Section A – Introduction

The Hume City Council Municipal Fire Management Planning Committee was established to:

• Provide a municipal-level forum to build and sustain organisational partnerships. • Generate a common understanding and purpose with regard to fire management. • Ensure that the plans of individual agencies are linked and complement each other.

The Hume Municipal Fire Management Plan (MFMP) is a sub plan of the Hume City Council Municipal Emergency Management Plan (MEMP) and is deemed to meet the requirements for the development of a Municipal Fire Management Plan under the CFA Act 1958 The primary objective of municipal fire management planning is the protection of life and property. It is a coordinated approach by a range of stakeholders to discuss, plan and manage fire in the community by adhering to a key tenet of emergency planning—Before, During and After for emergencies. Stakeholders contribute knowledge, experience, resources and capability and aim to achieve measurable fire management outcomes through agreed and achievable risk treatments. The lead focus of the Hume Municipal Fire Management Plan is on the bush and grass fire risk environment using the Victorian Fire Risk Register(VFRR) as an informing tool. Subsequent iterations will evolve to more comprehensively address all risk environments with Hume’s fire planning footprint as additional risk and mapping tools are made available.

Municipal Fire Management aims and objectives The underlying principle which drives fire management at all levels is protection and preservation of life, property and the environment.1 The aim of the Municipal Fire Management Plan is for all agencies and the communities to work together across all land tenures to prevent, prepare for, respond to and recover from fire. The objectives of the Municipal Fire Management Plan are to:

• Identify, priorities and co-ordinate treatment of fire risks. • Engage the community to participate actively in fire management planning. • Increase the capacity of communities within the Hume City Council to prepare

themselves and their assets in the event of fire. • Monitor, review and evaluate all activities across this fire plan. • Reflect the regional strategic direction. This document can be found at www.hume.vic.gov.au. The Integrated Fire Management Planning (IFMP) framework, which is designed to achieve consistent and effective fire management planning across Victoria, it has three levels of planning committees (see figure on next page).

Integrated Fire Management Planning (IFMP) The Integrated Fire Management Planning (IFMP) framework, which is designed to achieve consistent and effective fire management planning across Victoria, it has three levels of planning committees.

State Fire Management Planning Committee (State Committee)

Ensures a consistent, sustainable and integrated approach to fire management planning across Victoria

North West Metropolitan Regional (NWMR) Strategic Fire Management Planning (SFMPC) Committee

Produces the NWMR Strategic Fire Management Plan(SFMP) (Regional Fire Plan). The Regional Fire Plan provides guidance and direction for the Municipal Fire Management Plan

Hume Municipal Fire Management Planning Committee (MFMPC)

Brings together all agencies with legislative responsibilities for fire management to develop the Municipal Fire Management Plan (MFMP)

Legislative Authority The Hume City Council Fire Management Plan (the Municipal Fire Management Plan) has been produced by, and with the authority of, the Hume City Council pursuant to Section 20 of the Emergency Management Act 1986; and will be deemed to fulfil Section 55A of the Country Fire Authority Act 1958 (the CFA Act). The Municipal Fire Management Plan is a sub-plan of the Hume City Council Municipal Emergency Management Plan. Part 6A of the Emergency Management Manual Victoria states: “in relation to a Municipal Council wholly or partly in the country area of Victoria, a municipal fire management plan prepared and endorsed in compliance with these guidelines will be deemed to fulfil section 55A of the Country Fire Authority Act 1958, which requires them to have a municipal fire prevention plan with certain defined contents”. In undertaking section 55A (1) of the Country Fire Authority Act 1958 (the CFA Act), a Council must prepare and maintain a Municipal Fire Prevention Plan (MFPP) for the relevant municipal district:

• in accordance with the advice and the recommendation of the Municipal Fire Prevention Committee; and

• containing provisions: o identifying particular risks in case of fire: s.55A(2)(a) o specifying how to treat each identified risk: s.55A(2)(b) o specifying who is to be responsible for treating those risks: s.55A(2)(c) o identifying all designated Neighbourhood Safer Places/Places of Last

Resort: s.55A(2)(ca) o designating any places that are community fire refuges: s.55A(2)(cb) o any other matter prescribed for inclusion in The Plan: s.55A (2)(d)

The current and final Municipal Fire Prevention Plan appears as Appendix J. Appointment of the Municipal Committee to deal with prevention, response and recovery under the Emergency Management Act will not supplant the CFA Act, where fire prevention provisions remain in place. Both the CFA Act and the prescriptions within the Emergency Management Manual Victoria (EMMV) regarding that committee must be complied with. The Municipal Committee will make recommendations to the Council in the form of a Municipal Fire Management Plan, which the Council will recommend to adopt, modify or reject.

Plan Endorsement The Hume Municipal Fire Management Committee is the custodian of the Municipal Fire Management Plan pursuant to current legislative arrangements. The MFMPC shall re-draft a MFMP and seek endorsement, by signature, of the draft plan from the committee and, where appropriate, non-committee members with responsibilities and accountabilities under the Plan. Following this process, the MFMPC will recommend the MFMP to the MEMPC for endorsement. Once endorsed by the MEMPC and taken to the Community for feedback, the plan will be sent to the Northern and Western Metropolitan RSFMPC for comment, prior to recommendation to Hume City Council for adoption.

Audit For councils wholly or partly within the Country Area of Victoria, the MFMP as adopted by Council, will be deemed to meet the requirement for a municipal fire prevention plan under s. 55A(1) of the CFA Act 1958 (Vic), provided that it contains the provisions as set out in s. 55(A)2. For other councils, audit arrangements will be determined prior to the initial audit of the MFMP. This Plan was audited in June 2015 and found to be compliant with all requirements.

