Believe it or not spring has finally arrived!!! No, the weather is not a clear sign but the email blast from the HBAWS has clearly been shining with promoting this year’s Spring Parade of Homes. We are off to a great start with more early bird entries than the previous years. This year marks a special year for the Spring Parade of Homes. The Remodelers Council’s Showcase of Remodeled Homes has partnered with the Spring Parade of Homes event. Not only will the consumer have the opportunity to tour our builders’ beautiful new inventory this year, but this will enable them to also visit the remodelers’ council’s quality renovations during the same weekend. This looks to be a great combination moving forward. I encourage everyone to visit our members’ hard work that will be on display for two weekends. The Spring Parade of Homes will run both weekends of April 26, 27 and May 3, 4 (Remodeled Spaces 2nd weekend ONLY).

Our Spike Club committee chair, Jodi Tate and members have been putting together some great ideas to increase membership this year. As many of you know Spike Club suffered greatly after the recession but thanks to Jodi, we are getting back on track. We need new Spike Club (Membership committee) members, so I would like to also reach out to some our seasoned Spike members to come back. Spike Club is the key component to helping our association grow and we always need new members. Spike meetings are held the first Wednesday of each month from 11:45 – 12:45 at the HBA office with a FREE lunch.

Our committees this year have had exceptional attendance and I want to personally thank everyone involved, but we always have new seats open. I encourage everyone to come and experience one of the greatest benefits of your membership, which is getting involved with a committee that interest you. Committee involvement is one of the best ways to get to know other members, members of other organizations, and to better understand how HBA activities operate. As the spring arrives and new jobs start, please stop to think about our Home Builders Association and your fellow members. We have building professionals that have been members anywhere from a few months to over 50 years. This has always been the largest membership association of building professionals in Winston Salem. So then why would you do business with anyone else? When starting new jobs this spring and moving forward, please do business with a building professional member of the Home Builders Association of Winston Salem.

Spring has finally arrived! Well, it has arrived on the calendar, maybe not outside. Now is the time to begin those remodeling projects that you have been planning throughout the cold months. Let us hope the Spring is much kinder to us than the Winter has been.

Thanks to all Remodelers who signed up for the Spring Parade. Tour new homes & developments April 26, 27 & May 3, 4. Remodeled Spaces Tour is the second week-end only, May 3-4. This should be an exciting Spring Parade since it is the first year we are combining new and remodeled homes. Please come out and show your support!

Our Veterans Administration Remodeling Project has made progress. All the quotes have been received and the last remaining task is to finalize the plans and complete the forms required for the grant application. A considerable amount of effort has been expended to ensure compliance with all rules and regulations before submission to the VA and we are hoping the result is a prompt response.

Thank you to Environmental Solutions Group and Brad Fletcher for providing our presentation at the March Remodelers meeting. For those of you unable to attend, Brad entertained us with helpful information on Energy Efficiency in Remodeling Projects. A copy of his presentation is available upon request. Our April 8 meeting was held at the new Habitat ReStore location on Coliseum Drive. We had a great time and learned about what Habitat offers our community, how we can get involved and also checked out their new facilities.

If you have any ideas for future presentations or location meetings feel free to contact either myself or the HBA office and let us know about them. We are always looking for new products, services or information that is beneficial to our membership.

The New Normal: Retooling Your Business for Bottom Line Success begins March 27 at 2 p.m. ET when John Schleimer, MIRM, president of Market Perspectives, presents “Product Positioning through Competitor and Consumer Research,” a session that focuses on how builders can discern the strengths and weaknesses of local competitors to position their products to take the lead.

Two sales and marketing sessions are on the schedule for April, while the May webinars concentrate on design, securing capital, and overcoming supply and labor shortages. “We’ve all struggled these past six years and now we’re beginning to get back on our feet - some earlier than others, but we are all on our way,” Kelly said. “These webinars are designed to give us a more secure footing as we face the challenges this year and beyond.”

What did you accomplish first quarter 2014? Evaluate successes and challenges, stay focused and take action second quarter! Making money and better still generating strong profit is critical to me in 2014.

I encourage everyone to do less better April - June. What is on your agenda this month, next month, etc... Do you go through your day one meeting to the next without prioritizing? A goal is something you want to achieve, while a priority is something completed. Are your priorities at the end of the day what you wanted?

I ask all these questions because we all want success but often do not have a plan.We also get comfortable when perhaps change would be beneficial. Business leaders have to stay ahead of their business and their industry to have stellar success. Making hard decisions is part of that process.

