. Because Mississippi leads the country per capita for diabetes, this technology is particularly important for the area.

While Baptist is committed to its patient’s safety, they are concerned with their comfort as well. “Catering to You” is a new patient meals program that assigns associates to certain patients and makes them responsible for letting the patient pick out food and for bringing them their meals. The program offers a variety of healthier options and helps build a more comfortable and relaxed atmosphere because the same employees will be working with the same patients each day.

Along those same lines, Baptist began a Hospitalist program in August 2008 that assigns specific physicians to work with patients throughout the duration of their stay in the hospital. The program is designed not only to help patients feel more comfortable with the care they receive, but to shorten the length of stay required and improve the quality of care. In October 2008,

the hospital also added an orthopedic division of the Hospitalist program.

In meeting the needs of its patients, Baptist reaches out for first hand suggestions. In March 2007, the hospital started a Patient Advisory Council, composed of former patients and family members of former patients, creating a symposium for suggestions on improvements the hospital can make. Led by Laura Davis, Director of Nursing, and Mary Banks, Chief Nursing Officer, the council has over 20 members so far and has brought to the table some very exciting feedback.

The Patient Advisory Council is only one of the numerous volunteer programs with Baptist Hospital. With summer and year-round programs, the volunteer community at Baptist is very strong and involves community members of all ages.

While community members are helping at Baptist, the hospital also reaches out to the community through a variety of civic services and events. Baptist sponsors Art for Heart, supplies donations for the Hernando National Guard, funds grants for teachers in the local school systems, and hosts Baptist’s Girl’s Day Out. They also sponsor the Back to School Health Fair, Getting Mississippi in Motion, and Relay for Life. Highest on the list of community outreach, however, is the number of patients that Baptist treats who cannot afford healthcare. Leaning on its roots in the three-fold ministry of Christ, Baptist treats patients regardless of their ability to pay, giving $428,000,000 per year in charity care throughout the Baptist system.

Also assisting the needy in DeSoto County is the DeSoto County Health and Wellness Center. The center is a non-profit healthcare facility dedicated to providing medical care to the working uninsured. Once located in the Walls Library, the center now resides at 8889 Northwest Drive, Southaven, Miss. The facility is funded by government subsides and contributions from individuals and organizations throughout the area, as well as health-related grants from various foundations. The center does not accept private medical insurance, or any form of government assistance for payment. However, any patients—who are assessed on a sliding-scale basis—are only required to pay what they can afford.

At the heart of DeSoto County’s healthcare providers’ work lies an inherent passion for supporting quality living in DeSoto County. With its variety of services and community of top-notch professionals, DeSoto County is sure to provide just the kind of care you need. x

Walking through Hernando, one can easily see that signs of economic growth are everywhere. From construction sites and renovation projects to small business openings and industrial development, Hernando is teeming with expansion.

Driving the city’s industrial development is Hernando’s location as an axis for national and international commerce. While its proximity to the major metropolis of Memphis has helped spur growth, the installment of the NAFTA Super-Highway, Interstate 69, promises development in a big way. Intersecting with Interstate 55 and creating the second largest junction in the state, city planners are talking to several big businesses about locating in the area.

The city already supports its share of industrial trade, however. Home to 10 manufacturers and five distributors, industrial production in Hernando locally employs 600 people. Kawneer-Alcoa, a builder and distributor of customized aluminum extrusions, is the city’s largest employer. Originally called Alumax, the company has been located in Hernando since 1967. Other big names in Hernando’s industrial market include the National Trust Company, Valvoline, Cole Tool Works, MBCI, and RCL Components. Jim Flanagan, President and CEO of the DeSoto County Economic Development Council, explained, “Manufacturers and distributors are the economic base of a community. The payrolls of these companies traditionally turn over seven times in the community and their wage scales are higher than any other retail sector.”

