This year, it will be held on September 9-12, 2012 in sunny Orlando, Florida and promises to be the largest meeting in our 80 year history! In keeping with this year’s theme, Delivering Real Solutions, our Annual Meeting will showcase some of the most inspirational solutions we’ve worked so hard for. With special thanks to our hosts, Florida’s Turnpike Enterprise, the Miami-Dade Expressway Authority, the Orlando-Orange County Expressway Authority, and the Tampa-Hillsborough Expressway Authority, we invite you to join us as we:

SPECIAL PROGRAM NOTES:

BREAKOUT TRACKSThe Meeting Planning group worked diligently to create 12 timely and exciting breakout sessions that will be presented by top-notch industry professionals. The Breakout Sessions are scheduled throughout the day on Tuesday, September 11 (refer to page 14). There will be four concurrent tracks located in the same area as the general session, making it easy for attendees to participate in multiple discussions. The breakout tracks are: Global Contemporary Issues, The Business of Tolling Around the World, Mobility Pricing: Challenges and Opportunities and Technology. Spend some time reviewing the descriptions of each track and enjoy a multitude of experiences throughout the day.

TRAVEL AROUND THE WORLDExperience something totally new and different this year! IBTTA is excited to announce a very special event/session – “Travel Around the World and Experience Mobility Pricing”. This event/session is part of the Mobility Pricing track. Representatives from a multitude of countries will visually present their transportation and tolling networks and innovative projects and policies. Attendees can peruse these tables throughout the entire meeting but on Tuesday from 2:00pm – 3:30pm, there will be a representative at every table waiting to speak with you, one-on-one, about what their country does to improve mobility. Wander from table to table and see transportation systems maps, pricing mechanisms, communications pieces, etc., from countries that you may not have heard from in the past. Telling the Toll Industry StoryMonday, September 10

IBTTA has launched a toll industry positioning campaign. The goal is to create a more receptive political and public policy environment for our industry. In both Europe and the United States, “austerity” is a word that seems to dominate the political landscape. Whether we are talking about the social safety net, national defense, healthcare or even transportation, we cannot avoid the influence of those who advance “austerity” as a major cause. In the U.S., the words “transparency and accountability” have also gained popularity. In a time of heightened focus on austerity, people want to know whether their public institutions are behaving properly. Where is the money for transportation coming from? Where is it going? Who is collecting the gas tax or the tolls? Do we need a new bridge to replace the old bridge or should we simply refurbish and maintain the old bridge? IBTTA launched a toll industry positioning campaign because we be-lieve the very future and security of the tolling industry depends on “the perceptions of those who have the greatest opportunity to influence public policy affecting our industry.”

A special presentation will be made on Monday morning giving the Delegates a report of the progress that the campaign has made to date and our plans moving forward.

Interoperability ReportWednesday, September 12

IBTTA’s Interoperability Committee is working to achieve volun-tary nationwide interoperability across all of the individual toll operators in the U.S. The Committee has prepared a report that outlines several possible paths to interoperability. Throughout 2012, we are seeking input from our members to get their views on the possible migration paths to nationwide interoperability. We hope to complete this process of information gathering by the end of 2012. A report will be made to the membership on Wednesday morning during the IBTTA business meeting.

This year’s graduating class of the Leadership Academy will make a special presentation led by Leadership Academy Chancellor, Jim Ely of HNTB. The presentation is entitled Bold Ideas and will take place on Monday morning during the opening session. The 2012 class of IBTTA’s Leadership Academy’s Executive Development program held their intensive week-long program in February 2012 in Washington, DC. This is the fifth class to complete the course and students noted that it exceeded their expectations. The course covered all facets of toll agency operations including administration, finance, marketing, business development, board relations, public affairs and related topics. The Leadership Academy is funded by contributions to the IBTTA Foundation and student tuition. The 2013 Leadership Academy will again take place in Washington, DC on February 10-16, 2013 and details will be available during the Annual Meeting.

