Project DescriptionBaikal Region is situated partly within the Irkutsk region and partlywithin the Buryat republic. The Russian government intends to developthe tourism in this attractive region. Project DescriptionRussian Federation formed the concept of Special Economic Zones (SEZ), to develop its different regions which are currently not developed. Task for the consortium Horwath, Leontief, Deloitte was to plan development of the two SEZ surrounding Baikal Lake Region -Irkutsky Oblast and Republic of Buryatia. Each of the region hasproposed two sites in which standard procedure of master planning was conducted As end result Federal Ministry for SEZ received not only the tourism plans for SEZ, but also an overall tourism plan for the whole Lake Baikal area.
