President’s Column

HAPPY INDEPENDENCE DAY!!! I hope that everyone is healthy and able to find some enjoyable diversion from the 2020 madness. While the world has been hunkering down, ISRPA has been doubling down! Although matches have been cancelled and our favorite watering holes have dried up for a while, we’ve been laying the groundwork for an incredible resurgence for the shooting sports. The work at Camp Atterbury, building world-class competitive & training ranges, is moving forward and beginning to look amazing. Three-hundred position pistol and small bore ranges, (pictured at right) outstanding long-range targets and a few tactical range surprises will welcome all

back to the sport! Stay tuned in on the ISRPA Website for volunteer and shooting sports opportunities. The pandemic featured one prominent trend: hordes of new gun owners. It will be incumbent upon all engaged in the sport and in support of the Second Amendment to reach out to family, friends, and folks in the community and engage new firearm owners to learn more about safety, proper use, and boundless opportunities to learn a life-long sport. I know all of us have received countless emails, mail, and other communications to get engaged and involved in the protection of our Constitutional Rights, but nothing is more effective at building a 2A army than a little trigger time. As more people become familiar with the firearms community and opportunities for sport, protection, and personal growth, the more secure we will become in our God-given freedoms. As we prepare for the re-opening of shooting competitions (THANK YOU GOVERNOR HOLCOMB FOR DECLARING RANGES AS ESSENTIAL…from the get-go!), we are also laying the groundwork for the future of the Second

Amendment. November is coming fast and there is a vast difference in the ideologies that are competing to govern our nation. There will be vigorous attempts to restrict or eliminate our rights. We will be recruiting new members to join our ranks and become more informed and armed to educate our lawmakers. We will be working with incredible patriots such as Jim Tomes and the Second Amendment Patriots and Guy Relford and the 2A Project. There will be some hotly-contested seats that we need to focus upon to keep Indiana Strong. We are the best in the nation and we need to keep it that way! Please help us by recruiting your friends, family, and neighborhood folks to join our efforts (and the ISRPA!!!). There are a lot of groups out there, but we are the only 2A organization that is in the State House every day that the legislature is in session to monitor and fight for our rights. Fort Wayne Rifle and Revolver Club Inaugural Electronic Target Match; May 9, 2020

By Larry Beardsley Saturday, May 9th was the inaugural 50/80 Match on the new Silver Mountain electronic targets. Our target setup can support five active shooters per relay (one target is held as a spare in case something happens with an active target) and we had scheduled two relays in the morning session and two relays in the afternoon session. Saturday morning dawned as a frosty morning; there was frost on the grass over much of the range – but the wind was initially calm. Jim Sweeney (pictured at right), FWRR President fired the inaugural shot in a First Shot Ceremony. Jim noted that the future of organized High Power shooting was moving toward electronic targets and this match marked the start of a new chapter of FWRR High Power. As the first and second relays moved through the match, the calm wind conditions that existed at the start of the match quickly changed - and gusty, cold and blustery winds became the rule. In accordance with social distancing guidelines, competitors were asked to wear masks except when actually shooting and it turned out that masks came in handy just to keep noses warm! By the time we moved back to 300-yards, several shooters were heard to make the comment “I can’t feel my fingers”. Such is May in Indiana. The morning session closed out about 11:15; two-and-a-half hours for an 80-round Regional Match Course. As the morning shooters packed up and headed to the house to warm up, the afternoon relays took to the course. We started about noon and finished at 3:00. The afternoon relays may not have been as cold as the morning, but the winds became even more blustery as the day progressed. One afternoon competitor measured winds at 25 MPH with gusts to 32+MPH.

But all in all, it was a good day. Competition for top spot was close, but Joe Bakies from the Lima Sabers “Creedmoor” out “x”ed FWRR’s Mike King to take top honors for the day. The electronic target system worked well. There were some issues with targets going off the air, but we believe that this is due to some super-cheap Chinese cables supplied with the batteries. We have replaced those cables and we believe it should eliminate cables as an issue. We also had about five bullets just vanish on the way to the target, but we believe that the extremely blustery winds might have had something to do with that. A 99.68% arrival rate isn’t bad for a first outing.

ISRPA Junior Rifle State Championship

The ISRPA Junior State Rifle Championship predates ISRPA to the time when it was the ISRA. The match has a storied history of more than 60 years. The match features three disciplines of air rifle and a fourth discipline of smallbore. The air rifle consists of the introductory 3 position sporter class and the more advanced 3 position precision and all standing international air discipline. This year expectations were high. Attendance records were set to be shattered with 315 athletes registered when the competition began. IYSSF (Indiana Youth Shooting Sports Foundation) was key in increasing interest by committing a donation to the trust of each engaged team. Due to the large number of athletes, the match is held over three weekends. On the first weekend, the event went smoothly. As expected, COVID restrictions reared their ugly head and teams and individuals began to cancel. We were able to conduct the remaining weekends with a diminished number of athletes, competing in every other lane. The final number of participants was a respectable 220 junior athletes. The results are as follows:

LEGISLATIVE REPORT By Bill Dowden, Legislative Director

The events of the winter and spring of this year have tested the mettle of Hoosier patriots. First there was the panic caused by the report of the Chinese virus COVID 19 and the subsequent regimen of “giving up a little freedom for a little bit of security.” Overlapping that was the well-organized nationwide rioting, which continues today. These events reinforce the reason we have the constitutionally protected right to keep and bear arms. Hoosiers have long known our Founders intended to make sure Americans never lost the individual right to defend themselves and the state. They were so intent on protecting that right, along with other inherent rights, that they demanded a Bill of Rights be included in the Constitution. We are fortunate that over the years we have had legislative leaders and governors who have reinforced Hoosiers’ right to keep and bear arms. However, national organizations are spending great sums of money to persuade voters to oppose traditional values, such as the 2nd Amendment, religious and family values, the right to life, the right to enjoy the fruits of your labor, etc. As the rioting, burning, looting, and bodily threats in scores of cities continues, we have seen mayors, governors, and community leaders capitulate to unreasonable demands of the leaders of this nationwide movement. In addition to the Presidential election – the most important of a lifetime for most of us (especially those who own a pistol, shotgun, or rifle since the national Democrat candidates have no fear in telling the world where they stand on civilian ownership)) -- there are very important General Assembly seats to be voted on. All 100 House seats and 25 Senate seats are up for election in November. This year candidates have not been able to speak in person to groups of voters to state their position on specific issues or take questions in front of a group of voters. Although grades and endorsements by national gun groups are generally reliable, it has been noted that in the last 3 or 4 sessions of the General Assembly, some in leadership positions who have been rated A and/or Endorsed have not merited the grade. Therefore, it is important to ask the candidate specific questions, such as her/his position

on universal background checks, magazine capacity, semi-automatic firearms, or giving municipalities authority to regulate firearms instead of uniform state laws. If you do not already know, the easiest way to find your candidate for the General Assembly is on the Secretary of State’s website www.in.gov/sos/elections. For information on General Assembly actions, members, bills, etc. go to www.iga.in.gov A Founding Father, “Father of the Constitution,” main force behind adding a Bill of Rights to the constitution, and 4th President, James Madison, said this: “The right of the citizens to bear arms in defense of themselves and the State shall not be questioned.” And, yet, some Supreme Court Justices cannot understand what the Founders meant about individual ownership of arms.

As I write this article, the shotgun shooting in the state is slowly returning to a new normal. The Covid -19 pandemic forced many events to be rescheduled or cancelled but the Indiana SCTP state sporting clays championship was able to go off as scheduled on

June 27th. The event was held at Indian Creek Shooting Center in Georgetown and was attend by 56 youth shooters from all over the state. The entire event was paid for by the Indiana Youth Shooting Sports Foundation through a grant from the Friends of The NRA.

Ethan Beeman broke a 91 for the high score for the day. Teams that placed in the event were Target Busters, The Hoosier Daddy’s, Ike’s Young Guns, Indian Creek Youth Shooting, and St. Joe Valley. I have listed below some of the other major shotgun events that have been rescheduled throughout the state. Marty Brown Memorial Open Round #1 June 27, 2020

Presented By Revere’s Riders By Sue Mogle, Exec. VP

Revere’s Riders welcomed a near- sell-out event to A&A Optics private range near Liberty, IN for the Marty Brown Memorial Open Round #1 on June 27, 2020. Marty was an instructor with Revere’s Riders who lost a 40- month battle with ovarian cancer in 2017. The Marty Brown Memorial events celebrate her life as well as raise awareness and funds for Ovarian Cancer. ISRPA VP Sue Mogle was there. This is the first Revere’s Riders event I’ve attended. I will definitely be back! Round #1- the first in the 2020 series of three events- focused primarily on beginner and intermediate shooters featuring marksmanship instruction, range practice and drills, skills challenges, history and opportunities to shoot some unique firearms. 29 event attendees joined Revere’s Riders instructors and volunteers on the beautiful private range near Liberty, IN. Alan and Mae Alcorn of A&A Optics graciously opened their range and home for the event. Check out the incredible selection of optics on their website (aaoptics.com)! Revere’s Riders did an outstanding job of pulling together some great sponsors donating items! All day long random names were called to take a random drawing for donated items-- all attendees took home something. Significant events from Marty’s life provided a context and story telling for the drawings. 4 times per day there were "skills" challenges, where each participant could buy $5 per round of ammo. The closest to center of the target in each heat advanced to finals. The final 4 shooters competed head to head on a dueling tree for prizes. The event was planned for rain or shine. The forecast was 50% chance of rain: when 50% became 100% just before lunch the event hosts used Mother Nature’s tantrum as an opportunity for teaching the history of April19th, 1775 (aka the day the shot was heard round the world). Alan and Mae's daughter Savannah gave a short reenactment of the daughter of Captain Isaac Davis, who joined the local militia gathering near Concord that day. Connie Dixon from Ovar’Coming Together shared her story along with information about the organization. More drawings and opportunity to bid on silent auction items just before lunch arrived. A delicious lunch provided in the ticket price was catered by Lee's Famous Chicken out of Richmond Indiana. By the time lunch was finished the rain had let up. With pop up canopies creating covered firing and assembly lines, the light intermittent rain most of the afternoon only served to keep the temperatures pleasant.

