MHRDishappytopresentthisreportofIndiaRankings2017undertheNationalInstitutionalRankingFramework
(NIRF).ThissecondeditionofIndiaRankingsattemptsmajorimprovementsoverthefirstexerciseundertakenlast
year.
TheprocessforthissecondeditionwaskickedoffbyaReviewCommittee(AppendixI)totakeonboardthelessons
fromtheexperienceofthepreviouseditionandcontemplateimprovements.ThisledtotheRankingDocumentforthis
year,whichwassharedwiththepublicthroughtheNIRFwebsite .Thedocumentwashttp://www.nirfindia.org
laterextendedtocoveradditionaldisciplinesthroughdiscussionswithdiscipline-specificstakeholders.
Thisyear's rankingsgivea commonoverall rank toallmajor institutes, and inaddition, a separate rank for the
Universities, and discipline-specific rank in the disciplines of Engineering,Management and Pharmacy. General
degreecollegeshavealsobeenrankedforthefirsttimethisyear.
It hasbeena large anda very challengingproject, andanyexerciseof thismagnitude requires championswith
commitment.MHRDishappytoputonrecorditsappreciationtotheNationalBoardofAccreditationforhavingonce
againtakenuptheleadershipposition,undertheguidanceoftheImplementationCoreCommittee(AppendixII).Its
team(AppendixIII),togetherwiththeteamofitspartnerinstitute,theINFLIBNETCentreatGandhinagar(Appendix
IV)hasonceagainplayedastellarroleintheexecutionofthistask.

IndiaRankings2017:MovingTowardsAMoreRobustSystem
IndiaRankings2016wasapioneeringeffortandhencebothachallengeandahuge learningopportunity. India
Rankings 2017 builds on the previous year’s experience, consolidating the Framework, but remained equally
challengingandanequallygreatexperience.
Buildingonthelearningwasimportant,andsoaNationalLevelReviewCommitteedeliberatedextensivelyandagreed
onafewbasicchangestotheFramework.First,itwasfeltthatinadditiontothediscipline-specificrankingsofthe
previousyear,itshouldalsobepossibletocreateasingle-windowviewofalleducationalinstitutesofareasonablesize
tocreateabetterinsightoftherelativepositionsenjoyedbydifferentfieldsofeducationalactivitywithrespecttoeach
other.Second,itwasfeltimportanttobringadditionalfieldsofeducationintothefoldofIndiaRankings:Law,Medical,
andArchitecture,etc.Third,itwasfeltnecessarytoextendthereachtoaveryimportantandaverylargesegmentof
undergraduateeducation,viz.,GeneralDegreeColleges(inbothArtsandSciences).Thesedidnotgetrankeddueto
non-participationofCollegesofgoodstandinglastyear,aswellasduetopoorqualityofdatasubmittedbymany.
TheFrameworkfor2017providedforallthesefeatures.
Havewebeensuccessfulinachievingtheseobjectives?
Theanswer isamixedone.The firstof theseobjectiveshasbeeneminentlymet.A largenumberofeducational
institutesthatparticipatedthisyearalsooptedforacommonoverallrank.AsignificantnumberofGeneralDegree
Colleges have also participated, although there have been a few notable exceptions. And the quality of data
forthcomingwasmuch superior, thanks to theuntiring efforts of thededicated staff thatworkedhardwith the
institutionauthoritiesoverthedataqualityissues.
However,onthe frontof includingagreatervariety indiscipline-specificrankings, theefforthasnotyieldedthe
desiredfruit.Despiteourbesteffortstoreachout,theresponseoftheMedicalInstitutes,theLawSchoolsandfields
likeArchitecture,waslessthanlukewarm.Weareconstrainedthisyearaswelltorefrainfrompublishingrankingsin
thesefields.Itishopedthatthissituationwillseeimprovementsinthecomingyearsasthebenefitsofparticipation
becomemorewidelyvisibletoallsegmentsofhighereducation.
Asregardsthegeneraldegreecolleges,wearehappytobeabletopublishtheFirstOfficialRankingsthisyear.Despite
non-participationbyafewimportantinstitutesofthiscategory,therankinglistmakesanimpressivereading.
Inaddition,likelastyearweareabletoproducediscipline-wiserankingsintheareasofEngineering,Managementand
Pharmacy. We appreciate the co-operation of participating institutes to provide us with separate data for this
discipline-specifictask,asasked.
Whilethereportpresentsseveralnewinsightsintothehighereducationscenariointhecountry,itwillbeworth
mentioningafewkeybenefitsofthisannualexercise.
While, theGovernment-fundedinstitutescontinuetoplayavitalrole inproducingthebesteducationalgoals,as
indicatedbytheirpositionsinmostofthetop-slots,itisbecomingapparentthatafewprivatelyfundedinstitutesand

