Background

This document outlines the plan of the United Nations (UN) to enhance its programming in East Jerusalem. Based on existing strategic analyses, as well as agency expertise, it outlines a range of programming that has been developed in accordance with the following four principles:

adherence to the relevant legal and political �framework on East Jerusalem;

responsiveness to, and focus on needs and �rights;

adherence to key humanitarian principles of �impartiality and operational independence, as well as the principle commonly referred to as ‘do no harm’ and related development imperatives; and

partnership with INGOs and Palestinian �counterparts.

The programmatic goal of the UN in East Jerusalem is to address the needs of Palestinian East Jerusalemites, including the refugee population, and ensure a sustained and vibrant social, economic

and cultural Palestinian presence. This will be pursued through three inter-related strategies:

providing humanitarian assistance to, and i. protection for vulnerable populations;

supporting the socio-economic and cultural ii. well-being of Palestinians; and

undertaking advocacy within the framework iii. of the relevant legal and political framework

The UN’s programmatic interventions in the occupied Palestinian territory are outlined in two key documents: (1) the Consolidated Appeal Process (for humanitarian programming) and (2) the UN’s Medium Term Response Plan (for early recovery and recovery/development programming). The programmes outlined in this document derive from both of these processes. The 2011-2013 MTRP will include a specific emphasis on the UN’s programming in East Jerusalem and a robust monitoring and evaluation framework to ensure accountability.

UN Programming

The past years have witnessed deterioration in the socio-economic and human rights situation of Palestinians in East Jerusalem, including through continuing construction of the Barrier Wall, and additional restrictions on Palestinian development in the city. These have rendered daily life increasingly difficult and have led to a range of inter-related challenges, including an absence of sufficient housing, economic deterioration and unemployment, lack of access to basic social services and an absence of reliable data and statistics to enable the development of more effective strategies. In response to these and other challenges, the work of the United Nation’s in East Jerusalem will focus on the following areas:

Food security, livelihoods and employmenti.

Improvement of basic services delivery (health, ii. and education)

Social protection (focus on legal aid, human iii. rights, housing, shelter, planning, youth and women)

In each of these three areas, the UN will work to generate reliable data and statistics and support the development of the local economy for the Palestinians residing in East Jerusalem. UN agencies will, to the greatest extent possible, work with grassroots organizations. Investing in the existing social capital is essential for the success and sustainability of the programme. The UN will therefore work to strengthen the capacity of these

organizations and provide them with the resources and tools to better serve communities at the local level.

The following table summarises the funding gaps in the three areas identified above, while full information is provided in the attached tables.

The PA/UN Trust fundThe PA and the UN have established a Trust Fund to support UN programmes in areas where the UN has a strong track record and a demonstrated ability to deliver.

The fund consists of two windows, one for Gaza and one for West Bank (including Jerusalem)

under a common governance structure. Donors are encouraged to consider supporting the UN’s work in the oPt through this mechanism.