Populating in the growing retail sector is the development of several new shopping centers throughout the city. In the McIngvale area, the city has seen the development of the Shops at Lee’s Summit and the

Highland Court Shopping Center. The Shops at Lee’s Summit include a variety of restaurants and retail stores sporting top names such as Goody’s, Steak Escape, and King Buffet. Highland Court, located across the street from Lee’s Summit and Wal-Mart Supercenter, pulls in the reigns with Kyoto’s entertaining hibachi grill and D.O.C.S’ unique “fast-casual” dining.

Ian Navarro, manager of D.O.C.S, said choosing to locate his business

in Hernando was easy because of the potential for growth and the tight-knit community atmosphere. He said, “The growth in Hernando is good, but it won’t ever be the hustle and bustle of Southaven. Hernando’s residents

appreciate the uniqueness of its businesses and want to preserve the individual investor.”

While brand development is challenging for the new business, Navarro says they have done well since their opening in March and are hopeful for the future. Serving a variety of fresh-tossed salads, soups, pizzas, and sandwiches, D.O.C.S’ diverse menu and healthy options seem to be just what the public is looking for. Navarro stated, “I think we are a good fit for Hernando. We are something the community was looking for and needed. And the time was right. With Hernando’s rapid development, you either get in now or you won’t get in.”

While the eastern side of town has seen its share

of openings, growth in Hernando’s historic district has also been on the up-rise and steering growth in the right direction is a top priority for city leaders. Brian Goff, executive director of the Hernando Main Street Chamber of Commerce, noted, “The national presence that we are seeing out on McIngvale is a very necessary component for a city such as Hernando. We are trying to balance that, however, with the preservation and promotion of our downtown area. One of the things the Main Street Program does is keep the historic district at the forefront of people’s minds.” Three new businesses have recently opened on the city’s historic square, including Timbeaux’s On the Square, which reopened under the ownership of Charles and Melanie Wiggins, owners of the Boiling Point restaurant in Southaven. While the square recently lost one popular eatery in Old Venice Pizza, it has gained a new and exciting dining spot in Windy City Grill, which opened in November. Also adjacent to Windy City is a newly-opened gift shop, The Square Cupboard.

The local coffee shop, Higher Ground Gourmet

Coffee and Tea, has expanded its operation to two new locations. Through a partnership with HQ Fitness, the business opened a second Hernando store at 2050 Highway 51 in the building previously owned by Magnolia Lighting. Higher Ground also features a new coffee bar inside Northwest Community College DeSoto Center on Ross Parkway in Southaven. Both locations opened in July.

The opening of the Depot, a shopping center located in the eastern side of the historic district next to the railroad crossing at Commerce Street, has provided much needed space for some of the city’s newest specialty retailers. Mandy Jones, owner of Itty Bitty, an upscale infant and small child clothing store, had great things to say about her business’ opening in November 2007. She said, “Business has been wonderful and the Depot provides a great synergy. Very rarely does someone stop in Janie Rose (a ladies fashion boutique) that doesn’t come here or to the Blue Olive (a trendy gift and home-décor shop). The Depot has a very upscale appearance and its unique stores offer shoppers the distinct experience they look for downtown.”

Jones also enjoys the opportunity that Hernando provides for its business owners to reinvest in the community. Featuring many locally made items, Itty Bitty uses area seamstresses to make some of its clothing. Jones said, “I feel like in a way we are giving back to the community by giving back to local people. Residents in Hernando love to give gifts that are made in their home town and represent our city’s distinctive personality.”

As Goff explained, the attractiveness of Hernando “comes down to fact that it creates a distinguishable sense of community that gives people a feeling unlike anywhere else. Hernando has a very unique local flavor and just about everyone who visits the town or moves here identifies with it’s iconic and picturesque atmosphere.” Large and small businesses alike find this local flavor just right for setting up shop in what is quickly becoming one of the most important cities in the MidSouth. x

Established in 1837, recorded as the oldest city in DeSoto County and recognized as one of the most historically-significant cities in the Mid-South, Hernando has a lot to be proud of. And when it comes to protecting its heritage, Hernando puts preservation at the top of the list.