Meetings The Terms of Reference identified that the committee meets up to 4 times annually. The current meeting arrangement is nominally as follows, however adhoc meetings can be held if the committee feels that they are needed;

• July - preparedness meeting • November - VFRR review • March - Post season review

Plan Review The Plan has a three year lifespan based on current audit requirements contained within Section 55B of the CFA Act 1958 (Vic). It is acknowledged that the audit process and planning cycles may change as the IFMP framework and planning processes evolve. Ongoing monitoring and annual review is essential to ensure that the Hume Municipal Fire Management Plan remains relevant and up to date. The Plan will be reviewed and amended:

• as further treatment works are completed by the agencies represented on the MFMPC; • following significant incidents, if required; • with changes in local demographics and local risk; • as directed by the State or Regional Fire Management Planning Committees; • as required by legislation. The Plan has been reviewed post 2014/2015 fire season with information, discussions and opportunities identified in the 2014 debrief of the Dalrymple Rd and Mickleham fires,

Plan Preparation Process The risks that appear in the Municipal Fire Management Plan have been identified using the Victorian Fire Risk Register (VFRR). The VFRR developed by the Municipal Committee focuses initially on bushfire/grassfire impacts. The register, which covers both public and private land, will be reviewed and updated in line with review and auditing requirements. The Municipal Fire Management Plan acknowledges the Regional Committee’s work in developing its Regional Fire Plan and includes, where applicable, actions from the Regional Fire Plan. The Municipal Committee enables all accountable agencies to have ownership and responsibility for the Municipal Fire Management Plan. Each agency maintains its existing legislative responsibilities but will work toward a common understanding of fire risks within communities, assets and other values most at risk, and of the strategies needed to avoid and mitigate them at a local level. The Municipal Fire Management Plan needs to contain the following elements:

• Fire prevention (including the audited elements of the Municipal Fire Prevention Plan, which must comply with the provisions of section 55A of the CFA Act).

• Documented analysis and evaluation of identified fire risks and treatment for the municipal area.

• Implementation arrangements, time lines and accountabilities. • Preparedness, response and recovery provisions. The Municipal Committee has taken on the responsibility for administering all functional requirements of implementing the Municipal Fire Management Plan, including:

• Co-ordinated planning across agencies, and Prevention, Preparedness, Response and Recovery in the Hume City.

• Preparation of fire management plans, including the Municipal Fire Management Plan, to comply with legislative responsibilities under the CFA Act.

• Compliance with audit provisions. • Monitoring and reviewing of the Municipal Fire Management Plan. • Reporting on the delivery of the Municipal Fire Management Plan through the Municipal

Emergency Management Planning Committee. • Advocating through the Municipal Emergency Management Planning Committee to the

Regional Committee for municipal fire management needs. • Working with Municipal Recovery Committees to align planning activities. • Sharing knowledge and creating an environment of continuous improvement.

Audit, Review and Reporting This document and the accompanying appendices form the Municipal Fire Management Plan for the Hume City Council. It will have a three-year planning cycle and will be reviewed by the Municipal Committee annually and it will be updated to reflect any changes in context or risk. This may be triggered by a range of circumstances including:

• Changes to the Municipal Committee’s area. • Changes to organisational responsibilities or legislation. • Changes to the bushfire risk in the area. • Circumstances following a major fire.

As the Hume City Council is wholly within the North West Metropolitan area of Victoria, the Municipal Fire Management Plan will also be audited under Section 55B of the CFA Act. The Municipal Fire Management Plan must incorporate the provisions of Section 55A (2) of the CFA Act relating to fire risks and their treatment, and will be deemed to meet the requirement for a Municipal Fire Management Plan under Section 55A (1) of the CFA Act. Agencies will report quarterly to the Municipal Committee against the multi-agency work plan (Appendix 2). The Municipal Committee will report quarterly to the Hume City Council Emergency Management Planning Committee.

FMPC Terms of Reference

Purpose The Committee’s purpose, of which the development of a municipal fire management plan is part, is to provide a municipal-level forum to build and sustain organisational partnerships, generate a common understanding and shared purpose with regard to fire management and ensure that the plans of individual agencies are linked and complement each other.

Membership The Municipal Fire Management Planning Committee, appointed by the Municipal Emergency Management Planning Committee, has representation from the following organisations:

• Country Fire Authority • Hume City Council • Jemena • Melbourne Airport • Melbourne Water • Metro Trains • Metropolitan Fire Brigade • Parks Victoria • VicRoads • Victoria Police MERC (or nominee) • Western Water • Other members as required For the purpose of a quorum, elections and voting, each of the above listed agencies will be

considered as being one representative member of the committee. A quorum will require more than 50 percent of member organisations being present for the commencement of the meeting. The Committee can elect new members onto the committee and can elect to have other persons attend particular meetings should it be required. Members of the Committee are required to nominate a proxy to attend a MFMPC meeting if the member is unable to attend.

Role of the Committee The Committee is to:

• plan for fire management in a manner that coordinates fire management activities across agencies encompassing Preparedness, Prevention, Response and Recovery.

• provide information to and engage with the community on matters related to fire management planning

• use the planning guide issued by the State Fire Management Planning Committee to draft a Municipal Fire Management Plan for recommendation to the MEMPC and comment by the Regional Strategic Fire Management Planning Committee, prior to consideration by the Council

• monitor, review and report on the delivery of the Municipal Fire Management Plan • advocate to the Regional Strategic Fire Management Planning Committee for municipal

fire management needs • work with the Municipal Emergency Management Planning Committee to align planning

activities • share knowledge and create an environment of continuous improvement.

Governance The Municipal Fire Management Planning Committee is established and undertakes planning as a sub-committee of the Municipal Emergency Management Planning Committee formed under s. 21(3) of the Emergency Management Act 1986 and 2013 as amended

• The MFMPC will be chaired from within its membership

• The MFMPC will receive support and guidance from the Regional Strategic Fire Management Planning Committee

• Composition will be as determined by the MEMPC. The Committee may convene sub-Committees or Working Groups, as required.

Authority The Hume MFMPC will undertake planning in line with the Emergency Management Act 1986 and 2013 as amended. It will fulfil the responsibilities of the current Municipal Fire Prevention Committee in accordance with the Country Fire Authority Act 1958. Section 55, 55A(1)(2) and 55B as amended.

