warm water into it from waist high. If one attempt doesn't solve the problem, you can do it
again once the water level stabilizes.

A damaged or worn flapper, or a seat that has mineral deposits, lets water run constantly into
the bowl, which can dramatically increase water bills. You will need to purchase a new
flapper and wipe off the seat that it is attached to in order to fix the problem entirely.