When Hernando started feeling its initial growing pangs nearly a decade ago, city leaders knew something must be done to preserve the city’s unique historical character. Hernando stepped up to the plate and joined cities across the U.S. in becoming a part of Main Street, U.S.A., a downtown revitalization program that has transformed historic districts throughout the country.

Rising out of concern for the urban sprawl experienced in many cities during the 1960s and 1970s, the program follows a four point approach – organization, design, promotion, and economic restructuring – in an effort to preserve and enhance the downtown areas of historic communities. Through public and private partnerships the program has grown into one of the largest economic development tools in the nation and promotes downtown areas as the center of a community.

According to program leaders, Hernando shines as one of the program’s most successful preservation projects. When the program started in May 1997, the city was one of the first programs in the state of Mississippi with fewer than 5,000 residents. Over $40 million dollars later, and countless renovations and restorations in tow, Hernando has grown to a city of just under 15,000 residents that still proudly call the historic district their own.

“Residents of Hernando and Desoto County, as well as visitors recognize and appreciate the unique qualities that our community has to offer,” said Hernando Main Street/Chamber of Commerce Executive Director, Brian Goff. Goff, along with his two staff members and

the Chamber’s 15 member board of directors, has been working for six years now on instilling a sense of community that draws Hernando’s residents to its historic district. “It offers a unique feeling despite the fact that we are a very fast growing and changing community. The square is what grounds us and what makes us a very progressive city. Hernando is still a place with small town values.”

Grove Road to the south and Scott Road to the west, the Hernando Main Street district encompasses a wide variety of buildings and business uses. Adaptive reuse projects on the square’s unique and fully functional Spanish grid design have included renovations on 70 to 80 percent of the buildings on the square. The program also requires new buildings in the area to be constructed to match the historical architecture of downtown. Caffey Place, a three-story infill development on Caffey Street, is another recent renovation project. With two stories for small business and the third offering four luxury apartments, the vacant lot was turned into a very functional and practical beautiful building that compliments the existing architecture.

The opening of the Depot, a new shopping center located off Commerce Street near the train tracks and designed to mimic the old train depot station, created a great aesthetic attraction in the east part of downtown and provided needed retail space for specialty businesses. “Cooperation is another huge element in the Main Street program. The business community is elemental in our ability to hold programs and the government has provided a great partnership in making everything we do possible,” said Goff.

Along with business cooperation, community involvement is key to a program’s success. “By offering activities in the area we are meeting one of the bigger challenges of helping the community to see the opportunities that exist downtown,” said Goff. The Main Street Association/Chamber of Commerce annually hosts a variety of community events including Picnic and Parade Around the Square, held on the day before the Fourth of July; Movies on the Square, which play throughout the summer; the Hernando Music and Heritage Festival, held in the fall; and the Christmas Open House and Parade, held in December. Several events are also hosted by other organizations: Celebration of Art, held each April; Mudbug bash, in association with the Palmer Home for Children; and the Hernando A’Fair.

Situated among the lush shady oaks and warm Southern charm, the historic square is the heart of Hernando. Sam Agnew, Director of Program Services for the Northern District of the Mississippi Main Street Association, said, “DeSoto County is different from everyone else in that no one else is experiencing the growth that Desoto County is. Families are looking for a sense of place—Hernando’s downtown district provides just that.” x

How does one define growth? Although numbers play a role, the Hernando community proves that growth is deeper than how many people a city houses. With its combination of excellent schools, caring government leaders, committed residents, and dedication to the preservation of the city’s small-town charm, Hernando continues to search for the best way that it can provide its citizens with an unmatched quality of life.