Chair and Deputy Chair The Committee will be chaired by a member of the committee elected subject to guidelines contained in the Emergency Management Manual Victoria. The Committee will elect a deputy chair who will fulfil the role of the chair in the event of a casual absence or the Deputy Chair will be elected subject to the guidelines contained in the Emergency Management Manual Victoria. The term of the chair will be 12 months with an option of an additional 12 months. The elected chair and/or Deputy Chair cannot nominate a proxy to the chair. In the event the Chair and/or Deputy Chair becomes vacant, an election is to take place for a new Chair and/or Deputy Chair and the elected will commence their term immediately following the election and will remain in that position for the remainder of the term of the replaced Chair and/or Deputy Chair.

Reporting to MEMPC and RSFMPC The Municipal Fire Management Committee will report as required to the Municipal Emergency Management Planning Committee and the Regional Strategic Fire Management Planning Committee.

Plan and Agency Reporting Three weeks prior to each meeting of the MFMPC, the Multi Agency Work plan will be sent to each Committee member, together with the reporting template, which has been approved by the Committee. Each agency will be required to report against any treatments listed in the Multi Agency Work plan for which they are the responsible authority. The report is also used for general agency information sharing. These reports will be required to be returned to the nominated person within one week of the MFMPC meeting. Once all information has been received, a collated agency report will be circulated to the Committee, together with the Multi Agency Work plan update.

Administration Administrative support to the Committee will be provided by Hume City Council.

Schedule of meetings As determined by the Committee, with up to four meetings to occur within every calendar year.

Review of Terms of Reference This Terms of Reference is valid for 3 years and will be reviewed by the Committee with recommendations to the Municipal Emergency Management Planning Committee for approval. A review version (version 1) of these terms of reference was approved at the Hume MFMPC Committee meeting of 8 November 2017

Asset(s) Anything valued by people which include houses, crops, heritage buildings and places, infrastructure, the environment, businesses and forests that may be at risk from Bush/Grass fire.

Bush / grass fire

An unplanned vegetation fire. A generic term which includes grass fires, forest fires and scrub fires.

Bush / grass fire Risk

The chance of a Bush/Grass fire igniting, spreading and causing damage to the community or the assets they value.

Consequence Outcome or impact of a Bush/Grass fire event.

Fire Danger Index (FDI)

FDI is related to the chances of a fire starting, its rate of spread, intensity and difficulty of suppression, according to various combinations of air temperature, relative humidity, wind speed and both the long-term and short-term drought effects. The index is divided into five danger ratings (Low, Moderate, High, Very High, Extreme) representing the degree of difficulty of suppression. An index of one means that a fire will not burn or will burn so slowly that control presents little difficulty. An index of 100 means that fires will burn so fast and hot that control is virtually impossible.

Fire Danger Period

CFA declares Fire Danger Periods municipality by municipality at the onset of warmer weather. These restrictions are in place until 1 May unless revoked or varied.

Likelihood The chance of a Bush/Grass fire igniting and spreading.

Mitigation The elimination or reduction of the frequency, magnitude or severity of exposure to risks and minimisation of the potential impact of a threat.

Recovery The coordinated process of supporting emergency affected communities in reconstruction of the physical infrastructure and restoration of emotional, social, economic and physical wellbeing.

Risk The exposure to the possibility of such things as economic or financial loss or gain, physical damage, injury or delay, as a consequence or pursuing a particular course of action. The concept of risk has two elements, i.e. the likelihood of something happening and the consequence it if happens (ASO31000).

Risk Analysis A systematic use of available information to determine how often specific events may occur and the magnitude of their likely consequences.

Risk Assessment

The overall process of risk identification, risk analysis and risk evaluation.

Risk Identification

The process of determining what, where, when, why and how something could happen.

Risk Treatment

The process of selection and implementation of measures to modify risk.

Victorian Fire Risk Register (VFRR)

A systematic process that identifies assets at risk from Bush/Grass fire, assesses the level of risk to the asset and highlights the current range of risk mitigation treatments in place. The process enables risk identification and gap analysis.

Section C Municipal Demographic

Environmental Scan - Our Municipal Area

Key Features Hume City is one of Melbourne’s growth corridors, with a rapidly expanding population of approximately 188,000 people projected to increase to 345,446 by 2041. Located on the urban-rural fringe, just 20 kilometers north-west of Melbourne, it is a place of contrasts, with the southern part of the City home to established working class suburbs like Tullamarine, Broadmeadows, Gladstone Park and Jacana and the north host to rapidly expanding communities at Craigieburn, Mickleham, Sunbury and future growth in the Kalkallo/Beveridge corridor. Hume is also known for its cultural diversity, with 140 nationalities and 125 languages other than English spoken at home and the City has a large number of young people, with 31.1 percent of its residents aged 19 years and under, while 9.1 percent are aged 65 years and above. Hume comprises 504 square kilometers, of which 65 percent is rural land, 25 percent urban and 10 percent occupied by Melbourne Airport. It is bounded by Merri Creek, the Maribyrnong River, Western Ring Road, the Calder and Tullamarine Freeways, and the foothills of the Macedon Ranges. Hume is a diverse environment with a range of native flora and fauna habitats and includes Organ Pipes National Park, Woodlands Historic Park, Cooper Street grassland, Evans street grassland, Mt. Ridley grassy woodlands and the waterways of Deep, Emu, Jacksons, Merri and Moonee Ponds Creeks. The upper reaches of the Maribyrnong River and Merri and Moonee Ponds Creeks are recognised as having regional environmental, recreation and heritage value. The most pronounced physical features in the rural areas are the deeply incised creek valleys of Deep, Emu and Jacksons Creeks while much of the rural land is characterised by a flat and sparsely treed landscape that enables open views across wide expanses of cleared grazing land and of the valleys. Nine priority risk environments have been identified and strategies developed. The risk environments are:

Population and demographic information The Bureau of Statistics as at June 2016 preliminary estimated resident population of Hume was 201,304 people. In the 5 years from 2011 to 2016, the population grew by over 27,000 people, an average annual growth rate of 3.3%. By June 2021, Hume’s population is expected to exceed 225,796 people, with 73,502 households. This growth is due to the affordable house and land and packages available. As of 2011, just under half (43.7%) of people aged 15 years and over have completed year 12 or equivalent. This is lower than Greater Melbourne where the figure is 54.6%. There is a higher rate of females obtaining year twelve or equivalent (45.1%) than males (42.3%), mirroring the national trend. Overall, 35.5% of the population aged 15 and over held educational qualifications compared with 47.3% for Greater Melbourne.The proportion of persons aged 15 years and over in Hume City that have a ‘Bachelor Degree’ is 11.1% compared to 23.6% for the Greater Melbourne. In 2011, the most common industry of employment for persons aged 15 years and over in Hume City is the manufacturing sector, in which 13.9% of employed persons work. This is higher than the Greater Melbourne at 10.8%. The second most common industry of employment is retail trade in which 11.1% of Hume City’s 15+ year old employed population works. This is followed by ‘transport, postal and warehousing’ (10.1%), ‘construction’ (10%) and ‘health care and social assistance’ (9.2%). The proportion of persons aged 15 years and over in Hume City employed in ‘professional, scientific and technical services’ is 4.3%, which is lower than Greater Melbourne figure of 8.9%. As of March 2015, Hume City had an unemployment rate of 9.0%, higher than the Greater Melbourne figure of 6.8%. Within Hume, the statistical local area (SLA) of Broadmeadows was experiencing an unemployment figure of 23.7%, compared to 6.8% for the Craigieburn SLA and 4.2% for the Sunbury SLA.

Fire History in the City of Hume Hume has had a history of significant grass fires. The topography in some of the rural parts of the City makes firefighting difficult due to rocky outcrops and steep gullies. While bush and grass fires are an ever-present risk during the summer months, a potentially greater fire risk is posed by structural and hazardous materials threats in the southern part of the City, particularly along Somerton Road and the Hume Highway, locations that are home to major manufacturing and industry.

1. Risk Assessment

The risk assessment process

AS/NZS ISO 31000:20098 risk assessment process

The risk register identifies community assets at risk and sets out a plan to co-ordinate multi-agency treatments to reduce the risk to the identified assets of bushfire. Treatments may include such things as Hazard Reductions, Community Education, Ignition Management, Property Planning and Preparedness Programs. This risk register has been prepared by the Municipal Committee, focusing initially on grassfire impacts, and covers both public and private land. It will be reviewed and updated as required.

Identifying the bushfire risk Agency participants identified assets within the municipal area that they believed were at risk from bushfire. The assets were divided into four types:

Human settlement • Residential areas, including urban bushland interface areas and rural properties. • Special fire protection areas, including schools, hospitals, nursing homes, and tourist

facilities. • Other human settlement areas, including commercial and industrial areas where distinct

from major towns.

Assessing the consequence of bushfire/grassfire In this first iteration of the Hume Municipal Fire Management Plan, bush and grass fire risk has been assessed using the Victorian Fire Risk Register (VFRR). The VFRR is a systematic process that utilises the expertise and local knowledge of a range of professionals and stakeholders in identifying locations and assets at risk from bush and grass fires, then assessing the level of risk and assigning a range of treatments to manage/mitigate the risk. Stakeholders include representatives from Council, CFA, MFB, Parks Victoria, DELWP, Victoria Police, Western Water and others. Under the VFRR process, assets are grouped into several broad categories—Human Settlement, Economic, Environmental and Cultural Heritage and include residential and commercial properties at risk of bush and grass fire; key infrastructure such as transmission lines, communication towers and water storage facilities; and any environmental or cultural assets. Under each category, locations and assets are identified and their level of risk assessed based on a range of inputs including proximity to flammable vegetation; vegetation type; slope, frequency of fires; and the probability of a fire igniting on an extreme fire danger day with a fire danger index rating of 100 or more. The primary output of the VFRR is a Bushfire Risk Register table. This contains the risk assessments for a specific location/asset with risk descriptors of low, medium, high, very high and extreme. The Register also assigns a priority risk rating to each asset to assist in prioritising risk treatments. The highest priority risk is given 1A rating, the lowest a rating of NA (Need for action is unlikely). VFRR also provides a list of treatment/mitigation actions per each asset location (along with the responsible agency). Treatments may include prevention works such as fuel reduction burning, roadside vegetation management, grass slashing and property inspections or fire preparedness initiatives—such as development of personal bushfire plans, use of CFA’s Home Bushfire Advice Service and provision of fire safety information through the media and the fire agencies during the summer fire season. It is then the role of the Municipal Fire Management Committee to review the VFRR outputs and determine if the risk ratings are appropriate or if new assets need to be identified and placed on the Register. It also considers the VFRR treatment/mitigation works to determine if they are suitable or if additional works need to be undertaken. Complementing this work, VFRR output maps are available to inform and provide a spatial overview of localities with an identified bush and grass fire risk. Both the Risk Register and accompanying Multi-agency Workplan are ‘live’ documents, subject to review by the Municipal Fire Management Planning Committee as new risks are identified and existing risks and treatments updated at least annually. Fire Risk Management Plan

Load Limit Bridges A bridge with a Load Limit of less than 12 tonnes will not be trafficable to most fire fighting vehicles. Bridges considered essential and not meeting this criteria will be recommended to Council for upgrading.

Load Limited Bridges include: Malcolm St Bridge Kal kallo has been repaired. Fire Fighting Trucks can use this bridge and wheels must remain on the running deck otherwise may cause bridge failure. The 2 (two) tonne load limit car sign will remain.

