Description of corriDor

I-405 is a major regional transportation corridor serving as the backbone of the Southern California trans-portation network. I-405 (in the project area) serves commuters in San Fernando Valley to major urban centers of Los Angeles and Santa Monica, as well as Los Angeles International Airport. This section of I-405 is heavily congested. Existing traffic in the project area is mostly stop and go throughout the day.

This project will provide a continuous 10 miles HOV lane in LA County from I-10 to US-101 This project will ease congestion, improve mobility by moving twice as many people as a regular traffic lane, decrease commute times for all drivers, enhance traffic safety, reduce air pollution and promote ridesharing. Metro and the public support this project.

The project benefits of the I-405 Northbound HOV Lane include:

Mobility

Freeways: This segment will complete the last remaining gap of car-pool lanes in one of the most congested corridors in the nation. Approximately $260 million worth of 1-405 carpool lane gap closures are currently under construction.

Regional Surface Transportation Improvements (RSTI): Sepulveda Blvd parallels the facility and will include center reversible lanes to augment I-405 Carpool and transit capacity during peak periods including bike lanes to enhance safety for cyclists and motorists and to increase multi-modal throughput.

Land-Use: The I-405 acts as a mobility conduit for north-south travel between the Westside-San Fernando Valley and the South Bay. The Westside sub region has the largest concentration of major activity centers in Los Angeles County and is the largest office market in Southern California. UCLA, Century City, Culver City, Sherman Oaks and LAX employment centers rely heavily on the 1-405 for access.

The “Platinum Triangle” of Westwood, Century City and Beverly Hills attract more than 150,000 employees and visitors daily. The Westside Cities COG and the City of LA are developing a “livable boulevards” concept from the SCAG 2% strategy to increase transit-oriented mixed-use development along these corridors. The Westside of Los Angeles County has some of the highest residential and employment densities, real estate prices and office rates in the County.

The completion of the carpool lanes and the integration of the multi-modal and ITS improvements just described will work in concert with the planned mixed-use development to optimize the mobility improve-ments on this facility and the corridor.

Air Quality and Greenhouse Gas emissions

The I-405 HOV Project is included in Metro’s 25 Year Long Range Transportation Plan. The plan models the collective benefits of the county’s multi-modal transportation system investments to determine the overall air quality improvements and emissions reductions.

The I-405 HOV Project combined with Metro’s multi-modal investments will result in air quality and green-house gas emissions reductions of approximately 50% by the year 2025. This is significant as Los Angeles has one of the worst air quality rankings in the nation and, as the most populous county in the nation, is a significant greenhouse gas emitter. The I-405 HOV Project will be leveraged with other multi-modal invest-ments including transit-oriented mixed-use development in this highly congested corridor to ensure that Los Angeles achieves a more sustainable transportation system.

Multi-modal corridor improvements investments

Signal Synchronization/ITS: The last 11 remaining un-synchronized signalized intersections will be fully integrated with both the City of Culver City and Los Angeles traffic control system in time for this facility to commence construction and will provide congestion relief during construction.

Transit: The 2 Metro Rapid (Bus Rapid Transit) Lines, 6 Commuter and Local Bus Lines and the LAX Van-Nuys Flyaway are currently moving in excess of 50,000 riders underscoring the latent demand for higher capacity transit service along this corridor. These riders will greatly benefit from reduced travel times and reliability including shorter commutes, more reliable service and potentially more service. Transit operators will also benefit from reduced energy consumption and potentially increased ridership as their services that utilize this facility become more attractive to discretionary commuters.

Mitigating the project risks

Metro was authorized, through state legislation last year (SB 1026 (Kuehl)) to procure this project as a Design/Build. This technique should save time and a significant amount of dollars.

Economic Development Benefits

Construction of the I-405 Northbound HOV Lane from I-10 to US-101 will bring substantial economic ben-efits to Los Angeles County and the state. The reduction in congestion-related costs it will facilitate will make the region more competitive relative to the rest of the country and the world. Economic projections made using the REMI model indicate this project will provide the following regional benefits in the year 2030:

The creation of an additional 5,800 jobs;

An increase of $1.2 billion (2007 dollars) in Gross Regional Product;

An increase of $540 million (2007 dollars) in real, disposable personal income;

A $220 million (2007 dollars) boost in regional exports.

corridor Management Approach

Caltrans and Metro are in the process of developing a corridor management plan (CMP) on all corridors for which improvements are submitted for funding from the Corridor Mobility Improvement Account Program (CMIA) to ensure a coordinated, multi-modal, congestion management approach.

Caltrans District 7 is committed to prepare CMPs using a multi-disciplinary and multi-function approach, including but not limited to, representatives from district traffic operations, planning, and maintenance. Participation of other functions such as design, program-project management, and environmental is recom-mended based on the corridor. Regional agencies, congestion management agencies and modal operators will be involved through all stages of plan development. This effort will be coordinated with Metro’s ITS program (see CMP description and ITS project description for more details).

Route 405 is a major regional transportation corridor serving as the backbone of the Southern California transportation network. Route 405 (in the project area) serves commuters in San Fernando Valley to major urban centers of Los Angeles and Santa Monica, as well as Los Angeles International Airport. This section of Route 405 is heavily congested with Average Daily Traffic (ADT) of 331,000. Existing traffic in the project area is mostly stop and go throughout the day. The purpose of this project is to improve overall operating conditions of the facility by relieving congestion. This project will ease congestion, improve mobility by moving twice as many people as a regular traffic lane, decrease commute times for all drivers, enhance traffic safety, reduce air pollution and promote ridesharing. This project will provide a continuous HOV lane in LA County. The Los Angeles County Metropolitan Transportation Authority and the Public support this project.