universitieshavebeenquietly creepingup to takehighpositionsandarenowofferingvalue formoney to their
students,goingbytheirranks.Someoftheseinstituteshaveconsistentlymaintainedtheirpositionsoflastyear,clearly
indicatingthatitwasnotaone-timeflukeevent.Thispictureisevidentinallrankingsbeingreportedthisyear.
Thisisanimportantinsight,andone,whichwehope,willbecomeaprecursortoarenaissanceofhighereducationin
thePrivateSector.Theirhighranksshouldalsohelptheseinstitutestobeabletocompetebetterforresearchfunding
fromGovernmentsources.
Despitethereservationsofmany,theRankingsExercisehasalsobeenabletocompileinoneplace,keydataabout
highereducationinstitutesofthecountry.Admittedly,thispertainstoonlyafractionofthehighereducationsector,
butisimportantsinceitpertainstothoseinstitutesthataspiretobeatthetop.Also,thedataiscomprehensiveand
muchmore reliable than some other national sources.We believe that this itself can be considered as amajor
milestoneoftheRankingsEffort.
Thedataqualityissuespersist–butthefactthatinstitutesarebeingcoaxedtomaintainandsupplyimportantdata
accurately, should lead toanewageof transparency in thehighereducation sector.Once thishabit getsdeeply
ingrained,thisdatawouldbeofimmenseusenotonlytoorganizationslikeNIRF,buttoawholelotofothers,andmost
ofalltotheseinstitutesthemselvesastheyattempttobecomemorecompetitive.
Despitemaking significant simplifications in ourData Capturing System (DCS),many institutes continued to be
careless.Likelastyear,alargepartoftherankingeffortthisyeartoo,hasgoneintoimprovingdataquality.Besidesour
staffexaminingthisdataatNBAandINFLIBNET,wearegratefultomanyprofessionalvolunteersinvolvedinthe
exercise,whogavetheirtimeforthisthanklessandtiringtaskselflessly.Weclearlyneedtoworkfurtheronthisissue.
We are extremely grateful to our industry partners for providing valuable research data directly from their
independentsources.WethankfullyacknowledgethetimelycontributionsofWebofScience(ClarivateAnalytics)and
Scopus(Elsevier)ontheonehand,andtheIndianCitationIndexontheother.
Wehavetakeneverycaretobevalueneutralinourapproachhere,andthevolunteersinvolvedhadopportunitytosee
onlyapartialviewoftheirdomainofwork,sothattherewasnopossibilityofinfluencingthedataandtheresultsasa
resultoftheirinvolvement.Whilewehaveextensivelyapproachedindividualinstitutes–someofthemmultipletimes
toget thedatacorrectedwhereverwesuspectedadeficiency,wewereparticularlyconsciousofmaintainingan
unbiasedstance.
Wehavemadeseveralinnovationsinourparametersandscoringsystemsthisyear,someofwhicharesummarizedin
thereport.Adetailedaccountofthesewasalreadypublished,andthesubsequentchangeshavebeenputuponour
portal for general information. We are grateful to the members of the National Review Committee and the
ImplementationCoreCommitteefortheirguidanceinthesematters.
Inspiteoftakingallcare,weareawareofthemanypitfallsanddeficienciesofourearlyefforts,andthepossible