Do you feel passionate about what you do? That comes across loud and clear to those around you! Do you need to revisit what drew you to your business to capture that excitement again?

All these questions revolve around a common theme. You must plan and prepare vigorously to reach success. No flying by the seat of your pants. You must embrace change to reach success. It is the one certainty we can count on. And finally, you must find joy in what you do to reach success. Without joy and gratitude, success means nothing!

MAY - We will assist in raising $$ for Ronald McDonald House by staffing a concession stand @ the DASH baseball game. Lots of fun to be had with PWB!!

JUNE - Our annual “garden party” at the home of Wanda Wilson: wonderful food, company, gardens, and more!

We have several more folks that have expressed an interest in becoming a part of our group: come one, come all, the more the merrier! Criteria: must be a member in good standing of HBAWS and the PWB dues are $ 90.00 a year. We meet once a month (no meting in July) and would love to have YOU join us! Kathy Craven Snodgrass, Residential Energy Specialist for Piedmont Natural Gas has been installed for her second term as the National Association of Home Builders National Associate Chairman for 2014 at the International Builders Show. Kathy is serving in this junior officer position representing associate members all across the nation. She works with 15 regional builder members that handle governance issue for the association.

Kathy is a Life Director of the NAHB Board of Directors and will soon be a Senior Life Director with 20 years of service to NAHB. She is also serving as the Secretary/Treasurer for the North Carolina Home Builders Association for 2014 and has been employed with Piedmont Natural Gas for 25 years in the building industry.

The NC Home Builders Educational & Charitable Foundation is hosting the annual “Builders Classic” on April 17 in Raleigh to raise money for college scholarships awarded to our members.

We’ll hold the tournament at Lonnie Poole Golf Club, the award-winning NC State University course in Raleigh. The cost is $100 per player or $400 per team.

1. Passed #1 NCHBA legislative priority: prohibited unnecessary construction inspections & mandated a six year revision cycle for the NC residential building code.June 19, 2013, Governor McCrory signed into law HB 120 (Building Codes: Local Consistency), effective 07/01/13, limits types of required inspections in one and two family construction to those specifically set forth in the NC State Building Code. S.L. 2013-118 also requires the Building Code Council (BCC) to revise the residential code every six years rather than the current three year cycle (next revision of the residential code becomes effective 01/01/19). Requires BCC to publish staff & council code interpretations & appeals, on its website.

COST SAVINGS: Hundreds of thousands of dollars in delays for unnecessary inspections and hundreds of thousands of dollars, if not millions, in cost savings going to a six year, rather than a three year, cycle.

2. Successfully urged the Building Code Council to enact important code changes which produced significant cost savings.NCHBA Director of Construction & Codes Robert Privott’s expert advocacy and credibility with the BCC again produced significant cost savings to homebuyers thorough several key amendments to the code. Examples include: return the fire separation distance to dimensions in previous code version preserving ability to maximize use of smaller lots (estimated savings per house: $1000 for wall construction to $5000 for plans that need not be redesigned); amendment removes the permanent fastener requirement for plywood panels in windborne debris regions (estimated savings per house: $800); amendment removes 1-foot freeboard requirement in flood elevation design and construction (estimated savings per house: $1800); amendment to replace wall bracing requirements of 2012 code with new versions (estimated savings per house: $850); elimination of vapor retarder in wall vented crawl space and unheated attached garages (estimated savings per house: $300 for both changes); electrical code amendments include elimination of receptacles to be located in each wall space of foyers greater than 60 sq. feet and grounded conductor requirement at lighting switch locations (estimated savings per house: $135 for both changes).

COST SAVINGS: millions of dollars when applied statewide to estimated 50,000 residential building permits issued in 2013 alone.

3. Passage of a tax reform plan which does not contain a number of provisions which would have negatively impacted our industry. HB 998 (Tax Simplification & Reduction Act) significantly lowers individual & corporate tax rates.Eliminates estate tax. Provisions in earlier versions of bill extended sales tax to the labor component of new residential construction & remodeling; extended franchise tax to (or enacted a new business license tax on) limited liability entities; and eliminated all deductions (including deductions for mortgage interest and property taxes). The enacted version does not contain these provisions but includes a deduction for mortgage interest & property taxes with cap of $20,000 (allows most current / prospective homeowners to realize full benefit of both deductions).

COST SAVINGS: Millions of dollars for our industry; provisions noted would have negatively Impacted demand for new construction and remodeling and make homeownership less attractive.