As the seat of the fastest growing county in the state and the 37th fastest growing county in the nation, it is no wonder Hernando has recently gained so much exposure. Over a period of about 12 years, Hernando has experienced a surge of growth most cities cannot fathom. Since 1996, the population has risen from about 3,200 to nearly 15,000 residents, not only bringing pressures to meet the needs of its community, but also to preserve the small-town feel that draws people to Hernando. Director of Planning, Bob Barber, explained that what the city planners wanted was to see the installment of appropriate policies for the city’s growth that would translate into future years as the city continues to develop. Barber explained, “It’s a challenge when a city is in a growth mode to maintain its best qualities and its enduring heritage in the face of real growth.” The Hernando Board of Aldermen adopted a plan that includes a higher concern for the natural environment, improving the way the city handles things such as drainage and tree preservation, paired with a continued emphasis on design quality, the pedestrian and bike population, and the establishment of community centers. Primary objectives were set in place and through careful collaboration the board decided on four goals that would appropriately and effectively steer Hernando’s growth.

As its first goal, the Board wanted to ensure the preservation of the historical qualities of the city. Mayor Chip Johnson explained, “Hernando is the place to be. If we didn’t have the downtown area, we wouldn’t be who are. People want to move to Hernando because of our town square.”

Second, the board felt that the enhancement of the city’s existing neighborhoods would ensure that residential development in the city was not only the type of development that would attract a target group looking to put down roots, but that houses would be of high enough quality that they are reusable for years to come. They wanted neighborhoods that people would be happy with over time.

As the community began to be “discovered,” building began in a big way.

28 Hernando Main Street Chamber of Commerce C i t y G r o w t h

Third, the Board found it of utmost importance to preserve the sense of place that draws people to the area time and time again. Planners did not want Hernando to come out as another sprawling suburban area. This meant creating a top-notch shopping environment housed in quality architecture and held to the highest design standards.

And fourth, in the midst of tremendous growth, the city must maintain an unsurpassed quality of life. This meant commercial development had to account for the services that people need, parks and recreational facilities for its residents to use, and cooperation with the city’s schools and public service departments.

As the community began to be “discovered,” building began in a big way. Where as the city had previously been approving only 30-40 house building permits a year, now, over 300 are submitted for approval annually. Kay Jefferies, managing broker at Crye-Leike Realtors and President of the North Mississippi Association of Realtors, said, “Hernando is where it’s happening. Builders are coming from all over to build in our area.”

The new Montclair subdivision, located off of Oak Grove and Scott Road, brought in Carbine Developers and Builders from Franklin, Tenn. Montclair developers have paired innovative technology with quality construction and luxury amenities. The neighborhood will be one of the first in the county to implement a built-in technology program, called Crystal Clear, that bundles cable, phone, and internet bills together as part of the Home-owners Association fee. The neighborhood will also sport a swimming pool, tennis courts, basketball courts, a playground, and the county’s first dog park.

Hernando West, proposed to sit just one block west of the town square, is another new neighborhood in the works and will follow what is called a “new urbanist” development scheme. Similar to Memphis’ Harbor Town, this 1,139 acre, 4,000 unit development will offer two town centers, both of which compliment Hernando’s town square, and allow residents to live, shop, and play without ever having to leave the neighborhood. With sidewalks, bike lanes, and a vast amount of open space, the neighborhood is geared toward pedestrians who do not want to bother with getting in their car to run to the store.

The nationally recognized Katz Builders and Developers, along with the architectural firm Looney Ricks Kiss, has purchased the property. The team will be working in conjunction with environmental consultants, Applied Ecological Services Inc., which will assist in their planning process and help the

development to be based on the natural characteristics of the site. The neighborhood is also a step toward the national green initiative. Using native vegetation for landscaping and natural waterways and basins as drainage solutions, builders are minimizing the amount of earth moving and tree clearing required. Wooden tracts will be interspersed throughout the development along with streams and creeks to provide residents the feel of living in the country while being located in town.

Four other neighborhoods are also in the works: Jefferson, between Holly Springs Road and Jay Bird, which will feature heavy amenities similar to Hernando West; Williams Brook to the South; and Charleston Rowe, bordering the historic Hernando Old Plank Road. By increasing the quality of life in each neighborhood and preserving both the small-town feel and natural elements of the area, Hernando is building communities that will not only attract people who are looking for a place to settle down long term, but will ensure that retail values on the area’s property do nothing but increase over time.

