AKR's custom fleet of dive boats, thelargest fleet on the island, offers uncrowded boats whisk-ing divers to 35 distinctive sites, five to 30 minutes fromthe dock. Notable dives include Mary's Place, a crevicecovered in a kaleidoscope of colorful soft corals andwrecks like the 300-foot multi deck Odyssey and thecoral laden freighter El Aquila. Diving on the edge of theworld's second largest barrier reef, divers can expect greatvisibility from 75 to 150-feet, awesome marine encoun-ters and pristine reefs. Packages include three boat dives a day, unlimited shore

diving and two scheduled night dives. Dive facilities areuser friendly. Divers can store personal gear in the divelocker on the dock for easy transfers to the boat. The cosmopolitanbeach resort ofArmação dosBúzios or, forshort, Búzios —one of the high-

lights of the recent 2006 DestinationBrazil Showcase (see TWN forAugust) — has recently climbed tothe eminence of number seven desti-nation for foreign tourists in all ofvast Brazil. And how is it that a mu-nicipality of only some 25,000 per-sons has come to occupy a place atthe same table as São Paulo and Riode Janeiro and Salvador da Bahia andahead of the national capital ofBrasília and the Amazonian eco-tourism capital of Manaus anddozens of other commercially andculturally noteworthy places anddozens of other places of an all-stops-out natural beauty equal to that ofBúzios or all of the above?The explanation is partly to be

found in the privileged location thatBúzios enjoys on a peninsula that,but for the narrow isthmus connect-ing it to the rest of the continent,

could just as easily have been an is-land. The peninsularity, if it can becalled that, makes for beaches on allsides. A rugged topography, less thanmountainous but more than merelyhilly, has made those same beachesfor the most part short, intimate andromantic instead of long and railroadstation-like.Proximity to Rio de Janeiro City,

just two and a quarter hours awayover excellent roads, has also been aplus, since it has given tour pack-agers an easy way to provide visitorswith all the razzle-dazzle of spectac-ular Rio itself, then double-whammythem with a contrasting version ofthe Brazilian approach to life that isas laid-back as Rio is intense.Still another reason for Búzios’s

success is the way in which this bite-size community has developed his-torically. Búzios was not created outof whole cloth like, say, Cancún, as aresort answering to the specific lodg-ing and dining requirements ofNorth Americans and Europeans.Búzios developed instead organicallyas a getaway destination for the

Brazilian domestic market and inparticular for monied folks from Riode Janeiro.By design or by chance, Americans

and other non-Brazilians happen into Búzios. They occupy rooms not inthe large brand-name resort hotelsthey may have gotten accustomed toin previous travels. Rather, they findthemselves lodged in the small inde-pendent inns, or pousadas, thatBrazilian vacationers prefer. Ofthese, there may be as many as 350in Búzios, and rarely does any one ofthem rise in room-count out of themiddle teens. Whether prepped forthe experience or not, foreign visitorstend to discover that they enjoy thedirect — and extremely cordial —contact with the owner himself orherself (usually, the owner is also themanager), and they discover thatthey enjoy the lavish personalizedservice that they may also not haverun into anywhere in their travels be-fore this.Americans and other foreigner visi-

that Brazilians have their own way of going to the beach,and the foreigners as often as not discover that they alsolike the Brazilian approach in that department and theymay even feel that they have learned something from itor even that they have been transformed by it. UnlikeNorth Americans in particular, Brazilians are loathe toslap a towel down on the sand, bake in the sun, and thenoccasionally get up to stand in line for a hot dog and aPepsi. Brazilians install rather under big beach umbrel-las or on the porches of thatched-roof beach shacks. Theyinstall specifically on chairs or chaises longues, and theycombine repeated dips in the water with extravagant din-ing and drinking, not all of it non-alcoholic.Foreigners and in particular Americans who go to din-