1. Background
A16-memberCoreCommittee,appointedbytheMinistryofHumanResourceDevelopment,underthechairmanship
ofSecretary(HE),evolvedtheNationalInstitutionalRankingFramework(NIRF)overaperiodofoneyearduring
2014-15.TherewereintensediscussionsanddeliberationsinaseriesofmeetingsoftheCommitteeandexchanges
withpeersandstakeholdersthroughseveralonlinediscussions.TheCommitteeproposedareliableandtransparent
NationalFrameworkformeasuringperformanceandrankingofinstitutesofhighereducationandrecommended
institutionalmechanisms,processesandtimelinesforimplementationoftheRankingFramework.TheNIRF,inits
firstiteration,envisagedseparaterankingsfordifferentcategoriesofinstitutesintheirownrespectivepeergroups.As
such,discipline/category-basedframeworksweredraftedforengineering,management,pharmacy,architectureas
well as for colleges and universities based on the overall National Framework. Further, within each discipline,
provisionwasmadeforseparaterankingintwocategories–institutesthatareengagedinresearchandteaching
(CategoryA),andthoseengagedmainlyinteaching(CategoryB).
Thefinalframeworkidentifiednearly21parametersinfivemajorheads.Naturallymanyofthemaresimilartothose
employedgloballydealingwithexcellenceinteaching,learningandresearch.However,thereareafewIndia-centric
parameters,reflectingaspirationsoftherisingnumbersofouryoungpeopleenrolledintohighereducationinstitutes.
Country-specificparametersrelevanttotheIndiansituationincludedregionaldiversity,outreach,genderequityand
inclusionofdisadvantagedsectionsofsociety.
AlthoughthespiritoftheRankingFrameworkandparametersidentifiedbytheCoreCommitteethatwereusedfor
IndiaRankings2016wasretainedfor2017,afewchangeshavebeenmadebasedontheexperiencegainedinthe
processofrankingofinstitutesin2016.

2. MajorChangesIntroducedinIndiaRankings2017
Takingcuefromourexperienceinrankingofinstitutesin2016,thefollowingchangeshavebeenintroducedinIndia
Rankings2017:
I) Allinstitutes,irrespectiveofdisciplineorcategoryforwhichtheyhaveapplied,havebeenconsideredeligible
foracommonoverallrank,iftheyhaveatleast1,000enrolledstudents(calculatedonthebasisofapproved
intake); or are a centrally-funded institute or a university/deemed-to-be-a-university funded by the
GovernmentofIndia.
ii) Instituteswithlessthan1,000enrolledstudents(calculatedbasedonapprovedintake),areconsideredeligible
foronlyadiscipline-specificrank,viz.,Engineering,Medical,Law,Management,Pharmacyorgeneraldegree
collegesinArts,SciencesandCommerce,etc.
iii) Schools,CentresorDepartmentsinagivendisciplineinuniversitiesandinstitutes(suchasArts,Architecture,
Engineering,HealthandLifeSciences,HumanitiesandSocialSciences,Law,Medical,Management,Pharmacy,
etc.)wererequiredtoregisterseparatelyandprovideadditionaldata(inthesamecommonformat)pertaining
tothesespecificdisciplines,forgettingthemselvesrankedforagivendiscipline.
v) Undergraduateteachinginstitutes(includingdegreecollegesaffiliatedtoauniversity)werealsoencouragedto
participateunderthecategory“GeneralDegreeColleges”.
vi) Discipline-specificrankswouldbeannouncedonlyforthosedisciplineswhereasignificantnumberofinstitutes
offerthemselvesforranking,andtheapplicantinstitutesincludesomeoftheprominentonesinthatdiscipline.
TheImplementationCoreCommitteeset-upbytheMHRDforIndiaRankings2017(AppendixIV)willtakea
finaldecisioninthisregard.
vii) Openuniversitiesandpurelyaffiliatinguniversities(eitherStateorCentrally-funded)arenoteligibletoregister
forranking.However,iftheseuniversitieshaveateachingorresearchcampus/activitiesoftheirown,theyare
eligibletoparticipatewithdatapertainingonlytotheirphysicalcampuses.Datapertainingtotheirfunctionas
openoraffiliatinguniversitiescannotbeincludedinthesubmitteddata.
viii)Onlythoseinstitutesthathavegraduatedatleastthreebatchesofstudentsinoneormoreprogrammeswere
consideredforranking.
ix) Whilescorecomputationsfortheparametersaresimilarforbothkindsofrankings,i.e.overallordiscipline-
specific) on most counts, the weights are somewhat different on a few parameters, to take into account
discipline-specificissues.
Therehavealsobeenafewchangesintheperformancemetricswithaviewtoeffectbetterdifferentiationbetweenthe
top,middle,lowandverylowlevelsofperformanceonagivenparameter.Asimplepercentilebasedmetricwasfound
tobeinadequateforthispurpose.Thefinalsetofparametersandthedetailsofthenewmetrics,asapprovedbythe
implementationCoreCommitteeareavailableontheNIRFwebsite.
3. NIRFParametersforRankingofInstitutes
TheNIRFprovides for rankingof institutes in fivebroadgenericparameters,namely: i)Teaching,Learningand
Resources; ii) Research andProfessional Practice; iii) GraduationOutcome; iv)Outreach and Inclusivity; and v)
Perception.Fig.1providesanoutlineofthesub-parametersforeachofthefivegenericparameters.Asmentioned
above,however,someofthesub-parametershadtobedroppedduetoseriouslackofreliabilityandconsistencyof
dataprovidedbytheparticipatinginstitutes.