Trent and Krista Cox, one of the city’s newest young families, decided to move to Hernando’s Magnolia Manner neighborhood in February 2008. Trent, a native of Greenville, Miss., and Krista, a native of Grenada, Miss., had been living in Memphis’ Harbor Town for some time, but when they got ready to start thinking about children, there was no question that they wanted to cross back over the state line. “We made up our mind when we married that we wanted to eventually

Trent and Krista Cox moved to Hernando due to the family friendly neighborhoods and small town charm.

be back in Miss. Hernando was it. The only question was which neighborhood,” explained Trent.

In choosing Hernando, both atmosphere and location were key. The neighborhood they chose provided wide streets, large yards, and spacious open floor plans, as well as regulations that prevent a cluttered or unkempt environment. Highest on their list of the benefits of living in Hernando, however, is the community’s small-town charm. Trent said, “The historic qualities of the city were a big selling point and I think Hernando tries to keep the downtown area in focus with small specialty and mom-and-pop stores. Everyone here is so helpful and friendly. It’s worth moving here just to know that you will get a “Hey, how are you doing today?” when you go to the store.”

Hernando has not only risen as a hot spot for residential growth, but commercial growth as well. As Mayor Johnson stated, “People are what draws business. The more people we get the more services we end up with.” Retail establishments and restaurants have sky-rocketed in the McIngvale area, bringing residents a variety of shopping and dining options. The Depot, a shopping center located off Commerce Street and part of the adaptive re-use initiative, is modeled after the old train depot station and created a home for a variety of specialty shops.

One of the interesting things about commercial development in Hernando is that building standards are requiring a strict adherence to analogous aesthetic standards. Barber explained, “When we build we strive for excellent places with high character that are visually pleasing. Businesses will make more money by abiding by our building standards because in the end people will pay more for a quality environment.”

But having more people in Hernando brings a lot more than commercial growth. City planners have also recognized the need for citizens to have access to quality recreational facilities. As part of his installment in 2005, Mayor Johnson created the Parks and Recreation Department and in doing so, started city efforts for a healthier Hernando. The department has plans to install 11 new public parks throughout Hernando, meeting the variety of needs of Hernando’s residents.

Apart from park renovations and the construction of two new city parks, the department has allowed its headquarters, the newly renovated Gale Center, located at 2601 Elm St., to be a place that the community can call its own. Every 3rd Thursday of the month, the building houses meetings for Hernando’s Young at Heart charter, a club for senior citizens. On Saturdays, the building holds dance lessons, led by dance instructor Virginia Farris. Monday through Saturday, the center offers aerobics classes in the morning and in the evening for all community members. The recreational building can also be rented out and has been used for everything from weddings and graduation parties to the county’s knowledge bowl tournament.

C i t y G r o w t h Hernando Main Street Chamber of Commerce 29

With the city’s tremendous growth, it is easy to wonder what will happen to the small-town atmosphere that gives Hernando its charm. Mayor Johnson said that Hernando is “A place you can safely raise a family. Basically everything we do is in an effort to make Hernando a better place to live.” And that’s what Hernando’s residents and leaders have done in the past few years. They have made Hernando a safe, fun place to live, that offers a quality of life unlike any other. As Johnson says, being in Hernando “just feels like coming home.” x

DeSoto County Historic MuseumWhat do a portrait of Hernando de Soto, an old Confederate gun, and

Jerry Lee Lewis’s traveling piano all have in common? They are all housed in DeSoto County’s premier Historic Museum. Located on Commerce Street, the Historic Museum catalogs the story of DeSoto County, starting in the 1500s when Spanish explorer Hernando de Soto passed through the area and stumbled onto the Mississippi River on his quest to find gold in the New World. The museum moves visitors through riverboat days on the Mississippi, a replica of an antebellum living room, and into a Civil War room, displaying artifacts such as weapons, Confederate soldier

medals, and letters from a soldier who fought in the battle of Gettysburg. Visitors can get a look at the history of agriculture and education in the county, as well as stories of segregation and integration. An exhibit on the history of rock-and-roll in DeSoto County, namely through Nesbit’s own Jerry Lee Lewis, showcases his famous traveling piano. The museum ends its exhibits with booths documenting the growth of DeSoto County through the stories of the Hernando, Horn Lake, Olive Branch, and Southaven.