Fire Danger Rating (FDR) A Fire Danger Rating is a prediction of fire behaviour, including how hard it would be to put out a fire once it starts. It provides information on:

• The sort of bushfire behaviour that could be experienced on that day • type of threat bushfires may pose to life and property on any day given the forecast

weather conditions and • Provides an alert you to determine what action is appropriate to be taken in the

circumstances Fire Danger Ratings will be a feature of weather forecasts and is an alert to the actions to take in preparation for and on the day. It will be in newspapers, broadcast on radio, TV and on websites.

Hume City Council Fire Hazard Management Guidelines

Objective The primary objective of these Guidelines aligns with the Hume Municipal Fire Management Plan objective, which is the protection of human life from the threat of fire; followed by the protection of critical infrastructure; protection of property and economic assets; and the protection of environmental and cultural values. These Guidelines will facilitate a consistent and proactive approach to this objective.

Scope Hume City Council has a legislated role in Fire Prevention under the Country Fire Authority Act 1958 (The Act) as follows:. Section 43(1) of The Act states that in the country area of Victoria it is the duty of every municipal council and public authority to take all practicable steps (including burning) to prevent the occurrence of fires on, and minimise the danger of the spread of fires on and from-

(a) any land vested in it or under its control or management; and (b) any road under its care and management.

Section 41 of The Act states that a Fire Prevention Officer of a Municipal Council may serve a Fire Prevention Notice on the owner or occupier of land within the Council. The Notice may only be served if:

• the Officer forms the opinion that it is necessary to do so to protect life and property from the threat of fire, and

• there is no other legislation that more adequately deals with the matter. As part of its legislated requirements, Hume City Council has developed a Municipal Fire Management Plan. A copy of this plan is available for download from www.hume.vic.gov.au

Assumptions It is important to state that the risk to life and property from fire can never be completely eliminated, and residents should not rely on the fire hazard reduction works implemented to protect their property from fire. Residents have a responsibility to prepare their own properties and enact their own personal emergency plans in the event of a fire. It is predicted that the works outlined in this document may assist in reducing the fire risk on days with a Fire Danger Rating of Severe or below.

On days of above Fire Danger Rating of Severe or above, the works implemented as part of these guidelines are unlikely to significantly reduce the risk to life and property from fire, and residents are encouraged to enact their fire plans. The CFA has described the likely fire behaviour on days above severe as: Extreme: Fires will be uncontrollable, unpredictable and fast moving. Spot fires up to 6 km ahead of the fire Code Red: Fires will be uncontrollable, unpredictable and fast moving, with spot fires up to 20 km from the main fire, with likely serious consequences for communities.

Outcomes A consistent, informed and transparent approach towards management of fire management hazards within the municipality, and the community.

Scope Management Fire Management within the Municipality is largely guided by the Municipal Fire Management Planning Committee, in consultation with the Municipal Fire Prevention Officer. The Municipal Fire Management Plan (available at www.hume.vic.gov.au) contains a roster schedule of roadside slashing works that Council undertakes annually.

Constraints

Time The Fire Hazard reduction process is dependent on considerations including fuel load, rate of curing, and ground fuel moisture content. In general, the pro-active fire hazard inspection program will be completed to the Christmas period. Response to complaints about fire hazards and work on strategic breaks may continue until the end of the fire season.

Budget Fire Management work is accounted for in Council’s operating budget. Some costs, such as property clearance costs, may be recovered from the owner or charged against the property.

Resources Assistant MFPO’s pro-actively inspect approximately vacant properties in areas listed as ‘Medium’ risk or above in the VFRR, as well as all properties in areas listed as “High” risk or above in the VFRR. In addition, Assistant MFPO’s respond to complaints regarding fire hazards throughout the season In addition to the Assistant MFPO’s taking on fire hzard inspections in addition to their substantive role, there are also significant administration resources required throughout the process.

Environment: There are areas throughout Hume that have environmental or cultural significance, and as such the Fire Prevention treatments outlined in this document may not be suitable for those areas. A balance needs to be met achieved between protecting the community from the risk of fire and maintaining the integrity of these significant sites.

Training: In order to issue Fire Prevention Notices, a City Laws Officer should have completed a Municipal Fire Prevention Officer course. City Laws Officers may issue Local Laws Notice to Comply instead of Fire Prevention Notices in residential areas.

FIRE HAZARD INSPECTIONS PROCESS

An Assistant MFPO (AMFPO) will inspect the property. Properties may be assessed as part of the pro-active inspection program or in response to a complaint from a resident.

An officer must be of the opinion that there is a risk to life or property from the threat of fire in order to issue a Fire Prevention Notice. An offier may use their discretion to issue a Local Laws Notice to Comply instead.

A MFPO must make the following judgements in order to deem a property a fire hazard.

RESIDENTIAL PROPERTIES: That there is grass and vegetation exceeding 100mm in height over a large portion of the block; and/or

There is combustible rubbish on the block

RURAL PROPERTIES

That there are dwellings, sheds or livestock on neighbouring properties that may be impacted by fire; and/or

That there are no fire prevention works implemented on the property, or the works are insufficient.

Note: Consideration should be given for extenuating circumstances such as crops and grazing

Assess Property

An officer must be of the opinion that there is a risk to life or property from the threat of fire in order to issue a Fire Prevention Notice.

A Fire Prevention Notice must direct the owner to carry out certain works.

There are many treatment options to reduce fire hazards. The most common is grass slashing. Council has developed the following table to assist Fire Prevention Officers to determine the most appropriate grass slashing treatment:

It is important to note the above treatments will not be appropriate for every property, and the AMFPO may use their discretion to direct alternative treatments such as bare-earth breaks or strip grazing.

Property owners may object to Fire Prevention Notices that have been issued to them. These objections should be in writing and state the reason for the objection. Once an objection is received, the MFPO will consider the objection and will respond in writing to notify whether it has been confirmed, varied or withdrawn. Requests for extension of compliance time must also be in writing.