Byandlarge,ourapproachcontinuestogivealotofemphasistocollectionanduseofactualdata,unlikeseveralforeign
rankings thatputa largeweight toperception–even insuchmattersas research.Webelieve thatadatabased
approachismoreobjective,especiallyinalargehighereducationsystemlikeIndia,whereperceptiondataalonecan
beverymisleading.Asweshallseelater,thejobischallenging,sincealargeamountofdataneedstobecollected,and
alsoauthenticated.

4. MetricstoComputeRankingScores
The frameworks for ranking of institutes is available on the NIRF Web site ( ). Thishttps://www.nirfindia.org/
documentidentifiestherelevantdatarequiredtosuitablymeasuretheperformancescoreunder-eachsub-head
mentionedaboveandproposeasuitablemetrictocomputeascoreforthesub-head.Thesub-headscoresarethen
addedtoobtainscoresforeachindividualparameter.Theoverallscoreiscomputedbasedontheweightsallottedto
differentparameters.
5. ParticipationProfiles
InstitutesdesirousofparticipatingintheIndiaRankings2017wereinvitedtoregisterontheNIRFWebportaland
submittheirapplicationsonlineforoverallrankingaswellasforoneormoredisciplinesalongwithrelevantdatain
thegiven formatby30thNovember2016. Instituteswerealsogivenopportunity toedit thedataandupload
supportingdocumentsintheprescribedformatby30thJanuary2017.

Likelastyear,therehasbeenmaximumparticipationfromthesouthernstates.Also,onceagain,participationfrom
institutes and university faculties in the fields of Architecture, Law, Medical has been inadequate and
unrepresentative,withonlyaveryfewinstitutesinthesedomainsregisteringforparticipationdespiteasignificant
effortbytheNIRFstaff.Duetoinadequaterepresentation,theICCdecidednottorankinstitutesinthesefieldsand
workonincreasedparticipationinthenextroundofRankings.Therehasbeen,however,enthusiasticparticipation
fromanimportantsegmentofHigherEducation,viz.,GeneralDegreeColleges,andwearehappytoranktheseforthe
first time. Even though there are somenotable absentees from the list of participants, the ranking provides an
interestinginsightintothissegment.Wehopethattherankingsthisyearwillmotivatemanyotherstoparticipatein
futureyears.
6. Methodology
6.1 IndiaRankings2017:ActivityCalendar

6.2. SourceofData:IndividualInstitutes
Intheabsenceofareliableandcomprehensivedatabasethatcouldsupplyallrelevantdatarequiredforcomputingthe
scores forranking, individual institutesdesirousofparticipating in therankingexercisewere invited toregister
themselvesontheNIRFportalandsubmitdatathroughanOnlineDataCapturingSystem(DCS).Publicationsand
citationsdatapertainingtoresearchoutputofapplicantinstitutesweretakenfromScopus(ElsevierScience),Webof
Science (Clarivate Analytics, Formerly Thomson Reuters) and Indian Citation Index. This year, we have further
enrichedtheresearchevaluationbylookingatthenumberofpapersthatappearinthetop25percentile(ameasureof
highlycitedpapers)intheirrespectivedomainsofwork.
6.3.DataCollectionandDataCapturing
Data Capturing System (DCS), Feedback System and Perception Capturing System were developed for online
capturingofdatafromapplicantinstitutes,feedbackandperceptionsofindividualsandexperts(peers).Asmentioned
earlier,thedataonpublications,citationsandhighlycitedpaperswereretrievedfromScopus(ElsevierScience),Web
ofScience(ClarivateAnalytics,FormerlyThomsonReuters)andIndianCitationIndex.Abriefdescriptionondata
collectionanddatacapturingisgivenbelow.
6.3.1. OnlineDataCapturingSystem(DCS)
Instituteswhoregisteredthemselvesforrankingunderoneormoredisciplineswereaskedtosubmittherequisite
dataintheprescribedformatdirectlyontheweb-basedonlineDataCapturingPlatformdevelopedforthispurposeon
NIRFportalforoneormoredisciplines.
Twohelpdesksweredeployedtoresolvegeneralandtechnicalissuesfacedbytheapplicantinstitutesduringthe
entireexecutionprocessofIndiaRankings2017.Onanaverage,morethan40callswerereceivedeverydayfrom
applicantinstitutesandmorethan1500querieswereresolvedduringregistrationanddatacapturingprocess.
6.3.2. Publications,CitationsandHighlyCitedPapers(HCP):WebofScience(WoS),ScopusandIndian
CitationIndex(ICI)
Threecitationdatabaseswereusedassourcesforretrievingdataonnumberofpublications,citationsandhighlycited
papersforinstitutesthatregisteredthemselvesforrankingunderIndiaRankings2017.Thesecitationdatabasesare:
i)ScienceCitationIndexExpanded(SCI-Expanded),SocialSciencesCitationIndex(SSCI),Arts&HumanitiesCitation
Index(A&HCI),ConferenceProceedingsCitationIndex-Science(CPCI-S),ConferenceProceedingsCitationIndex-