Apart from its historical exhibits, the museum houses an art exhibit of local artist through the Artist Network of Mississippi, and keeps artwork both on display and for sale.

Free live bluegrass hits the stage every Thursday night either on the porch of the historical log cabin or in the museum’s church building, which can be found next to the exhibit hall.

In the midst of a fast-paced and complicated world, we all look for solace in our faith. With nearly 100 churches representing people from all walks of faith, Hernando meets its residents’ needs, no matter what their basic beliefs.

Area civic and church leaders agree that faith continues to play a vital role in shaping and defining community life in Hernando. Celebrating over 25 years of service to the community, Hernando’s Interfaith Council on Poverty has served the needy of the area in unparalleled ways. Comprised of over 15 churches, the council brings together believers from across the city to work on various civic projects, which not only attend to the spiritual needs of the community, but works to provide help to those who have no other place to go. Danny Dabbs, Pastor of Hernando United Methodist Church and member of the Council said, “If you’re going to be called a community of faith you’ve got to be an entity that the community can rely on and be a comfort to. In good times or bad times, the church must be a place that people can count on to be of assistance, help or support.”

In August, the Council sponsors Dress A Child, which enables underprivileged students to receive free school supplies and clothes for the upcoming school year. Through food drives and local contributions during Thanksgiving, Hernando citizens feed over 100 residents—mostly elderly—that would not have a holiday meal otherwise. Residents help out at Christmas by putting together boxes – full of everything from toys to blankets and laundry baskets to detergents, food, and candy – to be given to families that cannot afford to buy Christmas gifts. The Council also supports a food pantry where families in need can receive food to see them through rough patches. Located in the rear of First

Presbyterian Church, an average of 35 families per month are served by the year-round food pantry. “When people are actively engaged in their faith, it shows,” said one community member. “Strong churches help to build strong families who, in turn, build strong communities full of people looking to serve one another.” The family of

churches in Hernando is doing just that.Local churches not only serve the poor of the community, but offer a variety of services for families in the area. Several churches offer private and church related daycares and pre-kindergarten programs as well as vacation bible schools in the summer. Faith plays an important role in the social life of the community, from church league sports and recreational teams to choirs,

musical, and drama groups. Hernando Methodist Church is one such church, and offers a variety of programs to the community. The church has been home to the Upward Basketball program, a recreational basketball league for children age 8-12, hosts a Mother’s Day Out program and an Alzheimer’s support group, along with simply allowing their facilities to be used by non-profit groups such as The Girl Scouts and Hernando’s Young at Heart senior citizen group. The church’s motto is “Reaching out and reaching in.” Dabbs explained the church’s philosophy in saying, “We are a community traditional church that is strong enough and large enough to offer programs that people desire for their families. We are able to have our facilities because of the generosity of our members and we are always willing to open our facilities and allow people to come in. We have the room and hearts to do it.”

Another popular meeting place is the local coffee shop, Higher Ground, located on Mt. Pleasant Road. Higher Ground serves the community by hosting live Christian music throughout the week and opening its doors to area youth from Longview Point Baptist Church on Wednesday nights.

Concerning Hernando’s rapid

population growth, its churches have been nothing but welcoming. Pastor Dave Lewis, a member of the Hernando Ministerial Association and preacher at CrossRoad Church, spoke on CrossRoad’s efforts to reach out to the growing community. He said, “Sometimes it’s hard for people

38 Hernando Main Street Chamber of Commerce C h u r c h I n H e r n a n d o

to move into established places. With our casual atmosphere we’re looking to reach out to people who are either new to Hernando or simply disconnected with the traditional church community and want to be more involved.” CrossRoad Church has only been meeting since April of last year, but already has plans for English as a Second Language Programs and Reading for Kids. “Serving people in practical and hands on ways is one of the core values of CrossRoad Church.”