ner, meanwhile, in Búzios’s lively downtown nightlifedistrict, at 6:30 or 7 may wonder initially why the restau-rants are so empty. Again, the explanation is in the localculture. Brazilians dine considerably later. Those for-eigners who catch on fast and adapt to local ways may dis-cover that they also like the Brazilian approach to din-ing, and the really receptive ones may come to suspectthat there is something in attentive but unhurriedBrazilian service and in the Brazilian art of lingering thatactually beats the pants off the American habit of scarf-

and-run.Búzios, as it happens, is currently undergoing some

profound transformations. Though the town is stillmarked by traces of the fishing village it not so long agoused to be and though these fishing village vestiges ac-count for much of Búzios’s enduring charm, demo-graphic and economic developments are resulting inchanging patterns of land use. There has, for example,been exponential growth of condominium developmentin green spaces that were heretofore undeveloped. Thereis consequent strain on the natural environment, onbeach, flora and fauna, which are Búzios’s greatest glory.There is strain on roads, on electricity, on water supply,on sewage and on much else.A year or two back, the Marriott organization an-

nounced that it was going to build a resort property —brand-name by its very nature — on outlying RasaBeach. So far this project has come to naught, and localsbelieve that it may well have been deep back-burnered, ifnot abandoned. SuperClubs Breezes, on the other hand,appears to be moving full steam ahead on a newly an-nounced project to build a 329-room property on anotherof the outlying beaches, Tucuns — it seems that this pro-ject is to be complete no later than 2008 — and ClubMed appears to be proceeding on its fourth Brazilianproperty on the first beach beyond Búzios’s municipallimits in the adjacent municipality of Cabo Frio. BetweenOctober 2006 and March 2007, there will be, moreover,130 cruise ship port calls at Búzios. This will be doublethe number of 2005, and it was only a few years back thatthere were no cruise ships in Búzios waters at all.All of the changes mentioned here, and others of com-

parable disruptiveness, will profoundly affect Búzios’scharacter, and so will the deftness (or lack thereof) ofoften amateurish local government, to a large extent into a depth way over its head, to manage change. No sliderule and still less a computer is required to figure outwhether the coming wave of new brand-name resort ho-tels, with their reliably unsaggy beds, comfortingly famil-iar room decorations, CNN on the television screens, andaggressive marketing, will or will not make Búzios moreaccessible to some classes of non-Brazilian travelers. Ofcourse it will. American visitors who would like to see aunique tropical beach resort that oozes a particularly se-ductive Brazilian national coloration had, therefore, bet-ter think about getting their acts together and get downthis way soon. Búzios is going to be a great Brazilian re-sort for a long time to come. PENTUR (Peru’s National Tourism StrategicPlan) has revealed its five year plan to trans-form the archeological fortress, Kuelap, located

in northern Peru, into a leading tourism desti-nation. Kuelap will undergo a series of im-provements and restorations that will enhancethe historical attractions of the country’sNortheast tourism circuit which encompassesthe states of Amazonas, Cajamarca,Lambayeque and La Libertad and help to drawadventure seekers.

The most significant improvement to theiconic jewel of Kuelap will be the installation ofa cable car that will reduce the time it takestravelers to get to the fortress from three hoursto 30 minutes.

In addition, the roadways, sewage system,signage,accommodations and walkways in theneighboring cities in the Alto UtcubambaValley where Kuelap is located will be up-graded and renovated. Environmental im-provements to the surrounding areas of thefortress, restoration of previously deforestedareas and rezoning efforts will also be part ofthe transformation.

The Kuelap fortress, situated in the district ofTingo in the Luya province of the Amazon re-gion,was built by the Chachapoyas culture thatinhabited the area in 550 AD. The expansivefortress is equipped with three defensive plat-forms and three narrow entrances that canonly be crossed one person at time for strate-gic control of enemy infiltration.The fortress isalso protected by a wall that surrounds thecomplex which was used as a safeguard by theChachapoyas culture. The fortress’ main struc-tures are its Main Entrance, East Wall, NorthTower and 45 circular buildings.
