19 J&K Police Newsletter January-February, 2014 Human Resource Management in Police Human Resource Management as a discipline is responsible for identifying, selecting, inducing the competent people, training them, facilitating and monitoring them to perform with high level of efficiency and thereby providing them a mechanism to ensure that they maintain a strong affiliation with their organization. All organizations, be they private or government organizations are basically Social systems run by people having expertise in relevant fields. Thus, human resources constitute the entire work force of an organization. The functioning of an organization depends on how its employees work. Human Resource Management is of utmost importance for Police as Police job can be dangerous, frustrating, even tedious, but law enforcement is a tremendously rewarding career. Police officers significantly improve the quality of life for the citizens of their communities by keeping the peace despite sometimes overwhelming odds. The police personnel, who are qualified, well trained, best motivated and led by competent superiors, always contribute towards the improvement in work culture. The areas covered by Human resource management in police department include recruitment and selection, training, transfers and promotions, leadership, communication, authority and responsibility, motivation and incentives, Superior- Subordinate relationships, compensation management, performance appraisal etc. Human Resource Management is very important in police organization because police works as a visible symbol of the government. Human management in Police is complex and demanding because it involves the management of the policemen both on and off duty from the day they enter the organization. The essence of a dynamic personnel management is getting effective and optimum results not only on short term basis but also in the long run through building and maintaining a satisfied, motivated and productive human organization. The police department has an urgent need to practice good human resource management policies. This will facilitate getting right person for the right job, enhanced motivation and morale boosting of lower rank employees. Once creative human resource management is available within the Police organization, it will be tremendously helpful in generating amicable relationships between superiors and subordinates, effective training to meet the challenges, delegation of authority and empowerment. Thus, Human resource management will play an important role in bringing about change in work culture successfully- The change characterized by a positive work environment, flexible and adaptable work practices with skilled, dedicated and committed work force. A successful change in work culture is dependent upon the commitment and focus of top management and its willingness to commit and create resources for achieving the change. The managers shall pay a patient ear to their subordinates and thereby develop and design strategic human resource plans and practices for recruitment, training and overall efficiency of the organization. Success of personal policies is determined by three factors which are success of governments and top management in formulating and determining policies wisely, success of personnel managers in interpreting these personal policies properly, success of line executives and their dynamic leadership. In context of present day requirements, there is an urgent need for an independent Human resource management department in police. While practicing organizational behavior, it is important to provide personal feedback. Employees also need feedback about their performance. Feedback helps them know what to do and how well they are meeting their own goals. A major concern of the organizations including police organization centers on the performance of the employees. Performance refers to what an employee does or does not do on the job. Several terms such as performance assessment, performance appraisal and evaluation and performance management are used commonly and interchangeably to describe the process of employee performance evaluation. Performance appraisal is the process by which data about employees’ past and current job performance is collected and reviewed. A research needs to be carried out in order to analyze and conclude the satisfaction level of police officers and constables related to human resource practices. As for as current scenario is concerned it is evident that unfortunately the effective human resource policies are rarely practiced in police department. Reforms in human resource practices are urgently required to create healthy work culture in police. Police is a service provider and their performance directly affects the security of citizens. The areas like recruitment and training are many times subject to criticism. Highly motivated and professionally trained police officers and constables will definitely improve public image of police at every level.