While Hernando has longstanding churches representing Catholic, Methodist, Presbyterian, Church of Christ, Church of God, and a variety of Baptist Churches, there are a number of new churches in the area. One church embracing contemporary worship in a casual atmosphere is New Discovery Christian Church. New Discovery has been in the area for five years now, meeting at Hernando Middle School for Sunday services and utilizing home groups for bible studies during the week.

New Discovery’s Pastor John Wagnon stated, “We just want people to know they are welcome no matter who they are or where they’ve been.” Their church motto sums up the church’s compassionate atmosphere: “We aren’t a perfect people, but we do serve a perfect God.” From traditional worship services to the booming sound of a praise band to in-home bible studies, Hernando’s community of faith has something to offer everyone. x

When Congress decided to build a superhighway from Canada to Mexico, the small town of Hernando gained one more reason for its name to be on the map. Located just south of the major metropolis of Memphis, home to the busiest cargo airport in the world, five class-one railroads, and the fourth largest inland port on the Mississippi River, Hernando is a perfect candidate for big business. In 2006, residents witnessed the first phases of the Interstate 69’s construction, which created an interchange at Interstate 55 and made Hernando only second in the state to have a junction of two major interstate systems. While the transportation department is still in the process of buying land and drawing lines, the installment is estimated to be completed in 2014 or 2015. I-69 will curve up through I-55 to I-40 and then on through Memphis heading North. In addition, the suburban loop of I-269 will run east of the junction of I-69 and I-55 in Hernando to Marshall County where it will cross Highway 78 and eventually connect with Tenn. 385 east of Collierville.

As the city has already seen, putting Hernando at the center of such a huge interchange brings tremendous opportunities for economic development. Bill Minor, County Commissioner, noted, “The two things businesses look at when moving into an area are the transportation systems and the schools. I think the interchange will bring a lot of business out of Memphis and from all over the country.” Already boasting several industrial businesses such as Kawneer-Alcoa and Stylecraft Lamps, Valvoline, and Cole Tool Works, the area is expected to attract corporate business on a major level. Bob Barber, Director of Planning, said, “I-69 is a dominant force in the future of Hernando. The intersection of I-69 and I-55 is a huge opportunity for corporate growth. It will bring

a lot of employment opportunities and have an impact on settlement patterns.” Apart from commercial growth, Minor explained that I-69 will help reduce the largely congested commuter traffic that is now seen on Hwy 72 and Hwy 302.

I-55 is also being widened to meet the growing needs of DeSoto County’s residents. With the construction of the Towne Center Mall in Southaven and continued development across the county, the county has been hoping for the change for quite some time. Planners hope to widen I-55 to six lanes all the way from Hernando to Memphis to help alleviate heavy traffic. Minor responded, “We’re doing everything we can. Costs are high right now, but we are foraging ahead with improvements throughout DeSoto County. The additions we are building will help people to get home faster and safer.” Starlanding Road and

Nail Road are two of the county’s roads currently under construction and their improvements are set to be finished in the near future. The department also plans to put an interchange at Church Road to alleviate the heavy traffic in Southaven and Horn Lake.

While additions are necessary, the residents of DeSoto County do not want to become Memphis. The transportation department works in conjunction with city planners to ensure that growth is steered in the right direction. In Hernando, city leaders are promoting healthy and cost-effective modes of transportation with plans to construct bike lanes and build additional sidewalks throughout the city.