The Transportation and Expressway Authority Membership of Florida (TEAMFL) was formed in 1997 to facilitate the exchange of information among Florida toll agencies and the transportation industry. The membership is made up of board members and executive staff of statewide expressway and transit authorities, the Florida Department of Transportation, the Florida Transportation Commission and private sector transportation partners. TEAMFL members discuss statewide issues in an effort to develop high quality roadway systems in all corners of the state.

TRACK 4: MOBILITY PRICINGThe Latest in Transportation Pricing To Manage CongestionAs conventional transportation funding is decreasing around the world, many agencies are turning to managing increasing demand on congested roadways by pricing mobility. This panel will share lessons learned in recent conversions to managed lanes. Since widening existing highways is not feasible in major urban areas, we will examine the factors related to the decision to implement or not implement priced lanes on a “free” highway. The panel will also discuss their thoughts on implementing “premium” priced lanes within an existing tolled corridor. The next evolution of Managed Lanes is creating a Network of Managed Lanes within a major region. Some states are moving forward with creating these networks. In keeping with the theme of the conference, this panel will not discuss why Managed Lanes and Networks are needed, but rather share examples of how to implement them.

TRACK 2: GLOBAL CONTEMPORARY ISSUES The Changing Face of the Toll IndustryA significant expansion in the use of tolling on U.S. highways is coming, and the result will be noticeable financial and operational changes in the way the toll industry conducts business. Some of the expansion includes the use of tolling by many state, regional and local agencies that never before had toll roads, bridges or tunnels. It involves a wide range of new tolling ideas: conversions of existing traditional toll roads to all-electronic tolling; the development of urban networks of managed lanes on limited-access and arterial roadways; new concepts for transit-toll funding and operating partnerships; and, the possible tolling of Interstate highways. During this round-table discussion, a panel of toll industry experts will discuss how the growth of tolling and many of these new ideas will change the way projects are developed, funded, operated and maintained. Examples of real innovative projects and programs will be presented that demonstrate how toll organizations are adjusting to the changes described.

EXHIBIT BOOTH PERSONNELThe $400 Exhibitor (floor only) fee applies to all activities in the exhibit area only and is for exhibitors wishing to bring booth workers. The fee does not include sessions, tours or outside events but it does include meal functions and the Sunday evening event. Exhibitors wishing to attend all functions should register as a full Delegate. Each exhibitor MUST complete an attendee registration form located on page 20.

IBTTA EXHIBIT TERMS AND CONDITIONS1. Payment: Full payment is required before Exhibit Space will be reserved. All fees must be paid in U.S. dollars and drawn on a U.S.

bank. Payor must assume all bank fees.2. Exhibitor Rate: Your organization’s 2012 IBTTA membership dues must be paid in full by time of reservation, to qualify for the

member-discounted exhibitor rate.3. Cancellation Policy. All Exhibit Space cancellations or reductions must be made in writing. Refunds are calculated as follows: Cancel-

lation or reduction of Exhibit Space prior to August 24, 2012, a refund of 50% of exhibit space cost will be granted. Cancellation of Exhibit Space after August 24, 2012, no refund will be granted.

4. Insurance. Exhibitor shall effect insurance coverage for all exhibit merchandise at site and in transit exclusive of business inter-ruption insurance, if applicable, and IBTTA shall not be responsible for any loss or damage thereto, howsoever incurred. The Exhibitor must carry his own fire insurance and public liability insurance of not less than one million dollars and provide proof of insurance to IBTTA prior to move-in. Please note the hotel may check for this when you move in, so be sure to have proof of insurance with you onsite.

5. Exhibit Set-Up/Tear Down: Installation and Dismantling of Exhibits may only be conducted during the time specified on page 7.6. Exhibit Guidelines. IBTTA will follow the official Guidelines for Display Rules and Regulations as issued by the International As-

sociation of Exposition Management. A copy of these rules may be requested from the IBTTA office.7. Considerations. The playing of music or loud noises within the exhibit or display area is strictly prohibited.
