Clatsop County, Oregon—Human Resources Director

THE REGION

Clatsop County occupies the northwest corner of Oregon bounded to the north by the Columbia River and to the west by the Pacific Ocean. Named for the Clatsop Indians, Clatsop County is rich in history, scenery and opportunity.

Lewis and Clark's Corps of Discovery made this place their winter home in 1805-06 before starting their journey back East, and the Fort Clatsop National Historical Park draws thousands of visitors every year. Other area landmarks and attractions include Fort Stevens State Park, the Columbia River Maritime Museum, the Astoria Column, Haystack Rock in scenic Cannon Beach, and Saddle Moun-tain, to name a few. Ocean beaches, secluded coves, dense rainforests, mountains, rivers and streams make the County and its rugged coastline a major recreation center. Broad sandy beaches offer beachcombing, clamming for a Northwest favorite, razor clams, fishing for salmon, steelhead and trout, camping, hiking and quiet escapes. State parks and waysides provide miles of hiking and bicycle trails, wildlife viewing, scenic viewpoints, picnic sites and campgrounds, and all this is within just a few hours drive to the great Cascade Range, where you will find some of the world’s premier skiing destinations.

CLATSOP COUNTY

With its rich history, it’s no surprise that Astoria, the County seat, is Oregon’s oldest city and the oldest American settlement west of the Rockies. When you want a big-city getaway, it’s a two-hour drive to Oregon’s largest metropolis and cultural center, Portland. Clatsop County’s primary industries are forestry, fishery (one of the principal marine fishery regions of Oregon), recreation and tourism. Clatsop County offers excellent schools in well-supported school districts and a community college servicing the County’s 37,300 residents and more.

COUNTY GOVERNMENT

The first Clatsop County government dates to the 1840s. Today Clatsop County is one of nine Home Rule counties in Oregon. Five non-partisan elected Commissioners set policy and appoint a full-time County Manager, who is responsible for daily operations. The Sheriff and District Attorney positions are also elected. County services are provided through seven depart-ments: County Governance (County Manager), Assessment and Taxation, Budget and Finance, County Clerk, Juvenile, Public Health, Public Works,

and the District Attorney and Sheriff’s Offices. The county also administers a road district, a rural law enforcement district, and a local sewer district. Clatsop County’s 2017-18 budget is $65,198,690, with a General Fund of $23,344,770. The workforce totals 213 FTE. A Long-Term Financial Plan pro-vides guidance for maintaining the county’s financial health and accountability. It ensures that the county maintains adequate reserves, that fees cover costs for services and that new revenue sources are explored. Clatsop County also applies performance-based budgeting to assess the effectiveness of depart-ments’ programs and services and point out where improvements can be made.

THE POSITION

As our Human Resources Director you will be responsible for developing, implementing, and administering all aspects of Clatsop County’s Human Resources programs. The County Manager will rely on you to develop and oversee:

Compensation and classification plans.

The equal employment opportunity plan.

Recruitment and candidate selection.

Employee training, performance evaluations, coaching and progressive discipline, as well as interpreting and ensuring compliance with laws regarding employment practices.

The employee benefits program including recommendation of benefit plans.

You will develop and recommend strategies and create proposals for collective bargaining while negotiating and/or serving on the negotiating team during collective bargaining. Ongoing administration of the collective bargaining agreements including training of supervisors and staff responsible for contract implementation will be your responsibility. You will be called upon to represent the County in contract disputes and assist supervisors in processing employee grievances.

Additional responsibilities include:

Educating employees in the participation of County benefit programs and helping to solve benefit issues.

Ensuring program changes are communicated to employees.

Preparing recruiting strategies and overseeing the preparation of job announcements, advertise-ments and recruiting brochures. Further assist departments by supervising the recruitment and selection process and ensuring integrity of the hiring process (job offer letters, pre-employment drug screening, background verification, etc.)

Interpreting, revising and writing personnel policies for the County Manager.

Conducting exit interviews, employee surveys and investigate employee concerns or complaints.

Your advanced skill set and experience qualifies you to train others in effective training techniques and to help departments identify needs, resources, and develop comprehensive employee training programs. Local community resources such a Clatsop Community College and other advisory councils may also look to you to provide training. Your expertise ensures compliance with payroll procedures required by personnel policies and collective bargaining agreements, and you will provide management support including policy and program analysis, report writing and advice to the County Manager regarding county programs, policies and procedures.

COMPENSATION

Annual Salary Range $84,943.19 to $114,923.13 and excellent benefits including PERS (OPSRP)

MANDATORY QUALIFICATIONS

Bachelor’s Degree from an accredited college or university with major course work in Public Administration, Organizational Development, Business Administration, Personnel/Human Resources Administration or a related field.

Minimum of five (5) years of experience in Human Resources management including one (1) year of administrative or supervisory responsibility; OR an equivalent combination of education, training, and experience.

DESIRABLE QUALIFICATIONS

Master’s Degree in Industrial Relations.

Previous experience in the public sector in a similar capacity.

Certification as a Professional in Human Resources Management (PHR) or Senior Professional in Human Resources Management (SPHR) through the Society for Human Resources Management is highly desirable.