Thesethreedatabasesweresearchedtodeterminethequantitativeproductivityofall3,319applicantinstitutesthat
registeredthemselvesforrankingintermsofresearcharticlespublishedandcitationsreceivedbytheminaspanof
threecalendaryears,i.e.2013,2014and2015.
6.3.2.1SearchStrategyforRetrievingResearchPublications,CitationsandHighlyCitedPapersfromWoS,
ScopusandICI
All permutations, combinations and changes in the names of institutes were used while searching for articles
publishedbyfacultyandresearchersinthethreedatabasesmentionedabove.ItwasrealizedthatalthoughScopushad
affiliationIDs,attimesmultipleIDsforthesameinstitute,theycoveredalimitednumberofIndianinstitutes.Assuch,
searchstrategieshadtobedefinedandusedforretrievingpublicationsandcitationsdatafromallthethreecitation
indices.Sincesearcheswereconductedusingnamesofinstitutes,articlesthatdidnothaveinstitutionalaffiliationsof
theirfacultyandresearcherscouldnotberetrieved.
Severaluniversitieshostotherresearchinstituteswithintheirphysicalpremises.Carewastakentoensurethatcredit
forpublicationsandcitationsaregiventothecorrespondinginstitute.Manualcheckingofretrieveddatawasdonein
casesi)wheretwoinstituteswithsame(orsimilar)namessharethesamephysicalpremise;ii)instituteshavingthe
samenameinthesamecity,forexampleGovernmentColleges,DAVColleges,etc.
Moreover,manyprivateuniversitiesconsistofanumberofconstituentcolleges,institutesandhospitals(eitherinthe
samecityorindifferentcities)thataretheirintegralpart.Informationwassoughtfromtheapplicantinstitutesabout
suchconstituentcolleges,institutesandhospitals.Publicationsandcitationsreceivedbysuchconstituentinstitutes
werecreditedtotheapplicantuniversityafterdueverification.
UniversitiesHandbook2014(AssociationofIndianuniversities,2014)andwebsitesofinstituteswereusedtofind
changesinthenamesofinstitutes.Manyvariationsinnamesofuniversities,theirphysicallocationsandtheirspellings
werediscoveredduringthesearchesinallthethreedatabases.Thetaskwaschallenging.TheNIRFhastakenevery
care to be accurate on this count. MoUswere signedwith Elsevier (Scopus) and Clarivate Analytics (Formerly
ThomsonReuters)forverificationandvalidationofsearchresultsonasamplebasis.Moreover,thedataonhighlycited
paperswereobtaineddirectlyfromthesetwopublishers.WebofSciencealsoprovidedthedataonpublicationsand
citations,whichwassubsequentlyaugmentedbyus.Italsoprovideddataonpatentsgrantedandpublishedforeach
instituteinthelastthreeyears.Wegratefullyacknowledgeconstructiveinputsfromallourpartnersinthisimportant
effort.
6.3.2.2 RestrictingRetrievalofArticlestoaGivenDiscipline
Searchforpublicationsandcitations,wasdoneinthreedatabasesmentionedaboveforapplicantinstituteswithout
anysubject-wiseanddiscipline-wiserestrictionsincaseofoverallrankingofinstitutes.However,subject/discipline-
wisesearchwasmadeforallotherdiscipline-wiserankings.
6.3.2.3 OnlinePerceptionCapturingSystem
Anonlineplatformwasdeveloped to capture theperceptionofpeers, employersandpublic.A largenumberof
individualssubmittedtheirperceptionsonapplicantinstitutes.