A Fire Prevention Notice must direct the owner to carry out the required works by a certain date. Generally, the compliance date will be 14 days from the date of the notice. If a Fire Prevention Officer believes that a property is an extreme risk, that compliance time may be reduced to the legislative requirement of 7 days. The MFPO must approve any changes to the Standard Fire Prevention Notice.

After the compliance date stated on the Fire Prevention Notice, an AMFPO will inspect the property to determine whether the required works have taken place. If works have been completed and the property no longer presents a fire hazard, no further action will be taken.

If no works have been carried out or the works are unsatisfactory and the property still presents a fire hazard, Council will engage Contractors to carry out the works at the property owners cost.

Second Inspection

Contractors will be engaged by Council as soon as practicable after the second inspection.

If a property has been cut after the second inspection and prior to the contractors arrival, no further action will been taken.

Contractors are engaged only to remove fire hazards, and will not remove any non-combustible rubbish.

Property owners who did not carry out the works as directed and had their block cleared by Council contractors will receive an infringement of 10 penalty units. They will also be charged with clearance costs, which are determined by Council based on land size.

If the clearance costs are not paid, they are lodged against the property, and the property will not be able to be sold until these costs are paid.

Fire Hazard infringements that have not been paid by the due date will be prosecuted in the Magistrates Court.

Property Owners who receive infringements may elect to have the matter heard in the Magistrate’s court

Property owners who have committed the same offence in the past may be prosecuted in the Magistrate’s Court without an infringement being issued.

Prosecution & Recovery

At the conclusion of the Fire Hazard Inspections program, the City Laws Coordinator will produce a report that includes:

• Number of properties inspected • Number of Fire Prevention Notices issued • Number of properties sent to Contractor • Number of infringements issued • A comparison of two most recent Fire Inspection Program statistics • Any unusual or noteworthy items • Any recommendations for the improvement of the process

This report will be presented to the Municipal Fire Management Planning Committee, the Municipal Emergency Management Committee, and elements will be included in the Council Action Plan reporting.

Fire Hazards on Public Land According to section 41 (I) of The Act, Municipal Fire Prevention Officers and their assistants have no power to issue Fire Prevention Notices to any public authority (e.g a State or Commonwealth Department, Authority or Agency). Therefore, there are no powers to issue penalties or engage contractors on behalf of the public authority. Public Authorities have an obligation to address fire hazards on their land under the following section of The Act: s43 (I) In the country area of Victoria it is the duty of every municipal council and public authority to take all practicable steps (including burning) to prevent the occurrence of fires on, and minimise the danger of the spread of fires on and from –

(a) any land vested in it or under it’s control or management; and (b) any road under its care and management.

Council will issue Advisory letters to public authorities that have vacant land within the municipality prior to the fire season. If a fire hazard complaint is received about land owned by a public authority, Council will endeavor to contact the relevant authority. Residents are also encouraged to contact the public authority directly to register their complaint.

Fire Management on Council Land Hume City Council has an obligation under the ‘Act’ to undertake Fire Prevention Works on council-owned land. Such works may involve slashing, the implementation of strategic fire breaks, or planned burns. Please refer to the Municipal Fire Management Plan (available at www.hume.vic.gov.au) for a roster of roadside slashing that is undertaken. Residents may lodge concerns about fire hazards on Council-owned land by calling (03) 9205 2200 or emailing [email protected].

Fire Management in conservation areas There are areas in Hume City Council that have been identified as culturally or environmentally significant. In areas that have conservation overlays, many of the fire prevention strategies listed in these guidelines may not be able to be implemented. For example, areas in Craigieburn and Mickleham are habitat to the critically endangered Golden Sun Moth. Inappropriate fire prevention regimes are listed as one of the principal threats to the Golden Sun Moth population, and there are restrictions on what fire prevention measures can be considered and the times they can be implemented. If a complaint is received about a fire hazard in a conservation area, the MFPO will liaise with Council’s the Sustainable Environment department, as well as other appropriate conservation agencies, to determine appropriate action.

Monitoring The Fire Hazard Management Guidelines will be reviewed annually post-fire season by the Municipal Fire Prevention Officer and the Assistant Municipal Fire Prevention Officers. Any changes proposed to these guidelines will be put before the Municipal Fire Management Planning Committee for adoption.

Emergency Risk Management Emergency risk management is a systematic process that produces a range of measures that contribute to community and environmental wellbeing. The Municipal Risk Assessment Model is another tool used for Grassfire/Bushfires and Fire Industrial which formulates the relationship between emergency planning ad other elements of community safety planning in an integrated approach to risk management. This is a recognised framework that identified and analyses risks within the community and provides a mechanism for incorporating risk management into the broader emergency management process. This enables documentation of the process to inform Council of changes to existing identified risks and the potential impact of newly identified risks, which in turn enhances Council’s capacity to effectively engage the community and conduct forward planning. The Steering group is required to work through the Community Emergency Risk Assessment toolkit (CERA) in developing the highest rated risks within the municipality. The Emergency Risk Management Steering Group that consists of the following municipal staff positions:

• MERO • MFPO • MRM • Emergency Management Officer • Risk Management Officer Given the consideration of the municipality’s residential, industrial and commercial sectors, previous emergencies, and the socio-demographic trends in its communities, Hume potentially faces significant issues in the event of a natural or man-made disaster. These risks require unique community education and communication approaches.. Planned Burns Planned burning is sometimes referred to as fuel reduction burning. All planned burns are supported by some form of planning to ensure that the burns are conducted safely, with the sufficient resources, to achieve specific goals, and have the appropriate approvals. Some approvals for planned burning are required by legislation. CFA brigades have a long and proud history of planned burning. Most of the community is familiar with planned burns undertaken by the public land managers, but many may not be aware of the contribution of CFA brigades. Unlike DELWP and Parks Victoria, CFA is not a land manager. CFA brigades undertake burns on road and rail reserves, public land and private land at the request and with the approval of the land manager or owner and in collaboration with their Regional MCS and/or Vegetation Management Officer (VMO) and are conducted in accordance with the SOP 9.39. CFA under section 20 CFA Act 1958 has the duty of taking superintending and enforcing all necessary steps for the prevention and suppression of fires and for the protection of life and property in case of fire and Section 36A. CFA Act 195, the Authority and the Secretary may jointly determine whichever of the two is responsible for the prevention of fires in any part of Victoria. The CFA Vegetation Management Officer (VMO) will work with Brigades to undertake fire prevention measures to the community in their catchment by managing the vegetation with the use of fire as a tool. Working with CFA in the planned burn process outlined below will ensure that all stakeholders are notified and involved in the assessment and approval process of planned burn schedules and permit applications by private land owners. Fire Access Tracks Fire Access Roads provide access to high risk fire areas—these being not generally available for public access or transit—or a safe evacuation route. The CFA provides funding to councils for the establishment of Fire Access Roads (with Council making a contribution). Once established, Council is responsible for ongoing maintenance requirements of the Fire Access Roads. Maintenance includes: Annual inspection (October), followed by monthly monitoring through to April. Carry out of remedial grading, drainage filling of low spots etc. prior to Christmas. Council has also established Fire Access Roads with municipal funds as a result of brigades highlighting problem areas requiring improved vehicle access. Fire Prepardeness and Fire Restrictions Signs Hume City Council has worked with the City of Whittlesea and Nillumbik Shire in developing core flute signs. The signs are placed in areas where there is no current signs and VMS boards available to inform the community that they must clean up and prepare (sign 1) prior to the Fire Season declaration. The messaging changes (sign 2) once the Fire Season date has been declared. Municipal Fire Management - Agencies involved A number of agencies work together to prevent, prepare for, respond to and recover from fire in the City of Hume. They include:

Hume City Council Hume City Council is responsible for all Council-owned property as well as ensuring that private land owners have taken responsibility for their land. Council undertakes an annual inspection of properties to assess each one for the risk of fire. If properties are found to be a risk, the Council Municipal Fire Prevention Officer will issue Fire Prevention notices in accordance with the Country Fire Authority Act 1958. Hume City Council has the following responsibilities: • Provide the Municipal Fire Prevention Officer, Municipal Recovery Manager and

Municipal Emergency Resource Officer. • Prepare the Hume City Council Fire Prevention Plan • Undertake fire management on Council-owned property − development of fire

management plans, fuel management, liaison with neighbours. • Undertake fire management on Crown land for which the Council is the Committee of

Management, including development of fire management plans, fuel management and liaison with neighbours.

• Undertake management of roadside vegetation under the Road Management Act coordinated with input from relevant stakeholders.

• Clear vegetation from powerlines in urban areas according to a clearance code. • Ensure private properties are prepared to reduce fire risk through an annual fire

prevention inspection program. • Provide community education and awareness programs.

Country Fire Authority (CFA) CFA is a community-based fire and emergency services organisation, whose mission is to protect lives and property. The Hume City Council is serviced by CFA District 14. CFA provides statewide fire and related emergency co-ordination: • Bushfire suppression. • Structural fire suppression. • Transport-related fire suppression. • Road rescue. • Technical rescue, such as high angle, trench and mine operations.

• Hazardous materials transportation and storage incidents. • Working with forestry industry brigades. • Other emergency activities including flood assistance.

Parks Victoria Department of environment, land, water and planning (Forest Fire Management Victoria) are responsible for fire suppression and management on public land, including planned burning for ecological and risk management objectives with Parks Victoria as a key support agency in protecting parks, reserves and State forests. Parks Victoria have permanent staff devoted to reducing the risk of fire, containing outbreaks and managing fire ecology in parks, reserves, forests and other public land. Seasonal Project Fire-Fighters are also recruited each year to support fire preparation and suppression efforts.

Victoria Police Victoria Police are responsible for the coordinated response to all emergencies pursuant to the Emergency Management Act 1986 and the State Emergency Response Plan. Their role is to: • Notify the essential service or public utilities involved. • Perform, whenever possible, the functions of any essential agency that has not reached

the scene. • Perform those functions that are specifically the responsibility of the police, including:

o protection of life and property o crowd and traffic control o investigation of criminal offences o preparation of casualty lists and notification of relatives o work on behalf of the Coroner o prevention of panic and maintenance of morale.

• Manage the effective evacuation of affected persons who volunteer to evacuate. • If required, assume the role of Emergency Response Co-coordinator and in this capacity

support and facilitate the efforts of the essential services, public utilities and volunteer bodies concerned.

• Facilitate Operation Firesetter in the prevention and detection of arson offences. Within the Hume City, Victoria Police have appointed a Municipal Emergency Response Coordinator. This Co-coordinator, who is the Station Commander of the Broadmeadows Police Station, is responsible for ensuring a coordinated response to an emergency and the effective interface between response and recovery agencies.

Traffic Management Points The role of police at Traffic Management Points is to facilitate access for those with a valid reason to enter the area affected by fire. The access level of a particular Traffic Management Point will be specified by the Incident Controller (or delegate). Traffic Management Points change, depending on the movement of the fire.

Evacuation People may be evacuated to a safer location as a means of mitigating the effects of an emergency or disaster on a community. The process of evacuation is usually considered to include the return of the affected community. Evacuation is a scalable activity – it may be applied to individuals, a house, a street, a large facility (i.e. school or hospital), a suburb, a town or a large area of the State.

Authority to evacuate Primary responsibilities for evacuation are held by the control agency and Victoria Police. In Victoria, evacuation is largely voluntary. The Incident Controller makes a recommendation to evacuate and it is the choice of individuals as to how they respond to this recommendation. Victoria Police will appoint an Evacuation Manager who will, under present circumstances, operate from the Police (IPOC) at Broadmeadows which is the Incident Police Operations Centre.

Structure and HAZMAT The Hume City has a varied structural environment – and associated risks – including large residential neighborhoods, commercial and industrial precincts, nursing homes and supported residential care facilities. A Major Hazard Facility is an industrial site which stores, handles or processes hazardous materials in large quantities.