4. Restored NCHBA to solid financial footing assuring continued superior member services.The great recession hammered our industry, costing NCHBA 1/3 of its members and cut into association revenues. After several lean / tight budget years, projections for 2013 show NCHBA finishing the year with solid profit. Increased membership numbers (almost +3% growth since 12/31/12); another profit for the 21st Century Building Expo; and improvement in royalty income have made that possible.

COST SAVINGS: No state dues increase for members (state dues of $60 per year have not increased since 1999).

5. Continued Workers Comp Reform Efforts. SB 174 (Disapprove Industrial Commission Rules) continued efforts of business community (led by NCHBA, the Chamber, the Retail Merchants), to bring meaningful reform to workers comp system. In addition to disapproving several proposed rules which were unfair to employers, the act specifically told the Industrial Commission how these rules should be rewritten. Provisions in other acts clarified employer liability in certificate of insurance disputes; made deputy IC commissioners more accountable; and tied the hospital and physician reimbursement rates to Medicare which should substantially lower future employer medical costs.

COST SAVINGS: Millions in future cost savings for NC employers.

6. Completed Effort to Reform NC’s Unemployment Compensation System / Repay $2.6 Billion Dollar Debt. HB 4 (UI Fund Solvency & Program Changes) - passed. Reduces burden on NC employers by accelerating repay-ment of $2.6 billion in debt owed to federal government by combination of short-term employer tax increases and significant long-term reforms to the benefit structure in order to better assure future accountability / competitive-ness by bringing our system in line with those of other states. NCHBA helped lead 2-yr effort to bring reform.

COST SAVINGS: Millions of dollar to NC employers in the future; however, in the short run, this debt must be repaid which temporarily results in higher FUTA and SUTA taxes.

7. Helped Pass Regulatory Reform Act of 2013. NCHBA assisted a broad business coalition in the en-actment of a third sweeping regulatory reform act in as many years. Passage of HB 74 (Regulatory Reform Act of 2013), among other important reforms, requires Rules Review Commission to perform periodic review of all existing rules (and NCHBA amendment provides that the first rules to be reviewed are those related to surface water quality / wetlands); repeals Mountain Resource Planning Act; provides that “built upon area” does not included graveled areas, wooden slatted decks, or water area of swimming pools; and provides that state may not require revisions of permit applications / plans sealed by a professional engineer unless this review is performed by an engineer.

COST SAVINGS: Millions of dollars to our members, other employers, and to the public.

8. Continued Environmental Reform Efforts. Enacted bills on NCHBA’s priority list: (1) SB 515 (Jordan Lake Water Quality Act) which further delays the implementation deadline for local stormwater man-agement programs mandating onerous development standards by current rules applicable to the Jordan Lake watershed; (2) HB 279 (Transfer Environmental Permits) which will facilitate the transfer of existing permits where the original permit holder is no longer in business; (3) SB 294 (Allow Use of DOT Stormwater BMPs) allowing pri-vate developers the same stormwater BMP standards as DOT currently utilizes. In addition, Sections 14.23(a) and 14.24(a) of SB 402 (Appropriations Act of 2013) sunset

the terms of members currently serving on Environmen-tal Management Commission and Coastal Resources Commission as of 07/31/13. Allowed current Governor to appoint replacements to restore balance to both com-missions.

COST SAVINGS: Millions of dollars to our members, other employers, and to the public.

9. Fixed Issues with last session’s Lien Agent law. HB 88 (Lien Agents/Tech Corrections) clarifies that a lien agent does not need to be named for renovations by the owner a single family residence or any accessory structure when the contractor pulls the permit; HB 180 (Mechanic Liens/Tech Corrections) clarifies that a cus-tom single family homebuilder’s designation of a lien agent for the owner also serves as contractor’s notice to lien agent assuming all required information is included. Last year’s act assured the continued availability of title insurance in the state.

COST SAVINGS: Hundreds of dollars in unnecessary lien agent fees and time spent in unnecessarily designat-ing lien agents in the affected jurisdictions.

10. Prominent Leadership Role in NAHBIn January, Rick Judson was elected 2013 NAHB Chairman; Kathy Craven Snodgrass was elected 2013 NAHB Associate Chairman, and Tim Minton became 2013 NAHB EOC Chairman. In addition, five NCHBA Members chaired important NAHB committees or councils: Erik Anderson, Education; Bill Daleure, Land Development; Gary Hill, Single Family Production Builders Committee; David Pressly, Home Builders Institute; and Mark Tipton, National Housing Center Board of Trustees. NCHBA continues to be the federation’s largest state association (at 13,700+ members and is the only state over 10,000 members; the Raleigh Wake Co. HBA held its position as the nation’s largest local).