6.4. OnlineFeedbackSystem
Stakeholderswere invited to give their feedback through “Online Feedback System” from 1st February to 12th
February2017onthedatasubmittedbytheinstitutes.Thecomments/feedbackwereauto-transmittedthroughan
emailwithoutdisclosingtheidentityofthestakeholdertotheconcernedinstitute(s)fortakingnecessaryactionat
theirend.
6.5 DataVerification
6.5.1 ScoutingforOutliers:CommitteesofDomainExperts
Issuesandpit-fallsintheprocessofdatacollection,verification,authenticationandinterpretationwereaddressedby
theImplementationCoreCommittee(ICC)set-upbytheMHRDtooverseetheimplementationofrankingworkforthe
year2016.ThisCommitteealsoreviewedtheparametersandformulasthatwerefinallyusedforrankinginvarious
disciplines.Besides,committeesconsistingofexpertsfromacademicinstituteswereconstitutedtoexaminethedata
submittedby institutes under eachof the five broad generic parameters, for eachdiscipline. TheseCommittees
examined the data on various parameters minutely and identified outliers and anomalies for further scrutiny.
Instituteswhosedataseemsexaggeratedorhadanomalieswerecontactedtelephonicallyandviae-mailtoconfirmor
correct the data. More than 5,000 e-mails were sent to various institutes for verification of data on different
parametersandsub-parameters.
6.5.2.CommunicationwithNodalOfficers
EachinstitutewasaskedtonominateoneoftheirpersonnelasanodalofficerfordealingwithNIRFmatters.These
nodalofficerswerecontactedtocleardoubtsortoattendtothefeedbackandanomaliespointedoutbytheexpert
committees.Nodalofficersfromsomeoftheinstituteswerealsocalledinpersontointeractwiththemembersofthe
committeeandverifytheirdata.Forincreasedtransparency,anadvisoryhasbeenmadetoeachinstitutetouploadthis
dataontheirownwebsitefordisseminationtothepublic.Forallthetop-rankedinstitutes,thelatestversionofthe
correcteddatabasedonfurtherinputsfromtheinstitutes,hasbeenmadevisibleontheNIRFportal.
6.5.3.VerificationofDataonPublications,CitationsandHighlyCitedPapers
Thedataonpublications,citationsandhighlycitedpapersweredisplayedforverificationofapplicantinstitutesinthe
monthofMarch,2017.
6.6. InterpretationandMinorDeviations
Basedonissuesandpit-fallsbroughttothenoticeofImplementationCoreCommittee(ICC)relatedtodatacollection,
verification,authenticationandinterpretation,thefollowinginterpretationandminordeviationswereintroducedin
themetricandparametersdefinedintheNIRF:
I) NormalizedCitationImpact(NCI)couldnotbeconsideredduetonon-availabilityofverifiabledataforeach
institute.
ii) Dataforentrepreneurshipwasnotconsideredsincethedataprovidedbytheinstituteswerenotasperthe
definitionofentrepreneurshipgivenintheNIRFdocuments.
iii) PatentsgrantedandpatentspublishedwereobtainedfromthedatabasecalledThomsonInnovationby
ThomsonReuters.

