2018FarmBillConferenceReportTop10HighlightsThe2018FarmBillconferencereportincludeskeyswinsforAmericanfarmersandranchers,ruralcommunities,andconsumers–allwithinabudget‐neutralframework.TheconferencereportstrengthensthefarmsafetynetandprovidescertaintyandflexibilitytoAmerica’sfarmersandranchers.Ithelpscombatthepredatorytradingpracticesofforeigncountries.Ithelpsimproveourresponsetonaturaldisasters,anditrestructurescriticalincentivestoimproveoursoil,water,andothernaturalresources.Theconferencereportalsomakesimprovementstothenation’slargestanti‐hungerprogram(SNAP)toimproveprogramintegrityandincentivizework.Keyhighlightsinclude:

Improvingfarmpolicyby:o ProvidinganationwideyieldupdateforPriceLossCoverage(PLC)beginningwiththe2020

cropyearandallowingPLCtobetterrespondtomarketconditions;o MakingseveralkeyimprovementstoAgricultureRiskCoverage(ARC),includingincreased

yieldplugsandyieldtrendadjustments;o ProvidinganewARC/PLCelectionfor2019/2020andauthorizingannualARC/PLC

elections(crop‐by‐cropandfarm‐by‐farm)beginningin2021;o Increasingloanratestomorerelevantlevels;o Improvingthedairysafetynetforlarge,mid‐sized,andsmalldairyproducers;ando Protectingfarmfamiliesfromadditional,costly,andunneededredtape.

ImprovingtheincentivesandopportunitieswithintheConservationStewardshipProgram(CSP)

andshiftingadditionalresources($275millionperyear)totheEnvironmentalQualityIncentivesProgram(EQIP).TheconferencereportalsotargetstheConservationReserveProgram(CRP)toourmostenvironmentallysensitivelands.

LayingthegroundworkforimprovedSupplementalNutritionAssistancePolicy(SNAP)policyby

preservingtheadministration’sflexibilitytoreininSNAPworkrequirementwaiversforablebodiedadultswithoutdependents(ABAWDs).Theconferencereportfocusesonimprovingprogramintegrityandotherwiseincentivizingworktomovepeopletowardself‐sufficiency.

Reducingthethreatofcatastrophicwildfiresbyrenewingakeycategoricalexclusion(CE)andexpandingitspurposetoallowforexpeditedreductionofhazardousfuelsinourforests.

Makingsignificantimprovementstoruralbroadbanddelivery,includingforward‐looking

standardstoensurewearemeetingnext‐generationruralbroadbandneeds.

EnhancingU.S.agriculturaltradebystreamliningthesuiteofmarketpromotioninitiativesunderoneumbrellaandproviding$470millioninadditionalfunding.

Providing$300millioninfundingforanimaldiseasepreventionandmanagementefforts,

includingthestockpilingoffoot‐and‐mouthdisease(FMD)vaccine.

Protectingcropinsuranceandmakingseveralkeyimprovements,includingnewinsuranceproductsforforageproducersandimprovementstowholefarmrevenuecoverageforspecialtycropproducers.

Providinganincreaseofover$600millioninfundingforresearch,extension,andeducationprojects,keepingAmericanagricultureattheforefrontofinnovationandproductivity.

DedicatingfundingtoruralhealthprojectstohelpAmericansstrugglingwithopioidaddictionsandothersubstanceabusedisorders.