Hazardous materials With industry and transport, there is always the potential for a hazardous material incident. Fire appliances are strategically located, fire-fighters are trained and procedures are in place to combat hazardous material incidents within the City of Hume.

Structural fire history Structural fire risk will be addressed in a subsequent iteration of this Plan with the development of an Urban Risk Profiling Tool by the MFB. The tool will profile risk within an area, showing levels of risk by environment and generate maps to a small area level, displaying localised geographic concentrations of risk. Risk environments include residential (houses, flats & apartments); residential (group accommodation); commercial (office & retail); industrial (manufacture, wholesale, storage, waste); infrastructure; construction; health care and special accommodation; and education, community and public assembly. It is anticipated that outputs from the tool can be used to inform risk reduction strategies and assist in the development of targeted community education programs.

Community Engagement For community members to actively participate in the Integrated Fire Management Planning approach, consultation, participation and engagement are essential. Ownership will be achieved when people see fire management as something for which everyone is responsible and everyone has a role to play.2

Introduction Community engagement is a pivotal element in the construction and continual review of the Municipal Fire Management Plan.

Engagement and Communications A requirement of the Hume Municipal Fire Management Plan is the development of an Engagement and Communications Plan to guide how fire management objectives and outcomes are communicated both to stakeholders and to the broader community. Community Engagement is guided by the International Association for Public Participation (IAP2) community engagement model, which is a framework for planning effective communication and engagement on any issue or plan (see table below).

Outcomes

The desired outcomes from the community and organisational engagement processes are that: • Relevant stakeholders are engaged at the appropriate stage of the Municipal Fire

Management Plan’s development and actively participate in shaping and implementing this plan.

• The roles and responsibilities of individuals, agencies and government in preparing for fire and improving people’s safety are well understood.

• Agency fire management activities are better integrated and coordinated with Council activities.

• Community knowledge and understanding of fire risks and fire management is increased.

• This Plan supports, or is revised to support, community and organisational needs Community Information Community Information Guides provide a planned response for both emergency services and the community to a bush/grass fire within close proximity to a township, which has the potential to impact on the local community. There are no Community Information Guides within Hume City.

Dear Sir/Madam,

THE FIRE DANGER PERIOD IS APPROACHING. IS YOUR PROPERTY AT ADDRESS READY? As the owner of vacant or rural land in this municipality, you have a responsibility to ensure that your land is kept clear of rubbish and long grass at all times throughout the year. This is particularly important during the fire danger period which normally runs from November through to March. Council will shortly begin inspections to ensure that properties does not present as a possible fire hazard during the fire danger period. If your land is properly maintained throughout the year, Council takes the opportunity of thanking you for being a responsible and caring land owner. However if your property is not maintained by you, you can expect to receive a written direction in the form of a Fire Prevention Notice or Notice to Comply, which will allow you 14 days to clear your land of long grass. It is in your best interest to ensure that you do not leave clearing your property until this written direction is received as grass cutting contractors are busy through this period and may not be able to attend to your property within the time frame permitted. Failure to carry out the works required within the written direction may result in Council conducting the clearance on your behalf and may pass the costs back to you. You may also receive an Infringement Notice for failing to comply with the written direction, currently the “on the spot fine” ranges from $200 to $1652.00. Council will not contact you prior to undertaking works once the written direction has been issued. THE FIRE DANGER PERIOD IS APPROACHING As the owner of a property located within the urban-rural interface, you may be subjected to an increased risk of fire. This year, Hume City Council is extending the Fire Hazard inspection program to include occupied properties situated on the urban fringe, as well as vacant properties. Council will be inspecting all properties in this area to ensure that there is no overgrown grass, vegetation or other flammable material that may assist in the spread of fire. If your land is properly maintained throughout the year, Council takes the opportunity of thanking you for being a responsible and caring land owner. However if your property is not properly maintained by you, a Fire Prevention Notice will be issued to you which will direct you to clear your land of materials that may cause a fire hazard 14 days. Council will continue to carry out the fire prevention works that have been undertaken in the past, such as roadside slashing, clearance of non-compliant private properties, and conducting fire mitigation works in native reserves. (“infringement notice”) for failing to comply with this notice, requiring you to pay a penalty. - If you pay the penalty by the due date of the infringement notice, no further proceedings may be taken against you

and no conviction will be recorded (see section 41E Country Fire Authority Act 1958). Or: - Proceedings may be taken against you for a failure to comply with this notice. If proceedings are taken, you can be

fined up to 50 penalty units or imprisoned for a period of up to 12 months (see section 41D(1) Country Fire Authority Act 1958).

OBJECTION: You can object to this notice if you wish (see section 41B Country Fire Authority Act 1958). Objections should be lodged with the Municipal Fire Prevention Officer within 7 days of the service of this notice, stating the grounds of the objection. Within 14 days of lodging an objection, the Municipal Fire Prevention Officer must confirm or vary this notice (specify the new time within which you must comply) or withdraw this notice. APPEALS: If you have lodged an objection, and the Municipal Fire Prevention Officer fails to confirm, vary or withdraw the notice within 14 days, or you are not satisfied with a confirmation or variation of the notice, you may appeal (see section 41C Country Fire Authority Act 1958). Appeals must: (1) be in writing; (2) be lodged with the Chief Officer, Country Fire Authority, 8 Lakeside Drive, East Burwood 3151, within 7 days of the

end of the 14 day period described above, or within 7 days of the date of confirmation or variation (whichever is earlier);

(3) fully state the ground of your appeal. The Chief Officer (or a delegate) will then consider whether your appeal is valid. To do this, an investigation will be made of your case. In the course of the investigation, an officer of the Country Fire Authority may visit you to assess the matter. When considering your appeal the Chief Officer (or a delegate) will take into account all relevant circumstances, including the proper needs of conservation, and any alternative means of addressing the threat of life. After considering the appeal, the Chief Officer (or a delegate) must either confirm, vary or change the notice. You will be notified in writing of the decision.