iv) Metric for graduating students admitted into top universities was not considered because of lack of
verifiabledata.
v) Competitivenessparameterwasnotconsideredbecauseoflackofverifiabledata.
vi) MinormodificationsweremadetothemarksassignedtoFinancialResourceUtilization(FRU).
vii) Thepercentilemetricwasfoundtobe inadequatesince it failedtodifferentiatehighlydissimilardata.
Alternative logarithmicmetricswere devised and used to effect better differentiation between highly
dissimilardatapoints.
6.7. RankingThresholds
The India Rankings 2017 document provides for basic qualifiers for an institute to participate in the ranking,
dependinguponthediscipline.Asanexample,foracommonoverallrank,theinstituteshouldhaveatleasta1,000
enrolledstudentswithanexceptiontotheCFUsandtheCFTIs.Also,theinstituteswererequiredtohavegraduateda
minimumofthreebatches.
NIRFhasadheredtotheseguidelines.Also,asmentionedearlier,duetonon-representativeparticipationbyinstitutes
intheArchitecture,Law,MedicalandArts/ScienceFaculties(Departments),adecisionwastakennottorankinstitutes
inthesedisciplinesthisyear.
7. VisualisingDataBeyondRanking:AdditionalInsights
Institutes registered for IndiaRankings2017provideddatapertaining to fivebroadgenericparametersand21
metrics.Moreover,dataonpublications, citationsandpatentswas taken fromScopus(ElsevierScience),Webof
Science(ClarivateAnalytics,FormerlyThomsonReuters),IndianCitationIndexandThomsonInnovation.Besidesuse
ofthisdataforrankingofinstitutes,thecombinedcollectionsofdataformorethan3,000institutescaneffectively
providesomeinterestingtrends,tendenciesandtrajectories.Adetailedanalysisoftrends,tendenciesandtrajectories
observedusingthisdatawillbepublishedonthewebsiteofIndiaRankings2017.Someoftheimportantobservations
aregivenbelow.
7.1.Teaching,LearningandResources
Inordertogainarepresentativepictureofthefacultyissuesinourhighereducationinstitutes,wehaveselectedthe
discipline of engineering for analysis. We do this for two reasons. This discipline has seen a major growth of
educationalinstitutesinthelasttwodecadesorso–mainlythroughtheprivatesector,butalsosignificantlyinthe
Governmentsectoraswell.Fig.3,4and5belowshowaninterestingstatistic:Alittlemorethanaquarterfractionof
thefacultyengagedinteachinghasdoctoralqualifications.Whileitistruethatinafewdisciplinesthatmaynotbea
serioushandicap,inmanycasesthementorshipreceivedduringthedoctoralprogramsplaysakeyroleinpreparing
thefacultyforateachingcareerinhighereducation,andthediffusionofthistrendneedsclearlytobespeededup.

Anothermajortrendthatisclearlyvisibleisthatalargenumberofinstitutes(nearly76%ofthem)havesignificant
numberoffacultywithlessthan10yearsofteachingexperience(aboutalmost50%)–inotherwords,theburdenof
theteachingislargelyinthehandsofrelativelyinexperiencedfaculty,whichputsanotherseriousquestionmarkonits
impactonthequalityofeducation.
Finally,alookattheFSRacrosstheOverallandEngineeringcategoriesshowsthatevenamongsttheparticipant
institutes,whichrepresentamongstthemostaspirational3000+inthecountry,asignificantnumberhavealongway
togotohavereasonablenumbershere.Someareworkingwithlessthanateacherfor50studentsormore(Fig.6).Ina
fieldlikeengineering,thisgreatlylimitsthequality,sinceitimpliesthatafacultymemberisexpectedtoteachheavily
acrossverydifferentkindsofcourses.

7.2.ResearchandProfessionalPractice
Asmentionedearlier,NIRFhasusedthirdpartysourcestoextractinformationonscholarlyoutputfromtheinstitutes.
Forthebriefanalysispresentedhere,wehaverestricteduseofdatafromonlyoneoftheseviz.,WebofScience,inthe
interestofsimplicity.Dataquotedhererefertothethree-yearperiodbetweenJanuary2013toDecember2015.
Table3summarisesthetotalnumberofpublicationsforvariousdisciplinesandcategoriesofIndiaRankings2017.
TheTableprovidesacomparisonofresearchpublicationsoftop100institutes(bypublications)withtherestofthe
eligibleinstitutesinthesamediscipline/category.Itisinterestingtonotefromthefirstrowthat89.96%ofthe
researchpublicationscomefromthetop100universitieswiththeremaining128participatingandeligibleinstitutes
contributingonly10.04%ofresearchpublications.AsimilarconclusioncanbedrawnfortheEngineeringcategory.
ThedataseemstofollowthefamousPareto’sprinciple,inthesensethatmostoftheresearchisbeingconductedwithin
thetop100listineachcase.Onthepositiveside,thereseemtobeagoodnumberofgeneraldegreecolleges(lastrow),
which have some publications signature. However, there is a significant overlap amongst various
categories/disciplinessincemostoftheinstitutesareapplicantforrankinginmultiplecategories/disciplines.