The construction of a county-wide greenway has

residents bubbling and their wallets feeling a little fuller. It is possible that by the year 2016, DeSoto County residents will be able to bike from Horn Lake to Nesbit and through the outskirts of Hernando all the way to Arkabutla State Park without ever having to leave the trail. By converting unused railway and canal corridors, partitioning grassy open areas, and installing bike and walking trails, communities are creating paths that preserve and restore nature in cities, suburbs and rural areas. Citizens will be able choose alternative modes of transportation that promote a healthy lifestyle and protect the environment. City leaders in Horn Lake found great success with the placement of a greenway

system in Latimer Lakes Park in 2006 and have great hopes for the greenway county wide.

“We are very sensitive on how road improvements are done; wider isn’t always better,” said Barber. With big business streaming ahead and a concern for city travelers in mind, both the city and county transportation departments are making major strides to rise to the demand of DeSoto County’s growing population. x

The history of Hernando and DeSoto County runs as deep and wide as the river that has defined the area’s culture and gives it its history—the Mighty Mississippi.

Though the City of Hernando was incorporated in 1837, its history dates back to a time much earlier, a time when Spanish explorer Hernando de Soto passed through the area during his quest for gold. His quest, which was in 1541, led him to one of the great discoveries of the New World, the Mississippi River.

To celebrate a history steeped in a richly woven tapestry of culture, in 2003, residents and administrators of DeSoto County opened the Historic DeSoto Museum, the first and only one of its kind in the county. They chose Hernando, who took the namesake of the Spanish discoverer and sits as the county seat, as a home for this showpiece.

Housed in the former First Presbyterian Church, one of the oldest surviving churches in Hernando, the museum was built with private and public funds and much consideration and effort from a community that cares to preserve and promote its culture and history.

According to the museum’s curator, Brian Hicks, who holds a master’s in archaeology, the museum reads like a book, with each display acting as another chapter in the story of DeSoto County.

The first chapter explains the story of de Soto, his venture through the uncharted territory of the Southeast, his first contact with native Americans, and his status as being the first European to document the discovery of the Mississippi River, a documentation that describes an area identical to that of western DeSoto County.

Exhibits move viewers through the riverboat days with a hand-built wooden replica of a riverboat that lights up, whistles and turns its paddle wheel; to an exhibit of parlor furniture from a local antebellum home no lon-ger standing; and into a room with Civil War artifacts including weapons, Con-federate soldier medals, and the letters of a Confederate soldier who fought in the Battle of Gettysburg.

DeSoto County can also claim home to three Civil War generals: James Pat-ton Anderson; James R. Chalmers; and the well-known Nathan Bedford For-rest, who fought a duel on the Hernan-do courthouse square, shooting two men and stabbing a third.

Other exhibits include a yellow fever journal that lists everyone who died of the epidemic in the area;

the original ledger book of the DeSoto County School Board; and pictures of the original county courthouse, a French Castle courthouse said to be the prettiest courthouse in the South, that was burned in 1940.

Exhibits of the DeSoto County museum also include the traveling piano of Nesbit’s rock-and-roll hero Jerry Lee Lewis; booths dedicated to telling the story of the growing communities of Hernando, Horn Lake, Olive Branch and Southaven; and a replica of the DeSoto Civic Center and paraphernalia from its key tenant, the RiverKings hockey team.

In an area dedicated to African American history, viewers can take a look at a slave deed and read stories of segregation and integration, such as the interesting story of the attempted assassination of the University of Mississippi’s first African American student, James Meredith, who was shot just south of Hernando.

Perhaps, the gem of the museum is the 1850s dog trot cabin, which was moved to the site in 2002 from its location in Eudora and connects to the museum via a replica wooden plank road similar to the one that once connected Hernando to Memphis.

Not only is the cabin used to demonstrate life in the area during the pioneer days, but it is used to entertain residents every Thursday night with live bluegrass music played by musicians from all over the Mid-South. Attendance usually ranges from 50 to 100, and lasts until the musicians are ready to put down their instruments.

The Historic DeSoto Museum is located at 111 East Commerce St. and is open Tuesday through Saturday from 10 a.m. to 5 p.m. Call (662) 429-8852 or visit the website at www.desotomuseum.org, or just come by for some bluegrass and a taste of true Southern history. x
