INDONESIA URBAN WATER, SANITATION AND HYGIENE Central Java Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) is a United States Agency for International Development (USAID)-funded project. IUWASH aims to develop access to safe drinking water and sanitation services for the communities, in particularly low- income people in urban community areas of in Indonesia. In Central Java, IUWASH works with ten districts/municipalities: Batang District, Kendal District, Klaten District, Kudus District, Rembang District, Semarang District, Sukoharjo District, Semarang City, Surakarta City and Salatiga City. Densely populated settlements: 13 percent of the households using piped water and 55 percent using artesian/pump wells In the northern part of Central Java, PDAMs’ recent service coverage ranges are between 5 to 60 percent. The province is blessed with abundant water resources from rivers to ground water which used by the PDAMs as their raw water to supply clean water to the customers as well as their potential source to expand the service. However, between the north, center and south parts of the province the availability of water varies, and likewise is the PDAMs’ service coverage. In the northern cities where only between 5to 60 percent population is served, there is a large potential to assist PDAMs in expanding their service and gaining wider customer base. PDAM of Semarang and Surakarta City in particular need assistance to expand their drinking water service coverage and connect to new customers through promotional campaigns, microcredit and technical efficiency improvements, tariff review, etc. Both municipality government have expressed their commitments to restructure the PDAM’s debt with the Ministry of Finance. PDAM Surakarta currently has an investment plan to increase their production capacity up to 300 liters/second by constructing a new water treatment plant which targets 18,000 new connections and improves their supply quality. Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) is a United

25% of the population without access to adequate sanitationCurrently, only 25 percent out of the province’s total population which reach 32.380.687 still live without access to adequate sanitation. This condition mostly happens because the people are not able to provide proper sanitation facilities or due to their lack of awareness about clean and healthy lifestyle. Surakarta City, for example, has many dense residential areas equipped with no proper domestic sewerage disposal system even though the municipality has provided the drainage system and also centralized city waste water treatment plant (off-site city sewerage system).

In Central Java, IUWASH is working with the PPSP team to institutionally strengthen the Sanitation Working Group in the preparation of City Sanitation Strategy document. In addition, IUWASH will also provide assistance to identify potential partners (private and NGOs) and the ideal form of partnership as the first step to develop a feasible local sanitation system and establish communal village sanitation. For larger cities in Central Java, IUWASH is making consultation with the city/district government on the issue of septage system (on-site system) where waste water is disposed into septic tank then regularly emptied using vacuum truck to improve sanitation condition for the urban community of Indonesia.

Support the local government to improve their service on public access to drinking water and sanitationIUWASH works with the national, provincial and district/municipality government, as well as with a variety of donors and development programs which focused on increasing the community needs for services and better access to drinking water and sanitation. It is implemented in various forms of technical assistance that includes activities for increasing demand for drinking water and sanitation services in the community, such as supporting the implementation of STBM programs and the development of community-based sanitation access.

IUWASH also helps to improve the institutional capacity of various government agencies who responsible to provide drinking water services such as PDAM and those related to sanitation services, including facilitation in the making of City/District Sanitation Strategy (SSK). In addition to that, IUWASH provides support for the implementation of better governance and funding as basis for the expansion of access to sanitation and drinking water, which in this case, facilitating PDAMs to gain alternate access to long-term financing, as well as enabling regulations to support the improvement of drinking water and sanitation.