Table3alsoconveythattheshareofresearchpublicationsinManagement,Pharmacyandgeneraldegreecollegesisat
amuchsmallerscale.InfactintheManagementcategory,anaveragepublicationcountcomestojustalittlemorethan
onepaperperinstituteeachyear–ratherlowfigureandrequiringfurtheranalysis.Ofcourse,sincethetop100
publisheverythinghere,theaveragecountforthetop100is,infact.quitegood.Asafurthercaution,wewouldliketo
addthatthisdatapertainstoonlypublicationsbelongingtotheManagementdisciplinecategorizedbytheWebof
Science.Clearly,manyofthebestmanagementschoolsalsopublishinalliedareaslikeEconomics,SocialSciencesand
Psychology – which may not belong to mainstream Management discipline, and therefore, excluded from
considerationhere.

concludedthatthiswouldbecloseto(ifnotequalto)thetotalscholarlyoutputfromtheacademicworldfromIndia.

records.Asamatterofrecord,theircategory-wisedetailsareshowninTable6.Againunsurprisingly,themaximum
fractionisseeningeneraldegreecolleges–whichisunderstandableinviewoftheirprimaryroleinundergraduate
education.

As another matter of interest, we next take up a somewhat deeper look at one of the larger disciplines, viz.,
Engineering.Table7andFig.8showpercentageshareofpublicationsofdifferenttypesofinstitutesamongstthetop
100rankedintermsofresearcharticlespublishedinthisdomain.Unsurprisingly,IIT’stakethelion’ssharewith
nearly35%oftheEngineeringpublicationstotheircredit.Whatmaybelessappreciated,however,isthefactthat
NIT’sandsomeofthestateuniversitiesanddeemed-to-be-universitiesalsomakesignificantcontributionstoour
Engineeringpublicationsshare.Thisclearlyaugurswellfortheresearchproductivityintheengineeringdomain.
Table8andFigure9provideaglimpseoftheresearchimpactintermsofnumberofcitationsinthedisciplineof
Engineering. It showspercentageshareofcitationsof thedifferentgroups in the top100Engineering institutes
(rankedonthebasisofnumberofcitations)inIndiaRankings2017.Thetrendissimilar,althoughIITs’contributions
becomeevenmoredominantnow.
Table9andFigure10 indicate thatamajorpartof theproductiveengineering institutesareapartof the India
Rankings2017.Thisdemonstrates thehighqualityparticipationandaspirationofquality institutes in theNIRF
exercise, and is very gratifying. It seems from this Figure, though, that a significant part (~ 32%) may be
unrepresented.That conclusion,however, is likely tobe faulty, since thereareagoodnumberofResearchLabs,
belongingto theCSIRSystem, theDAEsystem, ISROandPrivateResearchLabswhoalsopublishsignificantly in
Engineering,anddonotformpartofthemainstreamacademicsystem.

TheNationalBoardofAccreditation(NBA)wastheprimaryagencythatwasgiventheoverallresponsibilityofco-
ordinatingandexecutingtheRankingworkinconsultationwiththeImplementationCoreCommittee,constitutedby
theMHRD.NBAinvitedapplicationsforregistrationofinstitutesforrankinginvariousdisciplinesandtheoverall
ranking.Itco-ordinatedwithitscollaboratorstoexecuteallaspectsoftherankingwork,includingfinalizationof
discipline-specific parameters in consultationwith the domain experts andwith INFLIBNET Centre – itsmain
collaborator.

The INFLIBNET Centrewas responsible for development of NIRFWeb Portal including data capturing system,
perceptioncapturing, feedbackmechanismandrankingplatform.TheCentrealsoprovidedandverifieddataon
publicationsandcitations.TheCentrealsodeployedtechnicalhelpdeskatitspremises.
10.3. AllIndiaCouncilforTechnicalEducation(AICTE)
TheAICTEwasinstrumentalinprovidingauthenticateddataoninstitutesthatareapprovedforofferinggraduateand
postgraduate-levelcoursesinfourdisciplines,namelyengineering,management,pharmacyandarchitecture. The
AICTEalsoencouragedinstitutestoapplyforrankingunderNIRFframework.
10.4. UniversityGrantsCommission(UGC)
TheUGCprovidedauthenticateddataon collegesanduniversitiesunder itspurview.TheUGCalsoencouraged
universitiesandcollegestoapplyforrankingunderNIRFframework.
10.5. AcademicPartners
WebofScience,ScopusandIndianCitationIndexwereusedforretrievingdataonpublicationsandcitations.These
threepublisherswerecontactedtohelpoutintheprocessofretrievingdataforsomeoftheinstitutesthathadapplied