New for the Marty Brown Memorial events this year: a few exotic or unique firearms at the far end of the line. For $1-10 per round (based on ammo costs) attendees could fire a 50 CAL Barrett, 338 Lapua, Sharps Rifle, M1 Garand, M1 Carbine, 22LR suppressed pistol. There were a lot of smiles as shooters got a chance to try a few rounds.

Revere’s Riders has grown the Marty Brown Memorial Invitational from humble beginnings in 2017 to a fund-raising event to help and support women with the terrible disease that took Marty from this world all too early: ovarian cancer. After the event a number of attendees are having discussions with their friends and families about cancer and the signs, demonstrating the success of the event in raising awareness.

High Power at Camp Atterbury 2020 By Sue Mogle, Exec. VP

ISRPA and CIHPRS combined forces to present their full array of Silver Mountain Electronic Targets for matches on May 30-31. ISRPA High Power and Central Indiana High Power Rifle Shooters each own fifteen SMT targets. Thanks to Dave Schnelle for helping combine our assets to field a total of thirty electronic targets for the weekend matches. With Camp Atterbury initially opening on a limited basis in May, the collaboration was the brainchild of Shawn Agne, President of CIHPRS, working with Sue Mogle, ISRPA VP and Roger Copsey, VP Course High Power. Plans came together and forty-seven shooters signed up including a group from Camp Valor, travelling from Missouri to attend the event.

Spotter is monitoring the laptop for shot placement and value…then relaying that information to the rifleman.

New Program Steel Challenge

Are your youth bored shooting at tin cans and paper targets? The Indiana Youth Shooting Sports Foundation has purchased a set of Steel Challenge targets (https://scsa.org) for loan to the Laughery Valley Fish and Game (LVFG) Junior Club to help start a Scholastic Action Shooting Sports program. The steel targets are shot in various sequences as quickly as possible to promote safe gun handling, development of hand-eye coordination, and teamwork among youth. Guns include standard 22 and centerfire pistols and rifles. The newly formed team, based on the experience of the Davies family, plans to sponsor monthly matches at LVFG on Friendship Road between Versailles and Friendship in Southeastern Indiana, beginning July 18. Check the ISRPA website for schedule. While the matches emphasize youth participation, adults are also encouraged to join in this exciting new sport. Once the program is firmly established at LVFG, the group, on behalf of the IYSSF and ISRPA, is

Spring and summer is a very busy and active time for Olympic Style Rifle Competitors…Junior Olympics, Spring Selections, Smallbore National Championship (NRA, CMP, and ASSA), in addition to numerous camps and clinics. Instead, this spring and summer brought cancellations. The Junior Olympics were first. The NRA Annual meeting followed as an additional casualty of the virus. USA Shooting, the NRA, and CMP all cancelled every competition, clinic, national championship, and selection match. Even the Olympics fell victim to the virus. ISRPA Junior Clinic series was having its own challenges as it originally intended to function alongside the NRA National Championships. As the NRA cancelled, military installments took over all facilities at Atterbury leaving the ISPRA Junior Intermediate Clinic without a real home for the summer. As the virus began to loosen its grip, Indiana started on its aggressive reopening plan. This timeline has allowed ASSA (American Smallbore Shooting

Association), a smaller grassroots Organization, to schedule their national championships at Chief Wa- Ke’-De Range in Bristol Indiana. In what proved to be a very rapid implementation, ASSA and ISRPA officials coordinated to bring the Junior Rifle Clinic Series in partnership with the ASSA Smallbore National Championships now being held in Bristol. The ISRPA Elite Clinic also changed dates to coordinate with the ASSA National Championships. Additionally, opportunities presented themselves in Indiana especially for junior athletes; The X Count was able to offer a CMP Style 3P Intermediate Air Rifle Clinic with guests from all over Indiana and Ohio. Finally, Olympians are scheduled to come to Indiana to share their expertise in two separate clinics. Bob Foth (88’ Seoul and 92’ Barcelona Silver Medal) will be hosting one of his famous Pairs clinics while Lucas Kozeniesky (Rio 16 and Tokyo 2021) will be working with junior athletes teaching tactics. Finally, an NRA Level 3 Rifle Coach Clinic will be offered to coaches for the first time since 2017. As of this writing many of these events are at capacity but there is still some space available. Midwest Palma Champion

Jeffersonville resident and Southern Indiana Rifle & Pistol Club member Dwayne Draggoo competed against some of the best in the nation to win the Midwest Palma, Midwest Long Range Championship and the Midwest F-Class Grand Aggregate this year. This is a 5 day match held in Lodi, WI. The distances are a mix of 800, 900 and 1000 yards. This is one of the most challenging ranges in the Nation. You not only have to manage your wind calls you have to manage elevation on target also. Lodi earns its nickname Lo.Hi honestly it’s not uncommon to shoot an 8 or 9 high and back it up with an 8 or 9 low!
